You will recall that when I met with you and Mr. Rumph, this property was confirmed to have been annexed, comprehensive plan amended and rezoned in December 1992/January 1993,( by Ordinance #092-61, Ordinance #092-64 and OrdInance #092-63 respectively-attached for consideration) along with a site plan approved by the City Commission, at that time. Mr. Rumph indicated that a higher authority in the department required a new traffic. analysis to be developed and submitted, in order to process this amended site plan. We have therefore commissioned a new traffic impact analysis meeting all standards of the Palm Beach County /City of Boynton Beach traffic criteria, which is a part of this submittal package. In keeping with the previously approved site development plan, this plan is a free standing building plan that coordinates all aspects of internal site design, such as cross access and circulation, to minimize the impact on the public roadway system. Each building is located on its own lot and therefore each lot and building meets or exceeds the City landscaping, parking and setback standards(each parcel stands on its own). Each building user will adhere to architectural guidelines as defined on the site plan, including color type alternatives for elevations, material type for roof material and signage type per building face alternatives and other signage. All garbage dumpsters must be so located to provide direct access for the City front-end loaders, and the dumpster area must be provided with adequate width and height clearance. The site must be so designed to eliminate the necessity for the front-end loader to back into any street. If any use requires the disposal of wet garbage, a ten foot by ten foot (10' x 10') concrete slab shall be provided. All dumpsters must be screened and landscaped in accordance with the City Landscape Code (see Sec. 7.5-35(i)). A minimum 10 foot wide opening is required for dumpster enclosures. 26. A parking lot design and construction plan showing conformance to the City Parking Lot Regulations, and including the following information. For projects that generate two thousand (2,000) or more net trips per day, the traffic impact analysis must be submitted to the City at least 60 days prior to the deadline for site plan approval, in order to allow for timely processing of the site plan application and review by the City's traffic consultant and Palm Beach County. The applicant shall be billed for the cost of review by the City's traffic consultant. b. For projects that generate between five hundred (500) and two thousand (2,000) net trips per day, the traffic impact analysis must be submitted at least 30 days prior to the deadline for site plan approval, in order to allow for timely processing of the site plan application and review by Palm Beach County. However, if it is the desire of the applicant to utilize the City's traffic consultant for review of the traffic impact analysis prior to review by Palm Beach County, then the procedure and requirements outlined under item "a" above shall be followed.
