In addition, Mr. Carey advised that there is no loading area protruding from the back of the store. The loading for the trucks is semi-covered. The trucks will back up into a space that is cut out of the store. In response to Mayor Taylor's question, Mr. Carey expects to submit plans by July 25, and Winn-Dixie should be open in March. Motion Commissioner Tillman moved to approve the Ri\ferwalk Shopping Center request for conditional use approval to add a drive-through window to the west end of the Walgreen's drug store, a new 4,115 square foot restaurant on a leased outparcel and 10,130 square feet to the east end of the shopping center; demolish 11,061.95 square feet of floor space to replace with parking; demolish 5,000 square feet of mezzanine within the east building: and modify the existing driveways and parking layout, in addition to all staff comments. Vice Mayor Jaskiewicz seconded the motion. Ms. Heyden confirmed that this motion encompasses everything necessary including the Planning and Development Board's recommendations. The motion carried unanimously. VII. PUBLIC AYDIENCE: This item was addressed earlier in the meeting prior to the Public Hearing. VIII. DEVELOPMENT PLANS: A. OWNER: Healing for the Nations Church LOCATION: West side of Seacrest Boulevard, approximately 335 feet north of Mission Hill Road DESCRIPTION: SITE PLAN - Request for site plan approval to construct a 6,888 square foot church located on 1.006 acres. Vincent Delalla advised that this church is proposed on Seacrest Boulevard. It will seat 200 people and have 50 parking spaces. It is approximately 7,000 square feet. He accepts all of the recommendations made by staff and the Planning and Development Board. Ms. Heyden had no additional comments. 26 MEETING MINUTES REGULAR CITY COMMISSION BOYNTON BEACH, FLORIDA JULY 16, 1996 Commissioner Titcomb's concern about this project deals with the traffic problem that exists on Seacrest Boulevard. He stated that he recently saw a response to a letter that was submi'lted by someone who inquired about potential traffic controls at the intersection of Chapel Hill Boulevard and Seacrest Boulevard. That response was that the criteria of the trip numbers did not warrant installation of signals at that location. Commissioner Titcomb feels certain that staff confirmed that this project falls within the parameters, but he does have a concern about this traffic issue. The traffic situation is very difficult at this intersection at 7:30 in the morning. Commissioner Bradley agreed that a lot of residents have complained about the traffic on Seacrest. He questioned how many more trips we need before a signal will be installed at that intersection. Ms. Heyden advised that the number is not even dose to what is required. Even with full development of this corridor, there will be no signal. When the Hills at Lake Eden project came in, it met the levels of service for Seacrest Boulevard. We can request additional study from Palm Beach County for traffic signals; however, if the end result is that the City will have to maintain them, the policy has been that we do not want to do that. If they are not absolutely necessary, the County will not maintain them. Vice Mayor Jaskiewicz believes it is unfortunate that the road narrows in this area. She suggested that we contact the County and ask them to widen it to provide better accessibility. Commjssioner Bradley does not believe the number of trips will warrant the widening of that rood. Mr. Delalla advised that this church will be used on Sunday morning and on Wednesday evening for Bible class. Mayor Taylor asked if Mr. Delalla would consider planning to have a traffic officer on duty for the time when the service is dismissed. Mr. Delalla said when the congregation gets to 200, they might agree to hire a traffic officer. However, at this time, it is a very small congregation. Motion Commissioner Bradley moved approval of the "Healing for the Nations" site plan construction of a 6,888 square foot church located on 1.006 acres subject to all staff comments. PROJECT NAME: APPLICANT: OWNER: 27 MEETING MINUTES PLANNING & DEVELOPM BOARD BOYNTON BEACH, FLORIDA ,", AUGUST 13, 1996 . Comprehensive Plan Text Amendment for Public Storage - The applicant requested a postponement to the October City Commission meeting. However, the City Commission decided not to honor the applicant's request, and took action on the application. The application was denied. The applicant has submitted a request to the City Manager's Office for reconsideration. There is no information available relative to whether or not a reconsideration will be granted. . Conditional Use and Parking Lot Variance for Rlverwalk