Attached please find twelve (12) complete sets of the Site Plan Review application and
required plans for the above referenced project. As you are aware, this project represents
the first approval for a segment of the mixed use development within Quantum Park. This
multi-family apartment complex, Grotto Bay, will be an integral component in the mixed
use project that will be known as Bermuda Place.
This submittal is timed to coincide with the City initiated code revisions to address and
review mixed use projects within a Planned Industrial Development (PID). We understand
from the City Attorney, these review mechanisms will be in place September of 2000.

This segment of the development abuts a large lake, a large wooded preserve, a
landscaped parkway abutting a second large lake, the open space of a single story office
complex, and, of course, interfaces with the adjacent segments of the mixed use Bermuda
Place. The setbacks are in keeping with a more urban streetscape and are reflective ofthe
adjacent uses. All residential structures would meet a minimum 15' setback, the
clubhouse facility will meet a five foot (5') setback where it abuts the lake, the pool will
meet a zero foot (0') setback at the lake, and the pedestrian related pool deck, strolling
path, and retaining wall/guard rail/fence systems will cross over the lot line and into the
lake parcel.
Our parking ratio request of 1.75 spaces per unit is based upon Olen Development's
extensive experience in developing, marketing, and managing projects similar to Grotto
Bay through South Florida. Based on this experience, they are confident that this ratio is
adequate to service this project. In addition, spaces based on a ratio of five percent (5%)
of the residential spaces have been provided for the guests and miscellaneous uses.
The request for 25' drive aisles for all roadways is based upon our experience as being
adequate to meet vehicular needs. Parking spaces remain 9' x 18' and the site plan
accommodates and denotes a 50' outside turning radius, which meets the City's standard
for fire service and trash collection.

and anticipate a smooth approval process resulting in a high quality product. Please feel

Dear Mr. Rumpf:
It is proposed to develop Lots 59 through 61 of Quantum Park in the City of Boynton Beach. The
site, located along Quantum Lakes Drive south of Gateway Boulevard, will be developed with 272
multi-family residential units. Access to the site will be two (2) driveways connecting to Quantum
Lakes Drive. The main entrance aligns with Quantum Boulevard with a direct connection to
Gateway Boulevard.
The proposed project is estimated to generate 1,904 daily trips, 139 AM peak hour trips and 169 PM
peak hour trips as shown on Attachment 1. Driveway volumes are provided on Attachment 2.
The Quantum Park DRI is an approved project, and is considered a Previous Approval under Article
15, Traffic Performance Standards, of the Palm Beach County Unified Land Development Code
(ULDC). The proposed land use and intensity are within the limits of the current approvals for the
Quantum Park DRI, as shown on Attachment 3, therefore, the proposed project is not subject to the
Traffic Performance Standards.

