Dear Ms. Matras.
It is proposed to develop an Office/Warehouse building with 4,000 SF of Office and 6,000 SF
of Warehouse on lot 51-D of Quantum Park In the City of Boynton Beach. The site IS
located on Park Ridge Boulevard and High Ridge Road Access to the site is via one (1)
driveway to Park Ridge Boulevard and one (1) driveway to High Ridge Road
The proposed development is prOjected to generate 67 daily tnps, 25 AM peak hour trips
and 26 PM peak hour trips as shown on Attachment 1 Driveway volumes are provided on
Attachment 2
The Quantum Park DRI is an approved project, and is considered a Previous Approval under
Article 15, Traffic Performance Standards, of the Palm Beach County Unified land
Development Code (UlDC) The proposed land use and intensity are within the limits of the
original approval of the Quantum Park DRI, as shown on Attachment 3, therefore, the
proposed project is not subject to the Traffic Performance Standards.

An EnvIronmental Services, Inc., biologist conducted a Prehmmary EnvIronmental Assessment
of Lot 51-D, Quantum Park on 15 June 1999 to map biotic commumty types and to determine
the presence of any species or habitats hsted as protected by federal, state, or local agencies. The
survey was authonzed by Mr Eduardo Sordo. The property comprises 1.209 acres and is located
on Park Ridge Boulevard, south of Gateway Boulevard, Range 43, Townsmp 45, Section 31, in
Boynton Beach, Palm Beach County, Florida (Figure 1). Results of this investigation and
recommendations for permlttmg are presented in thIs report.
II. METHODS
A. Current Site Conditions and Use
Present-day development and other indications of land use on the property were identified
during field reconnaissance and from 1995 aerial photographs (1 "=200' scale) obtained
from Palm Beach County Property Appraiser's Office.
B. Soils
Site sod types were determined by review of Soil Survey of Palm Beach County Area,
Florida (USDA Soil Conservation Sernce 1978) and by observation of soil
characteristIcs on the property
C. Wetlands
Wetland protectlOn IS mandated under both federal and state regulations. The U.S. Army
Corps of Engmeers (CE) regulates activities m Waters of the United States pursuant to
The Clean Water Act (PL92-500 Section 404) as further defined in the CE regulatory
program (33 CFR 320-330). The State of Flonda Department of EnVironmental
ProtectlOn (DEP) has established wetland identificatlOn and permitting processes at
Chapters 62-330, 62-340 and 62-312 of the Florida Administrative Code (F AC). Current
federal and state wetland definitions are derived from the original definition found m 33
CFR 328.3, Identifying wetlands as "those areas that are mundated, or saturated by
surface or ground water at a frequency and duration sufficient to support, and that under
normal circumstances do support, a prevalence of vegetation typically adapted for hfe m
saturated soil conditions." DehneatIon of federally regulated Jurisdictional wetlands IS
determmed by the Corps of Engineers Wetlands Delineation Manual (USAE Waterways

D. Vegetation
A bIOlogIst conducted comprehensive pedestrian transects across the SIte to map bIOtIC
commumty boundaries and to detect any presence of protected vegetation (listed speCIes,
communities, or specimen trees), as defmed in the Development Order, Ordinance No
84-51, Ordmance of the CIty of Boynton Beach, SectIon 6. BIotic community boundanes
were defmed utilizing Florida Land Use, Cover and Forms Classification System
(FLUCFCS) (Flonda Department of Transportation 1985) based on types and extent or
lack of plant species. All observations were recorded in the field on a 1995 (1 "=200'
scale) aerial photograph of the property The location of any plant species listed on
Florida Endangered Species, Threatened Species, and Species of Special Concern
Official Lists (Wood 1997) were mapped.
E. Wildlife
Evidence of wildlife utilization of the property was recorded during field reconnaissance
of the parcel, with special emphasis to determine locations of any state or federal lIsted
wildlife species on the Florida Endangered Species, Threatened Species, and Species of
Special Concern Official Lists (Wood 1997).
III. RESULTS
A. Current Site Conditions and Use
The parcel is currently undeveloped open land bordered by roadways to the north and
east, a vehicle path along the western boundary, vacant land to the west, and commercial
development to the east. The entire SIte has been filled. Site topography is relatIvely flat
to gently sloped (Figure 1). The site supports a mIxture of landscape and exotIc/nUIsance
plant cover

