Lot 91 - Quantum Park, N.E. comer of High Ridge Road and Gateway Boulevard File No. NWSP 99-012 Land Use Plan Industrial (I) Zoning Planned Industrial Development, (PIO) Lot Use Options: CommerciaVOffice Type of Use: Ice skating facility Rooms. N/A Square Footage: Site Area. 285,328 square feet (6 55 acres) Building Area: 96,216 total square feet 1- floor - 78,332 square feet 2nd floor - 15,884 square feet Surrounding uses. (see Exhibit "A" -location map) North - Tri-Rail parking lot, zoned PIO South - Gateway Boulevard East - Tri-Rail station, zoned PID West - High Ridge Road Proposal The subject property is vacant and consists of 6.55 acres. The site is thickly vegetated with Slash Pine, Scrub Oak and Saw Palmetto, and also with exotic species including Australian Pine and Brazilian Pepper To the west of the site along the High Ridge Road right-of-way, is a row of street trees and a 2o-foot wide, maintained grass area which provides some screening for the adjacent uses. To guide the proper preservation of native species, an environmental survey and tree management plan will be conducted and prepared. The developer is propOSing construction of a 78,040 square foot, 2 story; Ice Site I Page 2 Site Plan Review Staff Report Memorandum #99-205 The Frozen Ponds of Boynton Beach Concurrency. a. Traffic skating facility and related parking (see Exhibit "B" - proposed site plan) A traffic statement for the project was prepared by Pinder Troutman Consulting, Inc. This project will comply with the county's traffic performance standards as it is related to the 1,099 trips, leaving 40,000+ trips for future development. Confirmation has been received from Palm Beach County Traffic Division that the project meets traffic performance standards. b. Drainage - Conceptual drainage information was provided for the city's review The city's concurrency ordinance requires drainage certification at time of site plan approval. The Engineering Division is recommending that the review of specific drainage solutions be deferred to time of permit review, when more complete engineering documents are required. Driveways. Parking Facility. Landscaping Proposed on-site traffic circulation consists of a 27 -foot wide loop drive with two 24-foot wide, one-way access points to a access road to the north. The proposed vehicular use area will provide parking areas containing the required 9 foot by 18 foot spaces. There are 292 parking spaces proposed, including seven (7) spaces designated as handicapped accessible. The parking plan will meet ADA requirements for this use, and provides for 76 surplus spaces. Regulations for the Planned Industrial Development zoning district require the number of parking spaces be based on number of employees and visitors; however, as employment information is unknown and the term visitors is truly undefined, minimum required parking spaces were determined based on a parking study An independent qualified traffic consultant prepared, and submitted, a parking stUdy utilizing first-hand documentation of parking patterns of a similar arena of less square footage, in a similar setting to the proposed Quantum Park facility It was found that there was a generated peak demand of 127 spaces, with Friday night and Saturday afternoon being the peak use periods. Based on proposed building square footage, the Quantum Park facility will generate the need for 123.8% more parking than the comparable facility The study also categorized the parking area usage, and found that significant amount of vehicles were involved in car pooling (consisting of one adult and three or four children who would park for the duration) The remainder of users consisted of a small percentage of cars arriving (and parking) with one adult and single child and parking, and a small percentage of vehicles that would not be parked, but only use drop-offl pick-up facilities. To further provide for realistic parking needs, staff recommends that space be allocated for a minimum of two buses. Lastly, it should be noted that attempts have been, unsuccessful to date, to negotiate an agreement with Tri-Rail to facilitate a shared parking arrangement to accommodate unanticipated peak parking demands. The landscaping of the site will fully meet the code requirements when staff ~ Page 3 Site Plan Review Staff Report Memorandum #99-205 The Frozen Ponds of Boynton Beach comments are incorporated Special attention shall be given to preserving any existing landscape features along the adjacent rights-of-way, and maintaining (and enhancing with relocated species) the natural buffer located along the east side of the property, immediately opposite the railroad right-of-way It should be noted that preservation of this natural I buffer would be contrary to that required by the master perimeter buffer plan. However, given the minimal visibility (from off-site) of this portion of the buffer, the quality of the natural vegetation. and separation from that portion of the improved buffer, a master plan modification plan may be justified. The south side (rear) of the project could benefit by the addition of canopy trees to buffer the rear fac;ade; however, the existence of an easement will limited vegetation in this vicinity to selected palm tree species. Building and Site Regulations. Building and site regulations will fully meet code requirements when staff comments are incorporated into the permit drawings. Community Design' The proposed building facade, as viewed from Gateway Boulevard, will enhance the character of this predominately industrial use area. The new structure will receive surface treatments and colors of gold stucco walls accented with beige mouldings and blue window trim. The proposed building is distinctive, yet complements the surrounding development. Signage' A proposed sign age detail was submitted as part of this site plan review The