DeBartolo Mall Plan review of submittance of 10/26/82
I noticed in a review of the plans submitted to us yesterday, 10/26/82,
that the 8" sprinkler supply mains have not been provided with post in-
dicator valves as I was advised by Fire Inspector Cavanaugh.
These should be placed on the exterior of the building, where they are
readily available to shut down the system after the fire to reduce fire
losses.
If there is anything noted as I further review the plans operationally
be certain I'll let you know.

The purpose of this memorandum is to forward to the
Planning and Zoning Board a coordinated Technical Review (TRB)
recommendation on the proposed Boynton Beach Mall site de-
velopment plans. These plans received preliminary TRB review
which resulted in the formal submission of the site develop-
ment plan application which consists of a series of site de-
velopment drawings, project specifications and a formal de-
velopment agreement. For the purposes of this review, the
City Manager's comments are included in the Staff recommendation.
After review of the documents submitted, the Technical
Review Board offers for Board and Council consideration comments
as follows:

like to make a few recommendations based on the list of materials
the landscape architect has selected.

Addendum to Memorandum to
Board dated November 3rd,1982.
The purposes of this memorandum are twofold as follows:
1. to address the items raised in the November 3rd,1982 memo-
randum from the City Planner to the Planning and Zoning Board; and,
2. to offer additions, deletions and/or modifications to
the November 3rd, 1982 memorandum and to the site development
plan submission.
Each of the issues raised in the memorandum was answered by Boynton
Beach, Inc. and with the exception of the Public Works Department and
the City Forester,agreement was reached with staff consistent with
the changes that will follow. The reason that the Public Works
Director and the city Forester have not responded to the changes
is that they were not available to review the proposed modifications;
however, if they are in disagreement with the answers provided, they
may offer their comments prior to Council review. As in the pre-
vious memorandum, the City Manager's comments are included in this
review.
To that end, please be advised of additional comments as
follows:
page LA,LD - Building Department Comments -
Owner will appeal this interpretation to the Community
Appearance Board.
page LA - Memorandum from City Forester to City Planner
dated Nov. 1, 1982, Paragraph 1 - Modify percentage to
30 to 40%.
page M-3A - Memorandum from Utility Director to City
Planner dated Oct. 27, 1982 - replace paragraph 4 and
the three paragraphs that follow paragraph 4 with the
following:
4. Concerning fire lines, the owner will comply with
one of the following conditions:
A. 1. modify the riser detail to show a cross,
2. hold the City harmless for the water
lines from the cross into the building;
and,
3. install an indicating valve inside the

All refuse from the center section small shop
areas and the department stores will be deposited
in compactors which will be located in the mall and
department store service areas. The owner(s) will
contract with a City of Boynton Beach authorized

3(c) - add the words dedication of the easements,
such conveyances will not occur prior to the actual

based on these conditions.

Beach Mall
The purpose of this memorandum is to forward to the
Planning and Zoning Board a coordinated Technical Review (TRB)
recommendation on the proposed Boynton Beach Mall site de-
velopment plans. These plans received preliminary TRB review
which resulted in the formal submission of the site develop-
ment plan application which consists of a series of site de-
velopment drawings, project specifications and a formal de-
velopment agreement. For the purposes of this review, the
City Manager's comments are included in the Staff recommendation.
After review of the documents submitted, the Technical
Review Board offers for Board and Council consideration comments
as follows:
Building Department
page LA - modify tree specification to read - required
trees shall have a minimum trunk diameter of
two (2) inches when measured, four and one-half
(4~) feet above grade and required trees shall
be a minimum of eight (8) feet in overall height
immediately after planting,
pages LA, LD - where driveway abuts the Boynton Canal on
the north property line, a hedge, eighteen (18)
inches in height at time of planting is re-

This memo is in reference to the proposed plant palette
(species list of vegetation) for the DeBartolo Mall. I would
like to make a few recommendations based on the list of materials
the landscape architect has selected.
1. No one species of any "tree" comprise more than
10-15% of the total quantity used. (This is to
prevent the entire landscape area comprised afBlack
Olive and Mahogany, ie.
2. Recommend using native trees and vegetation in
selection of materials.
3. Removal of "Senegal Date palm" (Pheonix Reclinata)
from list of Palm trees as it is susceptible to
lethal yellowing disease.
4. Recommend replacement of "Tamarind" (Tamarindus indica)
with "Tamarind" (Lysiloma latisiliquum), a native tree
species.
5. Recommend use of "cocoplum" (Chrysobalanus icaco) and
"Silver buttonwood" (Conocarpus erecta) as hedge
material. These species are also native and will
require less maintenance.

