REVIEW COMMENTS 7.C.1 THE HAMPTONS OF BOYNTON BEACH NEW SITE PLAN DEvELOPMENT DEPARTMENT MEMORANDUM NO. PZ 98-159 SITE PLAN REVIEW STAFF REPORT FOR PLANNING AND DEVELOPMENT BOARD AND CITY COMMISSION May 26, 1998 DESCRIPTION OF PROJECT Project Name: The Hamptons at Boynton Beach - Tara Oaks PUD Property Owner: Tara Oaks Development Co. Applicant/Agent: Kieran Kilday & Associates, Inc. Location: Northeast corner of Woolbright Road and Knuth Road File No.: NWSP 98-004 Land Use Plan Designation: Medium Density Residential (maximum 9.68 units/acre) Zoning Designation: Planned Unit Development, PUD (LUI:5) Type of Use: Apartment Number of Seats: n/a Square Footage: Site Area: Building Area: 630,292 sq. ft. ( 14.47 ac.) 325,245 sq. ft. (residential) 5,000 sq. ft. (recreational) Surrounding land uses and Zoning District: (see Exhibit "A" - location map) North - Stonehaven PUD, zoned PUD (LUI:4) South - Future Church and the LWDD L - 26 Canal East Lakes of Tara PUD, zoned PUD (LUI:4) The Landings, zoned R-3 Stonehaven PUD, zoned PUD (LUI:4) I Page 2 Site Plan Review Staff Report Memorandum #98-097 The Hamptons at Boynton Beach-Tara Oaks PUD Existing Site Characteristics: Proposed Development: Concurrency: a. Traffic- b. Drainage- Driveways: Parking Facility: Landscaping: West Quail Ridge, Palm Beach County AR zoning The PUD is a predominately vacant 20.16 acre site. The last parcel approved, which has expired, was for a townhouse development including a church parcel. The current petition is for 14.47 acres of apartments (192 units), after right-of-way dedication. The majority of the site is overgrown with vegetation. The vegetation and fauna on site are environmentally sensitive, but the ecosystem is disturbed and of low quality. The gopher tortoises will have to be relocated off-site. To the north and south of the parcel are two canals, and to the west the property fronts approximately 1,000 feet of Knuth Road right-of- way. Vegetation of significance on the site will be relocated on site. The developer is proposing construction of 325,245 square feet of multi-family residential space and 5,000 square feet of recreational buildings, including related off-street parking. The proposed development is a density of 9.5 units per acre. (see Exhibit "B" - proposed site plan). A traffic statement regarding the number of trips generated by the use was submitted. Preliminary analysis indicated that this project would comply with the county's traffic performance standards. This compliance is a condition of approval. The drainage plans submitted meet the city's drainage levels of service. Proposed on-site traffic circulation consists of 27' wide drive aisles with one gated access to Knuth Road. There are 411 parking spaces required and proposed, including 9 (nine) spaces designated as handicapped accessible. This meets the city's Land Development Regulations, Chapter 2 - Zoning and ADA requirements for this use. The landscaping of the site will fully meet the code requirements when staff comments are incorporated. The development will be provided with the required amount of perimeter landscaping, with special attention given to all landscape related conditions of approval of the previous approval. ~ Page 3 Site Plan Review Staff Report Memorandum #98-097 The Hamptons at Boynton Beach-Tara Oaks PUD Building and Site Regulations: Building and site regulations will be fully meet code when staff comments are incorporated into the permit drawings. Community Design Plan: The proposed building facades, as viewed from Knuth Road, will enhance the character of this predominately residential area. The new structures will receive surface treatments and colors of light tan and coral stucco walls accented with light brown fascia and moldings and white window trim. The proposed buildings are compatible with the surrounding development. Signage: Proposed signage exceeds the height limitation as found in the Land Development Regulations Chapter 21, Article IV, Section 1, Paragraph D. This paragraph states that 6' high, one sided, 32 square feet wall signs on each side of all the entry drives are permitted. The site plan proposes 8' high signs, each with 32 square feet of sign face. RECOMMENDATION: The Planning and Zoning Division recommends approval of this site plan request, subject to the comments included in Exhibit "C" - Conditions of Approval. The Technical Review Committee (TRC) recommends that the deficiencies identified in this exhibit be corrected on the set of plans submitted for building permit. xc: Central File S:\Shrdata\Planning\Shared\Wp\Projects\The Hamptons at Boynton Beach\Nwsp\Site plan staff report. doc .n I ..,:) EXHIBIT "A" if I ; ,~ , ~ ~. ~ ~ it.1 ill! :1 !\1l1 j. The original relocation permit was issu~d on October ~ i- 1995 and expired on November 15, 1995. ,C & N applied for a permit extension which was'valid from . NO. 98 - 097 rn ~@~n\VJrn ill MAR 2 3 I8J PlANNING AND ZONING DEPT. TO: Tambri Heyden, Planning Director ~I/ John A. Guidry, Utilities Director (I ~ March 20, 1998 V FROM: DATE: SUBJECT: The Hamptons New Site Plan, First Review We offer the following comments on this project: GENERAL COMMENTS 1) All utilities easements shall be shown on the rectified landscaping drawings so that we may determine which trees may interfere with utilities. In general, palm trees will be the only tree species allowed within utilities easements. Canopy trees may be planted outside of the easement so that roots and branches will not impact those utilities within the easement in the foreseeable future. LDR Sec. 7.5-18.1 gives public utilities the authority to remove any trees that interfere with utility services, either in utility easements or public rights-of-way. 2) Dept. of HRS permits will be required for the water and sewer systems serving this project. (Sec. 26-12) 3) Fire flow calculations will be required demonstrating the City Code requirement of 1500 g.p.m. as stated in LDR chap. 6, Art. , Sec. 16, or the requirement imposed by insurance underwriters, whichever is greater. (see Sec. 26-16(a)). Please submit these calculations with your HRS permit submittal. 4) Sec. 26-34(E) of the City Code requires that a capacity reservation fee be paid for this project either upon my request for signature on the Health Dept. application forms or within 30 days of site plan approval, whichever occurs first. This fee will be determined based upon final meter size, or expected demand. 5) Comp Plan policy 3C.3.4 requires the conservation of potable water. City water may, therefore, not be used for irrigation where other sources are readily available. SPECIFIC CONDITIONS 1) Water and sewer lines to be owned and operated by the City shall be included within utilities easements. Please show all proposed easements on the engineering drawings, using a minimum width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in Sec. 26-33(a) of the Code. 2) LDR chap. 6, Article IV, Sec. 16 requires that all points on each building will be within 200 feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition, by showing all hydrants. 3) Appropriate backflow preventers will be required on the fire sprinkler line, if there is one, m accordance with Sec. 26-207. 4) A building permit for this project shall not be issued until this office has approved the plans for the water and/or sewer improvements required to serve the project. (Sec. 26-15) 5) A scaled drawing showing the site drainage plan shall be submitted. (LDR Chap. 4, sec. 7F) 6) A potable water main connection to the Tara Lakes subdivision is strongly recommended so as to improve flow through the system, and eliminate dead-ends. This topic will be further discussed during Health Department permit review. Please refer any questions on this matter to Peter Mazzella (375-6404) of this office.
