Traffic- b. Drainage- The subject property is undeveloped with no existing trees on site. A 12-foot utility easement dedicated to Florida Power and Light lies at the westernmost portion of the lot, along the west lot line. The owner is proposing a single-story building of 19,980 square feet to be built in one phase. The project will be designed for individual warehouse and office uses. Individual entrances and overhead doors are allocated to each of the 15 units proposed for the building (See Exhibit "B" - Proposed Site Plan). As a condition of approval, the Planning and Zoning Division requires written confirmation from the county that the project will meet level of service standards and conform to the county's traffic performance standards ordinance. This requirement is included as a condition of approval until the traffic review has been completed and conformance is confirmed. Confirmation from the Palm Beach County has not been received to date. Conceptual drainage information was provided for the city's review, including confirmation from a certified engineer that the project's drainage will conform to portions of city code. The city's concurrency ordinance requires drainage certification at time of site plan approval. The Engineering Division is recommending that the review of specific drainage solutions be deferred to time of McCraney Office/Warehouse NWSP 99-006 Page 2 permit review when the required technical information will be submitted. Driveways: Proposed access consists of two, two-way driveways, each 32 feet wide and placed at the two adjacent streets (SW 30th Avenue and SW 14th Place). Parking: According to the parking ratio of one space per 800 square feet of warehouse area, and one space per 300 square feet of office space, the project would require a total of 36 spaces (including handicapped spaces). A total of 42 spaces will be provided. The plan does currently meet the parking requirements as stated in the Land Development Regulations, Chapter 2 - Zoning and ADA requirements for this use. Landscaping: The landscaping of the site will fully meet code requirements when staff comments are incorporated. The development will be provided with the required amount of perimeter and internal landscaping as required in the Land Development Regulations, Chapter 7.5 Article II. Also, the site will be further enhanced with a 5 foot wide landscape buffer; an upgrade from the minimum 2.5 foot buffer required along adjoining properties. Lastly, the project developer will be required to install landscaping and irrigation for the adjacent median, which will be maintained by the city. Building and Site: Building and site regulations will fully meet code when staff comments are incorporated into the permit drawings. Community Design: The proposed building will be constructed of concrete block units (emu) with stucco finish. It will offer consistency with adjacent or nearby structures which are predominantly of same design, scale and principle color. The unifying design and elements of the surrounding area also consist of recessed storefronts and overhang doors for each tenant, raised stucco reveal, and light texture stucco finish. Signage: Proposed site signage includes a monument sign to identify the building and up to 8 tenants, and dimensioned at 9 feet high and 8 feet wide (a total of 32 square feet of sign face per side, or Ih the maximum allowed by code based on lot frontage). The site sign is to be internally lit, finished with stucco to match the building color, and oriented to face east and west along SW 30th Avenue. Also proposed, are individual tenant wall signs placed above respective entries, and an 80 square foot wall sign centered on the north fa~ade that identifies the project or building name. Individual tenant signs will be uniform in size and letter font. RECOMMENDATION The Planning and Zoning Division recommends that this request for site plan approval be approved, subject to the comments included in Exhibit "C" - Conditions of Approval. The Technical Review Committee recommends that the deficiencies identified in this exhibit be corrected on the set of plans submitted for building permits. I DEPARTMENTS I INCLUDE I REJECT I PUBLIC WORKS Comments: 1. As per section 10-25 in the City Code, free dumping access to containers at all times shall be provided by the user. 2. Waste removal in connection with construction process must be serviced by the City of Boynton Beach including City's roll-off dumpster. Place note on dumpster detail to indicate same. 3. Dumpster enclosure gates must be able to open wide, with locking pegs for open and closed positions. 4. Dumpster enclosure must be bigger if bollards are to be installed inside the enclosure. UTILITIES Comments: General Comments 5. All utilities easements shall be shown on the rectified landscaping drawings so that we may determine which trees may interfere with utilities. In general, palm trees will be the only tree species allowed within utility easements. Canopy trees may be planted outside of the easement so that roots and branches will not impact those utilities within the easement in the foreseeable future. LDR Sec. 7.5 18.1 gives public utilities the authority to remove any trees that interfere with utility services, either in utility easements or public rights-of-way. There is a direct conflict between a tree and the proposed fire hydrant located in the northwest comer of the property, which must be resolved. 6. Fire flow calculations will be required demonstrating the City Code requirement of 1500 g.p.m. as stated in LDR chap. 6, Art. IV, Sec. 16, or the requirement imposed by msurance underwriters, whichever is greater. (see Sec. 26-16(a)). Please submit these calculations with your HRS permit submittal. 7. Sec. 26-34(E) of the City Code requires that a capacity reservation fee be paid for this project either upon my request for signature on the Health Dept. application forms or within 30 days of site plan approval, whichever occurs first. This fee will be determined based upon final meter size, or expected demand. 8. Provide an engineer's written certification that drainage will conform to Page 2 File Name: McCraney SW 30th Inc. File No.: NWSP 99-006 DEPARTMENTS INCLUDE REJECT all rules of the City and the South Florida Water Management District. (LDR Chap. 4, sec. 7F). Specific Conditions 9. Water and sewer lines to be owned and operated by the City shall be included within utility easements. Please show all proposed easements on the engineering drawings, using a minimum width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in Sec. 26-33(a) of the Code. 10. This office will not require surety for installation of the water and sewer utilities, on condition that the systems be fully completed, and given to the City before the first permanent meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining the certificate of occupancy. 