The current soil is fill matenal, very sunilar to the soil classified as Arents-Urban land
complex m the Soil Survey of Palm Beach County, Flonda. TIns complex consists of
nearly level, somewhat poorly drained, sandy soils and urban land. The solis formed m
tluck layers of sandy fill material that were placed over low, wet mineral soils to make
the areas sUitable for urban use. TIns complex is found throughout the project site. It is
common to many areas such as golf courses, subdivIsions, condommmm developments,
roadways, busmess or mdustnal areas, reclaimed borrow pits, and other areas filled over
but not yet developed.
No hydnc soils occur on the property
C. Wetlands
Dunng field reconnaissance, all of the property was verified as upland by the absence of
hydric soils, hydrophytic vegetation asSOCiations, and indicators of wetland hydrologic
characteristics.
D. Vegetation
One listed plant species occurs on the property Large flowered rosemary (Conradina
grandiflora) (Table 1). The remainder of site vegetation consists of a mixture of exotic
and nuisance trees, landscape plants, and herbaceous, weedy vegetation. The majority of
the property is covered by plants typically associated with disturbed sites. Several exotic
trees have colonized the southern, eastern, and western portions of the property and are
scattered throughout the open field. The northern portion of the property is currently
planted with landscape plants. Vegetative communities, defined accordmg to FLUCFCS,
are depicted in Figure 3
One general vegetation community, FLUCFCS 193 was identified on site:
· Urban Land in transition without posItive mdicators of intended activity.
Vegetation includes scattered exotics such as earleaf acacia (Acacia
auriculaeformis), Brazilian pepper (Schinus terebinthifolius), and various weedy
herbaceous plants and grasses. An area of landscaped vegetation consisting of
black ohve (Bucida buceras) and Washington palm (Washingtonia robusta) eXIsts
at the southern and northern perimeters of the property A few oaks (Quercus
myrtifolia) and scattered sand pines (Pinus clausa) along with exotic and nuisance
species occur along the western boundary
E. Wildlife
1 ~ Utihzatlon. Wildlife observed on site consisted only of one active
gopher tortoise (Gopherus polyphemus) burrow (Table I).

IV CONCLUSIONS AND RECOMMENDATIONS
The disturbed nature of thIs property is mdIcated by the occurrence of fill matenal and exotIC and
nuisance vegetatIon across the sIte.
Local government ordmances may requIre preservatIon or relocatIon of mdividual native trees
and plants. Listed plant speCIes should be relocated or incorporated into any requIred preserve
areas. Additionally, m accordance with the Quantum Park Development Order and WIth local
government rules, all exotic plant species occurring on the property must be eradIcated. The
earleaf acacia and Brazihan pepper which occur on-SIte must be removed dunng the development
process.
The gopher tortOIse burrow may be left undIsturbed, but would require a 30- to 50-foot radius of
buffer surrounding It. A relocatIon or incidental take pemut may be obtained from Flonda Game
and Fresh Water Fish Commission If the burrow area is to be developed. A relocatIon permIt
would allow for relocation of the tortoise to an approved off-site preserve.