RE: DeBartola Shopping Mall
Please be advised that on drawing M-3A of this project #678,job XXX,
the following details need to be corrected to the city's satisfaction
before the utility Department can sign off.
1. On the detail of the sampling point, they should show a
minimum cover of 30".
2. On the valve box detail, they should show a 24" square
by 8" thick concrete pad around the collar at the top
of the valve box.
3. Their typical water service detail is incorrect and I
have attached a copy of our standard detail which should
be used for the meter installation.
4. There are 8 fire lines going into the buildings. In
each case, they show the typical detail as going inside
the building and then capped.
In our original discussions, it was agreed that the post indicator
valve would be used and that these valves would be outside the
building.
There are two reasons for this. One, being that with the valve box
outside the building, our responsibility would end at this point
and we would have no responsibility if there was any water damage
done inside of the building.
Secondly, the way it is laid out, when they went to connect their
sprinkler system, they would have contaminated an open system which
serves domestic water and therefore, would have to re-chlorinate and
re-sample.

Re: Excavation and fill permit request -
Boynton Beach Mall
Edward J, DeBartolo and Associates have requested a City
permit for excavation and fill construction on the proposed
Boynton Beach Mall site. They have complied with the require-
ment of Chapter 8 in the Code of Ordinances with the following
exception:
Section 8-7 (A) (1) (s) and (t)
(A) "Methods to insure public safety during and after
the work to be performed, and"
(t) "Suitable surety posted to insure strict compliance
with the objectives of this chapter."
Davis H. Curl, Chief Site Develpment Engineer, has indicated
that they will post a bond payable to the City in the amount of
$25,000. The Engineering Department has agreed that the $25,000
will ~e sufficient to complete the objectives of the ordinance.
The bond will address the following requirements:
1. Control of blowing sand and dust
2. Approved grading of the slopes of
constructed ponds and lakes
3. Repair to damage caused to local public
roadways
4. The posting of 'No Trespassing' signs as
required by the City Engineer; and
5. The protection from other public nuisances
that may occur (visual, odor, noise, etc.)
Mr. Curl has indicated that the bond will be ready and given to
the City by or before the time of the City Council meeting on
November 16, 1982.

The purpose of this memorandum is to forward to the
Planning and Zoning Board a coordinated Technical Review (TRB)
recommendation on the proposed Boynton Beach Mall site de-
velopment plans. These plans received preliminary TRB review
which resulted in the formal submission of the site develop-
ment plan application which consists of a series of site de-
velopment drawings, project specifications and a formal de-
velopment agreement. For the purposes of this review, the
City Manager's comments are included in the Staff recommendation.
After review of the documents submitted, the Technical
Review Board offers for Board and Council consideration comments

This memo is in reference to the proposed plant palette
(species list of vegetation) for the DeBartolo Mall. I would
like to make a few recommendations based on the list of materials
the landscape architect has selected.
1. No one species of any "tree" comprise more than
10-15% of the total quantity used. (This is to
prevent the entire landscape area comprised crBlack
Olive and Mahogany, ie.
2. Recommend using native trees and vegetation in
selection of materials.
3. Removal of "Senegal Date Palm" (Pheonix Reclinata)
from list of Palm trees as it is susceptible to
lethal yellowing disease.
4. Recommend replacement of "Tamarind" (Tamarindus indica)
with "Tamarind" (Lysiloma latisiliquum), a native tree
species.
5. Recommend use of "cocoplum" (Chrysobalanus icaco) and
"Silver buttonwood" (Conocarpus erecta) as hedge
material. These species are also native and will
require less maintenance.

Please be advised that on drawing M-3A of this project #678,job XXX,
the following details need to be corrected to the city's satisfaction
before the utility Department can sign off.
1. On the detail of the sampling point, they should show a
minimum cover of 30".
2. On the valve box detaiL they should show a 24" square
by 8" thick concrete pad around the collar at the top
of the valve box.
3. Their typical water service detail is incorrect and I
have attached a copy of our standard detail which should
be used for the meter installation.

There are 8 fire lines going into the buildings.

the building and then capped.

In our original discussions, it was agreed that the post indicator
valve would be used and that these valves would be outside the
building.
There are two reasons for this. One, being that with the valve box
outside the building, our responsibility would end at this point
and we would have no responsibility if there was any water damage
done inside of the building.
Secondly, the way it is laid out, when they went to connect their
sprinkler system, they would have contaminated an open system which
serves domestic water and therefore, would have to re-chlorinate and
re-sample.

I noticed in a review ,of the plans submitted to us yesterday, 10/26/82,
that the 8" sprinkler supply mains have not been provided with post in-

readily available to shut down the system after the fire to reduce fire
losses.

Beach to stockpile approximately 150,000 cubic ya~ds of
muck and peat that has to be removed from the Boynton
Beach Mall site.
The location proposed by us is East of Congress Avenue on
property belonging to Mr. Ernest Klatt. Mr. Klatt. has
agreed to let us use his property, provided the City of
Boynton Beach has no objections.
There are no buildings within 2,000 feet of the stockpile
location.
The stockpile will be kept 500 feet East of Congress Avenue
and will be removed by October of 1989.
If you can be of assistance in this matter, your help will be
greatly appreciated.

Based on Palm Beach County's requirement for a 60' right-of-way
on Javert Street, the west face of the main wall will be located
3'-8" and the 6' wide tree pockets will be located 1'-8" from
the proposed right-of-way line, The split face masonry unit
to be used in this wall will be the same as that being used
on the mall center section exterior.
As you will note, the plans provide for a clearing limit line
for the wall construction at the propos€d right-of-way line
for Javert St. The existing vegetation would remain in place
until the County clears the right-of-way for the Javert St.
improvement.
It is requested that you approve these plans at your earliest
convenience as we are prepared now to proceed with the con-
struction of this wall.

