1. As per section 10-25 in the city code, free dumping access to containers at all
times shall be provided by the user.

2. The dumpster enclosure should be 10 feet by 10 feet internal dimensions. The
gate for the container should be mounted on the outside of the enclosure. The
enclosure should be widened if the gates are to be mounted on the inside.
12 foot x 11 foot dumpster enclosure is provided on south building line. See
plan.
3. The applicant must supply a detailed drawing of the enclosure with the plans.
Will provide additional drawings in building permit drawing submission.
UTILITIES DEPARTMENT:
4. All utilities easements shall be shown on the rectified landscaping drawings so
that we may determine which trees may interfere with utilities. In general, palm
trees will be the only tree species allowed within utility easements. Canopy
trees may be planted outside of the easement so that roots and branches will
not impact those utilities within the easement in the foreseeable future. LDR
Sec. 7.5-18.1 gives public utilities the authority to remove any trees that
interfere with utility services, either in utility easements or public rights-of-
way.
We agree all new planting is within property line, however there are now
existing palm trees in R/OIW.

5. Department of Health permits may be required for the water and sewer system
extensions service this project. (Sec. 26-12).
If required, we will comply with permit drawing submission.
6. Fire flow calculations will be required demonstrating the City Code requirement
of 1500 g.p.m. as stated in LDR Chap. 6, Art., Sec. 16, or the requirement
imposed by insurance underwriters, whichever is greater. (See Sec. 26-16(a)).
Please submit these calculations with your Health Department permit
application and plans.
If required, we will comply with permit drawing submission.
7. Sec. 26-34(E) of the City Code required that a capacity reservation fee be
paid for this project either upon my request for signature on the Health
Department application forms or within 30 days of site plan approval,
whichever occurs first. This fee will be determined based upon final meter size,
or expected demand above existing.
We agree.
8. Camp Plan policy 3C.3.4 requires the conservation of potable water. City water
may, therefore, not be used for irrigation where other sources are readily
available.
We will put in a well, if required.
9. Provide an engineer's written certification that drainage will conform with all
rules of the City and the South Florida Water Management District. (LDR
Chap. 4, Sec. 7F). There does not appear to be any provision for the required
on-site pretreatment.
Our registered civil engineer will so certify. The project will be designed with
exfiltration trenches and will meet city and South Florida Water
Management District criteria.

rules of the City and the South Florida Water Management District. (LDR
Chap. 4, Sec. 7F). There does not appear to be any provision for the required
on-site pretreatment.

11. Water and sewer lines to be owned and operated by the City shall be included
within utility easements. Please show all existing or proposed easements on
the engineering drawings, using a minimum width of 12 feet. The easements
shall be dedicated via separate instrument to the City as stated in Sec. 26-
33(a) of the Code.

12. This office will not require surety for installation of the water and sewer
utilities, on condition that the systems be fully completed, and given to the
City before the first permanent meter is set. Note that setting of a
permanent water meter is a prerequisite to obtaining the certificate of
occupancy.

within 200 feet of an existing or proposed fire hydrant. Please demonstrate
that the plan meets this condition, by showing all hydrants.

to the building, and the fire sprinkler line if there is one, in accordance with Sec.
26-207.

accessible parking spaces shall be shown in compliance with the regulations
specified in the Accessibility Code for Building construction, Section 4.6.

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments to me no later than 5:00 P.M. on
December 10. 1998. When preparing your comments, please separate them into two categories;
code deficiencies with code sections referenced and recommendations that you believe will
enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete, however,
if the data provided to meet the submittal requirements is insufficient to properly evaluate and
process the project based on the review standards or the documents show code deficiencies,
additional data and/or corrections should be requested by the reviewer by contacting Dan
DeCarlo.
3. Each comment shall reference the section of the code that is incorrectly depicted on the

4. Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name
of the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that
they do not have any comments on the plans submitted for review and that they recommend the
project be forwarded through the approval process.
All comments shall be typed, addressed and transmitted to me for distribution to the applicant. Please
include the name and phone number of the reviewer on this memorandum. Dan DeCarlo will be the
Planning and Zoning staff member coordinating the review of the project.
First review comments will be transmitted to the applicant along with a list of Technical Review Committee
(TRC) members. The applicant will contact TRC member(s) to clarify comments. Amended sets of plans
will be submitted prior to, or brought to the TRC meeting. Amended plans and outstanding comments will
be reviewed at the TRC meeting to confirm that the project is ready to move forward to the Planning and
Development Board meeting.

