The PUD is a predominately vacant 20.16 acre site. The last parcel
approved, which has expired, was for a townhouse development
including a church parcel. The current petition is for 14.47 acres of
apartments (192 units), after right-of-way dedication. The majority of
the site is overgrown with vegetation. The vegetation and fauna on
site are environmentally sensitive, but the ecosystem is disturbed and
of low quality. The gopher tortoises will have to be relocated off-site.
To the north and south of the parcel are two canals, and to the west
the property fronts approximately 1,000 feet of Knuth Road right-of-
way. Vegetation of significance on the site will be relocated on site.
The developer is proposing construction of 325,245 square feet of
multi-family residential space and 5,000 square feet of recreational
buildings, including related off-street parking. The proposed
development is a density of 9.5 units per acre. (see Exhibit "B" -
proposed site plan).
A traffic statement regarding the number of trips generated by
the use was submitted. Preliminary analysis indicated that this
project would comply with the county's traffic performance
standards. This compliance is a condition of approval.
The drainage plans submitted meet the city's drainage levels of
service.
Proposed on-site traffic circulation consists of 27' wide drive aisles
with one gated access to Knuth Road.
There are 411 parking spaces required and proposed, including 9
(nine) spaces designated as handicapped accessible. This meets the
city's Land Development Regulations, Chapter 2 - Zoning and ADA
requirements for this use.
The landscaping of the site will fully meet the code requirements when
staff comments are incorporated. The development will be provided
with the required amount of perimeter landscaping, with special
attention given to all landscape related conditions of approval of the
previous approval.

Building and Site
Regulations:
Building and site regulations will be fully meet code when staff
comments are incorporated into the permit drawings.
Community Design
Plan: The proposed building facades, as viewed from Knuth Road, will
enhance the character of this predominately residential area. The
new structures will receive surface treatments and colors of light tan
and coral stucco walls accented with light brown fascia and moldings
and white window trim. The proposed buildings are compatible with
the surrounding development.
Signage:
Proposed signage exceeds the height limitation as found in the Land
Development Regulations Chapter 21, Article IV, Section 1,
Paragraph D. This paragraph states that 6' high, one sided, 32
square feet wall signs on each side of all the entry drives are
permitted. The site plan proposes 8' high signs, each with 32 square
feet of sign face.
RECOMMENDATION:
The Planning and Zoning Division recommends approval of this site plan request, subject
to the comments included in Exhibit "C" - Conditions of Approval. The Technical Review
Committee (TRC) recommends that the deficiencies identified in this exhibit be corrected
on the set of plans submitted for building permit.

UTILITIES
Comments:
I. The west portion of building 21 is outside the 200 foot radius from the
nearest fire hydrant. Relocate or add a fire hydrant as appropriate. (LDR
Chap. 6, Article IV, Sec. 16)
2. The fire flow calculations submitted demonstrate a fire flow of 704.53
g.p.m., whereas the city code requirement is 1500 g.p.m. as stated in
LDR Chap. 6, Art. IV, Sec 16. Submit revised, corrected calculations
with HRS permit submittal.
FIRE
Comments:
3. The hydrants shall be spaced no more than three hundred feet (300')
from the center of any building (LDR Chapter 6, Sec. 16). A hydrant
located at each paved emergency access inside the gate is required.
POLICE
Comments: None
ENGINEERING DIVISION
Comments:
4. Provide either a signed copy of the sales contract for the purchase of the
subject tract or a fair market appraisal by a qualified real estate appraiser
to determine the balance of the recreation fee due at plat submission.
[LDR Chapter 1, Article V, Section 3.A.e.(4).]
5. All plans submitted for specific permits shall meet the city's code
requirements at time of application. These permits include, but are not
limited to the following; site lighting, pavmg, drainage, curbing
landscaping, irrigation and traffic control devices. Permits required from
agencies such as the FDOT, PBC, SFWMD, DERM, L WDD, DEP and
any other permitting agency shall be included with the first request for
permits.

