the second review of the above-referenced project. It should be
noted that the comments and recommendations identify unresolved
issues either from the first review or new problems that have
emerged as a result of the second review.

The parcel on which the church is to be constructed
consists of three (3) platted lots. Replat property or
provide Unity of Title document prior to: building permit
issuance.
On Site Plan, Sheet 2 of 4, include all setbacks
consistent with the zoning district regulations (LDR,
Chapter 4, Section 7.B).
On Site Plan, Sheet 2 of 4, a sign is broposed east of
the proposed sanctuary. Provide additional information
regarding size, lettering style, height,' colors, etc., of
the sign, consistent with LDR, Chapter 9, Section 10.1.
It is recommended that the sign plans be approved
administratively at permitting if the slgn plans comply
with the Community Design Plan and Sign Code.
On Sheet 3 of 4, Landscape Plan, provlde calculations
regarding proposed and existing landscape material.
Include all information as required by'LDR, Chapter 4,
Section 7. C. In particular, indicate! the amount and
specifications of planting that is required by the

code. It is recommended that terminal landscape islands
be north of the parking aisles.
11. It is recommended that the Commission table this approval
until the required traffic statement analyzing the 40%
increase in square footage is submitted to staff.
12. It is recommended that, in order to better screen the
vehicular use area, extend the hedge located in the front
yard of the property east, along the driveways to the
east property line.

We have again reviewed subject project and find the following citations from our May 1, 1996
Memo No. 96-157 remain unsatisfied:
1. Revise documents to reflect all comments.
2. All plans submitted for specific permits shall meet the City's code requirements at
time of application. These permits include, but are not limited to the following;
site lighting, paving, drainage, cmbing, landscaping, irrigation and traffic control
devices. Permits required from agencies such as the FDOT, PBC, SFWMD and
any other permitting agency shan be included with your permit request.
3. Provide Certification by Developer's Engineer that drainage plan complies with all
City codes & standards. Chap.6, Art.IV, Sec.5A, pg.6-7 and Chap.23, Art.UF,
pg.23-8
4. Parking lot section must conform. to City code. Chap.6, Art.IV, Sec. 1 OF, pg.6-12

The following is a list of 1st review comments regarding the site
plan review of the plans for the above-referenced proj ect. It
should be noted that the comments are divided into two (2)
categories. The first category is a list of comments that identify
deficiencies from the City's Land Development Regulations (L.D.R.)
that are required to be corrected and shown in compliance on the
plans and/or documents submitted for second (2nd) review in order
for the project to continue through the site plan review process.
The second set of comment(s) lists recommendations that the
Planning and Zoning Department staff believe will enhance the
proposed development. The applicant shall understand that all
documents and plans submitted for site plan review are subject to
additional comments. I recommend that the applicant/agent contact
me regarding questions related to the comments. If the applicant
is not intending to correct code deficiencies and he requests that
the project remain on the review schedule identified in the
attached letter, he should contact me regarding the procedures,
application forms, fees and submittal deadline dates for seeking
relief from the code requirement.
I. SITE PLAN REVIEW COMMENTS:

direction arrow.
6. On Site Plan, Sheet 2 of 4, a sign is proposed east of
the proposed sanctuary. Provide additional information
regarding size, height, colors, etc., of the sign,
consistent with LDR, Chapter 4, Section 7.B.

Staff has reviewed the above referenced project and offer the following comments:
1. Please show size of meter on the plan, (Sec. 26.16(c)).
2. A Capacity Reservation Fee will be required within thirty (30) days of
City Commission approval. The fee amount will be determined based upon
meter size or expected demand, (Sec. 26-34[ED.
3. Provide fire flow test indicating the flow available with a residual pressure of at
least 20psi (1500 gpm @ 20 psi commercial). Offsite water main improvements
may be required, at developer's expense, to meet minimum fire flow standards.
Please be advised there is a 16" water main in the west side of the Seacrest Blvd.
Right of Way near your proposed property line. We have no objection to this
project proceeding at developer's risk but we strongly recommend that he confirm
adequate flow and pressure at this time, (Chapter 6, Art. IV, Sec. 16).
4. Please show proposed fire hydrant. Fire hydrants shall be within 200' of all points
on every commercial building, (Chapter 6, Art. IV, Sec. 16).
It is our recommendation that the plan proceed through the review process.

