The site is undeveloped and contains mature vegetation
concentrated mainly along the N W 22nd Avenue frontage
According to the recorded plat, Lot 1 (the subject parcel) contains
two drainage tracts that have separate lot designations that are
referred to as Lot 1-A. The eastern drainage tract is an 87 5 feet
wide canal easement. The western tract is a wet retention area
(lake) The tax map, however, conflicts with the recorded plat of
record since only a portion of the eastern tract is tied to the subject
property (Lot 1)
The developer has a contract to buy, and intends to develop Lot 1
only, to construct a 107 room Hampton Inn complex (see Exhibit B
- Site Plan) Lot 1-A will be separated from Lot 1 and recorded as
a separate tract of land and taxed separately as the owners of
each will be different. The Hampton Inn complex will contain a
64,160 square feet hotel, a 1,656 square feet office building and
115 parking spaces for employees and guests The eastern part
of the lot (approximately 9 acres), will not be developed at this
time It is a future expansion area of the hotel
Traffic concurrency was addressed, when the Quantum
Park PID was master planned, through a comprehensive
traffic study evaluated by the Palm Beach County Traffic
Division However, in order for the staff to determine
whether the project complies with the Palm Beach County
Traffic Performance Standards Ordinance, up-to-date traffic
counts for all developed/approved sites in Quantum Park
PID must be submitted
Insufficient drainage information has been submitted by the
applicant, thus precluding the Engineering Division from
certifying compliance with the City's drainage levels of
service Although required to be conducted at the site plan
level, the Engineering Division is recommending that this
review requirement be postponed to time of permit review
There are two driveways proposed to the property from N W 22nd
Avenue to be used by hotel employees and guests An additional
driveway will be constructed when the area reserved for future
expansion is developed
The western driveway has a width of 45 feet, which is in excess of
the 32 foot maximum width of a driveway allowed by the city code
However, an exception request, allowing the increased width of
the driveway was filed with the Development Department. The
reason why the developer is requesting this driveway width
exception is to provide a uniform width and align the centerlines of
both driveways located on opposite sides of N W 22nd Avenue
These driveways are the proposed western driveway on the hotel
property and the existing driveway of the Motorola property

RECOMMENDATION,
There are 115 on-site parking spaces to be provided With
anticipated total employment of 9 persons for the hotel and office
building, the City's Land Development Regulations, Chapter 2 -
Zoning requires 7 parking spaces in addition to parking spaces for
visitors (the number of spaces is not regulated by code, but is
determined by the petitioner) To date, the amount of parking
spaces for visitors has not been specified, however, the 108
parking spaces proposed is, arguably, a reasonable number for
visitor parking Therefore, it is recommended that the total of 115
parking spaces for the 107 room, 4-story hotel and 1,656 square
feet office building be accepted
The landscaping of the site will fully meet code requirements when
staff comments are incorporated
Building and site regulations will fully meet code requirements
when staff comments are incorporated
The proposed structure is characteristic of a hotel facility It is a
four story structure with a symmetrical layout for both floor plans
and elevations Hotel rooms are entered from the interior
circulation system The main entrance to the building is
emphasized with a canopy over the drop-off area The exterior
finish of the building is a combination of beige and cream stucco
The canopy is covered with roof tiles
The other building proposed on the premises is a small office
building separate from the hotel The exterior finish of this
building and the colors are the same as those of the main hotel
The submittal contains limited information regarding signage and
does not allow staff to evaluate whether proposed signs will fully
meet the requirements of the sign program approved for Quantum
Corporate Park, Therefore, staff recommends that all signs be
approved administratively at time of permit review, if the sign plans
comply with both the Quantum Corporate Park sign program and
the sign code
The Planning and Zoning Department recommends approval of this site plan request,
subject to the comments included in Exhibit C - Conditions of Approval The Technical
Review Committee recommends that the deficiencies identified in this exhibit be
corrected on the set of plans submitted for building permit.