ESI's objective was to conduct a preliminary environmental assessment to
document vegetative communities and to observe for the occurrence of any
listed plant or wildlife species and any areas of potential jurisdictional
wetlands.
The site comprises approximately 40 acres and is located south of Gateway
Boulevard and west of High Ridge Road in Quantum Corporate Park
(Figure 1). The site has been divided into 12 lots, which are numbered
59-64, 65A-B, 66, and 67 A.C.
The site is currently undeveloped and partially vegetated. The vegetative
communities on the property can be classified as scrub and sand pine scrub,
with varying degrees of disturbances. The disturbances include A TV use,
dumping of trash, previous clearing activities, and encroachment of exotic
and nuisance plant species.
The field review was conducted on 27-29 October 1999. Wetland
protection is mandated under both federal and state regulations. The U.S.
Army Corps of Engineers (CE) regulates activities in Waters of the United
States pursuant to The Clean Water Act (PL92-500 Section 404) as further
defined in the CE regulatory program (33 CFR 320-330). The State of
Florida Department of Environmental Protection (DEP) has established
wetland identification and permitting processes at Chapters 62-330, 62-340
and 62-312 of the Florida Administrative Code (FAC). Current federal and
state wetland definitions are derived from the original definition found in
33 CFR 328.3, identifying wetlands as "those areas that are inundated, or
saturated by surface or ground water at a frequency and duration sufficient
to support, and that under normal circumstances do support, a prevalence of
vegetation typically adapted for life in saturated soil conditions."
Delineation of federally regulated jurisdictional wetlands is determined by
the Corps of Engineers Wetlands Delineation Manual (USAE Waterways
Experiment Station Environmental Laboratory 1987). Delineation of
wetlands regulated by DEP and South Florida Water Management District
(SFWMD) is done according to Chapter 62-340 F AC, Delineation of the
Landward Extent of Wetlands and Surface Waters. The Florida Wetlands
Delineation Manual (Gilbert et al. 1995) serves as a guide to Chapter
62-340. Both manuals, which emphasize the identification of hydric soils,
hydrophytic vegetation, and wetland hydrologic conditions in making
wetland determinations, were used in this investigation.
In order to determine the presence and/or distribution of any listed species
of plants or wildlife, pedestrian transect surveys were conducted
throughout the property. Observations were recorded in field notebooks
and on aerial photographs. Plants and wildlife or signs were noted and
compared against the species listed in Florida's Endangered Species,
Threatened Species and Species of Special Concern, Official Lists (Florida
Game and Fresh Water Fish Commission 1997).
Palm Beach County aerial photographs and mapped soils of the property
were reviewed prior to the site visit for purposes of locating potential
wetlands and typical vegetative communities.
Technical staff: Mary Cottrill and Scott Turgeon, Senior Scientists
Findings: Soils
The mapped soils of the property are Paola sand, St. Lucie sand, and
Pomello fine sand (Figure 2). These soils typically support the sand pine
scrub and scrub oak vegetative communities that occur on much of the site.
Vegetative Communities
Each subject lot was assessed for vegetative composition and approximate
number of trees larger than 3 inches diameter at breast height (DBH).
Lot 59
Lot 59 has been cleared of almost all vegetation and is disturbed by
off-road vehicle use. Only a few exotic species of shrubs and trees remain.
These include scattered Brazilian pepper (Schinus terebinthifolius) and
earleaf acacia (Acacia auriculiformis).

Lot 60
Lot 60 has been partially cleared of vegetation and is also disturbed by
off-road vehicle use. The northeastern comer of the lot is dominated by a
few sand pine (Pinus clausa) and slash pine (Pinus elliottii). Understory
vegetation comprises rusty lyonia (Lyoniaferruginea), scrub oaks (Quercus
sp.), rosemary (Ceratiola ericoides), and a dense cover of love vine
(Cassytha filiformis) and grape vine (Vilis sp.). Exotic species on the lot
include Brazilian pepper, earleaf acacia, and Australian pine (Casuarina
equisetifolia).

Lot 61
Lot 61 is mostly vegetated and is moderately disturbed by off-road vehicle
use. The vegetated portion of the lot is dominated by sand pine, slash pine,
rusty lyonia, scrub oaks, rosemary, saw palmetto (Serenoa repens),
Brazilian pepper and, in some areas a dense cover of love vine and grape
vme.

Lot 62-64 and 66
Lots 62-64 and Lot 66 contain a less disturbed sand pine scrub vegetative
community and are heavily vegetated with native species. These species
include sand pine, slash pine, cabbage palm (Sabal palmetto), live oak
(Quercus virginiana), scrub oaks, tallow-wood (Ximenia americana),
gallberry (flex glabra), rusty lyonia, scrub palmetto (Sabal etonia),
large-flowered rosemary (Conradina grandiflora), and saw palmetto. The
ground cover is dominated by huckleberry (Vaccinium sp.), sand spike
moss (Selaginella arenicola), nodding pinweed (Lechea cernua), lichens
(Cladonia sp.), and prickly pear (Opuntia sp.). The southwestern portion
of Lot 62 is disturbed and covered with love vine, grape vine, and scattered
Brazilian pepper.

Lot 65A comprises much of the same native vegetation listed for Lots
62-64 and 66 above, but with less canopy cover of sand pine and more
understory cover of scrub oaks. Brazilian pepper is found scattered,
especially along the lot perimeters. Air plants (Tillandsia spp.) are found
growing in many of the scrub oaks.
