1 paving All interior paving shall comply with
specifications and standards set forth and subject to
the approval of the development director
2 Off-street parking One and one-half (11/2) parking
spaces shall be provided for each two (2) employees
on a maximum shift In addition, visitor parking
shall be provided which is deemed adequate to serve
the needs of the particular use by the planning and
development board
3 Accessways In the interest of public safety, no
more than two (2) accessways shall be permitted on to
any single perimeter public right-of-way and interior
accessways shall be limited to no more than two (2)
per developable parcel and interior accessways shall
be located no closer than one hundred and fifty (150)
feet from center line to center line
4 Hotel and motel density Permitted density for hotel
and motel development shall not exceed twenty (20)
units per acre
5 Utility transmission lines, etc All utility
transmission lines, conduits, conveyances or other
devices or apparatus for the transmission of utility
services and products, including all franchised
utilities, shall be constructed and installed beneath
the surface of the ground with the exception of main
overhead feeder lines Appurtenances to these systems
which require aboveground installation shall be
effectively screened, and, thereby, may be excepted
from this requirement
6 Solid waste and refuse disposal Plans for solid
waste and refuse disposal shall conform to and be
approved by the city and county health departments
7 Sanitary sewage system Sewage system will be
furnished and installed in accordance with city
standards and other pertinent city ordinances

8 Public water system for both domestic use and fire
protection Water systems must be installed in
accordance with city standards and other pertinent
city ordinances
9 Storm water system When approved positive drainage
is not available, an-site containment of storm water
run-off shall be provided by the developer Details

10 Access to perform necessary public services The
developer and/or owner shall dedicate to city any
easement that city deems necessary for public
services and said dedication shall provide that

loading facilities front on a public right-of-way and

12 Plot coverage The gross floor area of the building

13 Open space Each plot to be developed shall contain
a minimum of twenty per cent (20') unobstructed,
nonvehicular open space All open portions of any
lot shall have adequate grading and drainage, and
shall be continuously maintained in a dust-free
condition by suitable landscaping with trees, shrubs
or planted ground cover The design of such
landscaping and the measures taken to insure its
maintenance shall be subject to the approval of the
planning and development board
14. Maximum building height No building or
appurtenances thereof shall exceed forty-five (45)
feet in height
15 Distance between buildings No building shall be
constructed closer than twenty-five (25) feet to
another principal building on the same lot or parcel
of land
16 District setbacks Pront, thirty (30) feet, side,
twenty (20) feet, rear, thirty (30) feet.

17 Peripheral greenbelt The project area shall be
enclosed on all sides with the exception of
accessways for traffic and freight by a landscaped
area with a minimum width of twenty-five (25) feet
except when such property abuts a residential
district such greenbelt shall have a minimum width of
forty (40) feet
It shall be the responsibility of the owner or
developer to carry out this requirement, and to
provide such maintenance or guarantee of maintenance,
subject to planning and development board
I PROCEDURES FOR ZONING LAND TO PID The procedure for
zoning land to the PID classification shall be the same
as for zoning land generally Because of the differences
in PID developments and the concept of unified control in
development, the following procedures and requirements
shall apply to applications for zoning to the PIn
classification in addition to the general requirements
1 Applications, materials to be submitted In addition
to information required for application for zoning
generally, the applicant shall submit the following
materials or data
a Legal documents assuring unified control of the
proposed PID and the agreements required under
subsection D
b A master site development plan containing
(1) The title of the project and the names of the
professional project planner and the
developer,
(2) Scale, date, north arrow, and general
location map,
(3) Boundaries of the property involved, all
existing streets, buildings, watercourses,
easements, section lines and other existing
important physical features in and adjoining
the project;
(4) Site plan of locations of land uses including
but not limited to industrial areas,
greenbelts and proposed rights-of-way,
(5) Master plan showing access and traffic flow,
and
(6) Tabulations of total gross acreage in the
development and the percentages thereof to be
devoted to the various land uses

The following is a list of 1st review comments regarding the site
plan review of the plans for the above-referenced project It
should be noted that the comments are divided into two (2)
categories, the first category is a list of comments that
identifies deficiencies from the city' s land development
regulations (L DR) that are required to be corrected and shown in
compliance on the plans and/or documents submitted for second (2nd)
review, in order for the project to continue through the site plan
review process The second set of comment(s) are recommendations
that the Planning and Zoning Department staff believe will enhance
the proposed development The applicant shall understand that all
documents/plans submitted for site plan and/or permit review are
subj ect to additional comments I recommend that the
applicant/agent contact me regarding questions related to the
comments If the applicant is not intending to correct code
deficiencies and they request that the project remain on the review
schedule identified in the attached letter, they should contact me
regarding the procedures, application forms, fees and submittal
deadline dates for seeking relief from the code requirement

