(3 17 ac ) Building Area. 45,44823 sq ft. Surrounding land uses and Zoning District: (see Exhibit "A" - location map) North - Allstate insurance, zoned PID South - Vacant, zoned PID East - Vacant, zoned PID West - LWDD E-4 Canal, and farther west is Motorola, zoned PID Existing Site Characteristics: The site is currently a pre-cleared, 3 17-acre vacant lot. The site is predominately vegetated with a variety of overgrown grasses, and a few Australian Pines and Brazilian Pepper To the east of the site along the Park Ridge Boulevard right-of- way line, is a row of street trees and a 20-foot wide maintained grass area which provides some screening for the adjacent uses There is no other vegetation of any significance on the site Page 2 Site Plan Review Staff Report Memorandum #98-195 Extended Stay America Proposed Development: Concurrency. a. Traffic- b. Drainage- Driveways: Parking Facility: The developer is proposing the construction of a 45,488.23 square foot, 104 room, 3 story hotel building and related parking (see Exhibit "B" - proposed site plan) The Quantum Park PID master plan was approved with a maximum limit of 400 hotel rooms, and currently includes 107 rooms in the Hampton Inn. If the subject hotel is approved and constructed, an additional 189 hotel rooms would be allowed within the Quantum Park PID A traffic statement was prepared by Kimley-Horn, regarding the number of trips generated by the use Preliminary analysis indicates that this project will comply with the county's traffic performance standards as it related to the 63,752 maximum trips permitted in the Quantum Park development. After development of this hotel, 45,715 trips will remain for future development. Written confirmation has not been received from Palm Beach County regarding the use of the ITE (6th Edition) for determination of trip generations based on square footage The Palm Beach County Traffic Division's acceptance of this method is a condition of approval Conceptual drainage information was provided for the city's review The city's concurrency ordinance requires drainage certification at time of site plan approval. The Engineering Division is recommending that the review of specific drainage solutions be deferred to time of permit review Proposed on-site traffic circulation consists of a 27-foot wide, loop drive aisle with access to Gateway Boulevard and Park Ridge Boulevard. The proposed vehicular use area will provide parking areas containing a combination of 9 feet by 16 feet (9'xI6') and 9 feet by 18 feet (9'xI8') spaces When related conditions of approval are met, the 9 feet be 16 feet (9'xI6') spaces will conform to regulations There are 120 parking spaces proposed, including five (5) spaces designated as handicapped accessible Spaces for employees and guests are included in the total. The Institute of Traffic Engineers (ITE) 6th Edition Manual was utilized in determining the parking requirements for the hotel use, as it is felt to be a preferable methodology over the city's standard for industrial uses which are solely based on employees and an estimate of visitors (to be determined by the petitioner) If 7 spaces are allocated to employees (using the city's standard of 1 5 spaces per 2 employees and assuming 9 employees), 113 spaces will remain for guests at 1 08 spaces per room. In comparison, ITE standards were also used in determining parking needs for the Hampton Inn, however, a slightly lower room standard was used in addition to the city's per-employee standard. This previous analysis was also accepted by the city which yielded a per-room standard nearly identical to that generated for this project, which proposes a consolidated (per room and employee) standard. The parking plan will meet the city's Land Development Regulations, Chapter 2 - Zonmg and ADA requirements for this use, and will provide 13 surplus spaces above that required by the ITE standard. Page 3 Site Plan Review Staff Report Memorandum #98-195 Extended Stay America Landscaping: Building and Site Regulations: Community Design Plan: Signage: The landscaping of the site will fully meet the code requirements when staff comments are incorporated. The development will be provided with the required amount of perimeter landscaping, with special attention given to the required 25- foot wide peripheral greenbelt along the west property line Building and site regulations will fully meet code when staff comments are incorporated into the permit drawings The proposed building facade, as viewed from Gateway Boulevard, will enhance the character of this predominately industrial use area. The new structure will receive wall signs and surface treatments including colors of light tan stucco walls accented with dark gray fascia, moldings and blue-gray window trim. The proposed building is distinctive, yet complements the surrounding development. The design of this hotel IS also subject to review by an Architectural Review Board internal to Quantum Park. Although this function of Quantum Associates has always existed, it has not been exercised until recently by the new owners of Quantum, who will likely take a more active role in the development of this industrial park. Since the sale of Quantum has only recently occurred, the timing of this project has placed it before the city prior to establishment of the new owners and activation of their new review system. As the city has no role in the design review system of Quantum, it can only continue to process this plan and reference this additional design review step, and hold the assumption that this review will occur prior to permitting by the city Any design changes attributed to this review process will be detected and handled accordingly at the permit stage A proposed signage detail was submitted as part of this site plan review The applicant was informed prior to the submittal, that the proposed sign plan must meet the architectural requirements of the Quantum Park approved sign plan. This plan limits the site to one freestanding sign with a particular architectural style and with overall dimensions of 7 feet high and 14 feet wide (7'xI4'), and 64 square feet of sign face The proposed sign design graphics provided with the site plan submittal, reflects a smaller sign with similar design traits but with an overall structural style that differs slightly from the approved sign plan.
