Enclosed please find four sets of the rectified Master Plan, Site Plan, and Landscape Plans for
your files REZN 98-002 and NWSP 98-004. As required per Condition 15 of REZN 98-002,
these plans have been revised to reflect all Conditions of Approval. I have included four sets
of plans in the anticipation that two sets with the appropriate signatures may be returned to us
so that we may have an original copy for our files and one original for our client, EB Developers.
The aforementioned project was approved by the City Commission on June 16, 1998.

Dear Mr. Rumpf:
Pursuant to our recent telephone conversation, please accept this letter as a request to
process and approve an administrative modification to the Recreation Area within the
Belmont PUD. Attached for your reference is a copy of the current approved site plan and
:~l copy of the site plan with the proposed modifications. The proposed modifications are
as follows:
1. As you will note on the proposed site plan, the developer intends to combine the
"clubhouse" building and "fitness center" building into a single two-story building.
Additionally, they propose to increase the building square footage for the combined
c1ubhouselfitness center building by 1,108 square feet. As discussed, Chapter 4,
Section 9.C.1. of t~e City L::lnd Development Regulation~ allows increases in overall
building square footages by up to 5% as a Minor Modification which can be processed
administratively. In this case, 5% of the overall project building square footage
equates to 15,794 square feet (.05 x 315,887). According to my calculations, the
proposed increase of 1,108 square feet (total 6,108 square feet) equates to less than
0.5%. Additionally, we believe that this request complies with the remaining
standards listed in Chapter 4, Section 9.C.
2. As indicated on the current approved site plan, the "clubhouse" building and "fitness
center" building are currently approved as one story buildings. As mentioned above,
the proposed building will be two stories in height. Pursuant to our conversation, you
indicated that the clubhouse building height would need to match the proposed
residential building height to be considered a Minor Modification. The project

Architect has confirmed that both the proposed "clubhouse" and residential building
heights will be the same. Additionally, we believe that this request complies with all
the standards listed in Chapter 4, Section 9.C.
3. As indicated on the proposed site plan, the half basketball court has been substituted
with a racquetball court. For your information, this recreational amenity substitution
has been verbally approved by Mr. John Wildner of the City Parks and Recreation
Department. This revision also included a shifting of the tot lot to the west side of the
racquetball court to allow for more open space adjacent to the tot lot amenity. Again,
we believe this request also complies with the remaining standards listed in Chapter
4, Section 9.c.
These modifications to the recreation parcel also includes a shifting of two (2) parking
spaces; however, the overall parking count remains the same.

Dear Mr. Rumph:
The Palm Beach County Traffic Division has reviewed the traffic impact
study for the project entitled Tara Oaks, pursuant to the Traffic
Performance Standards in Article 15 of the Palm Beach County Land
Development Code. It is located on the northeast corner of Woolbright
Road and Knuth Road. The project is identified as being approved for 77
single-family dwelling units (770 daily trips). The proposed project
consists 192 multi-family dwelling units (1,344 daily trips) and a 20,000
square foot church (186 daily trips). The project will generate 1,530 daily
trips, an increase of 760 daily trips. The assumed build-out is 2000.
The Traffic Division has determined that the project meets the
requirements of the Palm Beach County Traffic Performance Standards.

The Palm Beach County Traffic Division has reviewed the traffic impact
study for the project entitled Tara Oaks, pursuant to the Traffic
Performance Standards in Article 15 of the Palm Beach County Land
Development Code. It is located on the northeast corner of Woolbright
Road and Knuth Road. The project is identified as being approved for 77
single-family dwelling units (770 daily trips). The proposed project
consists 129 multi-family dwelling units (1,344 daily trips) and a 20,000
square foot church (186 daily trips). The project will generate 1,530 daily
trips, an increase of 760 daily trips. The assumed build-out is 2000.
The Traffic Division has determined that the project meets the
requirements of the Palm Beach County Traffic Performance Standards.

Dear Messrs. Hall and Rumpf:
Thank you very much for taking time to review the driveway width requirement for the j:17
parking spaces proposed for the Hamptons PUD which are located in the driveways
leading to the garages. Pursuant to our phone conversation, it is my understanding that
the sidewall< adjacent to the driveway can be used to meet the 12' wide driveway parking
space requirement as long as the sidewalk is flush with the driveway pavement. As
discussed, the intent for the 12' width is to allow for someone to walk within an
unobstructed clear paved area. The combination 9' wide driveway and +4' wide flush
sidewalk meet the intent of this requirement. Attached is the sketch which was previously
faxed to you and was used during our phone conversation. This sketch depicts the
sidewalk being used to meet the 12' paved area requirement as was verbally accepted.
It is my understanding that this design will satisfy the requirements set forth in Condition
#10 of the projects approval and based on our conversations, I am rectifying the approved
site plan to incorporate it.

