Dear Mr Rumpf
It is proposed to expand the development on Lot 47 of Quantum Park in the City of Boynton Beach
The site is located on the south side of Park Ridge Boulevard east of the Boynton Beach High School
It is proposed to expand the existing 25,838 SF building by 28,000 for a total of 53,838 SF for PJM &
Associates. Access to the site is via one (1) driveway connection to Park Ridge Boulevard and two (2)
connections to Beta Dnve
The proposed expansion is estimated to generate 195 daily trips, 26 AM peak hour trips and 27 PM
peak hour trips as shown on Attachment 1 Driveway volumes for the total of 53,838 SF building are
provided on Attachment 2
The Quantum Park DRI is an approved project, and is considered a Previous Approval under Article
15, Traffic Performance Standards, of the Palm Beach County Unified Land Development Code
(ULDC) The proposed land use and intensity are within the limits of the original approval of the
Quantum Park DRI, as shown on Attachment 3, therefore, the proposed project is not subject to the
Traffic Performance Standards.

Dear Mr Rumpf
It is proposed to expand the development on Lot 47 of Quantum Park in the City of Boynton Beach
The site is located on the south side of Park Ridge Boulevard east of the Boynton Beach High School
It is proposed to expand the existing 25,838 SF building by 28,000 for a total of 53,838 SF for PJM &
Associates. Access to the site is via one (1) driveway connection to Park Ridge Boulevard and three
(3) connections to Beta Drive
The proposed expansion is estimated to generate 195 daily trips, 26 AM peak hour trips and 27 PM
peak hour trips as shown on Attachment 1 Driveway volumes for the total of 53,838 SF building are
provided on Attachment 2
The Quantum Park DRI is an approved project, and is considered a Previous Approval under Article
15, Traffic Performance Standards, of the Palm Beach County Unified Land Development Code
(ULDC) The proposed land use and intensity are within the limits of the original approval of the
Quantum Park DRI, as shown on Attachment 3, therefore, the proposed project is not subject to the
Traffic Performance Standards.

The usual adult dose ofmiconazole nitrate (topical, to the skin) is as a 2% cream or lotion twice a day
Possible allergic reaction to material if inhaled, ingested or in contact with skin.
Symptoms of overdose may include nausea, vomiting, diarrhea, convulsions, andrart rhythm disorders.
Possible eye, skin, gastrointestinal and/or respiratory tract irritation.
Possible hypersensitization and diarrhea.

The following is a summary of TSCA Section 4 Tast Rule results:

Large doses (> 800 mgJkg/day) of isopropanol givan orally to pregnant rats
during the critical period of gestation produced slight decreases in fetal
weight. These doses also caused evidence of toxicity in the mothers. Oral
doses as high as 480 mgJkg/day caused evidence of toxicity in pregnant rabbits
but did not produce evidence of embryo or fetal toxicity Isopropanol did not
produce an increased incidence of malformations (teratogenicity) in either
species. An indication of reduced mating performance in 2nd generation male
rats was noted at oral doses of 1000 mgJkg/day in a two generation reproductive
study Increased neonatal mortality was also seen at doses of 500 mgJkg/day
and greater in this study
No evidence of neurotoxic effects was observed in studies specifically
designed to assess neurobehaviorial functions in neonatal rats after oral
dosing of mothers during gestation and lactation. In an acute vapor
inhalation study high concentrations of isopropanol (1500 ppm and greater)
caused a spectrum of transient effects indicative of narcosis. In repeated
inhalation exposure studies. high vapor concentrations (5000 ppm) produced an
increase in motor activity in rats first noted after 4 weeks of exposure. The
effect was reversible completely resolving within 14 days after 13 weeks of
exposure. No evidence of damage to nerve tissue was seen in this study
lifetime exposure of laboratory animals to high concentrations of
isopropanol vapor (greater than 1500 ppm) exacerbated chronic progressive
nephropathy commonly seen in aged animals. The relevance of this finding to
human health hazard evaluation is unknown.
No evidence suggestive of carcinogenic activity was noted in chronic vapor
inhalation studies with isopropanol in rats and mice.
EMERGENCY AND FIRST AID PROCEDURES.
SWALLOWING
If patient is fully conscious. give two glasses of water Induce vomiting.
This should be done only by medical or experienced first-aid personnel.
Obtain medical attention.
SKIN'
Remove contaminated clothing. Wash skin with soap and water If irritation
persists or if contact has been prolonged. obtain medical attention.
INHALATION'
Remove to fresh air Give ll1tificial respiration if not breathing. If
breathing is difficult. oxygen may be given by qualified personnel. Obtain

Immediately flush eyes with water and continue washing for several minutes.

EMERGENCY OVERVIEW
Water white liquid. Odorless. No significant hazards for
emergency response are known.
POTENTIAL HEALTH EFFECTS (See Section 11 for toxicological data.)
EYE. May cause slight transient (temporary) eye irritation.
Corneal injury is unlikely
SKIN Prolonged or repeated exposure not likely to cause
significant skin irritation. A single prolonged exposure is not
likely to result in the material being absorbed through skin
in harmful amounts. May be absorbed in potentially harmful
amounts when applied in large quantities to severe burns (second
or third degree) over large areas of the body as part of a
cream or other topical application. Absorption under such
circumstances can elevate serum osmolality and may result in
osmotic shock.

assessment of approxImately 360 acres on Quantum Park Parcels 47, 47B, 47C and, 47D to

