Quantum Associates Project Name Quantum Corporate Park, Lots 74, 75, 76, 77, 80, 81, 82 and 91 Variance Request: Relief from the Land Development Regulations, Chapter 2 - Zoning, Section 7 H 17, which requires that a 40 foot wide peripheral greenbelt be provided along the perimeter of PID (Planned Industrial Development) zoned property abutting a residential district to allow a reduction in the buffer width from 40 feet to 25 feet. BACKGROUND Lots 74,75,76,77,80,81,82 and 91 in Quantum Corporate Park, are located between High Ridge Road and Interstate 1-95 (see enclosed Exhibit "A" - Location Map and Exhibit "B" - Survey) The zoning designation of these lots, as well as all lots within the industrial park, is PID (Planned Industrial Development) All the above lots have a peripheral location within Quantum Corporate Park, specifically the eastern boundary of the PID This location requires a peripheral greenbelt to be installed of varying widths along the eastern lot lines . 40 feet wide for lots abutting a residential zoning district . 25 feet wide for lots abutting non-residential properties There are thirteen lots within Quantum Corporate Park fronting Interstate 1-95, nine of these lots are abutting a residential district and the remaining four are abutting non- residentially zoned properties One of the nine lots abutting a residential zoning district, Lot 90 A (Tri-County Rail Station), was previously granted a zoning variance reducing the width of the buffer from 40 feet to 25 feet. For the remaining eight lots, the petitioner is seeking similar relief from the greenbelt requirements II The following is a description of the zoning districts and land uses of the properties that surround the subject property. North - Tri-County Rail Station zoned PID, South - Industrial buildings zoned M-1, East - Interstate 1-95 right-of-way and farther east are residential properties zoned R-1 and R-2 and recreational facilities zoned REC and PU, and West - High Ridge Road right-of-way and farther west is undeveloped land zoned PID Page 2 Memorandum No 96-615 Quantum - peripheral greenbelt Case No 226 Staff Report - Board ot Zoning Appeals ANAL YSIS land Development Regulations, Chapter 2 - Zoning, Section 7 H.17 states. "Peripheral greenbelt. The project area shall be enclosed on all sides with the exception of accessways for traffic and freight by a landscaped area with a minimum width of twenty-five (25) feet except when such property abuts a residential district such greenbelt shall have a minimum width of forty (40) feet. .. According to the code, zoning boundary lines are drawn along the centerline ot rights-ot- way All the above lots are fronting Interstate 1-95 and 1-95 abuts residential districts on its eastern side Since some ot the lots along the eastern Quantum Park boundary abut other than residential zoning districts and are required to provide only a 25 feet wide landscape buffer For the reason ot uniformity of the buffer width, this zoning variance application has been filled to reduce the buffer width for lots 74,75,76, 77, 80, 81,82 and 91 also in Quantum Corporate Park (see Exhibit "C" - Application) If the variance is granted, there would be a uniform 25 foot wide buffer for all lots within Quantum Corporate Park fronting Interstate 1-95 (see Exhibit "0" - Site Plan) The petitioner indicates that the 400 foot separation of the railroad and 1-95 rights-of-way provides a sufficient buffer for residential properties located east of the interstate and reduces the greenbelt width needs (see Exhibit "E" - Statement ot Special Conditions) The summary of facts is as follows 1 The subject properties are located within Quantum Corporate Park PID and are required to provide a 40 feet wide peripheral greenbelt. 2 There are four lots of Quantum Corporate Park PID fronting 1-95 that are required to provide a 25 feet wide peripheral greenbelt. 3 It is the petitioner's intention to provide a uniform width and uniform planting specifications for the landscape buffer along the 1-95 frontage 4 The northernmost lot of Quantum Corporate Park, Lot 90A that contains Tri-County Rail Station was previously granted a zoning variance reducing the width of the peripheral greenbelt from 40 feet to 25 feet. 5 The combined width of the Interstate 1-95 and rail-road rights-ot-way is approximately 400 feet.
