Agent: C T Tarnowski for Scott - Blackeslee - Disher, Architects Location: Lot 90 1, Quantum Park PID (east of High Ridge Rd., north of Gateway Blvd.) File No. NWSP 98-020 Land Use: Industrial (I) Zoning: Planned Industrial District - (PID) Type of Use: Professional offices No. of Bays: N!A Square Footage: Site Area. 59,103 square feet (1.357 acres), Building Area. 10,178 square feet Surrounding land uses and Zoning: (see Exhibit "A" -location map) North - Vacant lot 89 2 within the Quantum Park PID and designated for office or industrial uses, South - High Ridge Road and access road to the Tri-Rail Station, and farther south, vacant lot 91 1 within the Quantum Park PID and designated for office, industrial or commercial uses, East - The vacant portion of lot 90 3, within the Quantum Park PID, which is the location of the Tri-Rail Station, and West - High Ridge Road right-of-way, and farther west, vacant lot 86 within the Quantum Park PID and designated for office or industrial uses Site Characteristics: The site is currently an undeveloped, 1 357 acre lot within the Quantum Park PID Existing site vegetation consists of various tree species including Australian Pine, Acacia, Guava, Palm, Scrub Oak and Sand Pine Request: The developer is proposing the construction of a 10,178 square foot, 23 foot high, one-story professional office building with related parking (see Exhibit "B" - proposed site plan) Approximately one-half of the building would be utilized by the subject applicant's, the architectural firm of Scott - Blackesee - Disher Concurrency: a. Traffic- A traffic study was prepared by the applicant and submitted to the Palm Beach County Traffic Division for review As a condition of approval, the Planning and Zoning Division requires written confirmation from the county that the project will comply with the county's traffic ordinance A / " Gateway Professional Building Memorandum No. PZ 9-003 Page 2 condition was included to ensure the proper review by the county b. Drainage - Conceptual drainage information was provided for the city's review, including confIrmation from a cenifIed engineer that the project's drainage will conform to all applicable rules, regulations and codes The city's concurrency ordinance requires drainage cenifIcation at time of site plan approval The Engineering Division is recommending that the review of specifIc drainage solutions be deferred to time of permit review Driveways: The proposed project will be accessed from a 32 foot wide driveway (the maximum allowed) cut from High Ridge Road. Parking Facility. Proposed parking spaces total 46 (including 2 accessible spaces), which exceed the total required by both per employee and per square footage methodologies The plan does currently meet the parking requirements as stated in the Land Development Regulations, Chapter 2 - Zoning and ADA requirements for this use Landscaping: With both trees and a hedge to be placed in the intemallandscapiOg buffer, and additional landscaping placed in the buffer located adjacent to the right-of-way, proposed landscaping would exceed minimum code requirements Building and Site: Building and site regulations will fully meet code when staff comments are incorporated into the permit drawings Community Design. A centralized, single-story, professional office building with a central entry feature consisting of high, double archway openings beneath a raised parapet. The color of the building is a dark tera-cotta (coronado) with a low wall being used in lieu of foundation landscaping The lower ponion of the walls and the window trim are to be a brown color All details, such as the cornice, decorative band, and molding are soft and therefore will likely blend with the building color Several adjacent and nearby lots remain undeveloped. Therefore, no adjacent buildings, except for unique uses not visible from the subject property, exists on which to compare this proposed building The subject project will represent a positive base on which future development will be compared. Signage: The proposed project will only consist of a site sign (no building signage) Except for sign color, the proposed plans indicate consistency with the Quantum Park sign program. With respect to color, a condition of approval specifically lists the colors to which the sign must conform. RECOMMENDATION. The Planning and Zoning Division recommends that this request for site plan approval be approved, subject to the comments included in Exhibit "c" - Conditions of Approval. In general, palm trees will be the only tree species allowed within utility easements. Canopy trees may be planted outside of the easement so that roots and branches will not impact those utilitIes withm the easement m the foreseeable future.