Shopping Center - Both applications were approved subject to all Planning and Development Board recommendations and staff comments that were not in conflict with the board's recommendations. . Site Plan for Healing for the Nations Church - This application was approved subject to the board's recommendations. Ms. Heyden reminded the members that at the last meeting, mention was made about the landscaping at Tiffany's. Code Enforcement sent Tiff~ny's a courtesy violation on August 8 which puts them on notice that the site must be brought up to the landscaping reflected on the most recent site plan. Mr. Aguila advised Ms. Heyden that all of the streetside landscaping is missing from the Atrium Shopping Center on Federal Highway. He reminded her that the applicant was mandated to install that landscaping when he came to the City to talk about building colors and opening the driveway on Federal Highway. Other than grass. the applicant has never installed a tree or hedge. Ms. Heyden will investigate this situation. Chairman Dube pointed out that although the board is spending a great deal of time on these types of issues. it is time well spent because the present City Commission has been endorsing the board's recommendations relative to landscaping. Ms. Heyden advised that Blockbuster has requested a postponement until the next meeting on September 10. Chairman Dulle questioned why this application was received without a plan submittal. Ms. Heyden advised that corporate identity means everything to Blockbuster. It is her opinion that prior to going into the site plan process, they want to find out if they will be able to get their lighted awning. Vice Chairman Golden suggested that this type of request be tied to the site plan approval process so that an applicant cannot come in with an incomplete package. Mr. Aguila did not have an objection to an applicant trying to "feel out" the board because if the community is adamant on some of these standards. the applicants can then find another location. We have dealt with many corporate identity applicants. Some of those applicants have changed to our way of thinking, and others have moved on to other communities. Ms. Heyden advised that she did not have a problem with the site plan submission not being included. However, she would like to have seen more details on the elevations. .., ... MEETING MINUTES PLANNING AND DEVELOPMENT BOARD BOYNTON BEACH, FLORIDA JULY 9, 1996 Mr. Haag advised that staff is requesting additional landscaping between Lots 22 and 23, but nothing was specified at the City Commission meeting. He asked if the board wants staff to work this out with the applicant. Mr. Aguila suggested that staff work this out and be consistent with the pattern already set for the development. Motion Mr. Hill moved to amend the previously-approved master plan to reduce the width of Lots 22 and 23 from 55 feet to 51 feet; reduce the non-zero line side building setback from 15 feet to 11 feet; reduce the rear pool setback on Lot 32 from 8 feet to 7 feet, and reduce the rear screen enclosure setback on Lot 32 from 6 feet to 5 feet, subject to staff comments. Mr. Aguila seconded the motion, which carried 6-0. (Mr. Wische was away from the dais.) C. SITE PLANS New Site Plan Description: Healing for the Nations Church Vincent Delalla Healing for the Nations Church West side of Seacrest Boulevard, approximately 335 feet north of Mission Hill Road Request for site plan approval to construct a 6,888 square foot church located on 1.006 acres. 1. Project: Agent: Owner: Location: Mr. Lewicki pointed out the location of this site. Vincent Delalla. 1170 Hillsboro Mile. Hillsboro Beach. Florida, said he plans on building a 7,000 square foot church that will seat 200 people. He provided a rendering for review by the members. He accepted all of the conditions recommended by staff. Mrs. Frazier asked if Mr. Delalla has spoken with the people in the neighborhood and if they are happy about this. He pointed out that this is going to put more traffic on Seacrest. Mr. Delalla did not know how the people in the neighborhood felt about this. However, he did not think this would put more traffic on Seacrest. He said this is a very small church. Mrs. Frazier stated that she lives in Chapel Hill and it is not easy to get onto Seacrest between 7:30 a.m. and 8:30 a.m. In addition, there have been many accidents near the day care center. Chairman Dube pointed out that the traffic will only be there on Sunday. Mr. Aguila felt that other events will take place at the church, and traffic will be a mess. 15 MEETING MINUTES PLANNING AND DEVELOPMENT BOARD BOYNTON BEACH, FLORIDA JULY 9, 1996 Chairman Dube asked where the