Assessment (ESA) for Lot 51D of the Quantum Park development located adjacent to

ESA was provided in the form of a signed agreement dated May 26, 1999 between G T

The Phase I ESA is designed to make the chent aware of recognized environmental
conditions as defined under ASTM 1527-97, which may have an adverse environmental

Field reconnaissance for the Phase I Environmental Site Assessment was performed on
June 2, 1999 Access to the subject site and an explanation of the property and facilities
to be included in the assessment was provided by Mr Eugene Gerlica of Mock Roos &
Associates, Inc
2 1 Regulatory Research
Pertinent and available listings of environmental concern on or near the subject site were
reviewed pursuant to the requirements in ASTM 1527-97 for evidence of activities which
may have an adverse environmental impact on the subject site A summary of our findings
is as follows
a. National Priorities List (NPL) - The NPL is an mventory of facilities and/or
locations with confirmed environmental contamination. These sites fall under the
Comprehensive Environmental Response, Compensation and Liability Act of 1980
(CERCLA) and the Superfund Amendments and Reauthorization Act of 1986
(SARA) and are often referred to as "Superfund" sites The NPL is maintained by
the Environmental Protection Agency (EPA) and allows them to rank those sites
according to the extent of environmental health and safety concerns and schedule
them for remedial action. No NPL Sites were listed within one (1) mile of the
subject site.
b Facility Index Svstem List (FINDS) - The FINDS database is a centralized file of
facilities regulated by the major environmental programs within the EP A. The
FINDS list is concerned with operations conducted at sites and indicates the
potential for environmental problems due to these operations It contains basic
facility information such as name, address and the EP A identification number It
also "points to" or identifies specific EPA databases which contain environmental
informatlOn on a given facility Source identifications are provided to enable
locating a specific facilIty record within the EP A database(s) indicated by the
FINDS data. There were thirteen (13) FINDS sites listed within three-quarter
mile of the subject property These included

of the sites investigated through CERCLA wIll be placed on NPL for remedial
action and will be included in the Sites Enforcement Tracking System (SETS) for
identification of potential liability No CERCLIS sites are listed within one (1)
mile of the subject site.
d Site Enforcement Tracking: System (SETS) - SETS was created by EP A to identify
parties with potential financial responsibility for remediation of uncontrolled
hazardous waste sites The SETS data includes the potentially responsible person
name and address, a company contact person, the date the notice was Issued, and
the related CERCLA site name and identification number No facilities listed
under the SETS database system were located within one (1) mile of the subject
property
e RCRA Administration Action Tracking System (RAA TS) - The RAA TS database
provides information regarding RCRA (Resource Conservation and Recovery Act)
violators and the results of any action taken by the EPA against the violator No
RCRA violators were listed within one (1) mile of the subject site.
f Toxic Release Inventory System (TRIS) - Section 313 of the Emergency Planning
and Community Right-to-Know Act (also known as SARA Title III) of the
Superfund Amendments and Reauthorization Act (SARA) of 1986 (Public Law 99-
499) requires EP A to establish an inventory of toxic chemical emissions from
certain facilities The purpose of Section 313 is to inform the public of the
presence of chemicals in their communities and releases of these chemicals into the
community

The purpose of this reporting requirement is to inform the public and government
officials about routine and accidental releases of toxic chemicals to the
environment. The reporting requirement applies to owners and operators of
facilities that have 10 or more full-time employees, that are in Standard Industrial
Classification (SIC) codes 20 through 39 (i e , manufacturing facilities) and that
manufacture (including importing), process or otherwise use a listed toxic chemical
in excess of specified threshold quantities There were two (2) reported releases
of toxic materials within one-quarter mile of the subject site. These included

Review of database information did not indicate the potential for these sites to have
an adverse environmental affect upon the subject property Because of this, we do
not consider them to be a potential environmental concern to the subject property
at the time of our reconnaissance
g Emergency Response Notification System List (ERNS) - The ERNS is a national
computer database used to store information on releases of oil and hazardous
substances The ERNS list identifies those facilities and/or locations that have been
reported to EP A under the ERNS because of the release of potentially hazardous
material.
The ERNS database is extremely limIted in the locational information provided
This database attempts to identify three (3) locations the location of the spill, the
location of the discharge organization, and the location of the individual or
organization that reported the spill No ERNS sites were reported within the
same zip code within one-quarter mile of the subject site. There were no

The Dry Cleaner Solvent Cleanup Program database is a listing of all facilities that
have applied for this program eligibility There were no facilities located within
one-half mile of the subject property which have applied for eligibility under
the Dry Cleaner Solvent Cleanup Program.