We have reviewed the subject plans and recommend that the request be forwarded for Board
review with the understanding that all remaining comments will be shown in compliance on the
working drawings submitted for permits.
Buildine Division (Site Specific and Permit Comments)
1. At time of permit review, provide detail drawings of the handrails that are required for the
1 :20 ramps identified on the plans. Also show, label and dimension the landings that are
required at the bottom of all ramps. The accessible route that is required from the accessible
parking spaces to the accessible entrances ofthe building shall be shown in compliance with
the regulations specified in the Accessibility Code for Building Construction, Section 4.3 and
4.6.
2. Show and label on the floor plan drawing the level platforms that are required at the
accessible entrances to the building. Also dimension the clear space that is required at the
handle side of the accessible doors located on the west side of the building.
3. On the floor plan and the site plan drawing, indicate the proposed finish floor elevation.
4. Place a note on the elevation view drawings indicating that the wall openings and wall
construction shall comply with Table 600 of the Standard Building Code.

We have reviewed the subject plans and offer the following comments that shall be addressed
prior to the project being forwarded for Board review:

1. Show on the site plan the location of no less than the required number of accessible parking
spaces. Also, show on the plan the location and width of the accessible route that is required
from the accessible parking spaces to the accessible entrance of the building. The accessible
route and number of accessible parking spaces shall be shown in compliance with the
regulations specified in the Accessibility Code for Building Construction, Section 4.6.
2. Indicate on the floor plan drawing the elevation of the sidewalk located directly outside of
the accessible entrance to the building. The vertical clearance between the outside of the
building and the interior shall comply with the specifications identified in the Accessibility
Code for Building Construction, Section 4.5.
3. Indicate the proposed finish floor elevation on the site plan. Also, provide the elevation of
the crown of the road adjacent to the building. The minimum finish floor elevation of the
building shall not be less than 6" above the sidewalk and the crown of the adjacent road.

4. Place a note on the elevation view drawings indicating that the wall openings and wall
construction will comply with Table 600 of the Standard Building Code.
5. Considering that the occupancy classification of the existing two-story building will be
changing to Small Assembly (A-2), Type V is the minimum type of construction allowed for
the building. The permit plans shall show and specify Type V as the type of building
construction for the building. The change of occupancy requires that certification be
provided that the floor loads will comply with specifications of the new occupancy
classification.
6. Provide detail drawings of the site and building signage or place a note on the site plan and
elevation view drawings indicating that separate site plan approval is required for site and
building signage. The detail drawings of the signage shall comply with the sign regulations

be provided by the user.
The dumpster enclosure should be 10' X 10' internal dimensions. The gate for the
container should be mounted on the outside of the enclosure. The enclosure should be
widened if the gates are to be mounted on the inside.
The applicant must supply a detailed drawing of the enclosure with the plans.

We offer the following comments on this project:
GENERAL COMMENTS
1) All utilities easements shall be shown on the rectified landscaping drawings so that we may
determine which trees may interfere with utilities. In general, palm trees will be the only
tree species allowed within utility easements. Canopy trees may be planted outside of the
easement so that roots and branches will not impact those utilities within the easement in
the foreseeable future. LDR Sec. 7.5-18.1 gives public utilities the authority to remove any
trees that interfere with utility services, either in utility easements or public rights-of-way.
2) Dept. of Health permits may be required for the water and sewer system extensions
serving this project. (Sec. 26-12)
3) Fire flow calculations will be required demonstrating the City Code requirement of 1500
g.p.m. as stated in LDR chap. 6, Art. , Sec. 16, or the requirement imposed by insurance
underwriters, whichever is greater. (see Sec. 26-16(a)). Please submit these calculations
with your Health Department permit application and plans.
4) Sec. 26-34(E) of the City Code requires that a capacity reservation fee be paid for this
project either upon my request for signature on the Health Dept. application forms or
within 30 days of site plan approval, whichever occurs first. This fee will be determined
based upon final meter size, or expected demand above existing.
5) Comp Plan policy 3C.3.4 requires the conservation of potable water. City water may,
therefore, not be used for irrigation where other sources are readily available.
6) Provide an engineer's written certification that drainage will conform with all rules of the
City and the South Florida Water Management District. (LDR Chap. 4, sec. 7F) There does
not appear to be any provision for the required on-site pretreatment.
SPECIFIC CONDITIONS
1) Water and sewer lines to be owned and operated by the City shall be included within utility
easements. Please show all existing or proposed easements on the engineering drawings,
using a minimum width of 12 feet. The easements shall be dedicated via separate
instrument to the City as stated in Sec. 26-33(a) of the Code.
2) This office will not require surety for installation of the water and sewer utilities, on
condition that the systems be fully completed, and given to the City before the first
permanent meter is set. Note that setting of a permanent water meter is a prerequisite to
obtaining the certificate of occupancy.
3) LDR chap. 6, Article IV, Sec. 16 requires that all points on each building will be within
200 feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets
this condition, by showing all hydrants.
4) Appropriate backflow preventers will be required on the domestic water service to the
building, and the fire sprinkler line if there is one, in accordance with Sec. 26-207.
5) A building permit for this project shall not be issued until this office has approved the
plans for the water and/or sewer improvements required to serve the project. (Sec. 26-15)

