Attached is a notice of application for an environmental permit to conduct dredge and fill
or similar activities within or adjacent to your community. Pursuant to the provisions of
the Council's contract with the Department of Community Affairs relating to the Florida
Coastal Management Program, we are disseminating this information for your review and
comment.
The information provided with this notice is very brief, but you may contact the
permitting agency directly for further information if needed in order for you to assess the
impacts of the proposed activities on your community.
If the proposed activities are not consistent with your comprehensive plan or other locally
adopted plans or regulations, or if you have any other comments, please submit them to
the permitting agency by the date referenced above. We would also appreciate receiving
a copy of any comments you may have for our files.

The South Florida Water Management District is currently processing the attached
application. If you have any comments or objections concerning this project, please
submit them in writing to this office within 30 days of receipt of this notice.
This is also an opportunity for applicable State agencies to concur with or object to the
proposed project under the federal consistency provisions of the Coastal Zone
Management Act. Review must be in accordance with the procedures adopted by the
Interagency Management Committee on October 25, 1989. Findings of inconsistency
must describe how the project conflicts with your agency's statutory authorities in the
Florida Coastal Management Program and provide alternative measures, if any, which
would make the project consistent. Commenting agencies must provide a copy of all
consistency comment letters to the Florida Coastal Management Program Director.

As requested, please fmd attached twelve (12) sets (including surveys) of amended plans
and documents addressing the comments made by the reviewing departments and as
indicated in your April 3, 1998 letter to this office. Additionally, the following is in
response to the aforementioned comments from the applicant's consultants:

ENGINEERING DIVISION:
1. The Engineer's statement and the project's water management calculations are
included with this re-submittal.
2. The applicant acknowledges that the property will be required to be platted, that
Recreation impact fees will be due, and the plat shall address joint
use/maintenance of retention area.
BUILDING DIVISION:
3.a. & 3.b. The notes, as requested, have been added to the Master Plan.

FORESTER/ENVIRONMENT ALIST:

PLANNING AND ZONING DEPARTMENT:
5. As agreed at the TRC Meeting, the applicant has revised the Master Plan to add a
note which refers to the Engineering Plans relative to all building, parking area
and pedestrian and traffic circulation areas per Chapter 2.5, Section 10(A)(3)(d,e).
6. The applicant has provided a current Tree Management Plan (dated April 15,
1998) and a Preserve Management Plan (dated April 15, 1998) addressing
Chapter 2.5, Sec. 10 (A)(3)(h).
7. The Master Plan has been revised to show the soil boring locations.
8. A current Traffic Study has been submitted directly to the Palm Beach County
Traffic Division, and a copy is included with this re-submittal. As requested a
response from Palm Beach County will be submitted to the city by May 18, 1998.
9. See response #6 above.
10. The applicant acknowledges that a rectified Master Plan reflecting all staff
comments and conditions approved by the City Commission and Planning and
Development Board will need to be submitted to the Planning and Zoning
Division prior to initiating the platting process.
11. The applicant has removed the notation on the Master Plan and Site Plan
Drawings referring to the S. W. Congress Blvd. stub. The applicant is not in
agreement with this comment.
12. The square footage (3,200 sq. ft.) for the clubhouse (recreation item #3) has been
added to the Master Plan.
13. The minimum acreage (0.50 Ac.) for the Passive Area (item #4) has been added to
the Master Plan.
14. The Master Plan data includes gross acreage, density, land use, LUI, and FAR. As
agreed with staff, the LUI and FAR data was deleted from the Site Plan.
15. A 6 foot high precast wall was installed on the North side of the L-25 Canal-right
of-way. This wall has been approved by the Stonehaven Homeowner's
Association per the attached 6-19-90 agreement between the property owner and

Stonehaven. A letter dated March 23,1998 from the President of the Association,
has been included with this submittal. This letter indicates that the Association
approves the wall in all respects.
16. A note has been added to the Master Plan and Site Plan indicating that Knuth
Road shall be constructed from the north side of the L WDD L-25 Canal south to
Woolbright road to include both canal crossings.
17. The Survey has been revised to reflect the 25' dedication for Knuth Road
including along the Church parcel.

