Traffic- b. Drainage- Clark Construction Co./Tom Kasischke (Seminole Bay Land Co.) 2900 High Ridge Road MSPM 99-005 HR-8/Industrial - (M1) Industrial warehouse & manufacturing Site Area: 187,487 square feet (4.304 acre) Building Area: 35,634 square feet existing + 35.820 square feet proposed 71,454 square feet total (see Exhibit "A" - location map) North South East West - Vacant, zoned PID (High Ridge Commerce Park PID) - Industrial Way, farther south an office/warehouse building, zoned M-1 - Solid Waste Authority, zoned M-1 - High Ridge Road, farther west a vacant lot, zoned M-1 The site is currently a flat, previously cleared, 4.30-acre lot. The existing property is surrounded on the west and south sides by road rights-of-way, and adjacent on the north side to a vacant lot within the High Ridge Commerce Park PID. Existing vegetation consists of lawn areas and minimal landscape plantings, an existing warehouse building and related parking areas. There are no other features of any significance on the site. The developer is proposing the addition of a one-story, 35,820 square foot warehouse/office building to the existing 35,634 square foot warehouse/office building. The project will increase the building size to 71,454 square feet and increase parking to 148 spaces on the north, east and west sides of the building (see Exhibit "B" - Proposed Plan) A traffic statement was prepared by Pinder Troutman Consulting, Inc. and submitted as part of this plan review. The traffic report submitted provided generation rates and total projected traffic for the proposed expansion. Staff has also received confirmation from Palm Beach County's Traffic Division that the project conforms to the county's traffic performance standards. Conceptual drainage information was provided for the city's review. The city's concurrency ordinance requires drainage certification at time of site plan approval. The Engineering P3i Memorandum No. PZ 99-257 Page 2 Division recommends that drainage review be deferred to time of permit review. Driveways: Proposed on-site traffic circulation consists of three access points. Two, two-way, 32-foot wide drives, and one, one-way, 18-foot wide egress drive. One two-way, and the one-way drive are located along High Ridge Road, and the remaining driveway is located on Industrial Way. The two-way entries are connected with a 27-foot wide drive aisle along the east side of the building, and one, two-way entry drive is connected to the one-way egress access point with a 19-foot, 8-inch wide one-way drive on the west side of the building. Parking Facility: The proposed parking areas include 148 spaces, and based on the calculations of the designer, there are five (5) surplus spaces. The methodology for calculating parking demand is not provided on the plans, nor is a separate demand provided just for the expansion. Although it appears that the parking demand has been calculated using the ratio for "industrial" use, rather than the less restrictive ratio for "warehouse" use, a condition of approval would require that the parking calculation methodology, including the calculations for both existing and proposed portions of the site, be shown on the plans. The standard 9 feet by 18 feet parking spaces will be provided in proposed parking areas to the north and east. The portion of the parking west of the building contains angled (60 degree) parking spaces adjacent to the one-way drive aisle. Landscaping: A set of landscape plans have been submitted and reviewed. The plan provides the appropriate plantings required for the building expansion. Landscape regulations will be fully met when staff comments are incorporated into the permit drawings. It should be noted that additional landscaping is being added to the existing portion of the site, along a segment of Industrial Way, to provide screening of the loading area. Community Design: The fa<;ade of the proposed building, as viewed from High Ridge Road is a replication of the existing building style. The desired architectural additions shall be distinctive and complement the High Ridge Road corridor through consistency with adjacent industrial buildings. Signage: No sign details were submitted as part of this site plan review. If site signage is to be added or modified at a future date, the owner will need to submit a request to modify site signage as a separate submittal and approval. RECOMMENDATION: The Planning and Zoning Division recommends that this request for major site plan modification be approved, subject to the comments included in Exhibit "c" - Conditions of Approval. Staff also recommends that the deficiencies identified in this exhibit be corrected as part of the rectified review process