NATURE OF REQUEST
Spring Engineering, Inc , agent for First Eagle Developments, Inc , the property contract
purchaser, is requesting abandonment of a utility easement located on Lot 47-B in
Quantum Park. The attached Exhibit "A" is a location map that shows the adjacent lots
and their zoning classification The attached Exhibit "B" is a survey of the property that
illustrates the easement to be abandoned
BACKGROUND
The subject utility easement was dedicated when Quantum Park was originally platted
Since then, the market demand forced new, subsequent land divisions within this
industrial park. These land divisions have changed the original lot layout and, in some
cases, eliminated needs for some already established easements
ANALYSIS
The requested easement abandonment has been submitted in order to allow
construction of the Flower's Bakery Warehouse/Distribution Center facility as per the
September 1996 approved site plan (see Exhibit "C" - approved site plan) The
attached Exhibit "0" is a survey of the lots adjacent to the requested easement
abandonment. The applicant's reasons for filing this abandonment and the grounds
that support the request are included in the attached Exhibit "E" - application The city
departments involved in the review of the request for abandonment and the utility
companies notified of the request are identified below Public notice was given to the
property owners that abut the property containing the subject easement to be
abandoned and has been advertised in the newspaper The utility companies and the
city departments' responses to the abandonment request are as follows

In revlewmg your request to abandon a portion of a 15' utility easement In
Quantum Park, a question has arisen The Agreement for sale which you sent
to FPL (without Exhibit "Att), describes the property as Ita portion of Lot 48C
fronting on Beta Dnve" However, the site plan which was submitted reflects
a parcel that IS comprised of a portion of lots 46A, 47 A and 478 Please send
a written clarification concerning the exact location of the subject property
Also, please mclude a copy of Exhibit "A" with the sales agreement.
Further, please Identify who will be recordmg the document for easement
abandonment with Palm Beach County once it has been prepared and
executed. Please be aware that It takes a minImum of 30 days to process a
request for easement release.
Looking ahead, please submit to FPL a set ot plans for the proposed building
(Including electrical reqUlrements) when they are ready, so that It may be
determined how service will be proVided
