The existing property is surrounded on the west and south sides by road rights-of-way, and adjacent on the north side to a vacant lot within the High Ridge Commerce Park PID. Existing vegetation consists of lawn areas and minimal landscape plantings, an existing warehouse building and related parking areas. There are no other features of any significance on the site. The developer is proposing the addition of a one-story, 35,820 square foot warehouse/office building to the existing 35,634 square foot warehouse/office building. The project will increase the building size to 71,454 square feet and increase parking to 148 spaces on the north, east and west sides of the building (see Exhibit "B" - Proposed Plan) A traffic statement was prepared by Pinder Troutman Consulting, Inc. and submitted as part of this plan review. The traffic report submitted provided generation rates and total projected traffic for the proposed expansion. Staff has also received confirmation from Palm Beach County's Traffic Division that the project conforms to the county's traffic performance standards. Conceptual drainage information was provided for the city's review. The city's concurrency ordinance requires drainage certification at time of site plan approval. The Engineering Fjl Memorandum No. PZ 99-257 Page 2 Division recommends that drainage review be deferred to time of permit review. Driveways: Proposed on-site traffic circulation consists of three access points. Two, two-way, 32-foot wide drives, and one, one-way, 18-foot wide egress drive. One two-way, and the one-way drive are located .along High Ridge Road. and the remaining driveway is located on Industrial Way. The two-way entries are connected with a 27-foot wide drive aisle along the east side of the building, and one, two-way entry drive is connected to the one-way egress access point with a 19-foot, 8-inch wide one-way drive on the west side of the building. Parking Facility: The proposed parking areas include 148 spaces, and based on the calculations of the designer, there are five (5) surplus spaces. The methodology for calculating parking demand is not provided on the plans, nor is a separate demand provided just for the expansion. Although it appears that the parking demand has been calculated using the ratio for "industrial" use, rather than the less restrictive ratio for "warehouse" use, a condition of approval would require that the parking calculation methodology, including the calculations for both existing and proposed portions of the site, be shown on the plans. The standard 9 feet by 18 feet parking spaces will be provided in proposed parking areas to the north and east. The portion of the parking west of the building contains angled (60 degree) parking spaces adjacent to the one-way drive aisle. Landscaping: A set of landscape plans have been submitted and reviewed. The plan provides the appropriate plantings required for the building expansion. Landscape regulations will be fully met when staff comments are incorporated into the permit drawings. It should be noted that additional landscaping is being added to the existing portion of the site, along a segment of Industrial Way, to provide screening of the loading area. Community Design: The fal;ade of the proposed building, as viewed from High Ridge Road is a replication of the existing building style. The desired architectural additions shall be distinctive and complement the High Ridge Road corridor through consistency with adjacent industrial buildings. Signage: No sign details were submitted as part of this site plan review. If site signage is to be added or modified at a future date, the owner will need to submit a request to modify site signage as a separate submittal and approval. RECOMMENDATION: The Planning and Zoning Division recommends that this request for major site plan modification be approved, subject to the comments included in Exhibit "C" - Conditions of Approval. Staff also recommends that the deficiencies identified in this exhibit be corrected as part of the rectified review process to follow Commission approval. All utilities easements shall be shown on the rectified landscaping drawings so that we may determine which trees may interfere with X utilities. In general, palm trees will be the only tree species allowed within utility easements. Canopy trees may be planted outside of the easement so that roots and branches will not impact those utilities within the easement in the foreseeable future. LDR Sec. 7.5-18.1 gives public utilities the authority to remove any trees that interfere with utility services, either in utility easements or public rights-of-way. 2. Dept. of Health permits may be required for the water and sewer systems X serving this project. (Sec. 26-12). 3. Fire flow calculations will be required demonstrating the City Code X requirement of 1500 g.p.m. as stated in LDR chap. 6, Art. IV, Sec. 16, or the requirement imposed by Insurance underwriters, whichever IS greater. (see Sec. 26-16(a)). Please submit these calculations with your Health Department permit submittal. 4. Water and sewer lines to be owned and operated by the City shall be X included within utility easements. Please show all proposed easements on the engineering drawings, using a minimum width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in Sec. 26-33(a) of the Code. 5. This office will not require surety for installation of the water and sewer X utilities, on condition that the systems be fully completed, and given to the City before the first permanent meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining the certificate of occupancy. 6. LDR Chap. 6, Article IV, Sec. 16 requires that all points on each X building will be within 200 feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition, by showing all hydrants. 7. (Sec. 26-15) 8. The waste stream from the manufacturing process must meet the City's X pretreatment requirements. A sampling point must be provided to allow monitoring of this waste stream. (Sec. 26-143,26-147 FIRE Comments: 9. A water distribution plan was not provided showing locations of X hydrants, fire department connections or main sizes as required by LDR 6-16. No part of the building may be more than 200 feet from a hydrant. LDR 6-16. This plan is not ready to go forward without these requirements. A fire flow test will be required. POLICE Comments: None X ENGINEERING DIVISION Comments: 10. Add a general note to the paving & drainage plans that all striping, X signage and markings shall conform to City Standard Drawing B-98001. Add another note that the drainage system shall conform to City Standard Drawing B-91007 and show the detail on the plans. 11. All striping, signage and markings shall be incorporated in the paving X and drainage plans for inspection purposes. 12. On the civil plans, specify header curb in lieu of type "D" curb within X both rights of ways, and "D" curb around all grassed islands. 13. Submit an acceptable paving/drainage plan with all required dimensions X and details prior to continuing in review process. 14. Provide an accessible path from the public sidewalk to new building in X conformance with the Florida Accessibility Code. 15. On the drainage plan, correct the invert callout at structure A-4 to read, X 16.0 (N.W). 16. Clarify west invert call on structure A-I. X 17. Provide a sump for all truck well inlets to reduce contaminants and X pollutants from entering exfiltration trenches. Add to the buildings that are depicted on the site plan drawing a labeled X symbol that represents the location of the handicap accessible entrance door to each tenant space of both buildings. Show and label the same doors on the floor plan drawing. The door, landing and threshold shall comply with the regulations specified in the Florida Accessibility Code for Building Construction. 19. The finish floor elevation that the design professional identified on the X site plan drawing does not match the elevation that is identified on the civil plans. Amend the drawings accordingly. Identify on the floor plan within the footprint of the new building the finish floor elevation that the design professional has established for the structure. 20. Considering that detail drawings of the building signage were not X provided and the location of the signage was not shown on the building elevation view drawings, place the following note on the drawing that illustrates the elevation views of the building: "Building signage is not approved for this project. Separate site plan review and approval is required for building signage." 21. On the site plan drawing, identify the symbol that represents the X property line of the subject property. 22. At time of permit review, submit for review two (2) sets of signed and X sealed working drawings depicting the proposed construction. 23. At time of permit review, attach a current survey of the subject property X to both sets of permit documents. 24. At time of permit review, specify, in tabular form, on the site plan and/or floor plan drawing the proposed use of the facility, type of construction and occupancy classification including indicating whether the new building will have a fire sprinkler system. The design of the building, building area, occupancy classification and type of construction shall comply with the specifications identified in the 1997 edition of the Standard Building Code including the City of Boynton Beach amendments to the Standard Building Code. Place a note on the site plan and/or the floor plan drawing indicating that the building is designed in compliance with the 1997 edition of the Standard Building Code including the City of Boynton Beach amendments to the Standard Building Code. A permit submittal checklist is available in the Building Division. The list identifies the basic documents that the Plans Analyst checks for when an applicant submits for permit review.