to follow Commission approval. The project is Sl1mmarized as follows: Location: High Ridge Road, north of Gateway Boulevard Mrmicipality: Boynton Beach Proposed Use: General Industries, Light New Trips: 237 trips per day Buildout: 2001 This is an addition to an existing use. Currently (pending issuance of an amended development order) this project ;s vested as HGeneral Industries, Light H (35.634 sf). There is one minor error in the traffic study. Insufficient background traffic was assumed to address the recently approved portions of Quantum Park. This error does not change the results of the study. Based on our review the Traffic Division has determined that the project meets the Traffic Performance Standards of P::tlm Beach County. DEPARTMENTS INCLUDE REJECT PUBLIC WORKS Comments: 1. To make it easier for the Public Works' vehicles to service this location we would recommend that the dumpster enclosure be turned toward the south entrance for better access. 2. Also, if this enclosure is to hold two dumpsters, each opening has to be ten (10) feet wide at a minimum. 3. Finally, we would ask that the curb by the north dumpster next to loading dock be shortened by ten (10) feet so that the enclosure could be angled to the south. UTILITIES Comments: 4. All utilities easements shall be shown on the rectified landscaping drawings so that we may determine which trees may interfere with utilities. In general, palm trees will be the only tree species allowed within utility easements. Canopy trees may be planted outside of the easement so that roots and branches will not impact those utilities within the easement in the foreseeable future. LDR Sec. 7.5-18.1 gives public utilities the authority to remove any trees that interfere with utility services, either in utility easements or public rights-of-way. 5. Dept. of Health permits may be required for the water and sewer systems serving this project. (Sec. 26-12). 6. Fire flow calculations will be required demonstrating the City Code requirement of 1500 g.p.m. as stated in LDR chap. 6, Art. IV, Sec. 16, or the requirement imposed by Insurance underwriters, whichever IS greater. (see Sec. 26-16(a)). Please submit these calculations with your Health Department permit submittal. 7. Sec. 26-34(E) of the City Code requires that a capacity reservation fee be paid for this project either upon my request for signature on the Health Dept. application forms or within 30 days of site plan approval, whichever occurs first. This fee will be determined based upon final meter size, or expected demand. 8. Provide an engineer's written certification that drainage will conform to all rules of the City and the South Florida Water Management District. Water and sewer lines to be owned and operated by the City shall be included within utility easements. Please show all proposed easements on the engineering drawings, using a minimum width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in Sec. 26-33(a) of the Code. 10. This office will not require surety for installation of the water and sewer utilities, on condition that the systems be fully completed, and given to the City before the first permanent meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining the certificate of occupancy. 11. LDR chap. 6, Article IV, Sec. 16 requires that all points on each building will be within 200 feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition, by showing all hydrants. 12. Appropriate backflow preventers will be required on the domestic water service to the building, and the fire sprinkler line if there is one, in accordance with Sec. 26-207. 13. A building permit for this project shall not be issued until this office has approved the plans for the water and/or sewer improvements required to serve the project. (Sec. 26-15) 14. The waste stream from the manufacturing process must meet the City's pretreatment requirements. A sampling point must be provided to allow monitoring of this waste stream. Add a note to the site plan that all parking stall dimensions shall conform to City Standard Drawing B90013. 19. Since the southernmost truck well for both buildings has a buffer wall for screening purposes, it is recommended that the other seven walls are not required. 20. The site lighting poles should be far enough away from the parking stall overhang so as not to incur vehicle damage. 21. On all 6O-degree parking spaces, show the wheelstops perpendicular to the stall stripes to stop both wheels. 22. Correct the "Parking Space Detail" and the site plan to show the 90- degree parking spaces 16 feet deep with the wheel stops (or curbing) at the edge of pavement - not two feet into the parking stall. Also, correct the perpendicular distance on the 60-degree parking spaces from 19.6 feet to 20.1 feet per City Standard Drawing B-90013. 