1 Health Department permits for water and sanitary sewer may be required
(Sec. 26-12)
2. Fire flow calculations will be required demonstrating the City Code
requirements of 1500 g p.m. (LDR Chapter 6, Art. IV, Sec. 16)
3 KA capacity reservation fee will be due for this project upon Utility
Department signature on the Health Dept. application forms or within 30 days
of site plan approval, whichever comes first. This fee will be determined
based upon meter size (Sec. 26-34[E]).
4 Plan shall specify meter size and location (Sec. 26 16(c)).
5 Plan shall show location of all utility easements. Show all proposed
easements on the engineering drawings, using a minimum width of 12 feet.

24 The applicant indicates on the Boundary and Topographical Survey sheet,
that Lot #1-A (Water Management Tract "A" and LWDD Canal E-4) is an
integral part of Lot #1 These areas are under the maintenance responsibility
of the Quantum Community Development District and must be reviewed for
proper maintenance in accordance with the Treasure Coast Regional
Planning Council original Development of Regional Impact document.
25 The landscape plan sheet (L 1) indicates landscape and irrigation
improvements in the median of NW 22nd Avenue. This improvement is also
under the direction of the Quantum Community Development District. The
applicant must notify this group that the area should be maintained in
accordance with the Development of Regional Impact document.
PLANNING AND ZONING

26. Any roof top equipment will have to be screened from view at a distance of
600 feet. If such equipment is planned, indicate its location and the height
of the equipment above the roof level. Provide elevations of both the hotel
and office buildings showing the roof top equipment and the required
screening (all reduced to a small scale) and draw in on these elevations the
lines-of-sight connecting the highest point of the equipment with eye level
from a distance of 600 feet from the buildings (LDR, Chapter 9, Section
11 E)
27 The dumpster enclosure has to meet design and landscaping standards as
described in LDR, Chapter 9 Section 10 C and Chapter 75 Article II
Section 5 J On the Landscape Plan provide required accent shrubs along
the dumpster screen walls.
28. On the site plan, sheet A-1, indicate the setback of the proposed swimming
pool, as required by LDR, Chapter 2 - Zoning, Section 11 E.

The following is a list of comments regarding the first review of the above-referenced project. It should be
noted that the comments include recommendations we believe will enhance the aesthetics and function of the
project.
The comments that identify deficiencies from the City's Land Development Regulations (L.D R.) or previous
conditions of approval are required to be corrected and shown in compliance on the plans and/or documents
submitted for second (2nd) review in order for the project to continue through the site plan review process.
The applicant shall understand that all documents and plans submitted for site plan review are subject to
additional comments. I recommend that the applicant/agent contact this office regarding questions related
to the comments. If the applicant is not intending to correct code deficiencies or deficiencies from previous
conditions of approval and they request that the project remain on the review schedule identified he/she
should contact this office regarding the procedures, application forms, fees and submittal deadline dates for
seeking relief from the code requirement or previous condition of approval.
COMMENTS
1 On the site plan, Sheet A-1
- include in the site data tabulation the height of the proposed building,
- eliminate the reference regarding restaurant or add a comment that the
restaurant is not a subject of this site plan approval

DRIVING THE APPARATUS.

