Dear Mr. DeCarlo:
The Palm Beach County Traffic Division has received a peak hour
turning movement analysis from Carnahan - Proctor and Associates for
the Grove Plaza project. The transmittal letter states that the City of
Boynton Beach has requested County review of the analysis. No site
plan has been provided to facilitate the review. A site plan is needed
so that the turning movements can be analyzed in light of the
arrangement of the land uses, the internal circulation patterns, and the
parting configuration.
I have reviewed the information provided and have two concerns.
1. The analysis shows an even distribution of right turns in
(50,50,48) at the three entrances on Hypoluxo Road. Generally,
right turns in at a project tend to be highest at the first entrance
or at the entrance closest to the most intense uses. A
redistribution of the turning movements will probably result in the
number of right turns in at one of the entrances exceeding the
County guideline for a right turn lane, 70 peak hour right turns.
2. The frontage on Hypoluxo Road appears to be approximately
1,200 feet (scaled from the Redi Maps). This frontage is
sufficient to accommodate the three driveways, based on the
minimum spacing requirements of the County's Access
Management Standards. The minimum spacings are 125 feet
for corner clearance and 245 feet for driveway spacing.
However, it is the stated goal of the Access Management
Standards to keep the number of driveways to a minimum and
evaluate the number of driveways on a case by case basis.

Dear Ms. Heyden:
The Palm Beach County Traffic Division has reviewed the revised traffic impact
study for the project entitled Grove Plaza, pursuant to the Traffic Performance
Standards in Article 7.9 of the Palm Beach County Land Development Code. The
proposed project will consist of 18,000 square feet of general retail, 3,600
square feet of bank with dri ve-through and 7,200 square feet of fast food
restaurant with drive through. The build-out has been revised from mid year 1996
to the end of 1996. The proposed project will generate 4,788 daily trips, given
a 5% internalization rate.
The traffic study corrects the deficiency of the earlier traffic study. It
addressed the traffic on Gateway Boulevard. The project is required to phase to
the widening of Gateway Boulevard from Military Trail to Congress Avenue. The
project can build development generating up to 1,083 external daily trips before
the contract is let for this roadway improvement. This roadway improvement is
scheduled for FY 96/97.
The project is also requi red to phase to the wideni ng of Lantana Road from
Military Trail to Conqress Avenue. The project can build development generating
up to 3,492 external daily trips before the contract is let for this roadway
improvement. This roadway improvement is a requirement of the Winston Trails
PUD. They are require to pay for the improvement by the end of 1995. I do not
have the proposed contract letting date at this time.
The Traffic Division has determined that, based on the phasing of the project to
the widening of Gateway Boulevard from Military Trail to Congress Avenue and the
widening of Lantana Road from Military Trail to Congress Avenue, the project
meets the requirements of the Traffic Performance Standards of Palm Beach County.

Palm Beach County has programmed the widening of Lawrence Road for FY 97/987.
This will be a 5-lane roadway within a right-of-way of 80 feet. Hypoluxo Road
is shown to have an ultimate right-of-way of 110 feet. This will accommodate a
6-lane roadway, although the widening is not scheduled at this time. Palm Beach
County request that the City of Boynton Beach require the development to dedicate
or reserve the right-of-way necessary for the ultimate cross section for Lawrence
Road and Hypol uxo Road, and an expanded intersection at Lawrence Road and
Hypoluxo RO'ld.

This determination is in accordance with the City's Land Development Regulations which limits
the time period within which a site plan must be approved, or plat recorded, to 18 months from
the date of master plan approval. This expiration date of March 19, 1997 is based on the
original approval date for the Grove Plaza Subdivision Master Plan of September 19, 1995.
From your letter dated August 12, 1996, it would appear that this information may contradict

perimeter landscape barrier adjacent to the access corridor at the entrances to the development, in ten (10)
foot landscape strips, which is four (4) times the size of the minimum required landscape strips. The code
literally requires that the "landscape barrier be placed between the common lot line and the off-street
parking area or other vehicular use area in a planting strip of not less than two and one-half (2 1/2) feet in
width" .
The development is of unified design and will be controlled by an association of all property owners,
required by the platting process. Therefore, proper maintenance is assured. The development will
provide for meeting the intent of the landscape code by providing landscape barriers from parking and
access ways and will provide at a minimum of between 50% and 100% more landscaping than required by
the code as a minimum.
By approving our request, the Board will be setting higher standard than is otherwise provided by the
Code minimums. We therefore respectfully request approval of our request to a4just the location of the
required landscape barrier.

Thank you for your recent response to my inquiry regarding the Master Plan approval of
the above referenced project. From your message, I understand that the non-residential
Master Plan approval granted in September 1995, does not have an expiration date.
Through our consulting engineers, Carnahan-Proctor and Associates, we continue to
work with your Engineering and Utility departments on the location of our sewer
connection. Were it not for this one item the final plat of the total 8.2 acres would have
by now received final City approval.
Presently, the owners are negotiating with a number of potential users of the site. We
may in the very near future bring in only one, several, or all six of the pods for detailed
site plan review and approval. As you may recall, the approved Master Plan governs
parking layout, vehicular circulation and building locations within the overall tract.
I would appreciate your verification by return correspondence of the fact that the Master
Plan remains valid as approved by the City and has no expiration date. As always, your
assistance is very much appreciated.