6) A scaled drawing showing the site drainage plan shall be submitted. (LDR Chap. 4, sec.
7F)

PUBLIC WORKS
Comments:
1. As per section 10-25 in the City Code, free dumping access to containers
at all times shall be provided by the user.
2. The dumpster enclosure should be 10 feet by 10 feet internal dimensions.
The gate for the container should be mounted on the outside of the
enclosure. The enclosure should be widened if the gates are to be
mounted on the inside.
3. The applicant must supply a detailed drawing of the enclosure with the
plans.
UTILITIES
Comments:
4. All utilities easements shall be shown on the rectified landscaping
drawings so that we may determine which trees may interfere with
utilities. In general, palm trees will be the only tree species allowed
within utility easements. Canopy trees may be planted outside of the
easement so that roots and branches will not impact those utilities within
the easement in the foreseeable future. LDR Sec. 7.5-18.1 gives public
utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way.
5. Department of Health permits may be required for the water and sewer
system extensions serving this project. (Sec. 26-12)
6. Fire flow calculations will be required demonstrating the City Code
requirement of 1500 g.p.m. as stated in LDR Chap. 6, Art. , Sec. 16, or
the requirement imposed by msurance underwriters, whichever IS
greater. (See Sec. 26-16(a)). Please submit these calculations with your
Health Department permit application and plans.
7. Sec. 26-34(E) of the City Code requires that a capacity reservation fee be
paid for this project either upon my request for signature on the Health
Department application forms or within 30 days of site plan approval,

whichever occurs first. This fee will be determined based upon final
meter size, or expected demand above existing.
8. Comp Plan policy 3C.3.4 requires the conservation of potable water. City
water may, therefore, not be used for irrigation where other sources are
readily available.
9. Provide an engineer's written certification that drainage will conform
with all rules of the City and the South Florida Water Management
District. (LDR Chap. 4, Sec. 7F). There does not appear to be any
provision for the required on-site pretreatment.

11. Water and sewer lines to be owned and operated by the City shall be
included within utility easements. Please show all existing or proposed
easements on the engineering drawings, using a minimum width of 12
feet. The easements shall be dedicated via separate instrument to the
City as stated in Sec. 26-33(a) of the Code.
12. This office will not require surety for installation of the water and sewer
utilities, on condition that the systems be fully completed, and given to
the City before the first permanent meter is set. Note that setting of a
permanent water meter is a prerequisite to obtaining the certificate of
occupancy.
13. LDR Chap. 6, Article IV, Sec. 16 requires that all points on each
building will be within 200 feet of an existing or proposed fire hydrant.
Please demonstrate that the plan meets this condition, by showing all
hydrants.
14. Appropriate backflow preventers will be required on the domestic water
service to the building, and the fire sprinkler line if there is one, in
accordance with Sec. 26-207.
15. A building permit for this project shall not be issued until this office has
approved the plans for the water and/or sewer improvements required to
serve the project. (Sec. 26-15)

can not go forward for approval.

20. All plans submitted for specific permits shall meet the city's code
requirements at time of application. These permits include, but are not
limed to the following: site lighting, pavmg, drainage, curbing,
landscaping and irrigation. Permits required from other permitting
agencies, such as FDOT, PBC, SFWMD, DERM, L WDD, DEP and any
others, shall be included with your permit request.
21. Provide a signed & sealed survey of existing site characteristics. [LDR

of the accessible route that is required from the accessible parking spaces
to the accessible entrance of the building. The accessible route and
number of accessible parking spaces shall be shown in compliance with
the regulations specified III the Accessibility Code for Building
Construction, Section 4.6.
26. Indicate on the floor plan drawing the elevation of the sidewalk located
directly outside of the accessible entrance to the building. The vertical
clearance between the outside of the building and the interior shall
comply with the specifications identified in the Accessibility Code for
Building Construction, Section 4.5.
27. Indicate the proposed finish floor elevation on the site plan. Also,
provide the elevation of the crown of the road adjacent to the building.
The minimum finish floor elevation of the building shall not be less than
6" above the sidewalk and the crown of the adjacent road. [Ordinance

28. Place a note on the elevation view drawings indicating that the wall
openings and wall construction will comply with Table 600 of the
Standard Building Code.
29. Considering that the occupancy classification of the existing two-story
building will be changing to Small Assembly (A-2), Type V is the
minimum type of construction allowed for the building. The permit
plans shall show and specify Type V as the type of building construction
for the building. The change of occupancy requires that certification be
provided that the floor loads will comply with specifications of the new
occupancy classification.
30. Provide detail drawings of the site and building signage or place a note
on the site plan and elevation view drawings indicating that separate site
plan approval is required for site and building signage. The detail
drawings of the signage shall comply with the sign regulations specified
in the Sign Code and the Design Guidelines Boynton Beach Central