6. Traffic control signage and markings shall be shown on plans at all
necessary locations (stop bars, stop signs, one-way arrow signs, etc.)
[LDR Chapter 4, Section 7.B.2.]
7. Specify white striping for the shared access aisle on the handicap parking
detail per MUTCD.
8. Revise lighting Note 1 to read "All lighting shall conform to LDR
Chapter 23, Article ILA".
9. The back-up distance between all 90 degree parking spaces shall be 27'
per City Standard Drawing B-900 13.
10. The parking space dimensions for spaces in front of garages shall be 12'
x 18'. [LDR Chapter 2, Section 11.H.2.]
BUILDING DIVISION
Comments:
11. At time of permit submittal show compliance with section 1 and 7,
Article IV of the Sign Code by changing the sign height from eight (8)
feet, identified on the site plan, to six (6) feet. Six (6) feet is the
maximum height allowed by the sign code. Also, dimension the height
of the entry wall sign on sheet 2 of 2. The height shall comply with the
code regulations. On the paving & drainage plan and water & sewer
plan label the entry wall signs and perimeter fence.
12. At time of permit submittal show on the site plan, water & sewer plan
and paving & drainage plan the accessible route extended to the
accessible entrance of both recreation building(s), basketball court and
pool area. Place a note on the paving & drainage plan next to the labeled
symbol indicating that the accessible route complies with the regulations
specified in the Florida Accessibility Code for Building Construction.
Note: Following site plan approval the subsequent working drawings
that are required to be submitted for permit review shall include
identifying the location, width, type of material, slope and surface finish
texture for the required accessible route. The permit plans, where
applicable, shall include detail drawings of accessible ramps. The
drawings shall depict the location of the ramp(s) including specifying the
type of material, surface finish, width, length, slope, size of landing
required at the top and bottom of the ramp and where required, the
appropriate handrails. The illustration of the accessible route that is
required to be shown on the drawings submitted for site plan review may
be general in nature, however, the subsequent permit drawings shall
contain specific information to determine that the accessible route

13. At time of permit submittal add to the site plan drawing the distance
between all buildings. Where applicable, add to the elevation view
drawing computations that would verify walls of abutting buildings
comply with Table 600 of the Standard Building Code.
14. At time of permit submittal add to the site plan drawing the distance
(setback) from the leading edge of each building to the adjacent property
line. The setback dimensions shall tag the location of each building by
providing two dimensions on one side of the building and one dimension
on an adjacent side of the building. [Chapter 4 - Site Plan Review,
Section 7 .B.1.]
IS. At time of permit submittal explain why the floor area identified in the
Building Coverage figures does not match the combined 1 st floor area
identified in the Typical Building Tabular chart. Correct the plans
accordingly.
16. At time of permit submittal submit for review a plan that identifies the
addresses of all buildings.
17. At time of permit submittal change the building type 2 symbol found on
sheet 1 of 2 from Arabic to Roman numeral. This will provide
consistency with the other drawings.
18. At time of permit submittal add to sheet 2 of 2 the height of the fence.
The maximum height allowed is six (6) feet.
19. At time of permit submittal provide a copy of the South Florida Water
Management District permit that verifies the proposed floor elevations
identified on the paving and drainage plan.
20. It is recommended that the sign copy proposed for the entry wall sign be
approved administratively.
21. Permit plans for the proposed project shall comply with the applicable
building codes, energy code, accessibility code and other applicable
codes and regulations identified in Chapter 20 - Building, Housing and
Construction Regulations of Part III of the city's code of ordinances.

22. In the site data provide F .A.R calculations, including in parentheses, that
the 20.16 gross PUD acreage is used for calculations. This F .A.R.
calculation must match the master plan calculation. Ch.2.5 SecA.
23. Correct the parking detail on the paving and drainage plans, sheet 4 of
10. This detail must match the detail provided on site plan sheet 1 of 2.
24. All shrubs (see CI and CES in the plant list) to be planted as hedges must
be installed at a maximum 24" on center. Chapter 7.5.
25. The plant list on sheet 1 of 8 has overwrites on the remarks data for the
plants with symbols, TC, PR-3 and SP.
26. The proposed plant materials do not meet the native requirement that is
stated in the landscape data, sheet 1 of 8. The plant lists on sheet 1 of 8
and 7 of 8, show an overall count of native trees at 46% and native
shrubs at 19%. As per the City of Boynton Beach Comprehensive Plan
requirements, the note in the landscape data is correct and the plans
should be amended.
27. Required interior landscape area as listed in the landscape data, sheet 1
of 8, shall match the square footage as stated in the site plan data sheet 1
of2.
28. Proper dead-ending of the public road to the east shall be the
responsibility of the apartment developer. This shall include signage and
turn around area. If an approved turn around area is not provided, the
plans must reflect a note stating that the western 90 foot pavement stub
of SW. Congress Blvd. is to be removed by the developer.
29. As per previous approvals for this PUD and the Boynton Beach
Boulevard PCD and Knuth Road PCD, provide plans for construction of
Knuth Road from the north side of the L.W.D.D. L-25 canal south to
Woolbright Road to include both canal crossings.
30. Provide a note on the site plan that the developer will screen all roof-
mounted and ground mounted, air conditioning equipment. Show
location of such equipment and the method of screening.

