Traffic- b Drainage- Driveways: Parking Facility- Landscaping: overgrown grasses and a few exotic tree species To the west of the site, the Hampton Inn has provided required plantings including the Quantum Park peripheral greenbelt plantings along Gateway Boulevard There is no other vegetation of any significance on the site The developer IS proposing the construction of an 4,710 square foot, 142 seat, one story sit down restaurant as an out parcel to the Hampton Inn. (see Exhibit "B" - proposed site plan) A traffic statement was not submitted. A traffic analysis will be provided by the agent prior to the City CommIssion hearing The report must be ultimately be reviewed by Palm Beach County Traffic Division for compliance WIth the 63,752 daily tnps permitted m Quantum Park, as well as the county's traffic performance standards Conceptual drainage information was provided for the city's review The city s concurrency ordinance requires drainage certification at time of site plan approval The Engineering Division is recommending that the review of specific drainage solutions be deferred to time of permit review Proposed on-site traffic circulation consists of a 27-foot wide entry drive aisle, with access from Gateway Boulevard. The drive connects at two pomts with the adjacent Hampton Inn parking area creating a large loop drive A cross-access agreement will be provided to allow both uses the rights to adjacent parking and access points The internally proposed vehicular use area will include the standard 9 feet by 18 feet parking spaces As required, there are 63 parking spaces proposed, including three (3) spaces designated as handicapped accessible, based on both employee quantity and restaurant seats Regulations for Planned Industrial Development zoning districts require that the parking count be based on the number of employees that will be present during the maximum shift. There are 8 employees proposed during the maximum shIft. Those spaces are included WIthin the 63 spaces provided. The parking plan meets the CIty'S Land Development Regulations, Chapter 2 - Zoning and ADA reqUIrements for this use The development WIll be proVIded WIth the reqUIred amount of penpheral buffer, penmeter and mtemallandscapmg and wIll meet the code requirements when staff comments are mcorporated. SpecIal attentIon shall be gIven to the reVIew of the landscape reqUIrements along Gateway Boulevard to assure complIance WIth the approved Quantum Park peripheral landscape plan. This reduction is reflected on the current site plan submittal ThIS vanance shall be approved prior to site plan approval Building and SIte regulations will fully meet code when staff comments are incorporated into the permit drawings Community Design Plan. The proposed building facade, as viewed from Gateway Boulevard, will enhance the character of this predominately industrial use area. The new structure will receive wall sign and surface treatments mcluding colors of light and dark pink- coral stucco walls accented with white moldmgs and green standing seam metal roof The proposed building is distinctive yet complements the surrounding development. Lastly, this project is subject to review by the internal architectural review committee of the Planned Industrial Development. Signage: A proposed signage detail was submitted as part of this site plan review This site is limited to one 48 square foot wall sign, and one monument sign, which meets the intent of the Quantum Park Approved sign program The proposed monument sign is designed to meet the approved sign requirements and is 7 feet tall, 14 feet wide, with a 42 square foot sign face All proposed sign design graphics were provided as part of the architectural details, and conform to city standards RECOMMENDATION.
