Proposed Development: Concurrency' The subject property is vacant and consists of lots 22 & 22-A. Lot 22 (1,23 acres) is to be developed for the Masonic Lodge, and lot 22-A (68 acres) will remain for drainage use as part of the LWDD E-4 Canal. The site is predominately vegetated with a variety of weeds, grasses and exotic nuisance tree and shrub species. The site has been cleared and filled, and repeatedly disturbed by off-road vehicles. To the east and south of the site along the Quantum Boulevard right-of-way, is a row of street trees and a 15 foot wide maintained grass area which provides some screening for the adjacent uses. There is no other significant vegetation on the site. The developer is proposing construction of a 6,829 square foot, one-story, office/meeting facility and related parking (see Exhibit "B" - proposed site plan) a. Traffic - A traffic statement for the project was prepared by Pinder Troutman a maximum of Consulting, Inc and analysis shows that the development would generate 264 daily trips and that this project will comply with the county's traffic performance standards as they relate to the 63,752 maximum trips permitted in the Quantum Park development. Prior to plan approval, staff must receive confirmation from Palm Beach County's Traffic Division regarding standards compliance. b. Drainage - Conceptual drainage information was provided for the city's review The city's concurrency ordinance requires drainage certification at time of site plan approval. The Engineering Division is recommending that the review of specific drainage solutions be deferred to time of permit review, when more complete engineering documents are required. Driveways. Parking Facility" Proposed on-site traffic circulation consists of a 27 foot wide drive aisle with one 27 foot wide access to Quantum Lakes Drive. The proposed vehicular use area will provide parking areas containing the required 9 foot by 16 foot and 9 foot by 18 foot spaces. There are 64 parking spaces proposed, including three (3) spaces designated as handicapped accessible The parking plan will meet the city's Land Development Regulations, Chapter 2 - Zoning and ADA requirements for this use, and provides for 11 surplus spaces. Regulations for the Planned Industrial Development zoning district require that parking requirements be based on number of employees and visitors, however, as employment information is unknown at this time, minimum required parking spaces were determined using standard code requirements for clubs, lodges and fraternal organizations, and for office space. The meeting space consists of 4,500 square feet, and requires 45 spaces (one (1) space for every 100 square feet), and the remainder, 2,329 square feet, requires 8 spaces (one (1) space for every 300 square foot) A total of 53 spaces are required based on this methodology for calculating required parking spaces, ~ Page 3 Memorandum #99-212 Landscaping Building and Site Regulations. Community Design Plan Signage. RECOMMENDATION. The landscaping of the site will fully meet code requirements when staff comments are incorporated. Special attention shall be given to preserving the existing right-of-way landscape feature to the south and east of the lot, which consists of a number of Live Oak trees. It should also be noted that landscaping will be used to break up plain and open areas of the building fa<;ade Building and site regulations will fully meet code requirements when staff comments are incorporated into the permit drawings. The proposed building facade, as viewed from Quantum Boulevard, has been designed to be architecturally compatible to this predominately industrial use area. The new structure will receive surface treatments and colors of off white painted stucco walls accented with white moldings, columns and window trim with blue standing metal roofing. No adjacent lots have been developed with an architectural style worthy of repeating on the subject lot. A proposed sign age detail was submitted as part of this request. The approved Quantum Park signage plan allows one monument sign, per parcel, with a maximum sign dimension of 7 feet high by 14 feet wide, and 64 square feet of sign face The submitted site plan utilizes one free standing monument sigh, 3'-6. high and 12' wide, with a 28.5 square foot sign face. A Masonic Lodge emblem will be located on the building fa<;ade facing Quantum Boulevard. In the future, if the developer decides that they need to increase the number of signs, or propose a wall or monument sign they must request a sign program modification, that is inconsistent with the approved sign program, The Planning and Zoning Division recommends approval of this site plan request, subject to the comments included in Exhibit .C. - Conditions of Approval.