with transmission in [1-3]
** For normal operation leave the INTER-AXLE DIFFERENTIAL LOCK in the "UNLOCK"
position Lock only for use on dirt, mud, sand, or ice
** Stop vehicle using the service brakes Do not pump brakes, apply hard steady
pressure and decrease pressure as vehicle slows DO NOT DOWNSHIFT
** Aerial Apparatus Operator/Engineers must show proficiency in the following
maneuvers Serpentine, Alley Dock, Opposite Alley Pull-In, Diminishing
Clearance, Straight Line Driving (Forward & Reverse), Turning Around, Lane
Changing, and Parking
VEHICLE SETUP PROCEDURES.
(1) Stop truck and set PARKING BRAKE (POSITION VEHICLE CORRECTLY THE FIRST TIME)
When spotting the apparatus, consider the type of operation and intended use,
existing/probable fire conditions, distance from target building, lay of the
ground, outrigger placement, angle of the ladder, overhead obstructions,
location of water supply, and other apparatus Ideally, the ladder will be
working over the rear or front of truck at a 70-800 angle, 30-35' from target
building Always CHECK "SCRUB" AREA
(2) Toggle THROTTLE TRANSFER to "PUMP PANEL" (bottom right rocker switch)
(3) With transmission still in in [1-4], toggle HYDRAULIC PUMP PTO to "ONIt
(4) Place transmission in "N-Neutral"
Place transmission in [1-4] to disengage PTO, then return to Neutral
(5) Enqaqe Fire Pump (if necessary)
(a) Transfer pump shift lever from "ROAD" to "NEUTRAL" (center) Allow
gears to stop
(b) Place pump shift lever into "PUMP" position
~ (c) Place transmission into [1-4]
(d) Observe "OK TO PUMP" light Speedometer should indicate approx 15 KPH

(a) EXTEND OUTRIGGERS (palms flat together and pull apart), operate
controls simultaneously until fully extended
(b) Place wood PADS under ALL jacks (one hand flat upright, the other a
fist resting on the first) USE OF JACK PADS IS MANDATORY
(c) LOWER KIDSHIP JACKS (hand flat, pointing straight up) simultaneously,
level as necessary Continue until front tires clear pavement
(d) LOWER REAR JACKS (hand flat, pointing to rear of vehicle) until front
(set of dual rear) tires lift just clear of the ground and the tires
rotate slightly
(e) LOWER FRONT JACK (hand flat, pointing to front of vehicle) until fully
extended
(f) Engage "FLUID TRANSFER VALVE" lever (pull until locked)
(g) Turn "UPPER POWER" switch to "ON"
(h) INSTALL PINS (one hand flat with thumb extended and the other fisted
around thumb) SHOW YOUR PIN TO YOUR PARTNER before installing in
outrigger
(i) CLOSE compartment door and proceed to next station
(j) Open fully Air Supply Valve on "K" tank, right side of turntable
(9) To Retract Jacks and Outriggers Reverse above procedures
** Before doing anything, REKOVE PINS FIRST
** For retraction, OPERATE CONTROLS FROK RIGHT TO LEFT (1-1-11-11)
** When completed, push all levers forward again to confirm retraction
FIRE PUMP OPERATIONS.
** Water Supply hose must be connected prior to operating Hydrant Bleed air from
supply line prior to opening inlet valve If possible, this vehicle should
bring in it's own 5" water supply from outside fireground area
** Waterway Drain valve will be left "normally open" and closed only when pump
is in gear and Waterway Valve is open Drain Valve MUST be opened prior to
bedding the ladder
** STANDARD Pump Operating Pressure is 200 psi Waterway relief valve operates
at 250 psi Allow 65 psi friction loss for piping
** DO NOT ALLOW Residual Pressure to drop below 20 psi
** Required Pump Pressure will be regulated by use of the throttle only For any
Pump Operation, standard PUMP RELIEF VALVE setting will be 10 psi over
required pump pressure
** If OlE fails to transfer Throttle to pump panel, this may be accomplished by
toggling the identical switch at the bottom left side of the pump panel
** While operating nozzles, there will be no more than 2 people in platform
** Station setting for Nozzles is 550 GPK
** Platform screw type gate valves will be left OPEN except in emergency
shutdown These valves are extremely difficult to operate when pressure is
applied to the waterway system
** Platform Nozzles will be left in the OFF position except during pumping
operations When not in use, nozzles will be stored "tucked under" in the
maximum forward position
** If both turrets are operating at maximum gallonage, the degree of the turret
stream angle relative to the platform must not exceed 4S~ If only one turret
is in operation, it is permissible to operate a single stream at 900 relative
to the platform