31. Delete buildings 20 and 21, south of S.W. Congress Avenue as their
location is inconsistent with the 1990 rezoning approval.

tortoise reloca~ion permit at this time for the following reasons:

November 15, 1995. ,C & N applied for a permit extension which was'valid from .

obtained two more permit extensions dated June 12, 1996 through August 31,1996 and
again on October 22, 1996 thfough April 30, 199?- When C &N tried to 'renew the
relocation perinit for the fourth time, Angela Williams of the FGFWFC 9ffice in
Tallahassee stat~ that an extension would not be issued unless the property was re- ,
. surveyed. She strongly'suggested that the re-survey of the property. be conducted not
more than two (2) months prior to the actual relocation date. If we c9mply with that .
order, Ms. WilIams stated that the permit would be extended with no further action.

New Site Plan, First Review
We offer the following comments on this project:
GENERAL COMMENTS
1) All utilities easements shall be shown on the rectified landscaping drawings so that we may
determine which trees may interfere with utilities. In general, palm trees will be the only tree
species allowed within utilities easements. Canopy trees may be planted outside of the easement so
that roots and branches will not impact those utilities within the easement in the foreseeable future.
LDR Sec. 7.5-18.1 gives public utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way.
2) Dept. of HRS permits will be required for the water and sewer systems serving this project. (Sec.
26-12)
3) Fire flow calculations will be required demonstrating the City Code requirement of 1500 g.p.m. as
stated in LDR chap. 6, Art. , Sec. 16, or the requirement imposed by insurance underwriters,
whichever is greater. (see Sec. 26-16(a)). Please submit these calculations with your HRS permit
submittal.
4) Sec. 26-34(E) of the City Code requires that a capacity reservation fee be paid for this project
either upon my request for signature on the Health Dept. application forms or within 30 days of site
plan approval, whichever occurs first. This fee will be determined based upon final meter size, or
expected demand.
5) Comp Plan policy 3C.3.4 requires the conservation of potable water. City water may, therefore, not
be used for irrigation where other sources are readily available.
SPECIFIC CONDITIONS
1) Water and sewer lines to be owned and operated by the City shall be included within utilities
easements. Please show all proposed easements on the engineering drawings, using a minimum
width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in
Sec. 26-33(a) of the Code.
2) LDR chap. 6, Article IV, Sec. 16 requires that all points on each building will be within 200 feet of
an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition, by
showing all hydrants.
3) Appropriate backflow preventers will be required on the fire sprinkler line, if there is one, m
accordance with Sec. 26-207.
4) A building permit for this project shall not be issued until this office has approved the plans for the
water and/or sewer improvements required to serve the project. (Sec. 26-15)
5) A scaled drawing showing the site drainage plan shall be submitted. (LDR Chap. 4, sec. 7F)
6) A potable water main connection to the Tara Lakes subdivision is strongly recommended so as to
improve flow through the system, and eliminate dead-ends. This topic will be further discussed
during Health Department permit review.

