Proposal
The subject property is vacant and consists of 6 55 acres The site is thickly
vegetated with Slash Pine, Scrub Oak and Saw Palmetto, and also with
exotic species including Australian Pine and Brazilian Pepper To the west
of the site along the High Ridge Road right-of-way, is a row of street trees
and a 20-foot wide, maintained grass area which provides some screening
for the adjacent uses. To guide the proper preservation of native species, an
environmental survey and tree management plan will be conducted and
prepared.

a. Traffic
skating facility and related parking (see Exhibit "B" - proposed site plan>
A traffic statement for the project was prepared by Pinder Troutman
Consulting, Inc. This project will comply with the county's traffic
performance standards as it is related to the 1 ,099 trips, leaving 40,000+
trips for future development. Confirmation has been received from Palm
Beach County Traffic Division that the project meets traffic performance
standards
b. Drainage - Conceptual drainage information was provided for the city's review The
city's concurrency ordinance requires drainage certification at time of site
plan approval The Engineering Division is recommending that the review of
specific drainage solutions be deferred to time of permit review, when more
complete engineering documents are required
Driveways.
Parking Facility.
Landscaping
Proposed on-site traffic circulation consists of a 27 -foot wide loop drive with
two 24-foot wide, one-way access points to a access road to the north
The proposed vehicular use area will provide parking areas containing the
required 9 foot by 18 foot spaces
There are 292 parking spaces proposed, including seven (7) spaces
designated as handicapped accessible. The parking plan will meet ADA
requirements for this use, and provides for 76 surplus spaces. Regulations
for the Planned Industrial Development zoning district require the number of
parking spaces be based on number of employees and visitors, however, as
employment information is unknown and the term visitors is truly undefined,
minimum required parking spaces were determined based on a parking
study An independent qualified traffic consultant prepared, and submitted,
a parking study utilizing first-hand documentation of parking patterns of a
similar arena of less square footage, in a similar setting to the proposed
Quantum Park facility It was found that there was a generated peak
demand of 127 spaces, with Friday night and Saturday afternoon being the
peak use periods. Based on proposed building square footage, the
Quantum Park facility will generate the need for 123 8% more parking than
the comparable facility The study also categorized the parking area usage,
and found that significant amount of vehicles were involved in car pooling
(consisting of one adult and three or four children who would park for the
duration) The remainder of users consisted of a small percentage of cars
arriving (and parking) with one adult and single child and parking, and a
small percentage of vehicles that would not be parked, but only use drop-off/
pick-up facilities. To further provide for realistic parking needs, staff
recommends that space be allocated for a minimum of two buses. Lastly, it
should be noted that attempts have been, unsuccessful to date, to negotiate
an agreement with Tri-Rail to facilitate a shared parking arrangement to
accommodate unanticipated peak parking demands.

comments are incorporated Special attention shall be given to preserving
any existing landscape features along the adjacent rights-of-way, and
maintaining (and enhancing with relocated species) the natural buffer
located along the east side of the property, immediately opposite the railroad
right-of-way It should be noted that preservation of this natural I buffer
would be contrary to that required by the master perimeter buffer plan.
However, given the minimal visibility (from off-site) of this portion of the
buffer, the quality of the natural vegetation, and separation from that portion
of the improved buffer, a master plan modification plan may be justified
The south side (rear) of the project could benefit by the addition of canopy
trees to buffer the rear fa~ade, however, the existence of an easement will
limited vegetation in this vicinity to selected palm tree species.
Building and Site
Regulations.
Building and site regulations will fully meet code requirements when staff
comments are incorporated into the permit drawings.
Community Design
The proposed building facade, as viewed from Gateway Boulevard, will
enhance the character of this predominately industrial use area. The new
structure will receive surface treatments and colors of gold stucco walls
accented with beige mouldings and blue window trim The proposed
building is distinctive, yet complements the surrounding development.
Signage
A proposed signage detail was submitted as part of this site plan review
The approved Quantum Park signage plan allows one monument sign, per
parcel, with a maximum sign dimension of 7 feet high by 14 feet wide, and
64 square feet of sign face The submitted site plan utilizes one
freestanding entry monument sign designed to be 3 feet 6 inches high and
12 feet wide, and one wall sign measuring 3 feet 9 inches high and 29 feet
long, or 108 square feet. The maximum wall sign area that is allowed along
the intended wall is 450 square feet. In the future, if the developer decides
that they need to increase the number of signs, or propose a sign design
change inconsistent with the approved sign program, they will need to
request a sign program modification, as a separate submittal.
RECOMMENDATION.
The Planning and Zoning Division recommends approval of this site plan request, subject to the
comments included in Exhibit "C" - Conditions of Approval The Technical Review Committee
(TRC) recommends that the deficiencies identified in this exhibit be corrected on the set of plans
submitted for building permit.

review schedule, please do the following steps listed below, and bring all documents to
the TRC meeting scheduled for August 3 1999'
1 Revise your plans incorporating all comments listed herein, including the addition
of notes on plans to confirm response to general statements/comments, and
bring 10 copies to the TRC review meeting (full sets including all pages originally
submitted),
2 Submit the additional information as requested within the attached comments (
i e traffic analysis, engineering certification, etc.)
3 Prepare a written response (7 copies) consisting of a list briefly summarizing how
each comment has been addressed on the revised plans or with the
supplemental information including location on the plans (this promotes an
expeditious 2nd review by staff and your project representatives during the TRC
meeting), and
4 Submit reductions (8 Y2 x 11) for the proposed site plan, elevations and
landscaping plan (this is required for the final report and public presentation)

