Dear Mr Rumpf-
The applicant proposes to develop a 10,200 SF general office building within Quantum Park
in the City of Boynton Beach. The site IS located on the east side of High Ridge Road north
of Gateway Blvd. Access to the site IS via one (1) driveway connection to High Ridge Road
The Quantum Park DRI IS an approved project, and IS considered a PrevIous Approval under
ArtJcle 15, Traffic Performance Standards, of the Palm Beach County Unified land
Development Code (UlDC) The proposed land use and intensity are Within the limits of the
onglnal approval of the Quantum Park DRI, therefore, the proposed project is not subject to
the Traffic Performance Standards.
The 10,200 SF office building will generate 238 new daily trips, 29 new AM peak hour trips
and 33 new PM peak hour trips as shown on Attachment 1 Dnveway volumes are provided
on Attachment 2

Site Characteristics:
The site is currently an undeveloped, 1 357 acre lot within the Quantum Park PID
Existing site vegetation consists of various tree species including Australian Pine,
Acacia, Guava, Palm, Scrub Oak and Sand Pine
Request:
The developer is proposing the construction of a 10,178 square foot, 23 foot high,
one-story professional office building with related parking (see Exhibit "B" -
proposed site plan) Approximately one-half of the building would be utilized by
the subject applicant's, the architectural firm of Scott - Blackesee - Disher
Concurrency'
a, Traffic-
A traffic study was prepared by the applicant and submitted to the Palm
Beach County Traffic Division for review As a condition of approval, the
Planning and Zoning Division requires written confirmation from the
county that the project will comply with the county's traffic ordinance A

condition was included to ensure the proper review by the county
b, Drainage - Conceptual drainage information was provided for the city's review,
including confirmation from a certified engineer that the project's drainage
will conform to all applicable rules, regulations and codes The city's
concurrency ordinance requires drainage certification at time of site plan
approval The Engineering Division is recommending that the review of
specific drainage solutions be deferred to time of permit review
Driveways: The proposed project will be accessed from a 32 foot wide driveway (the
maximum allowed) cut from High Ridge Road.
Parking Facility- Proposed parking spaces total 46 (including 2 accessible spaces), which exceed the
total required by both per employee and per square footage methodologies The
plan does currently meet the parking requirements as stated in the Land
Development Regulations, Chapter 2 - Zoning and ADA requirements for this use
Landscaping: With both trees and a hedge to be placed in the internal landscaping buffer, and
additional landscaping placed in the buffer located adjacent to the right-of-way,
proposed landscaping would exceed minimum code requirements
Building and Site: Building and site regulations will fully meet code when staff comments are
incorporated into the permit drawings
Community Design. A centralized, single-story, professional office building with a central entry feature
consisting of high, double archway openings beneath a raised parapet. The color
of the building is a dark tera-cotta (coronado) with a low wall being used in lieu of
foundation landscaping The lower portion of the walls and the window trim are
to be a brown color All details, such as the cornice, decorative band, and
molding are soft and therefore will likely blend with the building color Several
adjacent and nearby lots remain undeveloped. Therefore, no adjacent buildings,
except for unique uses not visible from the subject property, exists on which to
compare this proposed building The subject project will represent a positive base
on which future development will be compared.
Signage: The proposed project will only consist of a site sign (no building signage) Except
for sign color, the proposed plans indicate consIstency with the Quantum Park sign
program. With respect to color, a condition of approval specifically lists the
colors to which the sign must conform.
RECOMMENDATION.
The Planning and Zoning DiVIsion recommends that this request for site plan approval be approved,
subject to the comments included in Exhibit "C" - Conditions of Approval Staff also recommends that
the deficiencies identified in this exhibit be corrected on the set of plans submitted for building permits

1 All utilities easements shall be shown on the rectified landscapmg
drawmgs so that we may determme which trees may mterfere with
utIlities. In general, palm trees wIll be the only tree species allowed
wIthin utIhty easements. Canopy trees may be planted outside of the
easement so that roots and branches wIll not impact those utIlities wIthin
the easement m the foreseeable future. LDR Sec. 7.5-18 1 gives public
utlhtIes the authonty to remove any trees that mterfere with utihty

determine which trees may interfere with utilities In general, palm trees will be the only tree
species allowed within utility easements Canopy trees may be planted outside of the easement so
that roots and branches will not impact those utilities within the easement in the foreseeable future
LD R Sec 7 5-18 1 gives public utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way
2) Dept. of Health permits may be required for the water system extensIOns serving this project. (Sec
26-12)
3) Fire flow calculations will be required demonstrating the City Code requirement of 1500 g p.m. as
stated in LDR chap 6, Art. Sec 16 or the requirement imposed by insurance underwriters,
whichever is greater (see Sec 26-16(a)) Please submIt these calculations with your Health
Department permit application and plans
4) Sec 26-34(E) of the City Code requires that a capacity reservation fee be paid for this project
either upon my request for SIgnature on the Health Dept. application forms or within 30 days of site
plan approval, whichever occurs first. This fee will be $790 02 based upon one I-inch meter size
5) Comp Plan polIcy 3C.3 4 requires the conservatIOn of potable water City water may, therefore, not
be used for lITIgatIOn where other sources are readily aVaIlable.
SPECIFIC CONDITIONS
1) This office will not require surety for installation of the water and sewer utilIties, on condition that
the systems be fully completed, and given to the City before the first permanent meter is set. Note
that setting of a permanent water meter is a prerequisite to obtaining the certificate of occupancy
2) Appropriate backflow preventers will be required on the domestic water service to the building,
and the fire sprinkler line if there is one, in accordance with Sec 26-207
3) A building permit for this project shall not be issued until this office has approved the plans for the
water and/or sewer improvements required to serve the project. (Sec 26-15)