5. As agreed at the TRC Meeting, the applicant has revised the Master Plan to add a
note which refers to the Engineering Plans relative to all building, parking area
and pedestrian and traffic circulation areas per Chapter 2.5, Section 10(A)(3)(d,e).
6. The applicant has provided a current Tree Management Plan (dated April 15,
1998) and a Preserve Management Plan (dated April 15, 1998) addressing
Chapter 2.5, Sec. 10 (A)(3)(h).
7. The Master Plan has been revised to show the soil boring locations.
8. A current Traffic Study has been submitted directly to the Palm Beach County
Traffic Division, and a copy is included with this re-submittal. As requested a
response from Palm Beach County will be submitted to the city by May 18, 1998.

10. The applicant acknowledges that a rectified Master Plan reflecting all staff
comments and conditions approved by the City Commission and Planning and
Development Board will need to be submitted to the Planning and Zoning

Drawings referring to the S.W. Congress Blvd. stub. The applicant is not in
agreement with this comment.
12. The square footage (3,200 sq. ft.) for the clubhouse (recreation item #3) has been
added to the Master Plan.
13. The minimum acreage (0.50 Ac.) for the Passive Area (item #4) has been added to
the Master Plan.
14. The Master Plan data includes gross acreage, density, land use, LVI, and FAR. As
agreed with staff, the LVI and FAR data was deleted from the Site Plan.
15. A 6 foot high precast wall was installed on the North side of the L-25 Canal-right
of-way. This wall has been approved by the Stonehaven Homeowner's
Association per the attached 6-19-90 agreement between the property owner and

Stonehaven. A letter dated March 23,1998 from the President of the Association,
has been included with this submittal. This letter indicates that the Association
approves the wall in all respects.
16. A note has been added to the Master Plan and Site Plan indicating that Knuth
Road shall be constructed from the north side of the L WDD L-25 Canal south to
Woolbright road to include both canal crossings.
17. The Survey has been revised to reflect the 25' dedication for Knuth Road
including along the Church parcel.

UTILITY DEPARTMENT:
1. The Landscape Plans have been revised to include all existing and proposed
utility easements. All trees, with the exception of one (1) palm, have been
relocated outside of all utility easements.
2. The applicant acknowledges that Department of HRS permits will be required for
the water and sewer systems for this project.
3. Fire flow calculations are included with this submittal.
4. The applicant acknowledges that a capacity reservation fee will be required upon
the Utilities Department request for signature on the Health Department
application forms.
5. A note has been added to the Landscape Plans indicating that the proposed lake
will be the source of irrigation.
6. All proposed water and sewer utility easements are shown on the engineering
drawings. The proposed utilities are located within a minimum 12-foot wide
utility easement dedicated to the City.
7. The Site Plan, Landscape Plan and Engineering Plans have been revised to
include the location of fire hydrants to comply with LDR Chapter 6, Article IV,
Section 16.

8. If fire sprinklers are required for the proposed residential buildings, the
appropriate size double detector check valve assemblies will be designed for each
building.
9. The applicant acknowledges that the City water and sewer approvals will be
required prior to the issuance of a building permit.
10. A scaled Preliminary Paving, Grading and Drainage Plan was included with the
original submittal and has also been included with this re-submittal.
11. A watermain connection, double valved with a plug, is proposed at the southeast
end of the site.
FIRE DEPARTMENT:
12. The maintenance room attached to the clubhouse will be utilized for storing non-
flammable materials (i.e. pool deck chairs, extra sinks and faucets).
13. The Site Plan, Landscape Plan and Engineering Plans have been revised to
include the location of fire hydrants to comply with LDR Chapter 6, Article IV,
Section 16.
POLICE DEPARTMENT: No comments
ENGINEERING DIVISION:
14. All plans have been revise to reflect the limit of clear sight distance as specified in
Index 546 of the FDOT Roadway and Traffic Design Standards.
15. The ingress and egress drives are 24 feet in width respectively and are separated
by a ten (10) foot wide landscape median. Therefore, the plans are in compliance
with LDR Chapter 23, Article n.H.l. (Maximum 32 feet).
16. All plans have been revised to include a four (4) foot wide handicap accessible
route (sidewalk) continuous through the main entrance driveway in lieu of the
requested eight (8) foot wide bike path.
17. The plans have been revised to reflect a right turn only arrow.
18. The Knuth Road construction plans will be submitted to Palm Beach County
Engineering for review, approval and construction coordination.

20. The Engineering Plans have been revised to include pavement striping for the
transition of the ingress lanes around the circle.

22. An Engineer's Certification letter dated April 20, 1998 is included with this re-

23. Pursuant to staff s request, the Site Plan and Boundary Survey will remain at the
scale of 1"= 80' (feet), while the Engineering and Landscape Plans have been
revised to comply with the requested scale of 1"=20' (feet).
24. The Plans have been revised to include all traffic control signage and markings
such as stop signs and stop bars.
25. Pursuant to a meeting with Fire Chief Gail and Bob Bordan, the emergency access
areas are required to be constructed with a paved surface only. The Fire
Department will not accept stabilized surfaces anymore.
26. The applicant appreciates the suggestion to increase the size of the ingress lane,
but believes that the access is currently designed to create a safe transition into the
project. The main entrance has been designed using an acceptable turning radii
and the standards setforth in Engineering guidelines.
BUILDING DIVISION:
27.a The Architectural Plans have been revised to include all building signage with the
appropriate dimensions and materials as requested.
b-c The Site Plan has been revised to include a dimension to the Site's signage. The
entry signage has been relocated outside of the clear site line and the Site triangle
(min. 10' from the property line). Also, the signs have been located outside of all
proposed and existing easements.
d. Dimensions have been added to the building signage on the architectural drawing.
e. The height of the entrance signs have been revised on the Site Plan to be
consistent with the Landscape and Detail Drawings.
f. A note has been added to the Site Plan stating that the entry signs will be
illuminated with "up lighting".