NEW SITE PLAN Ist REVIEW COMMENTS
We have reviewed the subject plans and offer the following comments that should be addressed prior to
the project being forwarded for Board review:
Building Division (Site Specific and Permit Comments) Michael E. Haag (561) 375-6350
I. Land Development Regulations, Chapter 9 - Community Design Plan, Section 10.1.1. states, "Signs
shalI be designed and treated as part of the architecture ofthe building and shalI be reviewed at time
of site plan review." Therefore, add to the submittal, the detail drawings of proposed site and
building signage. The detail drawings shall include:
a. Identify where the huilt/ing ....ignage is located on the face of the building by dimensioning
their location on the elevation view drawings. The location shall show the distance from the
edge of the building to the edge ofthe proposed signage including dimensioning the distance
from the finish tloor to the top of the proposed signage.
b. Identify where the ,...ite ....ignage is located by dimensioning, on the site plan, no less than ten
(10) feet from the property line to the leading edge of the proposed site signage. Sign
structure shall not encroach into an easement.. On the site plan shown, label and dimension
the width of all easements proposed for the area of the proposed site signs, where applicable,
remove sign(s) from easements. [Section 5., Article III of the Sign Code]
c. To verify that the location of the proposed entrance signs do not contlict with the line of
sight regulations, add to the site plan dimensions that represent the location of the line of
sight triangles that are required and described in Section 5.A., Article III ofthe Sign Code.
Correct the location of the signs accordingly.
d. Identify the size of the buiftling .'Iignage by dimensioning on the elevation view drawings,
the width and height of the proposed building signage. Also indicate in tabular form, on the
elevation view drawing, the square foot area of each sign. Note; the allowed size of signage
is identified in Section 1 and 7, Article IV, of Chapter 21 - Sign Code and the method to
determine the sign area is defined in Chapter 1 - General Provisions, Article II - Definitions.
e. Modify the height of the entrance signs identified on sheet L3 to match the height identified
and shown on sheet I of2 and 2 of2. On the elevation view drawing of the proposed
entrance signage found on sheet 2 of 2 identify the colors proposed for the background and
the sign copy. Color name, color code and manufacturer shall identify colors.
f Identify with a note on the plans whether the ,'lite .'Iignage and/or built/ing .'Iignage will be
illuminated and indicate the type of illumination.
g. Please refer to Chapter 21 - Sign Code of the Land Development Regulations, Articles I, II,
III and IV (Sections I and 7) for other applicable regulations that may apply to the proposed
,'lite amVor building ....ignage.

and recreation building(s). Also identify on the Site Plan, Landscape Plan, Water & Sewer Plan and
Paving and Drainage Plan the width and type of material proposed for the accessible route. Place a
note on the site plan next to the labeled symbol indicating that the accessible route complies with the
regulations specified in the Florida Accessibility Code for Building Construction. [Florida
Accessibility Code for Building Construction, Section 4.3, Accessible Route and Section 4.6,
Parking and Passenger Loading Zones] Note: Following site plan approval the subsequent working
drawings that are required to be submitted for permit review shall include identifying the location,
width, type of material, slope and surface finish texture for the required accessible route. The permit
plans, where applicable, shall include detail drawings of accessible ramps. The drawings shall
depict the location of the ramp(s) including specifying the type of material, surface finish, width,
length, slope, size oflanding required at the top and bottom of the ramp and, where required, the
appropriate handrails. The illustration of the accessible route that is required to be shown on the
drawings submitted for site plan review may be general in nature, however, the subsequent permit
drawings shall contain specific information to determine that the accessible route complies with the

4. Add to the site plan drawing the distance between all buildings. If the distance is less than thirty
(30) feet place a note on the plan indicating that the fire rating and percent of openings in the
adjacent walls of the buildings shall comply with Table 600 of the Standard Building Code. Add to
the elevation view drawing computations that would identify the percent of wall openings for the
buildings that are less than 30 feet apart. The percent of wall openings shall comply with table 600
of the Standard Building Code.
5. Add to the site plan drawing the distance (setback) from the leading edge of three sides of each
building to the adjacent property line. [Chapter 4 - Site Plan Review, Section 7. B. 1.]
6. Add to the floor plan drawing of each unit and the building tabular data the total floor area that is air-
conditioned. Also indicate a breakdown of the floor area for balconies, porches, patios, stairways
and any other area under roof [Chapter 4 - site Plan Review, Section 7. E. 2. And 3.]
7. On sheet I of2 identify the type of area that is identified in the portion of the plan that is titled
Typical Building Tabular.
8. At time of permit review submit for review a plan that identifies the addresses of all bui Idings.
9. Indicate on the site plan how mail will be delivered to the units including the recreation building.
10. Correct the inconsistency between the square footage proposed for the fitness center as shown on the
floor plan of the building and the building shown on the site plan.
11. To verify that the structures and specific landscape material do not encroach into an easement show,
on all plan view drawings of the site (site plan, landscape plan, paving & drainage plan and water &
sewer plan), the type, size and location of all easements proposed for the project. Where applicable,
remove all buildings and structures from encroaching into and/or over an easement.
Eneineerine Division (Site Specific Comments) - Sebastian Puda & Ken Hall 56 I -375-6280
I. Replace the" I 0' sight corner TYP" with the limit of clear sight distance as specified in Index 546 of
the FOOT Roadway and Traffic Design Standards.
2. Obtain approval from Director of Development to construct 58' wide driveway. [Maximum width is
32' - LDR Chapter 23, Article ll.H.l.]
3. Show proposed 8' bike path continuous thru main entrance driveway, [LDR Chapter 23, Article
lIP.]
4. Change the north egress lane "thru" arrow to a "right turn only" arrow with the appropriate pavement

