As the authorized agent for the petitioner, Wood Partners, please consider the following
revision to the Conditions of Approval. We are in agreement \\it~ all of the Conditions
of Approval in the staff report except for Condition #22 as it is \~Titten. At the Planning
and Development Board meeting, the Board asked that a condition be added to prevent
buildings from encroaching into, or beyond, the northern and western FPL easements.
The applicant is in agreement with such a condition cn the site plan. but requests that the
language of the proposed condition be clarified to meet the intent of the P & D Board's
motion.
Please consider the following proposed language for Condition #22 (revisions
underlined):

As a condition of issuance of a land development order for residential planned unit
developments, the developer shall dedicate land, pay a fee in lieu thereof, or both, at the
option of the city, for park or recreational purposes and according to the standards and
formula in Chapter 1, Article V in the Land Development Code. The total recreation
dedication credit will be calculated as follows:

GENERAL COMMENTS
1. All utility easements shall be sho\\TI on the rectified site plan and landscaping
drawings so that we may determine which trees may interfere with utilities.
In general, palm trees will be the only tree species allowed within utility
easements. Canopy trees may be planted outside of the easement so that roots
and branches will not impact those utilities within the easement in the
foreseeable future. LDR Sec. 7. 5-18.1 gives public utilities the authority to
remove any trees that interfere with utility services, either in utility easements
or public rights-of-way.
2. Palm Beach County Health Department permits will be required for the water
and sewer systems serving this proiect (CODE Sec. 26-12).
3. Fire flow calculations will be required demonstrating the City Code
requirement of 1,500 g.p.m. as stated in LDR Chap. 6, Art. IV, Sec. 16, or

building setbacks. Therefore, identify the width of the proposed overhangs, covered
walkways, canopies, awnings, and/or other roofed areas that extend out beyond the main

4. To properly determine the impact fees that will be assessed for the I-story clubhouse/lease
office building, the applicant shall provide the following information to the Palm Beach
County Impact Fee Coordinator at 100 Australian Avenue, West Palm Beach, Fl. 33406.
Submit a notarized affidavit on the letterhead of the property owner, company or
association. The letter will list and must contain an answer to the following questions.
a) Will the Clubhouse building be restricted to the residents ofthe entire project only?
b) Will the residents have to cross any major roads or thoroughfare to get to the
ClubhouselRecreation building?
c) Will there be any additional deliveries to the site?
d) Will there be any additional employees to maintain and provide service to the site?
Please have the applicant provide the City with a copy of the letter that will be sent to the
impact fee coordinator. The applicant should request that the county send the City a copy
of their determination of what impact fees are required for the clubhouse/lease office
building.
5. Add to the submittal an elevation view drawing and, where applicable, a floor plan drawing
of the proposed compactor enclosure. On the drawings, identify the type of exterior
material. Also, dimension the height that the structure is above finish grade.
6. Add to the submittal a partial elevation view drawing of the proposed 6-foot tall perimeter
fence, pool fence and 6- foot tall decorative wall. Identify the type of the material that
supports the fence/wall, including the typical distance between supports. At time of permit
review, provide a typical section view drawing of the fence/wall that includes the depth that
the fence/wall supports are below finish grade and the height that the fence/wall is above
finish grade. The location and height of the fence and wall shall comply with the
fence/wall regulations specified in the Zoning Code.

NEW SITE PLAN 1sT REVIEW
Since a conceptual Paving Plan was not submitted along with the engineer's "Conceptual Drainage Plan",
a majority ofthe following plan review comments address those features shown on the "Site Plan" (Sheet
S-I). However, all comments applicable to paving and drainage, grading, traffic control, parking, etc. will
be required on an appropriate paving and drainage sheet in future re-submittals.
I. On the Site Plan add a general note that "All plans submitted for specific permits shall meet the
City's code requirements at time of application. These permits include, but are not limited to the
following: site lighting, paving, drainage, curbing, landscaping and irrigation. Permits required
from other permitting agencies, such as FDOT, PBC, SFWMD, DERM, L WDD, FDEP and any
others, shall be included with the permit request."
2. All plans submitted shall be signed and sealed by the appropriate design professional
3. Provide topography of all lands abutting the site with elevations 25' into each parcel.
4. Provide an engineer's certification on the Civil Plans that "the Drainage Plan will conform to the
City's Land Development Regulations as stipulated in LDR Chapters 6 and 23".
5. Add the following notes to the Site Plan and Paving and Drainage Plan:
a. All striping and signage shall conform to city Standard Drawing B-98001 and B-90013.
b. The drainage system shall conform to City Standard Drawing B-91007 and the Utilities
Engineering Design Handbook and Construction Standards.
6. Show the sidewalks continuous through the driveways with a minimum thickness of6". [LDR
Chapter 23, Article II.P.]
7. Provide a typical detail showing all post-mounted signs (including H/C signs) grouted per City
Standard Drawing B-98001.
8. On the Site and Civil Plans show all necessary traffic control devices such as stop bars, stop signs,
double yellow lane separator stripes, directional arrows and do not enter signs, etc. [LDR Chapter
4, Section 7.B.]