approved Quantum Park signage plan allows one monument sign, per parcel, with a maximum sign dimension of 7 feet high by 14 feet wide, and 64 square feet of sign face. The submitted site plan utilizes one freestanding entry monument sign designed to be 3 feet 6 inches high and 12 feet wide, and one wall sign measuring 3 feet 9 inches high and 29 feet long, or 108 square feet. The maximum wall sign area that is allowed along the intended wall is 450 square feet. In the future, if the developer decides that they need to increase the number of signs, or propose a sign design change inconsistent with the approved sign program, they will need to request a sign program modification, as a separate submittal. RECOMMENDATION: The Planning and Zoning Division recommends approval of this site plan request, subject to the comments included in Exhibit "C" - Conditions of Approval. The Technical Review Committee (TRC) recommends that the deficiencies identified in this exhibit be corrected on the set of plans submitted for building permit. Comprehensive Plan Policy 1 16 1 includes "major recreation facilities" in the definition for the "Industrial" land use classification. Pursuant to Chapter 2 - Zoning, Section 7 E., of the Land Development Regulations, in a PID, a building and its customary ancillary structures and land uses may be erected, altered and occupied for any office, professional, business (wholesale and retail), educational institution or adult entertainment use in accordance with Section 11 M of the zoning code or industrial use, provided that such use or uses is/are approved by the Planning and Development Board (and City Commission) To approve such a use, the Planning and Development Board must make findings that the proposed use will not be in conflict with the performance standards listed in Section 4 N of the zoning regulations, and that the use proposed is consistent with the intent and purpose of the planned industrial development district. ANALYSIS The intent and purpose of the planned industrial development district, as specified in Chapter 2 - Zoning, Section 7.A, is as follows. INTENT AND PURPOSE. "A planned industrial development district (PI D) is established The purpose of this district is to provide a zoning classification for light industrial development that will better satisfy current demands for light industrial zoned lands by encouraging development which will reflect changes in the technology of land development and relate the development of land to the specific site and to conserve natural amenities. Regulations for PIDs are intended to accomplish a more desirable environment for industrial development in relation to existing and/or future city development, permit economies in providing public services, allow for economies of scale in industrial development, and to promote the public health, safety, convenience welfare and good government of the City of Boynton Beach" \ Page 2 Quantum Park (Ice Rinks) File USAP 99-002 The proposed use is representative of the typical mix of uses that are being marketed for this industrial park, and will add both a desirable and compatible use to the PID, as well as a unique and desirable use to the city Staff has been told that ice rinks are in significant demand throughout South Florida, as evident by the around-the-clock use of existing facilities by school teams, leagues and general patrons. The location near the Tri-Rail station and the Gateway Boulevardll-95 interchange is ideal for this use which will likely be used by residents throughout the county With respect to an alternative location for this use, the only other potential location with similar access and adequate acreage is at Woolbright Road and 1-95 which is being planned for the Lowes Home Improvement Center Furthermore, this location within the Quantum Park PID is being planned to have retail shops and restaurants, an entertainment complex such as a movie theatre, and the skating rink, which are all complimentary and compatible Staff will emphasize the necessity to apply design standards to these retail and commercial uses to maximize visual compatibility and recognize the unique setting within this industrial park. All uses located within the city shall conform to the performance standards set forth, and shall be construed, maintained and operated so as not to be a nuisance or hazard to persons, animals, vegetation or property located on adjacent or nearby properties or right-of-way; or to interfere with the reasonable use or enjoyment of adjacent or nearby property by reason of noise, vibration, smoke, dust, or other particular matter; toxic or noxious matter; odor, glare, heat or humidity; radiation, electromagnetic interference, fire or explosive hazard, liquid waste discharge, or solid waste accumulation. Furthermore, no use shall be carried out so as to create any nuisance or hazard which is in violation of any applicable federal, state, county or city law or permit, and all such laws and permits are adopted as performance standards in these zoning regulations. To evaluate the Chapter 2, Section 4 N , Performance Standards of the Land Development Regulations, the applicant has prepared a response that addresses each of the eleven standards The responses are found in Exhibit "B" - Performance Standards. An analysis of the applicant's responses indicates that the project will demonstrate compliance with the performance standards. RECOMMENDATION Supported by the information provided herein, staff recommends that the list of permitted uses for the Quantum Park PID be amended to include ice skating rinks on lots designated with the "Commercial" use option No conditions of approval are recommended by staff; however, if the Planning & Development Board and City Commission place conditions on the approval, said conditions will be listed in Exhibit "C" - Conditions of Approval.