south approximately five additional feet. This will allow ingress and egress by the sanitation
vehicles. Also, the canopy that covers the south entrance to the church is 10 feet high. It must be
at least 15 feet to allow Public Works to pass under it. The western parking lot is shown marked

exit of such building. Therefore, the main entrance shall front Seacrest Boulevard
to comply with the Building Code.
2.
Plans must show handicap ramp in compliance with state handicap code.
3.
If the 6" swale is required for drainage now, where would the site drain when the
future expansion is approved?
4.
If the project is to be permitted after the 1994 Edition of the Standard Building
Code is adopted (anticipated around August, 1996) the window shutters or the
glass would be required to meet the impact code at that time.
5.
All signage shall comply with Chapter 21 of the Land Development Regulations.

Staff has reviewed the above referenced project and offer the following comments:
1. Please show size of meter on the plan, (Sec. 26.l6(c)).
2. A Capacity Reservation Fee will be required within thirty (30) days of
City Commission approval. The fee amount will be determined based upon
meter size or expected demand, (Sec. 26-34[E]).
3. Provide fire flow test indicating the flow available with a residual pressure of at
least 20psi (1500 gpm @ 20 psi commercial). Offsite water main improvements
may be required,. at developer's expense, to meet minimum fire flow standards.
Please be advised there is a 16" water main in the west side of the Seacrest Blvd.
Right of Way near your proposed property line. We have no objection to this
project proceeding at developer's risk but we strongly recommend that he confirm
adequate flow and pressure at this time, (Chapter 6, Art. IV, Sec. 16).
4. Please show proposed fire hydrant. Fire hydrants shall be within 200' of all points
on every commercial building, (Chapter 6, Art. IV, Sec. 16).
It is our recommendation that the plan proceed through the review process.

The following is a list of 1st review comments regarding the site
plan review of the plans for the above-referenced proj ect. It
should be noted that the comments are divided into two (2)
categories. The first category is a list of comments that identify
deficiencies from the City's Land Development Regulations (L.D.R.)
that are required to be corrected and shown in compliance on the
plans and/or documents submitted for second (2nd) review in order
for the project to continue through the site plan review process.
The second set of comment(s) lists recommendations that the
Planning and Zoning Department staff believe will enhance the
proposed development. The applicant shall understand that all
documents and plans submitted for site plan review are subject to
additional comments. I recommend that the applicant/agent contact
me regarding questions related to the comments. If the applicant
is not intending to correct code deficiencies and he requests that
the project remain on the review schedule identified in the
attached le~ter, he should contact me regarding the procedures,
application forms, fees and submittal deadline dates for seeking
relief from the code requirement.

We have again reviewed subject project and find the following citations from our May 1, 1996
Memo No. 96-157 remain unsatisfied:
I . Revise documents to reflect all comments.
2. All plans submitted for specific permits shall meet the City's code requirements at
time of application. These permits include, but are not limited to the following;
site lighting, paving, drainage, curbing, landscaping, irrigation and traffic control
devices. Permits required from agencies such as the FDOT, PBC, SFWMD and
any other permitting agency shall be included with your permit request.
3. Provide Certification by Developer's Engineer that drainage plan complies with all
City codes & standards. Chap.6, Art.IV, Sec.5A, pg.6-7 and Chap.23, Art.IIF,
pg.23-8
4. Parking lot section must conform to City code. Chap.6, Art.IV, Sec.lOF, pg.6-l2
5. County and/or state permits required for construction in R.O.W. Chap.6, Art.VII,