28. A Shaded area (symbol) has been added to the Site Plan and Engineering Plan
that represents the handicap accessible route. Pursuant to a Discussion with Mr.
Haag, this shaded area is not necessary on the Landscape Plans and therefore, was
not added to that plan.
29. This comment is an exact duplicate of comment #28. Therefore, please refer to
response #28.
30. The Site Plan has been revised to include dimensions between all buildings. As
requested, a note has been added to the Site Plan and Architectural Plans
indicating that the Plans will comply with Table 600 of the Standard Building
Code.
31. The applicant has revised the Site Plan adding dimensions from the proposed
buildings to the nearest property lines. Additional building dimensions will be
added to the construction documents at the time of submittal for building permit.
32. The floor plan drawing has been revised to include a tabular data of square
footage included the air-conditioned square footage.
33. The Site Plan has been revised to identify the type of area denoted in the building
tabular .
34. A plan identifying the address of all buildings will be submitted at the time of
permitting.

utilities. In general. palm trees will be the only tree species allowed

the ;;asement in the foreseeable future. LDR Sec. 7.5-18.1 gives public
utilities the authority to remove any trees that interfere with utility
seniees. either in utility easements or public rights-of-way.
2. Department of HRS permits will be required for the water and sewer

rec;uirement of 1500 g.p.m. as stated in LOR Chap. 6, Art. , Sec. 16, or

4. See 26-34(E) of the city code requires that a capacity reservation fee be
paid for this project either upon the Utilities Department request for
signature on the Health Department application forms or within 30 days
of site plan approval, whichever occurs first. This fee will be determined
based upon final meter size, or expected demand.
5. Comprehensive plan policy 3C.3.4 requires the conversation of potable
\vater. City \vater may, therefore, not be used for irrigation where other
sources are readily available.
6. WaIer and sewer lines to be owned and operated by the city shall be
included within utilities easements. Please show all proposed easements
on the engineering drawings, using a minimum width of 12 feet. The
easements shall be dedicated via separate instrument to the city as stated
in Sec. 26-33(a) of the code.
7. LOR Chap. 6, Article IV, Sec. 16 requires that all points on each
building be within 200 feet of an existing or proposed fire hydrant.
Please demonstrate that the plan meets this condition, by showing all

27. Land Development Regulations, Chapter 9 - Community Design Plan,
Section I O.I.l. states, "Signs shall be designed and treated as part of the

review." Therefore, add to the submittal, the detail drawings of proposed
site and building signage. The detail drawings shall include:
a. Identify where the building sign age is located on the face of the
building by dimensioning their location on the elevation view
drawings. The location shall show the distance from the edge of
the building to the edge of the proposed signage including
dimensioning the distance from the finish floor to the top of the
proposed signage.
b. Identify where the site signage is located by dimensioning, on
the site plan, no less than ten (10) feet from the property line to
the leading edge of the proposed site signage. Sign structure
shall not encroach into an easement. On the site plan shown,
label and dimension the width of all easements proposed for the
area of the proposed site signs, where applicable, remove sign(s)
from easements. [Section 5., Article III of the Sign Code]
c. To verify that the location of the proposed entrance signs do not
conflict with the line of sight regulations, add to the site plan
dimensions that represent the location of the line of sight
triangles that are required and described in Section 5.A.. Article
III of the Sign Code. Correct the location of the signs
accordingly.
d. Identify the size of the building signage by dimensioning on the
elevation view drawings, the width and height of the proposed
building signage. Also indicate in tabular form, on the elevation
view drawing, the square foot area of each sign. Note: the
allowed size of signage is identified in Section 1 and 7, Article
IV, of Chapter 21 - Sign Code and the method to determine the
sign area is defined in Chapter I - General Provisions, Article II
- Definitions.
e. Modify the height of the entrance signs identified on sheet L3 to
match the height identified and shown on sheet 1 of 2 and 2 of
2. On the elevation view drawing of the proposed entrance
signage found on sheet 2 of 2 identify the colors proposed for
the background and the sign copy. Color name, color code and
manufacturer shall identify colors.
f. Identify with a note on the plans whether the site sign age
and/or building signage will be illuminated and indicate the

g. Please refer to Chapter 21 - Sign Code of the Land
Development Regulations, Articles I, II, III and IV (Sections I
and 7) for other applicable regulations that may apply to the
proposed site and/or building signage.