PLATFORM OPERATIONS.
** During fireground operativ & a MINIHUK of two people are required RECOMMENDED
are OlE at pump panel or turntable and FF in platform
** For fireground communication, the OlE will respond as "Truck 3" and tower
personnel will respond as "Tower", thus eliminating confusion
** The primary function of the turntable position is SAFETY of the apparatus and
people aboard ~oncerns include ladder to bed alignment, clearance of
apparatus or hazards while platform is operating
** TACTICAL PRIORITY for use of the aerial is (1) Rescue, (2) Fire Control, and
(3) Property Conservation Within these parameters are (a) the most
severely threatened, (b) largest number of people, (c) remainder of fire
area, and (d) exposed areas
** Maximum 3 people or 800 lbs in platform while operating, 2 people if flowing
water from platform
** SAFETY BELTS will be worn by ALL personnel in platform
** THe fold up platform step will be in the "up" position during operations The
last person entering the platform will reach down with a foot and flip the
step up This step is not designed to support the platform
** "Upper Power" (to controls in platform) will be normally OFF at turntable and
until turntable controls are manned and communication between platform and
turntable is established
** Platform operations should be performed in the following order ELEVATE,
ROTATE, EXTEND, and LOWER to objective
** If personnel exit the platform at any time, switch "Upper Power" OFF at both
the platform and turntable
** It is recommended that when the platform is in a fixed working position, the
control levers be disabled by switching off the "Upper Power" switch
(Platform only)
** Should automatic platform leveling device fail, there are two small chrome
knobs behind the platform, right side, which will release hydraulics and
allow the platform to swing free Open valves slowly, swing platform to
desired position, then close valves securely Open again to descend
** The tower is capable of continuous 3600 rotation to either the left or right
While rotating the tower, NEVER change direction without permitting the
tower to come to a COMPLETE stop
** The pump panel "Tower 2 Speed I Pump" should be left in the "Tower 2 Speed"
mode, unless fire pump is in operation
** When using the "HI-SPEED" switch during ANY operation, have the operational
control lever being used engaged before engaging the "HI-SPEED" switch
When coming off "HI-SPEED", release the switch first, then release the
control lever as desired to complete movement in a smooth, safe operation
** Manual Hydraulic Release Valves (on turntable) are for EMERGENCY USE ONLY
Should the need arise to manually bed the ladder, align by (1) rotating
flywheel (red cover), (2) retracting ladder (slowly operate center valve),
and (3) lowering into bed (slowly operate valve at side of turntable)
Anytime the tower is lifted out of the bed (including for refueling or
maintenance) the rear jackS must be down to prevent structural damage
Outrigger jacks must be set if the ladder will be rotated at all
When the tower is lowered into the cradle, continue to hold the control lever
in the "lower" position for a couple of seconds, then release, locking the
~tower in the cradle for travel

GROUND STABILIZING SYSTEM
This system consists of six (6) double acting hydraulic
cylinders. Two (.2) of the cylinders permit the extension of
the main outriggers to be located in such a manner as to allow
for curbs, chuck holes or operating in alleys or narrow locations
between other vehicles
All cylinders are provided with double
pilot operator check valves to assure the constant holding posi-
tion of any outrigger after it has been set in position The
main outriggers, front and rear, are provided with large 1" steel
pads that swivel to allow the jack pad to adjust to the contour
of the ground surface. Auxiliary ground jack pads are provided
for the main outriggers and should be used at any time the tower
is set up
PREPARING TO USE THE AERIAL PLATFORM
(SET UP PROCEDURE)
After bringing the vehicle to a stop at the location desired,
set the brake with the control located on the cab dash marked
"Parking Brake." Locate truck 30 to 35 feet from the building, if
possible. Make sure truck is on firm groun4 and that it is clear
of overhead obstacles such as poles, wire, building overhang, etc
Good judgment must be used in locating the vehicle at the fire
scene. Ideal conditions may not always prevail, so caution must

The first valve is the fluid transfer valve. This valve is
used to direct hydraulic fluid to either the ground jack controls
or the tower control system. An instruction plate is provided for
this valve
When setting the ground jacks, transfer valve must be in the

