West -
Congress Avenue right-of-way and farther west is a
television station, zoned REC.
The site is currently undeveloped and contains scattered, mature
vegetation and a drainage structure located along the northern
property line.
The developer is proposing construction of five, one-story mini-
storage buildings and a parking facility for 96 parking spaces (see
Exhibit "B" - proposed site plan).
The traffic statement regarding the number of trips generated
by the use was forwarded to the Palm Beach County Traffic
Division for evaluation. No building permits will be issued until
compliance with the county's traffic performance standards is
determined.
Conceptual drainage information was provided for the city's
review. The Engineering Division is recommending that the
review of specific drainage solutions be deferred to time of
permit review.
On-site traffic circulation consists of a loop-shaped, 24 feet wide
internal driveway connecting the site with S.W. 35th Avenue via one
access point.
There are 96 on-site parking spaces to be provided, including two (2)
spaces designated as handicap accessible. The ADA code requires
that four (4) handicap accessible spaces shall be provided on the site.
Two additional parking spaces shall be converted into handicap
accessible spaces in order to meet both Land Development
Regulations, Chapter 2 - Zoning and ADA requirements for this use.
The landscaping of the site will fully meet the code requirements when
staff comments are incorporated.
Building and site regulations will be fully met code when staff
comments are incorporated into the permit drawings.

Community Design
Plan: There are five mini-storage buildings proposed for the site. The
building fronting Congress Avenue contains office space in its
southeast corner. All building elevations are finished with a
combination of smooth and textured beige stucco.
The elevations of buildings "A" and "E", which face public right-of-
ways, contain additional decorative elements, such as:
. column-like ornaments
. colored stucco medallions
. scoring
The southwest corner of building "A" is designed with a sloped roof
finished with Spanish "S" roof tiles. All roof-top equipment is screened
with stucco finished structures of the same color as the main building.
The proposed buildings reasonably complement the adjacent
commercial and industrial buildings located north of the proposed
development.
Signage:
No signage information was submitted at this time. Therefore, any
proposed signage will require another formal site plan submittal for
approval by the Planning and Development Board and City
Commission.
RECOMMENDATION:
The Planning and Zoning Division recommends approval of this site plan request, subject
to the comments included in Exhibit "C" - Conditions of Approval. The Technical Review
Committee (TRC) recommends that the deficiencies identified in this exhibit be corrected
on the set of plans submitted for building permit.

UTILITIES
Comments:
1. Palm trees shall be the only tree species allowed within utilities
easements. Canopy trees shall be planted outside of the easement so that
roots and branches will not impact those utilities within the easement in
the foreseeable future. (Sec. 7.5-18.1)
2. Department of Health permits shall be required for the water and sewer
systems serving this project. (Sec. 26-12)
3. A capacity reservation fee shall be due for this project upon the Utilities
Department request for signature on the Health Department application
forms or within 30 days of site plan approval. This fee shall be
determined based upon final meter size. (Sec. 26-34(E))
4. Water and sewer lines to be owned and operated by the city shall be
included within utilities easements. Show all proposed easements on the
engineering drawings, using a minimum width of 12 feet. The easements
shall be dedicated via separate instrument of record to the city. (Sec. 26-
33(a)). Mains shall not be located closer than 10 feet of structures.
5. Appropriate backflow preventers shall be required on the domestic water
service to the building, and the fire sprinkler line, if there is one,
proposed. (Sec. 26-207)
6. City water may not be used for irrigation where other sources are readily
available (Comp Plan policy 3C.3.4)
7. Relocate dumpster outside of the utility easement. No structures or
footers shall be allowed in utility easements. (Sec. 26.33(a))
8. Sewer and water mains shall be extended to south and east property lines
for future connections.

Comments:
10. At the time of permit application, show a detail of exfiltration trench and
a cross-section of the proposed dry retention area on the drainage plan.