SUBJECT: Dedication of Right-of-Way for Javert Street
Dear Mr. Curl:
As requested, attached please find a drawing showing, colored in green, the
right-of-way which we are requesting the DeBartolo Corporation to dedicate
to Palm Beach County. This right-of-way is along the westerly property
line of the Boynton Beach Mall Development.
As can be seen, along the northerly half of this property an additional 20
ft. is required, and along the southerly half an additional 40 ft. is
required to provide 60 ft. of right-of-way for Javert Street. Construction
plans are not available since the design being contemplated depends on this
dedication. Assuming this dedication is accomplished, Javert Street will be
paved and lanes cons truc ted to 20 ft. in wid th at its present loca tion, and
that area between the easterly edge of Javert Street and your property line
will be used for swale drainage and retention.
The attached right-of-way deed would accomplish this dedication and it is
reques ted t.ha t this deed be execu ted.

With the construction of the new shopping mall in the northwest section of
Boynton Beach and the opening of the Motorola plant, CoTran feels that it will
be necessary to adjust and possibly add to its route system service to these
areas.
While this service will be designed to serve all residents of Palm Beach County,
it will definitely mean a change in the service to the residents of Boynton
Beach. The bus routing and frequency of service through the city will have to
be changed and our Shopper Hopper service will have to include the City of
Boynton Beach.
Our Director, Mr. Irving Cure, along with members of our staff would like to
meet as soon as possible with you, the City Engineer, and the developers of the
new mall to discuss these bus routes while the construction is still in pro-
gress. We are interested in finding out if the developers are going to provide
proper accessibility for buses and if there are any plans for a parking area
inside the mall for buses. We would also like your views on what streets
in your city you would permit bus traffic.
If at all possible, would your office and the City Engineer's office arrange a
meeting with the developer and all interested parties.

I noticed in a review -of the plans submitted to us yesterday, 10/26/82,
that the 8" sprinkler supply mains have not been provided with post in-
dicator valves as I was advised by Fire Inspector Cavanaugh.
These should be placed on the exterior of the building, where they are
readily available to shut down the system after the fire to reduce fire
losses.
If there is anything noted as I further review the plans operationally
be certain I'll let you know.

Each of the issues raised in the memorandum was answered by Boynton
Beach, Inc. and with the exception of the Public Works Department and
the City Forester,agreement was reached with staff consistent with
the changes that will follow. The reason that the Public Works
Director and the City Forester have not responded to the changes
is that they were not available to review the proposed modifications;
however, if they are in disagreement with the answers provided, they
may offer their comments prior to Council review. As in the pre-
vious memorandum, the City Manager's comments are included in this
review.

In the subject agreement, Paragraph 3 reads as follows:

road to be constructed to COUNTY standards and to be located between Old

the COUNTY for maintenance. and other purposes upon completion. This
roadway will be constructed as a rural section."
It has been proposed by the Developer that a four-lane roadway wi th turn
lanes be constructed on a 108 ft. right-of-way, in lieu of a two-lane
road on an 80 ft. right-of-vay, as proposed in the above paragraph. So
long as this roadway 1s built to CountY' standards 1Ii th the plans being
approved by this Off1ce, 1t 1s my opin:l.on that the proposed roadway
meets the 1ntent of the agre8lllent and that no formal modif1cat10n to the
agreement 1s necessary. Upon complet10n and dedication to the County of
this road, Pallll Beach County will accept it for maintenance.

Dear Mr. Marsicano:
This is in reponse to your letter of January 18, 1983, requesting that I
comment on proposed geometries on Old Boynton Road and on the access road
leading from the Mall to New Boynton Road.
1) It is requested that you show the relationship between Access Road A and
the proposed circulation road which will serve the Winchester Property to the
South, which should align with Access Road A.
2) Access Road A is extremely close to Javert Street, and if at all possible
should be shifted easterly.

3) When we discussed your letter of January 18th, you indicated you would
provide me with the most recent site plan for the De Bartolo Mall. As of this
date I have' not obtained this site plan.
4) While it was not specifically required, it is suggested that you consider
the construction of a right turn lane in the west approach of Old Boynton Road
to Congress Avenue. It is my feeling that this additional lane would improve
the traffic flow at this intersection for a relatively modest additional
expenditure.
5) It is requested that the Section for the access road to be constructed on
108 ft. of right-of-way be modified to provide for a 22 ft. median. It is my
feeling that a 22 ft. median provides a safer shadowing area for turning
vehicles.

