The site has been cleared, filled and repeatedly disturbed by off-road vehicles. According to an environmental assessment prepared in June, 1999 by Environmental Services, inc., one endangered Large Flowered Rosemary shrub and one Gopher Tortoise burrow has been located on site. Therefore, the applicant must obtain a permit from the State of Florida to relocate both species to the satisfaction of the appropriate state agency The necessary permits and relocation must occur prior the issuance of building permits. To the north of the site along the Park Ridge Boulevard right-of-way, is a row of five street trees and an 18 foot wide maintained grass area which provides some screening for the adjacent uses. There is no other significant vegetation on the site Proposed Development: The developer is proposing construction of a 10,022 square foot, one story building, where the assembly of automated packaging machines will be conducted, and related parking. (see Exhibit "B" - proposed site plan) Concurrency a. Traffic - A traffic statement for the project was prepared by Pinder Troutman Consulting, Inc. Preliminary analysis indicates that this project will comply with the county's traffic performance standards as it is related to the 63,752 maximum trips permitted in the Quantum Park development. This facility will generate 67 daily trips, leaving 40,000+ trips for future development. Staff has received confirmation from the Palm Beach County Traffic division of traffic standards compliance. b. Drainage - Conceptual drainage information was provided for the city's review The city's concurrency ordinance requires drainage certification at time of site plan approval. The Engineering Division is recommending that the review of specific drainage solutions be deferred to time of permit review, when the necessary engineering documents are required. It should be noted that this site is serviced by master drainage facilities managed by the Quantum Community Development District (QCDD) Board of Commissioners. Approval to connect to and use district facilities requires approval from the QCDD through their established permit process. Driveways Proposed on-site traffic circulation consists of a loop drive with one twenty seven (27) foot wide drive aisle access point on High Ridge Road reducing to a twenty four (24) foot wide drive aisle access point on Park Ridge Road The proposed twenty seven (27) foot wide vehicular use area will provide areas containing the standard (9' x 16') and (9' x 18') parking spaces Parking Facility There are 26 parking spaces proposed, including two (2) spaces designated as handicapped accessible The parking plan will meet the city's Land Development Regulations, Chapter 2 - Zoning and ADA requirements for this use, and provides no surplus spaces Regulations for the Planned Industrial Development zoning district "2. The parking requirements are one (1) space for every 300 square feet of office space, and one (1) space for every 500 square feet of warehouse space Landscaping The landscaping of the site will fully meet code requirements when staff comments are incorporated. Special attention will be given to preserving the existing right-of-way landscape feature to the north of the lot, which consists of five (5) right-of-way street trees Building and Site Regulations Building and site regulations will fully meet code requirements when staff comments are incorporated into the permit drawings. Community Design Plan The proposed building facade, as viewed from either right-of-way, has been designed to be architecturally compatible to this predominately industrial use area. The new structure will receive surface treatments and colors of yellow, light gray and white cementitious finished walls accented with white moldings and window trim The proposed building is distinctive, yet complements the surrounding development. Lastly I prior to issuance of permits, the site plan must be approved by the Quantum Park design review committee Signage A proposed sign age detail was submitted as part of this site plan review The approved Quantum Park signage plan allows one monument sign, per parcel, with a maximum sign dimension of 7 feet high by 14 feet wide, and 64 square feet of sign face and/or a wall sign with the square footage equal to 1 5 times the linear length of the applicable wall. The submitted site plan utilizes one wall sign style proposed at two different building entry points Each wall sign consists of 5 - six (6) square foot letters combined to providing 30 square foot sign, for a total of 60 square feet. In the future if a site sign is desired, the sign must conform to the established sign program for the Quantum Park PID RECOMMENDATION. The Planning and Zoning Division recommends approval of this site plan request, subject to the comments included in Exhibit 'c" - Conditions of Approval The Technical Review Committee (TRC) recommends that the deficiencies identified in this exhibit be corrected on the set of plans submitted for building permit. xc: Central File J.
