DESCRIPTION: Vincent Delalla, agent for Healing for the Nations Church, property owner, is requesting site plan approval to construct a 6,888 square foot church on 1.006 acres, located on the west side of Seacrest Boulevard, approximately 335 feet north of Mission Hill Road. RECOMMENDATION: The Planning and Development Board, with a 6-1 vote, recommended approval of this request subject to the comments in Exhibit "C" - Conditions of Approval. This includes additional recommendations from the Board regarding providing foundation landscaping along all sides of the building, providing a tree and ground cover in all landscape islands, including those islands referenced in comment no. 21 and providing dumpster gates. Proposed Development: Construction of a 6,888 square foot church with a seating capacity of 200 seats is proposed. (see Exhibit "B" - proposed site plan). ;{ Page 2 Site Plan Review Staff Report Memorandum #96-356 Healing for the Nations Church Concurrency: a. Traffic Traffic information was reviewed by the Palm Beach County Traffic Division. It was determined that the requirements of the Traffic Performance Standards of Palm Beach County will be met. b. Drainage- Insufficient drainage information has been submitted for the Engineering Division to certify compliance with the City's drainage levels of service at the time of site plan approval, as required. The Engineering Division is recommending that this be postponed to time of permit review. Driveways: Two, two-way, 27-foot wide driveways to the property from Seacrest Boulevard are proposed. Parking Facility: The site plan data and application indicate there are 53 parking spaces provided on the site (drawings indicate 55 spaces). A minimum of 50 parking spaces is required by the Land Development Regulations, Chapter 2 - Zoning, for this use. Therefore, surplus parking is to be provided. Landscaping: Compliance with staff comments is necessary for the landscape plan to meet code requirements. Building and Site Regulations: Compliance with staff comments is necessary for the site plan to meet the building and site regulations of the code. Community Design Plan: The proposed church is an 82 feet by 84 feet structure. The height does not exceed the 25 feet allowed in the R-l-AAB zoning district. The exterior building materials proposed match the color of commonly used materials of surrounding residential structures, thus providing compatibility as required by the Community Design Plan. Signage: There is one free-standing sign of unspecified size and type proposed on the property. Staff recommends that, in order to minimize advertising in the surrounding residential neighborhood, the proposed sign be a monument sign and if illuminated that the illumination be provided by ground lights. RECOMMENDATION: The Planning and Zoning Department recommends approval of this site plan request, subject to the comments included in Exhibit C - Conditions of Approval. The Technical Review Committee (TRC) recommends that the deficiencies identified in this exhibit be corrected on the set of plans submitted for building permit. The parcel on which the church is to be constructed consists of three (3 ) platted lots. Replat property or provide Unity of Title document prior to building permit issuance. 13. On Site Plan, Sheet 2 of 4, include all setbacks consistent with the zoning district regulations (LDR, Chapter 4, Section 7. B) . 14. On Site Plan, Sheet 2 of 4, a sign is proposed east of the proposed sanctuary. Provide additional information regarding size, lettering style, height, colors, etc. , of the sign, consistent with LDR, Chapter 9, Section 10.I. It is recommended that the sign plans be approved administratively at permitting if the sign plans comply with the Community Design Plan and Sign Code. A monument sign is recommended. On Sheet 3 of 4, Landscape Plan, provide calculations regarding proposed and existing landscape material. Include all information as required by LDR, Chapter 4, Section 7.C. In particular, indicate the amount and specifications of planting that is required by the Landscape Code. 16. On the elevation drawings, Sheet 4 of 4, depict color code and manufacturer's name of all exterior building materials (LDR, Chapter 4, Section 7.D). 17. If colored elevations of the proposed structure as required by the Land Development Regulations, Chapter 4 - Site Plan, Section D, are not submitted to the Planning and Zoning Department, prior to the Planning and Development Board meeting, it is recommended that the elevations go back before the Commission in the future for site plan approval, prior to application for permit. Attach color samples of all exterior building materials. 18. On Sheet 2 of 4, Site Plan, add to the tabular data of the project per LDR, Chapter 4, Section 7.E that contains the following: a. Net buildable land area in square feet and acres. (Net buildable land area is the area of the lot within the required setback lines. ) b. Square footage and percentage distribution of the total site for the vehicular use areas, other paved areas and building coverage. 19. Provide details for screening of the compressor anticipated to be located on the roof, to meet the requirements of LDR, Chapter 9, Section 11.E. 20. The handicapped parking spaces located at the northern end of the parking aisles do not meet the dimensional standards of the city code. Modify the plans to show the handicap space in compliance with the City of Boynton Beach standard drawing B-90012. Delineate the traffic lanes north of the parking aisles providing appropriate turning radii, as per the city code. It is recommended that terminal landscape islands be north of the parking aisles. 22. It is recommended that, in order to better screen the vehicular use area, extend the hedge located in the front yard of the property east, along the driveways to the east property line. 23. It is recommeneded that the direction of the lighting fixtures direct light away from the abutting residential lots and that glare shields be used to prevent glare on the adjacent right- of-way and residential lots. ADDITIONAL PLANNING AND DEVELOPMENT BOARD CONDITIONS 24. Provide foundation landscaping along all sides of the building. 25. Provide dumpster gates. 26. Site Plan Review approval for this project will be granted by the City Commission. To ensure that the project stays on line with the review time frame, I request that the plans and exhibits be reviewed and for.mal written comments transmitted to the Director of the Planning and Zoning Department no later than 5:00 P.M. on May 13, 1996. Do not return plans and exhibits. Retain same for the review of the amended plans (second review) . Adhering to the following review guidelines will promote a comprehensive review and enable the applicant to efficiently obtain Technical Review Committee approval: 1. Use the review standards specified in Part III, Land Development Regulations, Chapter 4, Site Plan Review, Section 8 of the Code of Ordinances to review and formulate comments. 2. The documents submitted for the project were determined to be substantially complete based on the submittal requirements identified in Section 7 of the Site Plan Review Ordinance. However, if the data provided to meet the submittal requirements is insufficient to properly evaluate and process the project based on the review standards or the documents show code deficiencies, additional data and/or corrections should be requested by the reviewer through the Planning and Zoning Department. 3. If a TRC member finds the plans acceptable, he/she shall forward a memo, within the time frame stated above, to the Planning and Zoning Director stating that the plans are approved and they do not have any comments on the plans submitted for review and recommend the project be forwarded through the approval process. All comments shall be typed, addressed and transmitted to the Director of the Planning and Zoning Department for distribution to the applicant. Please include the name and phone number of the reviewer on this memo. Jerzy Lewicki will be the Planning and Zoning Department staff member coordinating the 1st review of the project. The Planning and Zoning Department will send the applicant a cover letter which includes the comment(s) and directions to amend the plans to comply with the comments and the procedures for resubmission.