A. GENERAL
11. The Contractor shall perform all of the work herein specified under the
direction and supervision of the Project Manager and to his entire
satisfaction, approval, and acceptance. All material to be incorporated in
the work, all labor performed, and all appliances, tools and methods shall be
subject to the inspection and approval or rejection of the Project Manager.
The Project Manager shall decide all questions relating to measurements,
material, character of the work performed, and whether or not the rate of
progress complies with terms of the Contract.
12. The Contractor shall execute the' work only in the presence of the proj ect
Manager, during the working hours of the day, unless otherwise directed, but
presence and supervision of the Project Manager shall in no way relieve the
Contractor of the responsibility for his work, or be any warrant for him to
furnish poor material or workmanship.

2. Upon the satisfactory completion and final test of the site water system, a
certificate of approval shall be issued by the proper administrative
authority to the Contractor for delivery to the Architect.

D. CODES AND STANDARDS
1. During this work, this Contractor shall be responsible for maintaining safety
among persons in his employ in accordance with the standards set by the
OCCUPATIONAL SAFETY AND HEALTH ACT OF 1970. The Edward J. DeBartolo
Corporation and Architect shall be held harmless for any accident, injury or
any other incident resulting from noncompliance with these standards.
2. All materials, installation and workmanship shall comply with all applicable
local, county, state and national codes, specifications, ordinances, utility
company regulations and manufacturer and industry standards.

3. In case of differences between building codes, specifications, state laws,
local ordinances, industry standards, utility company regulations and the
contract documents, the most stringent shall govern. The Contractor shall
promptly notify the Architect in writing of any such difference. Should the
Contractor perform any work that does not comply with the requirements of the
applicable building codes, state laws, local ordinances, industry standards
or utility company regulations, he shall bear all costs arising in correcting
these deficiencies.
4. In addi tion to the local, county and state ordinances, and utili ty company
regulations, the following industry standards and codes will be referred to:
a. ANSI - American National Standards Institute
b. AWWA - American Water Works Association
c. ASTM - American Society for Testing Materials
d. NFPA - National Fire Protection Association.
5. Codes, specifications, standards, and publications referred to hereinafter,
the issue in effect on date bids are received, shall form a part of these
specifications.
E. SHOP AND RECORD DRAWINGS
1. This Contractor shall provide and keep up-to-date a complete as built set of
prints which shall be corrected daily to show every change from the original
drawings and specifications. At the completion of the project this set of
prints shall be delivered to the Architect.
2. Drawings and specifications shall be considered as being compatible and
therefore work called for by one and not by the other shall be furnished and
installed as though called for by both. When discrepancies exist between
scale and dimension or between the work to be accomplished by each trade,
they shall be called to the Architect's attention immediately. The
Architect's decision regarding such discrepancies shall be final and
binding.
3. Where diagrams have been made to show piping connections, etc., Contractor is
cautioned that these diagrams must not be used for obtaining lineal runs, or
number and type of fittings.
4. Do not scale the drawings.
5. All measurements shall be verified at the site.

accepted. After delivery and before and after installation, protect work
against theft, injury or damage. Carefully store material received on site
which are not immediately installed. Close open ends of work with temporary
covers or plugs during construction to prevent entry of obstructing
material.
2. Contractor shall protect work, equipment and material of all other trades
from damage that might be caused by his work or workmen and shall pay for all
such damage.
3. The Contractor shall be solely liable for all damage whatever from injuries,
including wrongful death, and property damage due to improper, illegal, or
negligent conduct of himself, his subcontractors, employees or agents, in or
about the work or caused by the carrying out of this contract under these
specifications or to any defects in or improper use of labor, transportation,
materials, tools, shoring forms, bracing, appurtenances and/or equipment.
J. COOPERATION AND CLEAN-UP
1. It shall be the responsibility of each contractor to cooperate fully with the
other contractors on the job to keep the job site in a clean and safe
condition. At the end of each days work the Contractor shall properly store
all of his tools, equipment and materials and shall clean his debris from the
job. Upon the completion of the job, the Contractor shall immediately remove
all of his tools, equipment, and any surplus materials and all debris caused
by his portion of the work.

K. GUARANTEE
1. The Contractor shall be held strictly responsible for all parts of the work.
If failures in the water system or appurtenances develop within one (1) year
from the date of final acceptance of the work, the Contractor shall be
required to replace all faulty material at his full expense. To this end,
the Contractor is advised to purchase material under a warranty from the
manufacturer, guaranteeing proper service under conditions which are
established by the drawings, specifications and local conditions.
2. Labor and material to fulfill the requirements of this guarantee shall be
furnished by this Contractor at no' additional cost.
3. Labor shall include premium time, to correct any faulty material or
workmanship, that would interrupt tenant's business.
L. MATERIAL SUBMITTALS
1. All material of every description are to be furnished exactly as specified
and shall be new and of the best quality and grade obtainable. Contractor,
before beginning work herein specified, shall submit to Architect for
approval; three (3) sets of material submittals, bound and indexed, for all
material to be furnished. If Contractor requires more than one (1) copy of
submittal returned, the initial submittal shall be increased by the
appropriate number. Material submittals shall include, but are not limited
to the following:
a. Valves
b. Hydrants
c. Valve Boxes
2. When in the opinion of the Contractor alternate materials could be utilized
at a cost savings without jeopardizing system operation, said materials shall
be submitted to the Architect for consideration and evaluation.