5. Submit the Knuth Road construction drawings to P.B.e. Engineering for review, approval and
construction coordination. The paved portions of Knuth Road are maintained by P.B.e. as shown in
their 1996 Maintenance Inventory, page. 44.
6. Provide either a signed copy of the sales contract for the purchase of the subject tract or a fair market
appraisal by a qualified real estate appraiser to determine the balance of the recreation fee due at plat
submission. [LOR Chapter 1, Article V, Section 3.A.e.(4).]
7. Relocate compactor so that truck will not have to contlict with exiting traffic.
8. Transition the two ingress lanes down to one lane around circle for safe and efficient movement of
traffic. [LOR Chapter 23, Article II.B.l.]
9. All plans submitted for specific permits shall meet the City's code requirements at time of
application. These permits include, but are not limited to the following; site lighting, paving,
drainage, curbing landscaping, irrigation and traffic control devices. Permits required from agencies
such as the FOOT, PBC, SFWMO, DERM, LWDD, DEP and any other permitting agency shall be
included with your permit request
10. Need Engineer's certification letter for drainage stating that drainage conforms to all rules,
regulations, etc. [LOR Chapter 4, Section 7.F.2.]
11. Site plan shall be at the same scale as the drainage plan. [LOR Chapter 4, Section 7.f.l.]
12. Traffic control signage and markings shall be shown on plans at all necessary locations (stop bars,
stop signs, etc.) [LOR Chapter 4, Section 7.B.2.]
Recommendations
1. Delete the paved emergency access areas including the column and gate. Replace areas with sod and
stabilized subgrades with ground markers to locate access areas. Add a hedge material in lieu of
gates.
2. Reduce egress lanes from 12' to 11' and 10' median to 8' wide. Then make ingress lanes 14' each for
safer transition into project
3. Verify that the undeveloped part of Knuth Road right-of-way will be constructed and completed as
part of this development

1. The west portion of building 21 appears to be outside the 200-foot radius from the nearest
fire hydrant. Please relocate or add a fIre hydrant as appropriate. (LDR chap. 6, Article
IV, Sec. 16)
2. The fIre flow calculations submitted demonstrate a fIre flow of 704.53 gpm, whereas the
City Code requirement is 1500 g.p.m. as stated in LDR chap. 6, Art. , Sec. 16. Please
submit revised, corrected calculations with your HRS permit submittal.

review and recommendation. Please review this amended site plan submittal to determine if
the plans have been adjusted to satisfy the comments previously made by your department.

please advise this office in writing. If your comments have not been met, please indicate this in
writing to my office.
Finally, include in your memorandum a recommendation as to whether the project should be
forwarded to the Planning and Development Board for consideration. Please return your
memorandum and the amended plans (Building and Engineering Divisions shall keep

NEW SITE PLAN 2nd REVIEW COMMENTS
We have reviewed the subject plans and recommend that the request be forwarded for Board review with
the understanding that all remaining comments will be shown in compliance on the permit drawings:
Buildine Division (Site Specific Permit Comments)
I. At time of permit submittal show compliance with section 1 and 7, Article IV of the Sign Code
by changing the sign height from eight (8) feet, identified on the site plan, to six (6) feet. Six (6)
feet is the maximum height allowed by the sign code. Also, dimension the height of the entry
wall sign on sheet 2 of 2. The height shall comply with the code regulations. On the paving &
drainage plan and water & sewer plan label the entry wall signs and perimeter fence.
2, At time of permit submittal show on the site plan, water & sewer plan and paving & drainage
plan the accessible route extended to the accessible entrance of both recreation building(s),
basketball court and pool area. Place a note on the paving & drainage plan next to the labeled
symbol indicating that the accessible route complies with the regulations specified in the Florida
Accessibility Code for Building Construction. Note: Following site plan approval the
subsequent working drawings that are required to be submitted for permit review shall include
identifying the location, width, type of material, slope and surface finish texture for the required
accessible route. The permit plans, where applicable, shall include detail drawings of accessible
ramps. The drawings shall depict the location of the ramp(s) including specifying the type of
material, surface finish, width, length, slope, size oflanding required at the top and bottom of the
ramp and where required, the appropriate handrails. The illustration of the accessible route that
is required to be shown on the drawings submitted for site plan review may be general in nature,
however, the subsequent permit drawings shall contain specific information to determine that the
accessible route complies with the regulations specified in the accessibility code. [Florida
Accessibility Code for Building Construction, Section 4.3, Accessible Route and Section 4.6,
Parking and Passenger Loading Zones]
3, At time of permit submittal add to the site plan drawing the distance between all buildings.
Where applicable, add to the elevation view drawing computations that would verify walls of
abutting buildings comply with Table 600 of the Standard Building Code.
4. At time of permit submittal add to the site plan drawing the distance (setback) from the leading
edge of each building to the adjacent property line. The setback dimensions shall tag the
location of each building by providing two dimensions on one side of the building and one
dimension on an adjacent side ofthe building. [Chapter 4 - Site Plan Review, Section 7. B. 1.]
5. At time of permit submittal explain why the floor area identified in the Building Coverage
figures does not match the combined I st floor area identified in theTypical Building Tabular
chart. Correct the plans accordingly
6. At time of permit submittal submit for review a plan that identifies the addresses of all buildings.

