AGENDA DOCUMENTS PLANNING AND ZONING DEPARTMENT MEMORANDUM NO. 96-469 Agenda Memorandum for September 17,1996, City Commission Meeting TO Carrie Parker City Manager FROM Tambri J Heyden, AICP '~1J- Planning and Zoning Director DATE September 12, 1996 SUBJECT Flowers Bakery Warehouse/Distribution Center - Quantum Park PID NWSP 96-006 Request for SITE PLAN approval Please place the above-referenced item on the September 17, 1996 City Commission agenda under Development Plans DESCRIPTION Sam EI-Kholi of Spring Engineering, Inc., agent for Quantum Associates, a Florida General Partnership, owner is requesting site plan approval to construct a 7,000 square feet, new warehouse and office facility, and associated parking on a 1 3 acre parcel in Quantum Corporate Park, zoned PID (Planned Industrial Development) For further details pertaining to this request, please see Planning and Zoning Department Memorandum No 96-446 RECOMMENDATION The Planning and Development Board, with a 6-0 vote, recommends approval of this request subject to staff comments, with the exception of #3, #4 and #14 pertaining to erecting a "No U-turn" and a "No Left Turn" sign In addition, the Board is recommending that the applicant provide a dumpster enclosure with gates, foundation landscaping on the east, north and west sides of the building, and move the parking and sidewalk six feet away from the northeast and northwest corners of the building to add landscaping in that area In further discussing with the Police Department the deletion by the Board of Police comment #3, in lieu of a "No U-turn" sign in the median, the Police Department feels cutting back the east median to the east to align with Flowers' east driveway is a better solution to preventing U-turns as the means to access their east driveway from the east. It is recommended that no less than seven (7) parking spaces be identified for visitor parking 21 On the site plan, sheet 3 of 12, in the tabular summary include the net buildable area in acres and square feet (net buildable area is an area of the lot within the required setback lines) 22. Prior to issuance of the building permit provide Unity of Title document. Also, clarify whether lots 47-A and 47-B are entirely being incorporated into the Flowers property I or only their portions If lots are united, then these two united lots shall be relabeled appropriately on the survey, sheet 2 of 12 23 Include required landscape buffer calculations for a perimeter hedge With an identifiable symbol, distinguish Florida native species from all other landscape materials 24 At least fifty (50) percent of the trees included in the perimeter landscape buffer, adjacent to the Park Ridge Boulevard right-of-way, shall be native 25 Indicate whether there will be any roof top equipment installed as a part of the development. If there is, provide details for screening of this equipment to meet the requirements per LOR, Chapter 9. Traffic Concurrency for traffic was addressed, when the Quantum Park PID was master planned, through a comprehensive traffic study evaluated by the Palm Beach County Traffic Division The volume of daily trips anticipated for this project - 41, is within the limits of the approved traffic study, therefore, the project complies with the Palm Beach County Traffic Performance Standards Ordinance b. Drainage- Insufficient drainage information has been submitted by the applicant, thus precluding the Engineering Division from certifying compliance with the City's drainage levels of service Although typically conducted at site plan stage, the Engineering Division is recommending that this review requirement be postponed to time of permit review Driveways Two 27 -foot driveways to the property from Park Ridge Boulevard are proposed However, the proposed layout requires a zoning variance from the required 150 feet distance between two driveways located along a front property line Proposed distances at two separate locations are . 133 48 feet between two driveways at the subject property, and . approximately 65 feet between the western driveway on the subject property and the eastern driveway on the Packaging Concepts property This variance must be granted prior to site plan approval The zoning variance application has been filed, and is scheduled to be reviewed by the Board of Zoning Appeals on September 16, 1996 Parking Facility' There are 22 on-site parking spaces to be provided The City's Land Development Regulations, Chapter 2 - Zoning requires for this size of facility, 15 parking spaces in addition to parking spaces for viSitors (the number of spaces is not regulated by code, but IS determined by the petitioner) To date, the amount of parking spaces for visitors has not been specified, however, the surplus of seven (7) parking spaces is, arguably, a reasonable number for visitor parking Landscaping The landscape of the site will fully meet the code requirements when staff comments are incorporated Building and Site Regulations Building and site regulations will fully meet the code requirements when staff comments are incorporated Community Design Plan The proposed structure has a character of a typical industrial building Due to the minimal development in the Quantum Industrial Park in the recent years, no architectural pattern has been 2..