9. Use FDOT Index 546 criteria for the sight triangles along all collector and arterial roads.
10. Identify the parking space on either side ofthemail kiosk for "Mail Pick-up Only". It is
recommended that appropriate tow-away signs be posted to deter long-term parking.
11. a. Show a 6' x 6' level landing at the end of the 5' handicap access aisles with accessible ramps
up to the sidewalk. Curb ramps must be located outside of access aisles per Section 4.7 of the
Florida Accessibility Code.
b. Correct handicap striping detail(s) to reflect a 4" stripe, a 4" space and a 4" stripe for a total of
12" out-to-out on all double line striping.
12. As an option, sidewalk along the building side(s) may be widened an additional two feet to serve
as a continuous wheel stop in lieu of individual wheel stops.
13. Develop a swale in accordance with City Standard Drawing B-98002 within the rights-of-way
abutting your property or justify why you cannot in the non-curb & gutter area.
14. If the egress driveway is designed to accommodate left and right hand turn lanes, mark and stripe
the area accordingly, including a full width stop bar and lane separation stripes.
15. No one shall engage in land clearing, filling or removal in the City without first obtaining the
necessary permit. [LDR Chapter 7.5, Article I, Section 5.B.]

The Parks Division has reviewed the revised site plan for Atta Chase, West side of SW 8th
Street, approx. 1/8 of a mile north of Woolbright Road. The following recreation-related
comments are submitted.
1 . As a condition of issuance of a land development order for residential planned unit
developments, the developer shall dedicate land, pay a fee in lieu thereof, or both, at the
option of the city, for park or recreational purposes and according to the standards and
formula in Chapter 1, Article V in the Land Development Code. The total recreation
dedication credit will be calculated as follows:
216 d.u. x .015 acres = 3.24 acres
% credit may be given against the requirement of land dedication or payment of fees. Y2
private recreation credit will be calculated as follows:
3.24 acres / 2 = 1.62 acres
The Developer may want to consider dedication of the land, or a combination of
dedication and fee.
2. If the property is not required to be platted, the recreation dedication fee will be due prior
to the first building permit being issued.
3. Provide to the Parks Division at the close of the construction contract as-built plans
showing locations of irrigation lines in the rights-of-ways and medians.
4. In order to earn Y2 recreation credit, the developer needs to provide a minimum of 5 of the
local park basic requirements listed below, or a combination of such, and other
recreational improvements that will meet recreation park needs of future residents of the
area:
a. Children's Play Apparatus Area
b. Landscape Park-Like & Quiet Areas
c. Family Picnic Areas
d. Game Court Areas
e. Turf Playfield
f. Swimming Pool & Lawn Areas
g. Recreation Center Building
In the opinion of the Parks Division staff, the recreation elements shown on the plans do
not meet the needs of the future residents. At a mutually convenient time, the Parks
Division staff will be happy to meet with the developer to discuss available options to
meet the intent of the recreation dedication requirements for the project.

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments or e-mail to Blythe Williamson and I !lQ
later than 5:00 P.M. on October 12. 2000. When preparing your comments, please separate them
into two categories; code deficiencies with code sections referenced and recommendations that
you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by the
reviewer by contacting Lusia Galav, or myself.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with

other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process.
All comments shall be typed, addressed and transmitted or e-mailed to Blythe Williamson and I for
distribution to the applicant. Please include the name and phone number of the reviewer on this
memorandum or e-mail. Lusia Galav will be the Planning and Zoning staff member coordinating the review
of the project. First review comments will be transmitted to the applicant along with a list of Technical
Review Committee (TRC) members.
