Kenn
I have reviewed the Carmax Traffic Update and we will accept it
For any future development in Quantum for which we will request similar
updates, we would prefer that an additional column will be added to the
layout indicating anticipated tnp generation (by the most recent,
approved traffic study for Quantum) Therefore, the layout of the
tabulation would look as follows
OWNER LOT NUMBER(S) MAXIMUM ACTUAL TRIP
TRIP GENERA TION (ADT)
GENERA TION
(ADT) PER
TRAFFIC
STUDY
TOTAL
We would enVISion this document to be updated on a lot by lot basis and
information given to us for review would reflect the most current, to-
date trip generation for the entire Quantum Park Such document would
allow quick and easy monitoring of trip generation In Quantum as
development of particular lots progresses
In future submittals, please indicate clearly, as you did for Carmax, the
remaining balance of trips

Our written responses to staff s comments follow as they appear'
Plannin~ and Zonin~ Department
1 Site Plan has been revised to show the two-way drive 18-foot
wide based on minimum requirements for an alley
2 Revised Site Plan shows pavement markings
3 A turn-around in this area is not needed. Vehicles entering this
area will go into the service area. After vehicles are serviced,
they will exit the service area through the presentation lanes.
4 Site Plan shows revised sign locations with lO-foot setback
minimum.
5 No rooftop equipment will be visible from a distance of 600
feet.
6 The sales lot is only a display area for the business It is not
accessible by public vehicles, but only employees
7 We have increased the width of the proposed alley and shifted
the dumpster north to allow more room for truck maneuvering
8 A unity of title will be provided.
9 See revised Landscape Plan tabular summary
10 Landscape Plan master plant list shows native plantings with
asterisks
11 See Landscape Plan for tabular summary Plantings minimum
40-foot spacing on Park Ridge Road. The landscape buffer
along 1-95 is consistent with the proposed Quantum Park
landscape buffer plan recently submitted.
12 There will be no trees other than palms in utility easements
13 A continuous hedge has been provided where parking is
adjacent to right-of-ways Please note a continuous hedge
along the eastern property line has been provided except at the
Quantum Park sign where a large 10' to 15'::!: ficus hedge
currently exists.
14 An access easement will be provided to the Quantum Park sign
for maintenance
~=n
Kimley-Horn
and Associates, Inc.
Tambri Heyden. City of Boynton Beacb, October 8, 1996, Page 3
15 We are proposing a 25-foot buffer at lot 77 In addition, there
is a railroad right-of-way and the right-of-way for I-95 between
the proposed project and residential zoning
16 The PID landscape buffer plans have been submitted for staffs
review
17 The environmental review application will be submitted under a
separate cover
18 The site shows the location of loading/unloading and staging
areas which total 3 2 percent of the site
19 A detail of the vinyl-clad woven fence with landscape buffer is
attached.
Recreation and Park Department
1 The tree survey show quantity and species of trees.
2 The landscape shows existing trees to remain, Due to the
extremely sandy soils, size and species of existing vegetation,
relocation would be impractical
3 Reviewing the Environmental Regulation 7 5, Section 13, it is
unclear what the City requirements are for tree replacement.
However, this Site Plan provides for tree preservation where
possible
4 See attached letter
5 Proposed landscaping adjacent to I-95 is consistent with the
proposed greenbelt plan submitted,
Fire Prevention Memorandum No. 96.297
The Site Plan has been revised to show a minimum turning radii of 50 feet in
order to access the building and fire hydrants located to serve the building A
fire lane has been depicted around the entire building
The sales lot and work in process (WIP) area require security provisions
Carmax proposes to provide this security by installing manually operated gates
at the entrances to the sales lot and WIP area.
Access for emergency situations during hours of operation can be accomplished
as employee personnel are available to allow immediate access Carrnax
employs full-time security personnel when this facility is closed. Security

personnel will be equipped to allow readily and immediate access to the sales
and WIP areas The lane width to access the sales lot has been widened to a
minimum 15 feet to accommodate fire trucks
Police Department
The Police Department made no written comment, however Sergeant Harris
inquired about the median modifications on Park Ridge Drive Our Site Plan
has been revised to clarify the proposed median modifications.
Department of Development
The revised Site Plan depicts clarification on the proposed median
modifications on Park Ridge Road, In addition, the Site Plan depicts the sales
lot and work in process areas as display and inventory of sales product
respectively The general public will not have vehicular access to these areas
Only trained employees will maneuver vehicles in this area. Since this is
display and inventory areas, they should not be treated as public parking areas
subject to minimum parking dimensions.
Engineering Division
Comments 1 through 17 are acknowledged and will be complied with upon
engineering and building permit application submittal
18 Our proposed signage is submitted with this application for staff
review