11. Locate the proposed sidewalk along S.W. 35 Ave. one foot off the right-
of-way line as shown on City drawing B-91004.
12. If back-up distances for all the parking stalls along the east parking area
are 27 feet, then show a dimension of 27 feet on the plan, rather than the
26.8 feet shown on the plan - or revise plan to meet the 27 foot
minimum back-up distance per City drawing B-90013.
13. Indicate on the site plan, at time of permit application, stop signs and
bars for cars exiting the public parking areas (handicap lot and six stall
lot). [LDR Chapter 4, Section 7.B.2.]
14. All plans submitted for specific permits shall meet the City's code
requirements at time of application. These permits include, but are not
limited to, the following: site lighting, paving, drainage, curbing,
landscaping, and irrigation. Permits required from other permitting
agencies such as FDOT, PBC, SFWMD, DERM, L WDD, DEP and any
others, shall be included with the permit application.
BUILDING DIVISION

15. Amend the landscape plan (sheet L-l) to match the site plan with respect
to showing location of the sidewalk that connects the subject site to the

16. To ensure that the required handicap accessible route is consistent with
the applicable code regulations, place a note on the site plan (sheet A-I)
and paving and drainage plan (sheet CE 1 of 1) indicting that an
accessible route complying with the Florida Accessibility Code for
Building Construction will be provided between the sidewalk at the
right-of-way and the accessible entrances to the buildings and between
the accessible parking spaces and the accessible entrances to the
buildings. [Florida Accessibility Code for Building Construction,
Section 4.1.2 III (1) thru (4) and Section 4.6]
17. According to Section 4.1.2 III (5) of the Florida Accessibility Code for
Building Construction the number of required handicap parking spaces
for the proposed site is four (4) and not two (2) as depicted on the plans.
Therefore, amend all plan view drawings of the site to show no less than
the required number of handicap accessible parking spaces. Note: All
accessible spaces shall comply with Section 4.6 of the Accessibility
Code.
18. The assumed property line shown and identified on sheets A-3, A-4 and
within the "Opening Percentages in Walls" chart found on the same
sheets is inconsistent with the assumed property line shown and stated
for the west elevation of Building "C". Amend the charts, plans and
tabulations to be consistent and in compliance with Table 600 of the
Standard Building Code 1994 Edition.
19. The length of the north wall of Building "E" found in the "Opening
Percentages In Walls" chart found on sheet A-ll and A-12 does not
match the dimension of the wall as identified on the floor plan. Amend
the drawing to show consistency with regards to the length of the wall
and where applicable amend the chart and/or plans.
20. The length of the north and south walls of Building "C" found in the
"Opening Percentages in Walls" chart found on sheet A-7 and A-8 does
not match the dimension of the wall as identified on the floor plan.
Amend the drawings to show consistency with regards to the length of
the walls and where applicable amend the chart and/or plans.
21. It is the applicant's responsibility to design and construct the project in
compliance with the applicable Building, Energy and Accessibility
Codes. Permits are required to make improvements at the subject site.

from view by a wall or continuous hedge as described by Chapter 9,

potentially detrimental to fire and rescue operations. The proliferation of security gated
communities has resulted in many problems for responding emergency apparatus trying to gain
entry .
The minimum performance for all security gates should be as follows:
1) All gates must have one security entry code (0911)
2) The gate must remain open until the Fire-Rescue units have completed the call and have
reentered 0911 while leaving.
3) Gates may be operable by telephone from our dispatch office. A phone call from our
dispatchers will open the gate and a second call will be required to close the gate,
4) In case of power failure, the gate shall open automatically and remain :open.
5) An exception will be where a 24-hour security guard is stationed at the gate.
6) Authorized key security boxes (i.e. Knox, NuTech, Supra) should be located on all
buildings where alarms and/or sprinkler systems are located to assist in minimizing
damage due to rapid forcible entry.
7) Authorized key security boxes may be used on gates, provided each gate has one and it
is well marked. A key security box on a gate will not be used in lieu of any other section
of this letter.
8) No other code numbers, operating methods or key systems will be kept on file by the Fire
Department.
9) In the event our units are unable to gain rapid entry with the above methods, it will
require us to use rapid forcible entry methods to gain entry.
10) Information on where authorized key security boxes can be purchased is available from
Boynton Beach Fire-Rescue Fire Safety Division by calling #(561) 735-0272 during
normal business hours.
The liability of a delayed Fire-Rescue response to an emergency in your community should be a
serious concern.