PUBLIC WORKS DEPARTMENT: No comments
UTILITY DEPARTMENT:
1. The Landscape Plans have been revised to include all existing and proposed
utility easements. All trees, with the exception of one (1) palm, have been
relocated outside of all utility easements.
2. The applicant acknowledges that Department of HRS permits will be required for
the water and sewer systems for this project.
3. Fire flow calculations are included with this submittal.
4. The applicant acknowledges that a capacity reservation fee will be required upon
the Utilities Department request for signature on the Health Department
application forms.
5. A note has been added to the Landscape Plans indicating that the proposed lake
will be the source of irrigation.
6. All proposed water and sewer utility easements are shown on the engineering
drawings. The proposed utilities are located within a minimum 12-foot wide
utility easement dedicated to the City.
7. The Site Plan, Landscape Plan and Engineering Plans have been revised to
include the location of fire hydrants to comply with LDR Chapter 6, Article IV,
Section 16.

8. If fire sprinklers are required for the proposed residential buildings, the
appropriate size double detector check valve assemblies will be designed for each
building.
9. The applicant acknowledges that the City water and sewer approvals will be
required prior to the issuance of a building permit.
10. A scaled Preliminary Paving, Grading and Drainage Plan was included with the
original submittal and has also been included with this re-submittal.
11. A watermain connection, double valved with a plug, is proposed at the southeast
end of the site.
FIRE DEPARTMENT:
12. The maintenance room attached to the clubhouse will be utilized for storing non-
flammable materials (i.e. pool deck chairs, extra sinks and faucets).
13. The Site Plan, Landscape Plan and Engineering Plans have been revised to
include the location of fire hydrants to comply with LDR Chapter 6, Article IV,
Section 16.
POLICE DEPARTMENT: No comments
ENGINEERING DIVISION:
14. All plans have been revise to reflect the limit of clear sight distance as specified in
Index 546 of the FDOT Roadway and Traffic Design Standards.
15. The ingress and egress drives are 24 feet in width respectively and are separated
by a ten (10) foot wide landscape median. Therefore, the plans are in compliance
with LDR Chapter 23, Article II.H.l. (Maximum 32 feet).
16. All plans have been revised to include a four (4) foot wide handicap accessible
route (sidewalk) continuous through the main entrance driveway in lieu of the
requested eight (8) foot wide bike path.
17. The plans have been revised to reflect a right turn only arrow.
18. The Knuth Road construction plans will be submitted to Palm Beach County
Engineering for review, approval and construction coordination.

20. The Engineering Plans have been revised to include pavement striping for the
transition of the ingress lanes around the circle.
21. The applicant acknowledges this comment.
22. An Engineer's Certification letter dated April 20, 1998 is included with this re-
submittal.
23. Pursuant to staff's request, the Site Plan and Boundary Survey will remain at the
scale of 1"= 80' (feet), while the Engineering and Landscape Plans have been
revised to comply with the requested scale of I "=20' (feet).
24. The Plans have been revised to include all traffic control signage and markings
such as stop signs and stop bars.
25. Pursuant to a meeting with Fire Chief Gail and Bob Bordan, the emergency access
areas are required to be constructed with a paved surface only. The Fire
Department will not accept stabilized surfaces anymore.
26. The applicant appreciates the suggestion to increase the size of the ingress lane,
but believes that the access is currently designed to create a safe transition into the
project. The main entrance has been designed using an acceptable turning radii
and the standards setforth in Engineering guidelines.
BUILDING DIVISION:
27.a The Architectural Plans have been revised to include all building signage with the
appropriate dimensions and materials as requested.
b-c The Site Plan has been revised to include a dimension to the Site's signage. The
entry signage has been relocated outside of the clear site line and the Site triangle

The C;ty of Boynton Beach has completed its first review of the documents submitted
for the 3bove-referenced applications. Attached are comments made by the reviewing
departments during their initial review of your applications.
In order to complete the review process, the master plan, site plan and documents must
be amended to comply with these comments within 90 days of the date of this letter. (If
amended site plans are not submitted in 90 days, a new site plan application fee will be
required.) Site plan comments made by reviewers that you feel are not applicable to the
approval of the project or will be addressed separately and for which you have not
amended the plans to comply with the comment(s), must be addressed in a written
explanation for each comment stating why the comment is not applicable. This
explanation shall be submitted with the amended plans and documents.
After amending the plans and documents, please submit twelve (12) complete sets
(including surveys) of the plans to Planning and Zoning. When the amended plans and
documents have been submitted to Planning and Zoning, they will be distributed to the
reviewing departments for second review and recommendation to the appropriate
boards for approval or denial. A recommendation for denial will be made if there are
major comments that have not been addressed on the resubmitted plans.