BASIC MATERIALS AND METHODS (UNDERGROUND)
A. GENERAL
1. This Section covers the materials and methods of the site water system.
2. All parts of Section 15010 - SITE WATER GENERAL PROVISIONS shall apply to
this Section.

All equipment, including pipe, pipe fittings, materials, accessories and
connections as required for providing complete site water system.
4. All piping of whatever size or nature shall be so designed for a mlnlmum
working pressure of ,150 PSIG, or twice the maximum anticipated water
pressure, whichever is greater.
5. Pipe shall be protected during storage and handling against impact shocks or
free fall. Pipe shall be kept clean at all times and no pipe shall be used
that does not conform fully with standards or specifications herein
described. All pipe and appurtenances shall be installed in strict
accordance with these specifications and directives of the Project Manager.
Any section of pipe found to be defective either before or after installation
shall be replaced with new sections without additional expense to the Edward
J. DeBartolo Corporation.
6. While suspended in the sling and before installation, each section of pipe
shall be inspected for defects. Defective pipe shall be rejected.
Deflections from a straight line or grade, as required be vertical curves
horizontal curves, or offsets, shall not exceed the manufacturer I 5
recommendations. If alignment requires deflections in excess of limitations,
the Contractor shall provide bends or a sufficient number of shorter lengths
of pipe to provide angular deflections within the limit set forth.
7. Prior to installation, and during construction operations, the pipe interior
shall be kept clean by means of plugs or other approved methods. Pipe shall
not be laid in water, or when trench or weather conditions are unsuitable for
work proposed, except by permission of the Project Manager. When work is not
in progress, open ends of pipe and fittings shall be securely closed so that

4. A valve box shall be provided for every subsurface valve and shall not
transmit shock or stress to the valve. Boxes shall be centered and plumb
over the wrench nut to the valve. Boxes shall be installed in accordance
with manufacturer's instructions with the box cover top flush with sidewalk
or 1 inch above the pavement surface. Valve boxes shall be adjustable cast
iron type and shall be provided and installed for subsurface valves, as shown
on the drawings. Valve boxes shall conform to standard AWWA Specifications
and include base, center section, adjustable top section and locking cover
marked "water".
F. HYDRANTS

match those of the local fire department that will be serving the mall.
Contractor shall have the responsibility of verifying the thread before
ordering hydrants. Hydrants shall be installed in accordance with
manufacturer and Boynton Beach Water Department requirements. Fire hydrants
shall be cast iron body, fully bronze mounted, suitable for 300 PSIG working
pressure and 150 PSIG hydrostatic test pressure and shall conform to the
latest specifications of the American Water Works Association.
5. Hydrants shall have a 6 inch mechanical joint inlet connection. The hydrants
main valve opening shall be 5-1/4 inch diameter. All hydrants shall open by
turning the operating nut in a left direction, and the direction of opening
shall be cast on the head of the hydrant. Operating nut dimensions shall be
National Standard Pentagon. Hydrants shall have (2) 2-1/2 inch hose nozzles
and (1) 4-1/2 inch pumper nozz Ie with National Standard Threads. Hose and
pumper nozzles shall be bronze or noncorrosive metal. Nozzle caps shall be
securely chained to the barrel. Hydrants shall be painted one coat of red
lead paint and two finish coats of Sonneborn's hydrant enamel of the color
directed by the authority having jurisdiction.
6. This Contractor shall furnish one (1) fire hydrant break off kit for the type
of hydrant furnished.

L. PIPE ANCHORING METHODS
1. All tees, plugs, caps, bends and hydrants on pipe installed underground shall
be anchored. Pipe clamps and tie rods, thrust blocks or other approved
methods or devices may be used. The type of pipe and soil conditions
determine the method. See NFPA code for details of acceptable pipe clamps
and tie rods, and thrust blocks placement.
2. Fittings shall be provided with lugs when clamps and rods are to be used.
3. After installation, rods and clamps should be thoroughly covered with asphalt
or other acceptable corrosion - retarding material.
4. Thrust blocks shall be cast in place at each change in the direction of a
pipe line and at all tees, plugs, caps and bends. The thrust blocks shall be
of concrete of a mix not leaner than 1 part cement, 2-1/2 sand, and 5 part
stone. Backing shall be placed between solid ground and the fitting to be
anchored and shall be of such bearing area as to assure adequate resistance
to the thrust to be anchored and shall be of such bearing area as to assure
adequate resistance to the thrust to be encountered. In general, backing
shall be so placed that the joints will be accessible for inspection and
repair. Thrust blocks are not suitable for vertical pipe.