23. Add a general note to the paving & drainage plans that all striping, signage and markings shall conform to City Standard Drawing B-9800 1. Add another note that the drainage system shall conform to City Standard Drawing B-91007 and show the detail on the plans. 24. All striping, signage and markings shall be incorporated in the paving and drainage plans for inspection purposes. 25. Since the total site must be brought up to current codes, change the back-up distance from 24 feet to 27 feet for the parking area adjacent to Industrial Way, or obtain a variance. The same holds true regarding the 24-foot back-up distance for the new stalls along the north perimeter. 26. Specify header curb in lieu of type "D" curb within both rights of ways. 27. In lieu of a "Do Not Enter" sign facing due west on High Ridge Road, show "One Way" arrow signs facing west on both sides ofthe driveway. 28. Specify a 35' by 35' safe sight triangle at the one way driveway. 29. Delineate and stripe the "Loading Area" by the one way driveway. Include a pavement message in yellow indicating "No Parking- Loading Zone". 30. On SP-2, show all post-mounted signs (including HlC signs) grouted per City Standard Drawing B-9800 1. Add a general note to the site plan that all plans submitted for specific permits shall meet the City's code requirements at time of application. These permits include, but are not limited to the following: site lighting, paving, drainage, curbing, landscaping and irrigation. Permits required from other permitting agencies, such as FDOT, PBC, SFWMD, DERM, L WDD, DEP and any others, shall be included with the permit request 35. On the drainage plan, correct the invert callout at structure A-4 to read, 16.0 (N.W). 36. Clarify west invert call on structure A-I. 37. Specify "D" curb around both grassed islands in the NW parking area. 38. Provide a sump for all truck well inlets to reduce contaminants and pollutants from entering exfiltration trenches. 39. Provide a detail of the fence post installation in the gravity wall and its length. BUILDING DIVISION Comments: 40. Rumpf, Director of Planning & Zoning 111 Jack H. Casler, P.E., P.L.S., Acting City Engineer ~~r September 22, 1999 TO: FROM: RE: HIGH RIDGE PROPERTIES - MAJOR SITE PLAN MODIFICATION (MSPM 99-005) 1sT REVIEW 1. The one-way aisle for 60-degree parking with parking on both sides of a one way aisle is 19.8' not 16'. Correct plans. 2. Show a stop bar across the entire one-way out driveway. 3. Add a note to the site plan that all parking stall dimensions shall conform to City Standard Drawing B90013. 4. Since the southernmost truck well for both buildings has a buffer wall for screening purposes, it is recommended that the other seven walls are not required. 5. The site lighting poles should be far enough away from the parking stall overhang so as not to incur vehicle damage. 6. On all 60-degree parking spaces, show the wheelstops perpendicular to the stall stripes to stop both wheels. 7. Correct the "Parking Space Detail" and the site plan to show the 90-degree parking spaces 16 feet deep with the wheel stops (or curbing) at the edge of pavement - not two feet into the parking stall. Also, correct the perpendicular distance on the 60-degree parking spaces from 19.6 feet to 20.1 feet per City Standard Drawing B-900 13. 8. Add a general note to the paving & drainage plans that all striping, signage and markings shall conform to City Standard Drawing B-98001. Add another note that the drainage system shall conform to City Standard Drawing B-91 007 and show the detail on the plans. 9. All striping, signage and markings shall be incorporated in the paving and drainage plans for inspection purposes. 10. Since the total site must be brought up to current codes, change the back-up distance from 24 feet to 27 feet for the parking area adjacent to Industrial Way, or obtain a variance. The same holds true regarding the 24-foot back-up distance for the new stalls along the north perimeter. In lieu of a "Do Not Enter" sign facing due west on High Ridge Road, show "One Way" arrow signs facing west on both sides of the driveway. 13. Specify a 35' by 35' safe sight triangle at the one way driveway. 14. Delineate and stripe the "Loading Area" by the one way driveway. Include a pavement message in yellow indicating "No Parking - Loading Zone". 15. On SP-2, show all post-mounted signs (including HIC signs) grouted per City Standard Drawing B- 98001. 16. Since the stop signs are not in an urban area, locate the bottom of all stop signs 6 feet above grade. 17. Show arrow markings along the north and east parking areas to delineate the travel aisles. 