Yvonne ZIel Traffic Consultants, Inc was retaIned to perform a Traffic Impact AnalysIs to assess
the traffic Impact of a proposed 33 909 square foot (SF) medIcal office and 2,091 SF bank to be
located along the south sIde of Woolbnght Road west ofI-95 as shown In Figure 1 BuIld-out IS
antICIpated In 2001
EXISTING CONDITIONS
The major roadway adjacent to the project IS Woolbnght Road, WhICh IS a SIX lane road. Table 1
shows the eXIstIng (1999 - 2000) average daIly traffic (ADT) condItIOns on the Impact area roadways
and Table 2 proVIdes the peak hour traffic condItIOns at the same locatIOns The ADT volumes were
obtaIned from the Palm Beach County 1999 - 2000 Traffic Volumes Map the peak hour volumes
were determIned by factonng the ADT volumes by 0093

BACKGROUND TRAFFIC
The Palm Beach County Urban Study Area Traffic Volume Growth Tables provIded by the Palm
Beach County Engmeenng Department, mcludes hIstoncal traffic count data for the roadways wIthm
the Impact area of the proJect. The growth rates for the roadway were determmed from these tables,
and then applIed to the respectIve lmks to determme background traffic growth to 2001 AppendIx
A contams a table WIth the grovvth rate calculatIOns
MAJOR PROJECTS
The Palm Beach County (PBC) Engmeenng Departments major project map and lIst were consulted
to locate those projects needed to be reVIewed for consIderatIOn m proJectmg background traffic The
Lowe s project on Woolbnght Road has been mcluded as a major project m the traffic study The
Lowe s IS projected to be completed by Januarv 2001
TRIP GENERATION
Tnp generatIOn was performed usmg the rates found m the Palm Beach County Impact Fee
Ordmance, and the InstItute of TransportatIOn Engmeers', Tnp GeneratIOn, 6th EdItIOn. Table 3
shows the tnp generatIOn rates used and Table 4 shows the tnps generated by the proposed proJect.
Table 5 shows the IntemallExtemal tnps and Table 6 provIdes the Pass-by and New tnps, Tnp
generatIOn resulted m 1,358 dally tnps, 90 AM peak tnps and 174 PM peak tnps. Based on the daIly
tnps generated by the proJect, the radIUS of development mfluence IS two mIles

TRIP DISTRIBUTION
The tnp dIstnbutIOn was based on the prevIOusly approved dIstributIOn for the Woolbnght MedIcal
Offices project m the Traffic Impact AnalYSIS, dated July 1997 FIgure 2 shows the percent project
tnps and the project volumes on the Impact area roadways
PERFORL\1ANCE STANDARDS ANALYSIS
Test One
Table 7 shows the ADT capacIty analVSIS WIth the project tnps and background growth WIth the
performance standards analYSIS on those hnks WIth project Impact greater than one percent of the
LOS D capaCIty Table 8 shows the same mformatIOn for the peak hour FIgure 3 shows the above
mformatIOn on a map Woolbnght Road, from 1-95 to Seacrest Boulevard, falls the Test One LOS
standard. An AlternatIve Test One analYSIS was performed for thIS hnk.
Alternate Test One
The 2000 peak season, peak hour, peak dIrectIOn volume was obtamed from the Palm Beach County
Traffic DIVISIon for the faIled hnk. Tables 9 10 11, and 12 show the projected AM and PM peak
dIrectIOn and off-peak dIrectIOn/peak season/peak hour volumes for the faIled roadway hnk. All of
the peak dIrectIOn lmk LOS standards are met. The mtersectIOns at each end of the Alternate Test
One hnk were analyzed to determme If they meet the mtersectIOn standards