church meets now. Mr. Delalla advised that they meet in Delray Beach in a shopping center. The membership is very small, and the proposed site meets their needs. They will probably only need 50 parking spaces. He did not think the membership would ever reach 200. Mrs. Frazier asked what kind of church it is. Mr. Delalla said it is a nondenominational healing ministry. They want to bring in people in wheel chairs to heal them. Mr. Aguila agreed with Mrs. Frazier's concerns about flow this project will affect traffic on Seacrest Boulevard. However, he did not know what to do about that other than deny every project that comes along. He felt that road should be widened. He has concerns about the lack of landscaping associated with this project. He felt the three parking areas that end with the handicap parking space need to end with a landscape island. Right now it ends with pavement and probably the striping for the handicap crosswalk. There are 55 spaces shown on the plan. Only 50 spaces are required. Mr. Aguila recommended the deletion of three spaces to provide a landscape island at the end of those three banks of ten parking spaces. Mr. Delalla agreed to this condition. Mr. Aguila stated that the dumpster must have gates. Mr. Delalla said that would not be a problem. Mr. Aguila pointed out that the landscaping shown on the plan is absolutely minimal. He wanted a tree placed in every island, including the three new ones Mr. Delalla agreed to add this evening, in addition to ground cover or sod, not a mulch bed. Mr. Delalla had no objection to this request. Mr. Aguila also wanted foundation planting all around the perimeter of the building. He recommended that Mr. Delalla do something at the entrance. He pointed out that on the west side of the entrance to the foyer there is a big sodded area where Mr. Delalla has the opportunity to put some annuals or something tasteful. Mr. Delalla had no objection to this recommendation. . Mrs. Frazier asked if the 6 foot fence on the neighbor's property already exists. Mr. Delalla responded affirmatively. Mr. Lewicki pointed out that this is on the neighbor's property, not the church property. Mrs. Frazier asked if there will be a wall or a fence between the church and the residence. Mr. Aguila explained that there is no requirement for a wall or fence since churches are not commercial entities. Mr. Lewicki advised that documentation has been provided that the traffic generated by this use is acceptable per County standards. 16 MEETING MINUTES PLANNING AND DEVELOPMENT BOARD BOYNTON BEACH, FLORIDA JULY 9,1996 Motion Mr. Aguila moved that we approve the request for site plan approval to construct a 6,888 square foot church located on 1.006 acres on the west side of Seacrest Boulevard, approximately 335 feet north of Mission Hill Road, project name Healing of the Nations Church, subject to staff comments and the following: 1. That he provide three additional landscape islands at the end of the parking rows adjacent to the handicap spaces with trees and some sort of ground cover; 2. that he provide dumpster gates on the dumpster enclosure; 3. that he provide building foundation planning along all four sides of the building; and 4. that he provide trees and ground covering in all landscape islands, including the three new ones. Mr. Wische seconded the motion, which carried 6-1. Mrs. Frazier cast the dissenting vote. 8. COMMENTS BY MEMBERS Chairman Dube addressed Mayor Taylor. He stated that at the last Planning and Development Board meeting, there was discussion about the possibility of dissolving the Community Redevelopment Advisory Board on the basis that we could pick it up and add it to the Planning and Development Board. Mayor Taylor advised that he was aware of the discussion. Mr. Aguila advised Ms. Heyden that Tiffany's has recently butchered just about every perimeter tree that they used to have on their site. He would like someone to check what has been approved versus what is currently on that site. He said Tiffany's hatracked the trees down to stumps, and they will never grow again. Ms. Heyden will follow up on this matter. Chairman Dube explained that the City requires projects to have loading and unloading zones. Alter the project is built, the loading and unloading zones sit there empty. For example, at the McDonald's/Amoco, when the McDonald's delivery truck unloads, it blocks every handicap parking space every day because it is convenient to roll everything inside the door. Mr. Haag advised that the trucks do not use the loading zone behind the Walgreen's building. They park at the northwest corner (the entrance to Walgreen's), and this causes a problem at that intersection. 17