M. PRESSURE AND LEAKAGE TESTS
1. The Contractor shall provide all necessary equipment and shall perform all
work required for testing pipe pressure and leakage. All pipe shall be
tested before backfilling around any fittings, and all pressure tests shall
be made under the supervision of the authority having jurisdiction. During
the pressure tests, the Contractor shall inspect the line being tested and
all visible leaks of whatever nature shall be repaired; irrespective of the
pressure test results. Pressure and leakage tests shall be made between
val ves, or valves and dead ends. All tests shall be conducted in the
presence of the Project Manager who shall be notified 3 days prior to time of
testing.
2. To determine the rate of leakage, the Contractor shall furnish a sui table
pump, pressure gauge, and water tank for measuring the quantity of water
pumped. After carefully expelling all air from the line being tested,
the pressure shall be raised to 200 pounds per square inch for 2 hours, or at
50 pounds per square inch in excess of the maximum static pressure when the
maximum static pressure is in excess of 150 Ibs. per square inch. The
allowable leakage does not exceed 2 quarts per hour per 100 joints
irrespectively of pipe diameter. The leakage should be distributed over all
joints. If such leakage occurs at a few joints the installation shall be
considered unsatisfactory and necessary repairs made.
N. TEST CERTIFICATES
.1. This Contractor shall acquire necessary system test certificates, indicating
test results and submit same to the Boynton Beach Water Department, I.S.O. OF
Florida, Factory Mutual, Kemper, I.R.I. and Engineering Department for final
acceptance.
O. STERILIZATION
1. Each section of completed water supply line and distribution system shall be
thoroughly disinfected in accordance with Boynton Beach Water Department and
all applicable local, county, state and national codes, specifications,
ordinances and utility company regulations.
P. FLUSHING
1. All underground water mains, domestic service lines and laterals to inside
sprinklers and domestic water system shall be flushed out thoroughly before
connecting the riser or meter in order to remove foreign materials which may
have entered the pipe during course of installation. A flow of at least 750
gallon per minute should be established in 6 inch lines, a flow of at least
1 ,000 gallons per minute in an 8 inch line, and a flow of at least 1,500
gallons per minute in a 10 inch line. Where the supply will not produce the
stipulated flow rate, at least the maximum flow available should be obtained
by employing adequate discharge means.
2. Flushing shall be at sufficient velocity to remove dirt and other foreign
matter out through fire hydrants or other approved blow-offs.

Q. EXCAVATION AND BACKFILL FOR BURIED PIPE LINES
1. GENERAL
a. The Contractor shall furnish all labor, materials and equipment for the
excavation and backfilling of pipe trenches, and other structures as
shown on the drawings. This item of work included trench excavation,
disposal of excavated material, sheeting and shoring, disposal of
surface and ground water, protection of existing streets and structures,
pipe embedment, trench backfill, and the maintenance of the construction
area during progress of the work. The construction area is the site of
all the actual phases of the work described including delivery and
storing of material and all vehicular traffic related thereto.
2. TRENCHING
a. The width of trenches for installation of water mains, domestic service
lines and laterals shall be in accordance with pipe manufacturer's
requirements, all applicable codes of the city, county and state in
which installation is accomplished and utility company regulations.
Trench widths shall not be less than is necessary for proper
construction.
b. The depth of the water main, domestic service lines and lateral trenches
shall be a minimum of 3.5 feet, plus the outside diameter of the water
line measured from the finish grade.
c. Domestic water line trenches inside building shall have a m1n1mum depth
of 12 inches, plus the outside diameter of the pipe, measured from the
finished floor.
d. Water main, domestic service lines and lateral trenches shall be
excavated in a manner that will provide a uniform and continuous bearing
and support for the pipe barrel on solid and undisturbed ground at every
point between the coupling, except the area near the midsection of the
pipe disturbed where withdrawing the pipeslings or other lifting
tackle.
3. SHEETING AND SHORING
a.
The Contractor shall furnish, put in place and maintain such piling,
sheeting, bracing, etc., as is required by the safety requirements
relating to building and construction work of the applicable area.

been laid, tested for def~cts and repaired if necessary, and the
backfill compacted to a depth of 2 feet over the top of the pipe.
d. The Contractor shall leave in place any and all sheeting, bracing, etc.,
which the Project Manager may direct him, in writing, to leave in place
at any time during the progress of the work for the purpose of
preventing inj ury to structures, utili ties or property. He shall be
paid for all timber used for sheeting, bracing, etc., in this category
by the unit price quoted for this item.
4. DISPOSAL OF GROUND AND SURFACE WATER
a. The Contractor shall provide at all times during the construction,
proper and approved equipment including pumps and well points of
sufficient capacity to meet the maximum requirements for the removal of
water and like wastes from all excavation. The disposal of the water
and waste shall be in such a manner as not to interfere with the proper
construction of piping or masonry. This disposal shall not withdraw
sand or cement from concrete work or affect the prosecution of work
under his own or adjacent contracts.
b. The Contractor shall not dispose of ground and/or surface water into
newly constructed sanitary sewers or existing sanitary sewers.
c. Pumping sumps shall be excavated outside the trench or structure
excavation lines and be of sufficient size to meet the requirements of
the location. The Contractor shall pump out or otherwise remove and
dispose of, as fast as it may collect, any water or like wastes which
may be found or may accumulate in the excavation. Underdrains, if
required to keep the excavations dry, shall lead to pumping sumps.
d. All excavations must be kept dryas specified for laying pipe or for
placing concrete.
5. ROCK EXCAVATION
a. Rock excavation shall begin only after all required measurements have
been made by the Project Manager. No excavated rock shall be used for
backfill for any trench excavation.