OPTIONAL FRONT JACK. Trucks equipped with front jack system
should use the following procedure when using the jack After
leveling apparatus, extend front jack to gain added stability
It is the practice with many fire departments that use aerial
tower equipment to chock the rear wheels after the ground jacks
have been set N F.P A requires the manufacturer to provide
chock blocks with this type of apparatus, so it is reasonable to
think that they should be used. We recommend using them
A NOTE OF CAUTION: Always remove the chock block before
releasing any of the ground jacks. To fail to follow this proce-
dure will result in wedging the chock block so tight against the
tread of the tire they could not be removed
Now place the large safety pins in the proper holes provided
in the right and left hand front outrigger jack frame THIS IS
OF THE UTMOST IMPORTANCE FOR SAFETY!
Now pull transfer valve lever out to the tower operating
position. Be sure that the lock that is provided on this valve
lever snaps into position so lever can not be accidently moved
out of position. Fluid is not being pumped to the tower hydraulic

Now turn on air supply valve located on the air supply
cylinder located on the right hand side of the turntable
Verify with all operators that tower is ready to operate
With all outriggers and ground jacks properly set as pre-
scribed in the "Ground Jack Set Up Procedure", on stable ground,
this tower is built to operate at its maximum height and horizontal
reach with its rated payload without danger of harming personnel
or equipment Precaution must be taken to assure that the tower
is operated so as not to strike the cab or any other portion of
the truck during any operation Water stream reactions may have
some affect on certain functions of the tower. This is detailed
in subject "Waterway and Nozzles"
PREPARE TO RAISE TOWER
At this time there should be a man on the turntable at the
lower control station, and a man in the platform at the controls
Lower control operator places his upper power switch in the "ON"
position. The platform operator places his upper power switch in
the "ON" position. The tower communication system is now turned
on by the lower turntable control operator All communication
controls are located on the lower control panel and properly
marked for all operations
ADDITIONAL TOWER SET UP PRECAUTIONS
In the event the truck must be located in a narrow alley or
between other vehicles, preventing full extension of the main out-
riggers, the following procedure may be followed.

The following is a list of comments regarding the first review of the above-referenced project. It should be
noted that the comments include recommendations we believe will enhance the aesthetics and function of
the project.
The comments that identify deficiencies from the City's Land Development Regulations (L.D.R.) or previous
conditions of approval are required to be corrected and shown in compliance on the plans and/or
documents submitted for second (2nd) review in order for the project to continue through the site plan
review process.
The applicant shall understand that all documents and plans submitted for site plan review are subject to
additional comments. I recommend that the applicant/agent contact this office regarding questions related
to the comments. If the applicant is not intending to correct code deficiencies or deficiencies from previous
conditions of approval and they request that the project remain on the review schedule identified he/she
should contact this office regarding the procedures, application forms, fees and submittal deadline dates for
seeking relief from the code requirement or previous condition of approval
COMMENTS
1 On the site plan, Sheet A-1
- include in the site data tabulation the height of the proposed bUilding,
- eliminate the reference regarding restaurant or add a comment that the
restaurant is not a subject of this site plan approval
2 Any roof top equipment will have to be screened from view at a distance of 600
feet. If such equipment is planned, indicate its location and the height of the
equipment above the roof level Provide elevations of the structure showing the
roof top equipment and the required screening (all reduced to a small scale) and
draw in on these elevations the lines-of-sight connecting the highest pOint of the
equipment with the eye level from a distance of 600 hundred feet from the
building (LDR, Chapter 9, Section 11 E)
3 Provide vehicular traffic control markings within the property as required by LDR,
Chapter 4, Section 7 B 2
4 Eliminate inconsistencies between landscape plan, sheet L-1 and site plan,
sheet A-. 1 , in respect to number of dumpster enclosures on the site
5 Indicate height of the dumpster enclosure The dumpster enclosure has to meet
design and landscaping standards as described in LDR, Chapter 9, Section
10 C
6 On the elevation drawings depict color code and manufacturer's name of all
exterior building materials or finishes, such as window sill, door and window
finish, stucco band around the entrance and roof tiles
7 With the second submittal include a presentation board containing samples of all