18. Provide an accessible path from the public sidewalk on High Ridge Road to new building in conformance with the Florida Accessibility Code. 19. Add a general note to the site plan that all plans submitted for specific permits shall meet the City's code requirements at time of application. These permits include, but are not limited to the following: site lighting, paving, drainage, curbing, landscaping and irrigation. Permits required from other permitting agencies, such as FDOT, PBC, SFWMD, DERM, L WDD, DEP and any others, shall be included with the permit request. 20. DEPARTMENT OF DEVELOPMENT BUILDING DIVISION MEMORANDUM NO. 99-205 TO: Michael Rumpf, Planning and Zoning Director FROM: Michael E. Haag, Building Code Permit Administrator DATE: September 20, 1999 RE: High Ridge Properties - Major Site Plan Modification 1st review comments We have reviewed the subject plans and offer the following comments that shall be addressed prior to the project being forwarded for Board review: Buildin~ Division (Permit & Site Specific Comments) - Michael E. Haa~ (561) 742-6352 1. Add to the buildings that are depicted on the site plan drawing a labeled symbol that represents the location of the handicap accessible entrance door to each tenant space of both buildings. Show and label the same doors on the floor plan drawing. 2. The Florida Accessibility Code for Building Construction states that buildings with multiple accessible entrances shall have accessible parking spaces dispersed and located closest to the accessible entrances. Relocate one of the proposed accessible parking spaces so that there are two accessible spaces provided for the existing building. 3. Add to the site plan drawing a labeled symbol that represents and delineates the path of travel of the accessible route that is required between the accessible parking spaces and the accessible entrance door to each tenant space of both buildings. Add text that would indicate the label represents the accessible route and the route is in compliance with Section 4.3 (Accessible Route) and 4.6 (Parking and Passenger Loading Zones) of the Florida Accessibility Code for Building Construction. Please note that at time of permit review the applicant shall provide detailed documentation on the plans that will verify that the accessible route is in compliance with the regulations of the Florida Accessibility Code for Building Construction. 4. Within the site data, identify the proposed finish floor elevation of the building (lowest floor elevation). Verify that the proposed elevation is in compliance with regulations of the code by adding specifications and notes to the site data that address the following issues: a) From the FEMA map, identify the title of the flood zone that the building is located within. Where applicable, specify the base flood elevation. If there is no base flood elevation, indicate that on the plans. Building Division Memo No. 99-205 to Michael Rumpf RE: High Ridge Properties - Major Site Plan Modification - 1 st review comments September 20, 1999 Page Two b) As the design professional-of-record for the project, state that the proposed floor elevation is above the highest 100-year base flood elevation applicable to the building site, as determined by the South Florida Water Management District's surface water management construction development regulations. [Section 3107.1.2, Chapter 31 of the Boynton Beach Amendments to the 1997 edition of the Standard Building Code] c) Identify the floor elevation that the design professional has established for the new building within the footprint of the building that is shown on the site plan, floor plan and paving and drainage plan. 5. Add to the submittal detailed and dimensioned elevation view drawings of the site signage, including dimensioning the width and height of the sign and the overall height of the sign structure. Add computations to the drawing that verify the total sign area is in compliance with the regulations specified in the Sign Code. Also, show and dimension on the site plan drawing the location of the sign and the distance the site sign is located from the adjacent property lines (note: ten feet is minimum setback dimension from adjacent property lines). If a site sign is shown, delineate on the landscape plan the location of the landscaping that is required for site signage. Drawings of the signage shall comply with the applicable regulations specified in the Sign Code (Chapter 21 ofthe Land Development Regulations). Or Place the following note on the site plan: "Site signage is not approved for this project. Separate site plan review and approval is required for site signage." 6.