2.2 Aerial Photograph Review
Aerial photographs for the years 1965, 1968, 1973, 1977, 1984, 1989 and 1993 were
obtained from Palm Beach County to check for visual evidence of land use activities that
may indicate a potential adverse environmental impact upon the subject property Based
upon our review, the following observations are provided
1965 The subject property and surrounding properties appear to be primarily
vacant, undeveloped land. Interstate 95 is not evident, however, the railroad
is evident to the east.
1968 The subject property is the same
1973 Gateway Boulevard (22nd A venue NW) is now evident under construction.
The subject site is still virgin, undeveloped land.
1977 Gateway Boulevard is completed Interstate 95 is now evident to the east.
The subject property is the same
1984 High Ridge Road now exists running north to south along the eastern portion
of Quantum Park. The subject property remains virgin and undeveloped
1989 The manmade lakes currently located within Quantum Park are now evident
as they are in current day configuration. Quantum Boulevard, Quantum Lakes
Drive and Park Ridge Road are all evident. The Publix facility located on
property to the south is evident. A Florida Power SubstatIOn now exists to the
southeast of the site No evidence of development other than the construction
of lakes and some roadways adjacent to the subject property The subject
property is still wooded and undeveloped.
1993 A series of office buildings are now evident on adjacent property to the west.
Subject property remains the same
Throughout the aerial photographs history, there was no evidence of structures or
improvements noted on the Quantum Park development other than the construction of
various manmade lakes as they exist today There were no potential environmental
concerns noted with any of the development on surrounding properties or the subject
property
2 3 Quadrangle Map Review
Review of the Lake Worth, Florida U S Geological Survey Quadrangle Map dated 1945
and photorevised in 1983 (based upon aerial photographs taken in 1942 and 1980) indicates
elevation at the subject site ranges from approximately 10 to 40 feet above mean sea level
from the western to eastern portion of the property There was no indication of structures
or development on the subject property, or potential environmental concerns noted.

2 6 On-site Reconnaissance
An on-site visual reconnaissance of the property and improvements for indications of
possible envirorunental concerns was conducted on June 2, 1999 by Denise M Bennett,
Senior Envirorunental Technician for N&A. The reconnaissance consisted of
systematically traversing the site to provide an overlapping field of view
Where possible, photographs were taken to document envirorunental concerns Appendix
C contains the photographs taken during the site reconnaissance The following items
were included in the on-site reconnaissance
1 a. Property
The subject property is an undeveloped lot (51D) of the Quantum Park
development located adjacent to Quantum Boulevard in Palm Beach County,
Florida A site vicinity map is included in Appendix A
b Structures and Improvements
The subject property consists of a vacant lot (51D) within the Quantum Office Park
development. Generally, there was no indication of development or previous or
existing structures on Lot 5ID The lot was covered with various stages of
vegetation from dense to sparse in quantity Some minor amounts of debris and
other minor uncontrolled dumping was noted Although none of this material
constitutes a potential envirorunental concern to the subject property, these
materials should be removed and properly disposed of prior to lot development
There were no potential envirorunental concerns noted at the time of our
reconnaissance