1 On the survey, add to the map legend a symbol that
represents the property line of the subject property It
appears the project site is part of a larger lot or lots
2 The set of plans have two drawings labeled site plan

3 Please be advised that the property dimensions as shown
on the "Boundary Survey dated May 22, 1995, drawn by
Lidberg Land Survey Inc " do not match the boundary
dimensions of the subject property as shown on the Palm
Beach County Tax Map (1994) Contact the Engineering
Division of the Development Department regarding the
procedures to follow in subdividing land
4 For clarity in determining compliance with required
setbacks, identify on the site plan (Drawing D95-222),
sheet 1 or 1) that the north side (facing Park Ridge
Boulevard) is the front of the property [L DR,
Chapter 2 - Zoning, section 7 H 16 ]
5 A clearance of eighteen (18) feet is required at the
ingress to diagonal parking spaces The 18 feet
dimension shall be identified from the ingress side of
the first diagonal parking space to the entrance to the

6 Identify the narrowest width of the landscape strip
proposed along the north property line, excluding the two
(2) feet required for the eighteen (18) foot long parking

7 The length of the ninety (900) degree parking spaces,
shown along the north property line of the project are
identified as sixteen (16) feet overall, and included
within the dimensioned area are wheel stops Therefore,
the dimension from the wheelstops to the entrance of the
parking space is fourteen (14) feet The minimum
distance allowed for this area is sixteen (16) feet
Amend the plans accordingly Also, extend the symbol
that represents the two (2) foot portion of the parking
space that is over a grass strip along all spaces that
are shown sixteen (16) feet long (City Standards
Drawing B-90012 and B-90013)
8 There is an inconsistency in the dimensions as provided
within both typical handicap parking stall drawings and
the dimensions as provided on the site plan at the
handicap parking stall The "typical" provides an
overall dimension of eighteen point five (18 5) feet and
the site plan is providing an overall dimension of
eighteen (18) feet Please correct this inconsistency on
the plans (City Standards Drawing B-90012 and B-90013)
(Please note, when making corrections to the plans, the
minimum dimensions for all ninety (900) degree and forty-
five (450) degree parking stalls is 9 O' wide by and
18 O'long)
9 wi thin the landscaping requirements for this proj ect
there is no requirement for interior landscaping Please
delete all references on the plans to "interior
landscape required"
10 On the site plan, identify the width and length of all
interior landscape islands Also, dimension the
narrowest width of the landscape strip located along the
west side of the north parking area Note The minimum
width of the required landscape strip along abutting
property is two point five (2 5) feet [L D R Chapter
7 5, Article II - Landscape Code, Section 5 E ]
11 Add the following notes to the general notes found on the
plan that shows landscaping

continuous barrier to screen the vehicle use area and the
accent shrubs to screen the dumpster enclosure Place a
typical dimension on the plan that represents the forty
(40) foot on center spacing for the required trees along
the right-of-way

The attached package.. will be presented to the Planning and
Development Board on september 12, 1995 (see attached agenda) and
then to the City Commission the following week (September 19/
1995)
The applicant must understand that the permit plans shall be
amended to comply with the final determination of the request and
that additional comments may be generated by staff following their
review for technical compliance of permit documents that are
required to be submitted for development of the project
For the applicant's convenience, attached is a list of documents
required for permit submittal
An approval of the site plan by the City Commission shall be valid
for one ( 1 ) year, unless a building permit from the Building
Department is secured If the applicant fails to secure a building
permit in that time, all previous approvals shall become null and
void

Dear Mr Lis
We have reviewed your request for an exemption to platting As you
know, the platting requirements for the City of Boynton Beach were
modified and recoded in April in order to make the process more
reasonable for applicants The exemption to platting requirements
(Chapter 5, Article II, pgs 5-1 & 5-2) were not substantially
changed
The land depicted on the Lidberg survey is clearly not a simple
subdivision of one lot into two parts The statement attributed to
Quantum has no basis in current or previous requirements, and is
irrelevant I cannot exempt the property from platting because the
conditions delineated in Section 1 are not met You may, of
course, ap~al to the Planni~_~~9_Dev~lopmen~~oard as outlined ln
section 3, page 5-2
That is the bad news The good news is that platting can now be
accomplished very quickly See Land Development Regulations
Chapter 5, Article V, pgs 5-3 thru 5-9 If you submit a final
plat meeting LDR requirements it will be reviewed by staff and
submitted to the City Commission If approved by the Commission it
can be recorded Time line is totally dependent on an applicant
As a courtesy, you may submit a pre-application (Art IV, Sec 2,
pg 5-2) if you wish, but that process is to help you and no
approvals are either requested or supplled