11. Appropriate backflow preventers will be required on the domestic water service to the building, and the fire sprinkler line if there is one, in accordance with Sec. 26-207. 12. A building permit for this project shall not be issued until this office has approved the construction plans for the water and sewer improvements required to serve the project. (Sec. 26-15) 13. The waste stream from the manufacturing process must meet the City's pretreatment requirements. A sampling point must be provided to allow monitoring of this waste stream. (Sec. 26-143, 26-147). FIRE Comments: 14. Show minimum turning radius of 45 feet. 15. Water mains and fire department connections are not shown. 16. No part of the structure may be more than 200 feet from a hydrant. A fire flow test is required; LDR 6-16 POLICE Comments: None ENGINEERING DIVISION Comments: 17. These permits include, but are not limited to the following: site lighting, pavmg, drainage, curbing, landscaping and irrigation. Permits required from other permitting agencies, such as FDOT, PBC, SFWMD, DERM, L WDD, DEP and any others, shall be included with your permit request. 18. Provide an engineer's certification in writing that drainage will conform with all rules, regulations, codes, etc. including, but not limited to, Chapter 6, Article IV, Section 5 of these Land Development Regulations. [LDR Chapter 4, Section 7.F.2.] BUILDING DIVISION Comments: 19. Identify the finish floor elevation within the footprint of the building that is illustrated on the floor plan drawing. Add to the site data, found on sheet SP 1, the flood zone that the building is located within including, where applicable, base flood elevation. If there is no base flood elevation, indicate that on the plan. Add specifications to the site data that will verify that the proposed finish floor elevation is in compliance with the minimum standards of the following: a) Minimum elevation required by the flood zone. b) Minimum elevation required by the South Florida Water Management District permit for the project (Lawson Industrial). c) Show and specify that the elevation of the finish floor is not less than six inches above the crown of the abutting right(s)-of-way. 20. At time of permit review, identify on the site plan the actual setback dimension from the leading edge of the east face of the building to the east property line. Please note that the setback dimension shall be measured from the overhang, covered walkways, canopies or awnings. The building setbacks shall comply with Zoning Code regulations. 21. Add the following note to sign area calculation found on sheet SP 1 - "Drawings of the signage shall comply with the applicable regulations specified in the Sign Code (Chapter 21 of the Land Development Regulations)." 22. At time of permit review, submit signed and sealed plans including a current survey. 23. Compliance with the Building Codes will be evaluated at time of permit review. In general, palm trees will be the only tree species allowed within utility easements. Canopy trees may be planted outside of the easement so that roots and branches will not impact those utilities within the easement in the foreseeable future. LD R Sec. 7.5-18.1 gives public utilities the authority to remove any trees that interfere with utility services, either in utility easements or public rights-of-way. 2) Dept. of HRS permits may be required for the water and sewer systems serving this project. (Sec. 26-12). Water and sewer services to the building are currently not shown. 3) Fire flow calculations will be required demonstrating the City Code requirement of 1500 g.p.m. as stated in LDR chap. 6, Art. IV, Sec. 16, or the requirement imposed by insurance underwriters, whichever is greater. (see See, 26-16(a)). Please submit these calculations with your HRS permit submittal. 4) Sec. 26-34(E) of the City Code requires that a capacity reservation fee be paid for this project either upon my request for signature on the Health Dept. application forms or within 30 days of site plan approval, whichever occurs first. This fee will be determined based upon final meter size, or expected demand. 5) Comp Plan policy 3C.3.4 requires the conservation of potable water. City water may not, therefore, be used for irrigation where other sources are readily available. 6) Provide an engineer's written certification that drainage will conform with all rules of the City and the South Florida Water Management District. (LDR Chap. 4, sec. 7F) SPECIFIC CONDITIONS 1) Water and sewer lines to be owned and operated by the City shall be included within utility easements. Please show all proposed easements on the engineering drawings, using a minimum width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in Sec. 26-33(a) of the Code. 2) This office will not require surety for installation of the water and sewer utilities, on condition that the systems be fully completed, and given to the City before the first permanent meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining the certificate of occupancy. 3) LDR chap, 6, Article IV, Sec. 16 requires that all points on each building will be within 200 feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition, by showing all hydrants. 4) Appropriate backflow preventers will be required on the domestic water service to the building, and the fire sprinkler line if there is one, in accordance with Sec. 26-207. 5) A building permit for this project shall not be issued until this office has approved the construction plans for the water and sewer improvements required to serve the project. The parcel consists of approximately 1.4:t acres and is located on the southwest comer of SW 30 Ave and 14 th Place. Lawson Industrial Park has a master water management system inplace that has been approved by South Florida Water Management District and the City Of Boynton Beach. The water management system is designed to handle both water quantity and quality. The one additional requirement is the warehouse project will be required to provide dry pre-treatment for the first one half inch of runoff. On the west boundary of lot 14 is a retention area that is part of the master drainage system. The project drainage system will be comprised of a series of catch basins connected by pipes with an outfall into a the retention area located along the project's west boundary line. This area is part of Master Drainage System. Water quality and quantity for this project will be obtained through this System as is consistent with all projects within the industrial park. In addition to the master system, the site will the required dry pre-treatment through the use of on-site exfiltration trenches. The exfiltration trenches will be connected through a series of pipes and control structures to the existing retention along the west property line. The project will be designed in accordance with the requirements of the South Florida Water Management District permit and The City of Boynton Beach.