Rock excavation is defined as material which is either solid or
stratified and which cannot be removed by recognized standard excavating
methods. This material will require drilling, blasting, or some other
mechanical means of shattering. Boulders one (1) cubic yard and over in
volume required to be removed are classified as rock excavation. Loam,
sand, gravel, clay, or other overlying material will not be classified
as rock excavation even though portions of it may be stratified or
laminated, or may be hard as portions of sandstone or limestone.
,
c.
The Contractor shall exercise all possible care in any blasting to avoid
injury to persons and adjacent property. The rock shall be well covered
and sufficient warning shall be given to all persons in the vicinity of
the work before blasting. Proper care shall be exercised to avoid
damage to water lines or other structures either below or above ground.
Caps or other detonators shall not be kept in the same place where
dynamite or other explosives shall be strictly observed, and the
Contractor shall conform to any additional regulations which the Project
Manager may deem necessary in this respect.
d.
The Contractor shall remove all rock that is shattered below grade due
to deep drill hole, a heavy charge of explosives or for any other
reason, and refill and compact the excavation to the required grade with
gravel or other suitable material at his expense.
e.
All structures, pipe lines, water lines, conduits, etc., below and above
ground that are damaged due to blasting of rock are to be replaced or
repaired by the Contractor at his expense and to the satisfaction of the
Project Manager.
f.
Rock excavation shall be to the depth required to provide a minimum of
6 inches of clearance below all parts of the pipe, or fittings. The
Contractor shall provide pipe bedding to the required grade. Trench
widths in rock excavations shall be 8 inches wider than the outside
diameter of the coupling of the pipe. Any excavations and backfill
beyond these limits will be at the expense of the contractor.
g.
The quantity of rock excavation to be paid for shall be the number of
cubic yards of ledge rock or boulders in place as measured by the
Project Manager before excavation; that area required to be removed to
meet the specified depth and width limitations. No allowance shall be
made for additional rock excavation around manholes, valves, or other
appurtenances in the water line. Rock excavation shall be computed by
using the specified trench width for rock excavation and a depth of 6
inches below the bottom surface of the pipe. The payment shall include
the removal of the rock, the required material for pipe bedding, and
trench backfill and.the disposal of all excavated rock into spoil banks,
or other approved location.

6. PIPE EMBEDMENT
a. Pipe embedment shall be sand or granular fill material (no slag). The
sand shall be natural sand composed of clean hard, durable uncoated
stone, free from lumps of clay and all organic matter and shall be well
graded from coarse to fine, with the coarse particles predominating.
Granular fill material shall be natural furnish with not less than
ninety-five (95) percent passing a one-half (1/2) inch screen and not
less than ninety-five (95) percent retained on a number four screen.
The Contractor shall place, compact and shape the pipe cradle for
embedding and supporting the' pipe. The pipe shall be placed to the
invert grade and the bedding material thoroughly compacted by hand
tamping. All fill materials subject to the Architect's approval before
installation.
7. BACKFILLING
a. The bottom of the water pipe trenches shall be backfilled by hand from
the bottom of the trench to the centerline of the pipe. The backfill
material beneath the water pipe shall be pipe embedment as specified
above, both as to materials and construction. The pipe embedment
material shall be placed in layers not to exceed 3 inches and thoroughly
compacted by hand completely beneath the sides of the pipe.
b. The backfill material from the centerline of the water pipe to a point
1 foot above the pipe shall consist of pipe embedment material as
specified above, both as to material and construction. This material
shall be placed in layers not to exceed 3 inches compacted by hand. The
Contractor shall use special care in placing this portion of the
backfill so as to avoid damage or moving the pipe.
c. The backfill material from 1 foot above water pipe to finished grade
shall be as follows:

Backfill under pavement shall be sand, bank run gravel or select
excavated material free from debris and stone exceeding 2 inches in any
dimension, power tamped in 12 inch layers to the proper subgrade
elevation (See grading plan) unless the parking lot stone or pavement is
in place, then this material shall be replaced with like or same.
e.
Backfill for unpaved areas shall be sand, bank run gravel or select
excavated material free from debris and stone exceeding 2 inches in any
dimension. This material shall be power tamped in 12 inch layers to
within 8 inches of finished grade. The top 8 inches shall be topsoil,
evenly distributed, free of debris and foreign material, and left in a
condition to be seeded or sodded.

This memo is in reference to the proposed plant palette
(species list of vegetation) for the DeBartolo Mall. I would
like to make a few recommendations based on the list of materials
the landscape architect has selected.
1. No one species of any "tree" comprise more than
10-15% of the total quantity used. (This is to
prevent the entire landscape area comprised aEBlack
Olive and Mahogany, ie.
2. Recommend using native trees and vegetation in
selection of materials.
3. Removal of "Senegal Date palm" (Pheonix Reclinata)
from list of Palm trees as it is susceptible to
lethal yellowing disease.
4. Recommend replacement of "Tamarind" (Tamarindus indica)
with "Tamarind" (Lysiloma latisiliquum), a native tree
species.
5. Recommend use of "cocoplum" (Chrysobalanus icaco) and
"Silver buttonwood" (Conocarpus erecta) as hedge
material. These species are also native and will
require less maintenance.

