Adjacent Uses. (see Exhibit "A" -location map)
North - Quantum Lane and farther north, vacant lot zoned PIO;
South - vacant lot zoned PID;
East High Ridge Road and farther east, Car Max zoned PIO; and
West - environmentally sensitive lands to be preserved within PID
Site Characteristics. The subject vacant parcels within the Quantum Park PID contain various trees and
undergrowth characteristic of disturbed scrub habitat. The submittal of a tree survey is a
condition of approval in order to ensure proper conservation consistent with the City's
tree preservation ordinance.
Proposal. The developer proposes the construction of four (4) separate tpeculative warehouse
buildings, with ancillary office space, totaling 265,618 square feet. The project is to be
constructed over two phases, the first phase will total 129,362 square feet and include
building I (72,317 square feet) and building II (57,045 square feet) Phase "B" of the
project will total 136,256 square feet and consist of building III (57,045 square feet) and
building IV (79,211 square feet) Each building will consist of approximately 20% office
space with the remaining space devoted to warehousing designed in concert with a
single fac;ade of multiple loading bay doors oriented north or south so as not to face the
public rights-of-way (see Exhibit "B" - Proposed Site Plan)
Concurrency'
a. Traffic - No traffic analysis has been submitted. Therefore, the conditions of approval
include the requirement that a study be submitted to the City and the County to
confirm compliance with the Palm Beach County traffic performance standards

and for the purpose of monitoring total traffic approved within the Quantum Park
Planned Industrial Development. Staff has accepted this application without the
traffic analysis as traffic is vested in accordance with the original DRI, therefore
levels of service standards will likely be met. However, the study is still required
as a means of monitoring the accumulating traffic approved within the PID
b. Drainage - Conceptual drainage information was provided for the city's review The
Engineering Division is recommending that the review of specific drainage
solutions be deferred to time of permit review
Driveways Proposed on-site traffic circulation consists of two (32 feet and 31 6 feet) driveways from
High Ridge Road and one, 28 teet wide driveway from Quantum Lane located at the
northeast comer of the site The vehicle use areas are located along the perimeter of
the site and between each of the four buildings.
Parking Facility. The parking spaces required for this entire project have been tabulated based on the
ratio of 1 per 300 square feet of office space and 1 per 800 square feet of warehouse
space These standard ratios have been used to calculate the parking obligations,
rather than employee data as recommended by PID zoning regulations. due to the
current lack of employee information. All spaces, except handicapped spaces, will be
dimensioned nine feet by eighteen feet (9' x 18') The parking area designs will meet
the city's Land Development Regulations, Chapter 2 - Zoning for warehouse and office
uses, and the ADA requirements for this use will be satisfied once all conditions
regarding accessible path designation are met.
Landscaping' The landscaping of the site will fully meet code requirements when staff comments are
incorporated. Furthermore, It is anticipated that additional landscaping, particularly
along rights-of-way, will be required by the Quantum Park architectural review board and
will exceed City standards.
Building and Site Building and site regulations will be fully met when staff comments are incorporated into
the permit drawings.
Community Design The long rectangular-shaped buildings are proposed to be constructed from concrete
(tilt-up) walls. The facades on two sides of the building will be enhanced with entry
features which consist of walls raised separate from the greater wall. The entry walls
are proposed to be painted Mtaupe" (brownish gray), while the remainder of the walls
would be painted white, and enhanced with recessed line details connecting small
recessed squares and rectangles that are to be painted yellow All four facades are also
enhanced with yellow awnings over entrances, areas designated for future windows,
and over the loading bay doors The appearance of the project would be compatible
with the white and tan colors seen on adjacent buildings
Signage' No project signage is proposed at this time, and notes on the plans indicate that if
signage is added it must conform to the Quantum Park sign program (see Exhibit .C" for
a diagram of the site signage approved in the sign program) If site signage differs from
this approved program, project signage, along with a revised sign program, must be
reviewed and approved by the City (including the Planning and Development Board and
ultimately the City Commission)

Staff recommends that this site plan request be approved subject to the comments included in Exhibit "0" _
Conditions of Approval. The Technical Review Committee (TRC) recommends that the deficiencies identified
in this exhibit be corrected on the set of plans submitted for building permit.

1 All utIlitIes easements shall be shown on the rectified landscaping X
drawmgs so that we may determIne whICh trees may Interfere With
utilities. In general, palm trees Will be the only tree species allowed
WithIn utility easements. Canopy trees may be planted outSide of the
easement so that roots and branches WIll not Impact those utilities withIn
the easement In the foreseeable future. LDR Sec 7.5-18.1 gives publIc
utilitIes the authOrity to remove any trees that Interfere With utilIty