3 0 SUMMARY AND CONCLUSIONS
We have performed a Phase I ESA in conformance with the scope and limitations of
ASTM standard 1527-97 of the subject property as described under Section 1 1 of this
report. This assessment has revealed that no evidence of potential environmental concerns
exist on-site for the subject property There are properties off-site in the vicinity which
contain conditions that are classified as "potential environmental conditions" but these are
either at a distance that the subject property will not be affected, and (or) the responsibility
for any remedial activity will be with the facility owner or the State of Florida.
This survey represents an appropriate inquiry and investIgation of the subject property to
determine the existence of contamination based on.
o Apparent possible sources of on-site contamination.
o Apparent possible neighboring sources of contaminatiOn.
o Regulatory information obtained from Federal and State agencies. and
o Information regarding previous owners and operators
Based upon the information presented in the survey reported above. N&A has the
following conclusions and recommendations
1 Review of available federal and state environmental records mdlcate no sigmficant
evidence of environmentally suspicious land use at the subject site
2 Review of aerial photographs and topographic maps failed to indicate evidence of
environmentally suspicious land activities on the subject site or adjacent properties
3 Reconnaissance of the subject site did not indicate the presence of environmentally
suspiciOus activities or potential environmental concerns
4 Based upon the information presented and reported herein. N&A does not
recommend any additional environmental site assessment activities at this time
This report was prepared in conformance with ASTM Standard 1527-97. and no
"recognized environmental conditions" were encountered during the completion of

The field observations and research reported herein are considered sufficient in detail and
scope to form a reasonable basis for a general environmental assessment of the subject site
N&A warrants that the findings and conclusions contained herein were prepared in
accordance with generally accepted environmental assessment methods for the site
described in this report. These environmental methods were developed to provide the
client with information regarding apparent suspiCiOns of existing and potential adverse
environmental conditions relating to the subject property and were necessarily limited to
the conditions observed at the time of the site visit and research.
The report was also limited to the information available at the time it was prepared. In the
event responses requested by N&A from public agencies are provided to N&A following
the report, they will be forwarded to the clIent in the form received for evaluation by the
client.

The proposed plan for development of parcel 5l-D at the Quantum Park has been evaluated for the
purposes of accommodatmg the storm water runoff generated over the approXImate 1.21 acre sIte wIthm the
establIshed cntena of the Lake Worth Dramage DIstnct, South Flonda Water Management DIstnct and Palm
Beach County The project lIes wIthm the boundanes ofthe C-16 Canal Basm. The project borders HIgh
RIdge Road and Park RIdge Boulevard. It currently has a master storm water permIt for the entIre sIte and
a permItted dIscharge system to the C-16 Canal VIa the L.W.D.D E-4 Canal. It will contmue to have legal
posItIve outfall to the C-16 Canal subject to establIshed SFWMD cntena.
The eXIstmg topographIc features will be slIghtly altered to promote collectIon and dIscharge of
surface water northwesterly mto a stub out whIch currently connects to the eXIstmg permItted dramage
system of the Quantum Park Surface Water Plan. The proposed posItIve dramage plan IS m conformance
wIth SFWMD PermIt No 50-0l503-S
The project's proposed storm water management system IS capable of adequately accommodatmg
a lO-year, 3-day desIgn storm event through proposed runoff storage and dIscharge facilItIes. The SIte
dramage system IS capable of protectmg the eXIstmg and proposed buildmgs from floodmg dunng a 100-year
storm event and the penmeter of the SIte IS capable ofbemg bermed to prevent off-SIte dIscharge from a 25-
year, 72-hour storm event.

Our office has researched the available plans for nearby water and samtary sewer facIhtIes
that are available to the sIte and dIscussed the project WIth the CIty of Boynton Beach UtihtIes. A
Conceptual Water and Samtary Sewer Plan has been prepared to depIct the proposed Improvements.
Samtary sewer servIce will be provIded to the sIte from an eXIstmg samtary sewer mams
located wIthm Quantum Park and adjacent to the sIte and currently servIcmg the adjacent facihtIes.
Potable water and fire system servIce will be provIded by eXIstmg mams located adjacent to the SIte
and currently servIcmg the adjacent facihtIes.
It IS our opmIOn that on-sIte potable water, fire and samtary sewer systems can be
Implemented to provIde servIce for the antICIpated level of development at the referenced SIte to
adhere to CIty of Boynton Beach UtihtIes and the Palm Beach County Pubhc Health Umt (HRS)