Comments.
1 All utilIties easements shall be shown on the rectified landscaping
drawings so that we may determine which trees may interfere with
utilIties In general, palm trees will be the only tree species allowed
within utility easements Canopy trees may be planted outside of the
easement so that roots and branches will not impact those utilities
within the easement in the foreseeable future LDR Sec 7 5-18 1 gives
public utilities the authority to remove any trees that interfere with
utility services, either in utility easements or public rights-of-way
2. Dept. of Health permits will be required for the water system serving this
project. (Sec. 26-12)
3 Fire flow calculations will be required demonstrating the CIty Code

We offer the following comments on this project:
GENERAL COMMENTS
1) All utilities easements shall be shown on the rectified landscaping drawings so that we may
determine which trees may interfere with utilities In general, palm trees will be the only tree
species allowed within utility easements Canopy trees may be planted outside of the easement so
that roots and branches will not impact those utilities within the easement in the foreseeable future
LDR Sec 7 5-18 1 gives public utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way
2) Dept. of Health permits will be required for the water system serving this project. (Sec 26-12)
3) Fire flow calculations will be required demonstrating the City Code requirement of 1500 g p.m. as
stated in LDR chap 6, Art. IV, Sec 16, or the reqUIrement imposed by insurance underwriters,
whichever is greater (see Sec 26-16(a)) Please submit these calculations with your HRS permit
submittal
4) Sec 26-34(E) of the City Code reqUIres that a capacity reservation fee be paid for this project
either upon my request for signature on the Health Dept. application forms or withm 30 days of site
plan approval, whichever occurs first. This fee will be $8,246 70 based upon a 4-inch meter size
5) Comp Plan policy 3C.3 4 requires the conservatIon of potable water City water may not, therefore,
be used for IrrIgatIon where other sources are readIly avaIlable.
SPECIFIC CONDITIONS
1) Water and sewer lines to be owned and operated by the City shall be included within utility
easements Please show all proposed easements on the engineering drawings, using a minimum
width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in
Sec 26-33(a) of the Code
2) This office will not require surety for installation of the water and sewer utilitIes, on condItion that
the systems be fully completed, and given to the City before the first permanent meter IS set. Note
that setting of a permanent water meter is a prerequisite to obtaining the certificate of occupancy
3) LDR chap 6 Article IV, Sec 16 requires that all points on each building will be within 200 feet of
an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition, by
showing the coverage radius from all hydrants
4) A building permit for this project shall not be issued until this office has approved the plans for the
water and/or sewer improvements required to serve the project. (Sec 26-15)
5) The utilities plan and detail sheets reflect construction standards not approved by the CIty of
Boynton Beach. Please revise to reflect City-approved standards when submitting for Health
Department permit Also note that DIP water main piping is required by in our standards A free
copy of our standards, mcluding an AutoCAD format on CD-ROM may be obtained by callmg
742-6400
6) The water meter for this building should be tapped off of the on-site water main loop so as to
improve circulation, and avoid an additional roadway cut.

Dear Ms. Matras.
The purpose of this letter is to respond to comments from AI Federico of the Palm Beach
County Traffic Division, dated June 17, 1999, regarding the traffic impact statement for the
above referenced project. The comment related to the use of the trip generation rate from
Planet Ice in Palm Beach Gardens for this proposed facility
Because the proposed skating facility includes an 8,500 SF restaurant, which is not a part of
the Planet Ice facility, additional trips may be generated Based on discussions with County
staff, the trip generation calculations have been revised as shown on Attachment 1 The
driveway volumes have subsequently been updated as proVided on Attachment 2
The Inventory of committed land uses within Quantum Park has also been updated showing
that the proposed land use and intensity are within the limits of the original approval of the
Quantum Park DRI, as shown on the revised Attachment 3 Therefore, the proposed project
is not subject to the Traffic Performance Standards.

Dear Mr-'farnowski.
Please be informed that on May 25, 1999, this office accepted your applications for use approval and new
site plan titled "Frozen Ponds of Boynton Beach" As we had discussed prior to submittal, the application would be
accepted, but would not be reviewed until reasonably complete. As the application lacks a complete landscape plan,
the application will be held for processing until all required elements of the submittal are received.
I should also inform you that the height of the building exceeds the maximum height allowed by code by 3 feet 4
inches (the maximum height allowed in the PID Zoning District is 45 feet). This early comment is forwarded to you
prior to initiating the review to enable you to begin considering the necessary design alternatives to meet the height
restriction.
Please prepare complete landscaping plans and bring them to the office where we will request that you or your staff
properly insert missing plan pages into the original plan sets to ensure proper placement and complete assembly
Alternately you may submit complete sets of plans to entirely replace the original submittal. Once the plans are
complete, the review process will begin.
Please contact our staff if you have any questions or need further assistance. I look forward to working with you on
this one-of -a-kind project in Boynton Beach.

Administrative Code requires all special districts each year to complete and return to the Department of Community
Affairs, Special District Information Program (SDIP), the Special District Update Form. Please review this form
carefully, provide any missing data, and make any necessary changes. Then have the registered agent sign, date,