6. All landscaped areas shall be provided with an automatic water supply system.

The following is a list of comments and recommendations regarding
the second review of the above-referenced project. It should be
noted that the comments and recommendations identify unresolved
issues either from the first review or new problems that have
emerged as a result of the second review.
All comments and recommendations can be rectified on the plans at
time of permitting if the site plan request is approved. The
applicant must understand that additional comments may be generated
upon review of the documents and working drawings submitted to the
Building Division for permits for the proposed project.
I. SITE PLAN REVIEW COMMENTS:
1. The parcel on which the church is to be constructed
consists of three (3) platted lots. Replat property or
provide Unity of Title document prior to building permit
issuance.
2. On Site Plan, Sheet 2 of 4, include all setbacks
consistent with the zoning district regulations (LDR,
Chapter 4, Section 7.B).
3. On Site Plan, Sheet 2 of 4, a sign is proposed east of
the proposed sanctuary. Provide additional information
regarding size, lettering style, height, colors, etc., of
the sign, consistent with LDR, Chapter 9, Section 10.1.
It is recommended that the sign plans be approved
administratively at permitting if the sign plans comply
with the Community Design Plan and Sign Code.
4. On Sheet 3 of 4, Landscape Plan, provide calculations
regarding proposed and existing landscape material.
Include all information as required by LDR, Chapter 4,
Section 7. C. In particular, indicate the amount and
specifications of planting that is requ,ired by the
Landscape Code.
5. On the elevation drawings, Sheet 4 of 4, depict color
code and manufacturer's name of all exterior building
materials (LDR, Chapter 4, Section 7.D).
6. If colored elevations of the proposed structure as
required by the Land Development Regulations, Chapter 4 -
Site Plan, Section D, are not submitted to the Planning
and Zoning Department, prior to the Planning and
Development Board meeting, it is recommended that the
elevations go back before the Commission in the future
for site plan approval, prior to application for permit.
Attach color samples of all exterior building materials.
7. On Sheet 2 of 4, Site Plan, add to the tabular data of
the project per LDR, Chapter 4, Section 7.E that contains
the following:

a. Net buildable land area in square feet and acres.

within the required setback lines/
b. Square footage and percentage distribution of the
total proj ect site for the vehicular use areas,
other paved areas and building coverage.
8. Provide details for screening of a compressor to be
located on the roof, to meet the requirements of LDR,
Chapter 9, Section 11.E.
9. The handicapped parking spaces located at the northern
end of the parking aisles do not meet the dimensional
standards of the city code. Modify the plans to show the
handicap space in compliance with the City of Boynton
Beach standard drawing B-90012.
10. Delineate the traffic lanes north of the parking aisles
providing appropriate turning radii, as per the city
code. It is recommended that terminal landscape islands
be north of the parking aisles.
11. It is recommended that the Commission table this approval
until the required traffic statement analyzing the 40%
increase in square footage is submitted to staff.
12. It is recommended that, in order to better screen the
vehicular use area, extend the hedge located in the front
yard of the property east, along the driveways to the
east property line.

Staffhas reviewed the above referenced project and offer the following comments:
1. Please show size of meter on the plan, (Sec. 26.16(c)).
2. A Capacity Reservation Fee will be required within thirty (30) days of
City Commission approval. The fee amount will be determined based upon
meter size or expected demand, (Sec. 26-34[E]).
3. Provide fire flow test indicating the flow available with a residual pressure of at
least 20psi (1500 gpm @ 20 psi commercial). Offsite water main improvements
may be required, at developer's expense, to meet minimum fire flow standards.
Please be advised there is a 16" water main in the west side ofthe Seacrest Blvd.
Right of Way near your proposed property line. We have no objection to this
project proceeding at developer's risk but we strongly recommend that he confirm
adequate flow and pressure at this time, (Chapter 6, Art. IV, Sec. 16).
4. Please show proposed fire hydrant. Fire hydrants shall be within 200' of all points
on every commercial building, (Chapter 6, Art. IV, Sec. 16).
It is our recommendation that the plan proceed through the review process.