The four-parcel SIte has been preViOusly cleared of vegetatiOn. Parcel 47 IS already developed and
contams a manufacturmg operatiOn. The maJonty of Parcels 47D, 47C, and 47D IS dommated by
early-successiOn grasses and forbes typIcal to dIsturbed areas. The remamder of the SIte IS hmIted to
concentrated areas of slash pme (Pinus elliottii), cabbage palm (Sabal palmetto) and scrub oak
(Quercus spp) Exotic speCIes noted mclude, Austrahan pme (Casuarina equisetifolia), BrazIhan
pepper, (Schinus terebinthifolius), and earleaf acaCIa (Acacia auriculiformis). The area IS httered
WIth debns.
II. METHODS
Palm Beach County aenal photographs (1995), US G S 7.5 Minute Quadrangle Topograpruc Map,
Lake Worth Quad, (1945, PhotorevIsed 1986), and the Soil Survey of Palm Beach County Area,
Florida, USDA, SCS (1978) were reVIewed pnor to the SIte VISIt for purposes oflocatmg potential
wetlands and IdentIfymg typIcal vegetatiOn commumtIes.
ESI SCIentists conducted the prehmmary envIronmental assessment by walkmg a senes of transects
across the sIte to document the occurrence of any JUrIsdIctiOnal wetlands, natIve upland vegetatiOn,
,or hsted specIes of plants and wIldhfe. Native tree speCIes greater than 3" dbh were quantified and
recorded on an aenal field map and m field notes along WIth other plant and anImal observatiOns
Soil profiles were exammed to determme the presence ofhydnc soils, and eVIdence of hydrologIc
mdIcators were also recorded. Photographs were taken to document eXIstmg condItions.
Wetland protectIon IS mandated under both federal and state regulatiOns. The U S Army Corps of
Engmeers (CE) regulates actIVItIes m Waters of the Umted States (WOUS) pursuant to the Clean
Water Act (PL92-500 SectiOn 404) as further defined m the CE regulatory program (33 CFR 320-
330). The State of Flonda Department of Envlfonmental ProtectiOn (DEP) has estabhshed wetland

Both manuals, whIch emphaSIze the IdentIficatIOn of hydnc SOlIs, hydrophytlc vegetatlon, and
wetland hydrologIC condItIOnS m malang wetland determmatlons, were used m thIS mvestlgatIOn.
LIsted speCIes of plants and wIldlIfe are found m Florida s Endangered Species, Threatened Species
and Species of Special Concern, Official Lists (Flonda Game and Fresh Water FISh ConumssIOn
1997) Any occurrences of lIsted speCIes were mapped on an aenal photograph. Land uses were
IdentIfied m accordance wIth Florida Land Use, Cover and Forms Classification System Handbook
(FLUCFCS) (Flonda Department of TransportatIOn 1999).
III. RESULTS
A. Soils
Basmger fine sand IS mdlcated as the property's mapped SOlI (FIgure 2) ThIS SOlI occurs m
broad grassy sloughs m eastern Palm Beach County NatIve vegetatIon tYPIcally supported
by thIS soIl may mclude slash pme (Pinus elliottii), cypress (Taxodium spp ), S1. John's wort
(Hypericum spp) blue maldencane (Amphicarpum muhlenbergianum), and pmeland three-
awn (Aristida rhizomophora)
The SOlI actually present on the SIte IS fill matenal, very SImIlar to SOlIs claSSIfied as Arents-
urban land complex m Soil Survey of Palm Beach County Area, Florida ThIS complex
conSIsts of nearly level, somewhat poorly dramed, sandy SOlIs, and urban land. ThIS sOlI IS
formed m thIck layers of sandy fill matenal that has been placed over low, wet, mmeral soIls
to make the surface SUItable for urban use ThIS complex IS found throughout the project SIte,
and IS common to areas such as golf courses, subdIVISiOns, condommIUm developments,
roadways, bus mess or mdustnal areas, reclaimed borrow pIts, and other areas that have been
filled but not yet developed.
B. Vegetahon
Twenty-two (22) cabbage palm, seven (7) umdentlfied commerclallandscapmg trees, and
three (3) slash pme were found along a 15 foot-WIde pen meter of the eastern border road and
cul-de-sac The western fencehne border of the entIre project area conSists pnmarIlv of
BrazilIan pepper, scrub oak and fetterbush (Lyonia lucida)

Parcel 47 IS 1 48 acres that has already been developed and IS currently mamtamed by
commercIallandscapmg practIces.
Parcel47b IS 0 71 acre. ThIrteen (13) slash pme, two (2) cabbage palm and three (3) scrub
oak were found on thIS parcel. One scrub oak IS +20 feet m heIght. The center of the area IS
slIghtly lower m topography than the surroundmg land.
Parcel47c IS:f: I 04 acres and contams ten (10) slash pme and four (4) cabbage palm.
Parcel 47d IS :f: 0.38 acre and IS the southern-most parcel adjacent to the SFWMD C-16
Canal Nine (9) slash pme and four (4) cabbage palm were recorded.
C. Listed Species
No specIes of plants regulated by the Flonda Department of Agnculture and Consumer
ServIces were observed on the property
No wIldlIfe speCIes lIsted by U S Fish and WildlIfe ServIce or Flonda FIsh and WildlIfe
ConservatIon CommISSIon were observed on the property

No wetlands occur on the property
IV SUMMARY
A. Vegetation Communities
The dIsturbed nature of thIS property IS mdIcated by the occurrence of fill matenal and exotIC
and nUIsance vegetatIOn across the SIte. Local government ordmances may reqUIre
preservatIOn or relocatIOn of mdIvIdual natIve trees and plants. AddItIonally, m accordance
WIth the Quantum Park Development Order and With local government rules, all exotIC plant
speCIes occumng on the property must be eradIcated. All earleaf acaCIa, AustralIan pme, and
BrazIlIan pepper WhICh occur on SIte must be removed dunng the development process.
B. Listed Species
