(dated August 20, 1999) for the project entitled Quantum Park - Lot 51D:
Masomc Lodge pursuant to the Traffic Performance Standards m Article 15
of the Palm Beach County Land Development Code The project is

In your comments letter dated August 10, 1999 for the above referen~ project, comment
.3S required us to provide par1<ing calcutatio~ based on the P.l D. parking requirements for
Quantum Park of Commerce. The parking requirement for the P 1.0 state. tnat we should
provide 1.112 parking apaces for every twc employe., on a maximum shift along with
adequate visitor par1<iI')Q to .erve the needs of that particular ule Since the lodge cons.sts
of a few pert~tlme employees with the majority of the users being lodge membel'8 which meet
regularly twice a month w1ttI occasional special meetings, we feel that an altemative parking
requirement be used to determine how many ,paces are deemed adequate for this use
Our recent submittal proposed 64 parking spaces on the site Since we were going for a
permitted use change within the P I. 0 to allow for meeting facilities for Fraternal lodge under
the Office District, we used the parking requirements for "Office-Retail COmplexes" in the
City's code of ordinances which requires 1 SP{iC8 per 200 S.F of gross leasable floor area.
Using this requirement we were required to provide 34 spaces.
At this time we would like to propose using the parking requirements for Clubs, Lodges and
Fraternal OFlJanlZations whid"l requires 1 space per 1 00 S F The floor plan has designated
approx. 4,500 S.F (two 56'X40' mee1ing rooms) of meeting space, which shall result in
provldlng.45 apllceS on site. The remainder of the 6,829 S F building (Approx. 2,329 SF)
will be used for ofri<;e space and other ancillary uses ,uch aa bathrooms, storage and
reception ar... For this remaining space we are proposing to use the parking requirement
for Office which requires 1 space per 200 S.F resufting in providing 12 more spaces totaling
57 required spaces The proposed site plan has provided 64 spaces which exceeds this

PUBLIC WORKS
Comments
1 The Public Works Department does not approve of the dumpster location in the attached
site plan, as it requires the sanitation vehicle to back completely off the property We
request that the dumpster be placed at the east end of the loading zone with a back up
space to be placed in the original dumpster location allowing our vehicle to leave the
property in a forward direction
Response The dumpster has been re-Iocated to the North-West corner of the property
which allows for the garbage trlJcks to use the access to the loading area as back-out area.
UTILITIES
Comments
2 All utilities easements shall be shown on the rectified landscaping drawings so that
we may determine which trees may interfere with utilities. In general, palm trees
will be the only tree species allowed within utility easements Canopy trees may be
planted outside ot the easement so that roots and branches will not irrTpact those
utilities within the easement in the foreseeable future LDR See 7 5-18 1 gives
public utilities the authority to remove any trees that interfere with utility services
either in utility easements or public rights-ot-way

5 Sec. 26-34(E) of the City Code requires that a capacity reservation fee be paid for this
project either upon my request for signature on the Health Oept. application forms or
within 30 days of site plall approval, whichever occurs first. This fee will be determined
based upon final meter size, or expected demand
Response A capacity reservation fee will be provided with the request for signature on the
Health Department application forms.
6 Comp Plan policy 13C 3 4 requires the conservation of potable water City water may
not, therefore, be used for irrigation where other sources are readily available
Response The owner wHl make reservation for potable water for use in the structure A
well will be dug to provide the source of water for the irrigation system
7 Water and sew~r lines to be owned and operated by the City shall be included within
utility easements Please show all proposed easements on the engineering drawings,

8 This office will not require surety for installation of the water and sewer utilities, on
condition that the systems be fully completed, and given to the City before the first
permanent meter is set. Note that setting of a permanent water meter is a
prerequisite to obtaining the certificate of occupancy

9 LOR chap 6, Article IV, Sec. 16 requires that all points on each building will be within
200 feet of an existing or proposed fire. hydrant. Please demonstrate that the plan

the building, and the fire sprinkler line if there is one, in accordance with Sec. 26-207

It is proposed to develop a 6,829 SF club facility for the Boynton Masonic Lodge on Lot 51-D
of Quantum Park in the City of Boynton Beach The site IS located on Quantum Boulevard
east of the canal Access to the site IS via two (2) dnveway connections to Quantum
Boulevard
The proposed development is projected to generate 264 daily trips, 2 AM peak hour trips
and 20 PM peak hour trips as shown on Attachment 1 Driveway volumes are provided on
Attachment 2
The Quantum Park DRI is an approved project, and is considered a PrevIous Approval under
Article 15, Traffic Performance Standards, of the Palm Beach County Unified Land
Development Code (ULDC) The proposed land use and intensity are within the limits of the
original approval of the Quantum Park DRI, as shown on Attachment 3, therefore, the
proposed project is not subject to the Traffic Performance Standards.

The Department has reviewed the amended Development Order of the Quantum Park DR!, which
was rendered by your office to the Department on March 18, 1999
The adopted modificatIOns consist of four land use changes. They 1Ovolve land use changes of
several eXIst10g lots, and the additIon of a newly proposed "Amusement and RecreatIOn" land use
deSIgnation 10 order to allow the constructIOn of a mOVIe theater The specific changes are as follow.
. Redesignate Lot 2 "Office/Industrial/Commercial" from "Office/Industnal,"
. RedeSignate Lots 66, 67-A, and 67-C "Office/Industrial/Commercial" from
"Office/Industnal/Hotel, "
. Redesignate Lots 76, 81, and 82 "Office/Industnal/CommercIal" from
"Office/Industnal/Hotel, "
. Add a designatIOn of "Amusement and RecreatIOn" to Lots 83 through 88 to allow the

Pursuant to SectIon 380 06( 19)( e)5 .a., Flonda Statutes (F S ), the addItIOn of a newly adopted land
use desIgnatIOn IS not presumed to be a substantial deviatIOn, Since the affected acreage represents
less than 15% of the total DRI acreage. The size of the affected acreage IS 22.50 acres, which IS
approXImately 4% of the existing DRI acreage. The applicant demonstrated that no addItional
external tnps beyond those already approved by the Development Order would be generated. The
Department does not belIeve thiS modificatIOn would create addItional regIOnal Impacts beyond
those whIch have been prevIously reviewed by the Department.
Pursuant to SectIOn 380 06(19)(e)3 , F S., the shifting of prevIOusly approved land use designatIOns
WIthin the DRI IS presumed to create a substantial deviatIOn, Since the changes are not specIfied In
paragraphs (b) and (c) of Section 38006(19), F S However, the applIcant has rebutted the
presumption by demonstrating that the proposed changes would not lead to addItional external trIpS
beyond those already approved by the Development Order Consequently, the Department will not
appeal the amended Development Order of the Quantum Park DRI