RE: DeBartola Shopping Mall
Please be advised that on drawing M-3A of this project #678,job XXX,
the following details need to be corrected to the city's satisfaction
before the utility Department can sign off.
1. On the detail of the sampling point, they should show a
minimum cover of 30".
2. On the valve box detail, they should show a 24" square
by 8" thick concrete pad around the collar at the top
of the valve box.
3. Their typical water service detail is incorrect and I
have attached a copy of our standard detail which should
be used for the meter installation.
4. There are 8 fire lines going into the buildings. In
each case, they show the typical detail as going inside
the building and then capped.
In our original discussions, it was agreed that the post indicator
valve would be used and that these valves would be outside the
building.
There are two reasons for this. One, being that with the valve box
outside the building, our responsibility would end at this point
and we would have no responsibility if there was any water damage
done inside of the building.
Secondly, the way it is laid out, when they went to connect their
sprinkler system, they would have contaminated an open system which
serves domestic water and therefore, would have to re-chlorinate and
re-sample.
We are returning Section 02102 "Clearing , Grubbing, and Demolition" and
the drawing.

I noticed in a review of the plans submitted to us yesterday, 10/26/82,
that the 8" sprinkler supply mains have not been provided with post in-
dicator valves as I was advised by Fire Inspector Cavanaugh.
These should be placed on the exterior of the building, where they are
readily available to shut down the system after the fire to reduce fire
losses.
If there is anything noted as I further review the plans operationally
be certain I'll let you know.

On Thursday, October 21, 1982, representatives of the
DeBartolo Corporation met with the Palm Beach County Engineering
Dept. staff to discuss the possibility of using Knuth Road to
provide access to-the proposed Boynton Beach Mall from Boynton
West Road. The meeting was attended by David Curl and Dick
Greco of the DeBartolo Corporation, Charles Walker and Haney
Frakes of the PBC Engineering Dept. and Tim Cannon of the Boynton
Beach Planning Dept. Mr. Greco stated that the reason for their
wanting to use Knuth Road for access was that they were uncertain
as to the concessions Mr. Winchester would ask for in return for
allowing the access road to be built across his property. Mr. Greco
stated that DeBartolo controls the parcels of land on the south-
east corner of Knuth Road, and Old Boynton Road. Knuth Road could
be curved over to line up with the west entrance to the mall on
Old Boynton Road. Mr. Greco stated that there is a 45 ft. wide
right-of-way along the western border of Oakwood Subdivision.
There appeared to be only a 30 ft. wide right-of-way along the
parcel to the north of Oakwood Subdivision. The pavement width
of the access road whicn was planned across Mr. Winchester's
property would have been 48 ft.
Mr. Frakes stated that the County would normally require
a 60 ft. right-of-way. The developer would also be required
to improve the intersection of Knuth Road and Boynton West Road
identical to the improvements that were required at the previous-
ly approved access road. Improvement of the intersection at
Knuth Road would also require the approval of the D.O.T.
Mr. Frakes said that he would talk to the County Attorney
about condemning additional right-of-way. He would also de-
termine the exact right-of-way widths along Knuth Road. The
developer, however, would be required to pay the cost of ac-
quiring the additional right-of-way.
Mr. Walker stated that the County had never condemned
right-of-way for the purpose of providing access to a single
development. The Board of County Commissioners would have to
approve any such action. Mr. Walker also stated that relocating
the southern access road would change the traffic splits at the
intersection of Boynton West Road and Congress Ave.

Mr. Frakes requested that the developer draw up
a proposal with the revised traffic numbers. He would ask
the County Attorney to check whether changing the location
of the access road would change the DRI substantially.
Mr. Walker stated that the developer would have to
carry the existing section for Boynton West Road to the
west for an additional 1,400 feet and improve the inter-
section at Knuth Road. He estimated the construction cost
to be $ 100,000 to $ lSO,OOO.
Mr. Frakes reiterated:
(1) A written proposal with the new traffic numbers
would be needed;
(2) The County Attorney would examine the DRI question;
(3) The county would do traffic counts at the intersection
of S.R. 804 and Congress Ave.;
(4) The County Board would have to revise the agreement
between the county and the developer.

the materials submitted for the expansion of the Boynton
Beach Mall to be sufficient for their review; therefore,
a complete analysis of all matters related to the development
of the pine tree parcel has not been conducted.
When the TRPC prepares its regional assessment, copies will
be made available for the public.

Have we yet received a report on the environmental signifi-
cance (vs. buffer significance) of the land west of the
Boynton Beach Mall (that has recently been annexed to the
City) that is being considered for some limited use, for
parking by DeBartolo.
If we have received the subject report and analysis, or
when we do, I think we should make that report available,
so that citizens can get a clear understanding as to the
environmental significance of this area, and the quality of
the plant material that is on site.
with such information, it will be easier for Commissioners
and staff to respond to letters similiar to the attached
one received from the Boynton Beach Garden Club.