8 In order to allow the staff to compare the amount of traffic generated by this use

numbers in the site plan date summary
9 On the site plan, sheet A-1, an access to undeveloped Lot 2 to the north from
the Hampton Inn property (Lot 1) IS shown Provide more Information in respect
to this access and Hampton Inn possible connection to Quantum Boulevard
Also, provide a cross access easement agreements between owners of both
lots' Lot 1 and Lot 2
10 All native species shall be distinguished from non-native species with a
recognizable symbol Provide relevant calculations indicating that the native
requirement of fifty percent of the required landscape planting is met.

required by LDR, Chapter 2 - Zoning, Section 11 E

13 It is recommended that the internal parking bay located north of the area labeled
"future development" be eliminated and parking along the eastern side of thiS

required 25 feet wide peripheral greenbelt.
17 According to LDR, Chapter 2 - Zoning, Section 7 H 4 the maximum density for a
hotel in the PID zoning distnct is 20 Units per acre Preliminary calculations of
the density indicate that this requirement will not be met. Revise the drawings to
comply with the density requirement.
18 Parking calculations for properties within the PID are based upon the number of
employees of a maximum shift and anticipated guest parking (see LDR, Chapter
2 - Zoning, Section 7 H 2) Amend the provided parking calculations in
accordance with the code
19 According to the submitted survey, Lot 1 of Quantum Park subdivision contains
two drainage easements The site calculations are based upon a portion of the
lot that does not contain these easements Amend your site calculations and the
survey accordingly to include both easement areas If the easements are to be
separated from Lot 1, provide a survey of proposed changes and record this

Plan Review approval for this project will be granted by the City Commission To ensure
that the project stays on line with the review time frame, I request that the plans and
exhibits be reviewed and formal written comments transmitted to the Director of the
Planning and Zoning Department no later than 5:00 P.M. on February 14. 1997. Do
not return plans and exhibits Retain same for the review of the amended plans
(second review)
Adhering to the following review guidelines will promote a comprehensive review and
enable the applicant to efficiently obtain Technical Review Committee approval

Use the review standards specified in Part III, Land Development Regulations,
Chapter 4, Site Plan Review, Section 8 of the Code of Ordinances to review and
formulate comments

The documents submitted for the project were determined to be substantially
complete based on the submittal requirements identified in Section 7 of the Site
Plan Review Ordinance However, if the data provided to meet the submittal
requirements is insufficient to properly evaluate and process the project based on
the review standards or the documents show code deficiencies, additional data
and/or corrections should be requested by the reviewer through the Planning and
Zoning Department.

6 If a TRC member finds the plans acceptable, he/she shall forward a memo, within the
time frame stated above, to the Planning and Zoning Director stating that the plans are
approved and they do not have any comments on the plans submitted for review and
recommend the project be forwarded through the approval process
All comments shall be typed, addressed and transmitted to the Director of the Planning and
Zoning Department for distribution to the applicant. Please include the name and phone
number of the reviewer on this memo Michael Haag will be the Planning and Zoning
Department staff member coordinating the 1 st review of the project.
The Planning and Zoning Department will send the applicant a cover letter which includes the
comment(s) and directions to amend the plans to comply with the comments and the
procedures for resubmission When the Planning and Zoning Department receives the
amended plans, they will distribute the plans with a cover memo to all TRC Members for review
and approval

The attached table summarizes the traffic impact of t'1e Hampton Inn development
in the Quantum Park DR!. With the exception of Publix and CarMax, the average
daily trips provided in the attached table reflect ITE (5th Edition) trip generation
applied to the actLal square footage of the part:cular land use bUilt or planned for
the development. Therefore, thiS table provides a conservative estimate of trips until
a more aCCJrate measur~ (i.e. field monitoring) can be taken
The maximum number of daily trips permitted in the Quantum Park development IS
63,752 at prOject bUlld-out. Therefore, 4G,651 daily tnp$ $till remain for
development.