Staff has reviewed the above referenced project and offers the following comments:
1) Palm trees will be the only tree species allowed within utilities easements. Canopy
trees may be planted outside of the easement so that roots and branches will not impact
those utilities within the easement in the foreseeable future. (Sec. 7.5-18.1)
2) Dept. of Health permits will be required for the water and sewer systems serving this
project. (Sec. 26-12)
3) A capacity reservation fee will be due for this project upon my request for signature on
the Health Dept. application forms or within 30 days of site plan approval. This fee
will be determined based upon final meter size.(Sec. 26-34(E))
4) Water and sewer lines to be owned and operated by the City shall be included within
utilities easements. Please show all proposed easements on the engineering drawings,
using a minimum width of 12 feet. The easements shall be dedicated via separate
instrument to the City. (Sec. 26-33(a)) Mains shall not be within 10 feet of structures.
5) Appropriate backflow preventers will be required on the domestic water service to the
building, and the fire sprinkler line if there is one.(Sec. 26-207)
6) City water may not be used for irrigation where other sources are readily
available.(Comp Plan policy 3C.3.4)
7) Sewer and water mains shall be extended to south and east property line for future
connections.
8) Please relocate dumpster outside of utility easement. No structures or footers shall be
allowed in utility easements. (Sec. 26.33(a))
It is our recommendation that the plan proceed through the review process.

transplanted, or removed and replaced. These trees are in addition to the trees required by the
Landscape Code. (Environmental Regulation,7 .5,Sec. 4,p.2,Sec.12,p.3).
2. The applicant must submit landscape and irrigation plans for that portion of the Congress
Avenue grass median which abuts the site.(Comprehensive Plan, Policy 2.4.5,p.42.) The
City has a landscape design policy and an existing landscape design for the median which
can be made available to the applicant. The project should continue in the normal review
process.

Find attached for your review the plans and exhibits for the above-referenced project. Please
review the plans and exhibits and transmit formal written comments to the Director of
Planning and Zoning no later than 5:00 P.M, on Fridav. August 8. 1997, When preparing
your comments, please separate them into two categories; code deficiencies with code
sections referenced and recommendations that you believe will enhance the project.
If you believe the plans are substantially complete with regard to code compliance and
that your outstanding comments and/or recommendations may be addressed at time of
rectification of the master plan following City Commission approval, rather than requiring
the applicant to prepare amended plans for a 2nd submittal, indicate in your 1st review
written comments that you recommend the request proceed to the Planning and
Development Board and City Commission for approval. If you recommend the request
move forward for approval with one review, please attach the 1st review plans to your
written comments (Building Division may retain their set of plans as control plans for the
project),
Adhering to the following review guidelines will promote a comprehensive review and enable
the applicant to efficiently obtain Technical Review Committee approval:

1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan
Review and the applicable code sections of the Code of Ordinances to review and
formulate comments.
2. The documents submitted for the project were determined to be substantially complete,
however, if the data provided to meet the submittal requirements is insufficient to
properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be
requested by the reviewer by contacting Jerzy Lewicki.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans
depict or when the location and installation of their departmental required improvements
may conflict with other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of his/her review
responsibility, the comment and the specific code section may be included in their review
comments with the name of the appropriate TRC Member that is responsible for the
review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within
the time frame stated above, to the Planning and Zoning Director. The memorandum shall
state that the plans are approved and that they do not have any comments on the plans
submitted for review and that they recommend the project be forwarded through the
approval process.
All comments shall be typed, addressed and transmitted to the Director of the Planning and
Zoning Division for distribution to the applicant. Please include the name and phone number of
the reviewer on this memorandum. Jerzy Lewicki will be the Planning and Zoning staff member
coordinating the review of the project.
Planning and Zoning staff will send the applicant a cover letter which includes the comment(s)
and directions to amend the plans to comply with the comments and the procedures for
resubmission. When Planning and Zoning staff receives the amended plans, we will distribute
the plans with a cover memorandum to all TRC Members for review and approval.