7. At time of permit submittal change the building type 2 symbol found on sheet I of2 from Arabic
to Roman numeral. This will provide consistency with the other drawings.
8. At time of permit submittal add to sheet 2 of2 the height of the fence. The maximum height
allowed is six (6) feet.
9. At time of permit submittal provide a copy of the South Florida Water Management District
permit that verifies the proposed floor elevations identified on the paving and drainage plan.
10. It is recommended that the sign copy proposed for the entry wall sign be approved
administratively.
II. Permit plans for the proposed project shall comply with the applicable Building Codes, Energy
Code, Accessibility Code and other applicable codes and regulations identified in Chapter 20 -
Building, Housing and Construction Regulations of Part III of the City's Code of Ordinances.
Eneineerine Division (Site Specific Comments)
I. Provide either a signed copy of the sales contract for the purchase of the subject tract or a fair
market appraisal by a qualified real estate appraiser to determine the balance of the recreation fee
due at plat submission. [LDR Chapter I, Article V, Section 3.Ae.(4).]
2. All plans submitted for specific permits shall meet the City's code requirements at time of
application. These permits include, but are not limited to the following; site lighting, paving,
drainage, curbing landscaping, irrigation and traffic control devices. Permits required from
agencies such as the FDOT, PBC, SFWMD, DERM, LWDD, DEP and any other permitting
agency shall be included with your permit request
3. Site plan shall be at the same scale as the drainage plan. [LDR Chapter 4, Section 7.F.l.]
4. Traffic control signage and markings shall be shown on plans at all necessary locations (stop
bars, stop signs, one way arrow signs, etc.) [LOR Chapter 4, Section 7.8.2.]
5. Specify white striping for the shared access aisle on the handicap parking detail per MUTCD.
6. Revise lighting Note 1 to read" All lighting shall conform to LDR Chapter 23, Article ILA"
7. The back-up distance between all 90 degree parking spaces shall be 27' per City Standard
Drawing B-90013.
8. The parking space dimensions for spaces in front of garages shall be 12' x 8'. [LDR Chapter 2,
Section II.H.2.]

Find attached for your review the plans and exhibits for the above-referenced project. Please
review the plans and exhibits and transmit formal written comments to me no later than
5:00 P.M. on March 20. 1998. When preparing your comments, please separate them into
two categories; code deficiencies with code sections referenced and recommendations
that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable
the applicant to efficiently obtain Technical Review Committee approval:
1.
Use the review standards specified in Part IV, Land Development Regulations, Site Plan
Review and the applicable code sections of the Code of Ordinances to review and
formulate comments.
2.
The documents submitted for the project were determined to be substantially complete,
however, if the data provided to meet the submittal requirements is insufficient to
properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be
requested by the reviewer by contacting Scott Barber.

3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans
depict or when the location and installation of their departmental required improvements
may conflict with other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of his/her review
responsibility, the comment and the specific code section may be included in their review
comments with the name of the appropriate TRC Member that is responsible for the
review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within
the time frame stated above, to me. The memorandum shall state that the plans are
approved and that they do not have any comments on the plans submitted for review and
that they recommend the project be forwarded through the approval process.
All comments shall be typed, addressed and transmitted to me for distribution to the applicant.
Please include the name and phone number of the reviewer on this memorandum. Scott Barber
will be the Planning and Zoning staff member coordinating the review of the project.
Planning and Zoning staff will send the applicant a cover letter which includes the comment(s)
and directions to amend the plans to comply with the comments and the procedures for
resubmission. When Planning and Zoning staff receives the amended plans, we will distribute
the plans with a cover memorandum to all TRC Members for review and approval.
