overgrown grasses and a few exotic tree species To the west of the site, the
Hampton Inn has provided required plantings including the Quantum Park
peripheral greenbelt plantings along Gateway Boulevard There is no other
vegetation of any significance on the site
The developer IS proposing the construction of an 4,710 square foot, 142 seat, one
story sit down restaurant as an out parcel to the Hampton Inn. (see Exhibit "B" -
proposed site plan)
A traffic statement was not submitted. A traffic analysis will be provided
by the agent prior to the City CommIssion hearing The report must be
ultimately be reviewed by Palm Beach County Traffic Division for
compliance WIth the 63,752 daily tnps permitted m Quantum Park, as well
as the county's traffic performance standards
Conceptual drainage information was provided for the city's review The
city s concurrency ordinance requires drainage certification at time of site
plan approval The Engineering Division is recommending that the review
of specific drainage solutions be deferred to time of permit review
Proposed on-site traffic circulation consists of a 27-foot wide entry drive aisle,
with access from Gateway Boulevard. The drive connects at two pomts with the
adjacent Hampton Inn parking area creating a large loop drive A cross-access
agreement will be provided to allow both uses the rights to adjacent parking and
access points The internally proposed vehicular use area will include the standard
9 feet by 18 feet parking spaces
As required, there are 63 parking spaces proposed, including three (3) spaces
designated as handicapped accessible, based on both employee quantity and
restaurant seats Regulations for Planned Industrial Development zoning districts
require that the parking count be based on the number of employees that will be
present during the maximum shift. There are 8 employees proposed during the
maximum shIft. Those spaces are included WIthin the 63 spaces provided. The
parking plan meets the CIty'S Land Development Regulations, Chapter 2 - Zoning
and ADA reqUIrements for this use
The development WIll be proVIded WIth the reqUIred amount of penpheral buffer,
penmeter and mtemallandscapmg and wIll meet the code requirements when staff
comments are mcorporated. SpecIal attentIon shall be gIven to the reVIew of the
landscape reqUIrements along Gateway Boulevard to assure complIance WIth the
approved Quantum Park peripheral landscape plan. This SIte's landscaping
currently complIes WIth the peripheral buffer reqUIrements as mstalled m
conjUnctIOn with the hotel proJect.

A variance was submItted to allow the reduction of the side building setback from
20 feet to 16 feet. This reduction is reflected on the current site plan submittal
ThIS vanance shall be approved prior to site plan approval Building and SIte
regulations will fully meet code when staff comments are incorporated into the
permit drawings
Community Design
Plan.
The proposed building facade, as viewed from Gateway Boulevard, will enhance
the character of this predominately industrial use area. The new structure will
receive wall sign and surface treatments mcluding colors of light and dark pink-
coral stucco walls accented with white moldmgs and green standing seam metal
roof The proposed building is distinctive yet complements the surrounding
development. Lastly, this project is subject to review by the internal architectural
review committee of the Planned Industrial Development.
Signage:
A proposed signage detail was submitted as part of this site plan review This site
is limited to one 48 square foot wall sign, and one monument sign, which meets
the intent of the Quantum Park Approved sign program The proposed monument
sign is designed to meet the approved sign requirements and is 7 feet tall, 14 feet
wide, with a 42 square foot sign face All proposed sign design graphics were
provided as part of the architectural details, and conform to city standards
RECOMMENDATION.
The Planning and Zoning Division recommends that this request for site plan approval be approved,
subject to the approval of the setback vanance and the comments included in Exhibit "C" - Conditions of
Approval Staff also recommends that the deficiencies identified in this exhibit be corrected on the set of
plans submitted for buildmg permit.

shall depict the sign and sign structure m complIance with the Quantum
Corporate Park approved sign program and Article IV, Section 2 and 7 of
the Sign Code (Chapter 21 of the Land Development Regulations)
a. DimenSIOn the Width of the sign face. Also indicate the total
area m square feet (maximum area allowed IS 64 sq ft. each Side
of a double faced sign).
b Identify the color name, color-code and manufacturer of the

All utilities easements shall be shown on the rectified landscapmg
drawings so that we may detenmne which trees may interfere with
utilIties. In general, palm trees will be the only tree species allowed
wlthm utIlIties easements. Canopy trees may be planted outside of the
easement so that roots and branches WIll not impact those utilIties wIthm
the easement m the foreseeable future. LDR Sec 7.5-18 1 gives publIc
utilIties the authonty to remove any trees that interfere with utilIty
servIces, either m utilIty easements or public nghts-of-way
Dept. of Health permIts will be reqUIred for the water and sewer systems
serving thIS project. (Sec. 26-12)
Fire flow calculations wIll be required demonstratmg the City Code
reqUIrement of 1500 g.p.m. as stated in LDR Chap 6, Art. , Sec 16, or
the reqUIrement Imposed by msurance underwnters, whichever IS

Sec. 26-34(E) of the City Code reqUIres that a capacity reservation fee be
paid for this project eIther upon my request for signature on the Health
Dept. applIcation forms or WIthin 30 days of site plan approval,
whichever occurs first. This fee WIll be determmed based upon final
meter SIze, or expected demand.
Camp Plan polIcy 3C.3 4 requires the conservatIon of potable water

We offer the following comments on this project.
GENERAL COMMENTS
1) All utIlities easements shall be shown on the rectified landscaping drawings so that we may
determine which trees may interfere with utihties In general, palm trees wIll be the only tree
species allowed within utilitIes easements Canopy trees may be planted outside of the easement so
that roots and branches will not impact those utilities within the easement in the foreseeable future
LDR Sec 7 5-18 1 gives public utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way
2) Dept. of Health permits will be required for the water and sewer systems serving this project (Sec
26-12)
3) Fire flow calculations will be required demonstrating the City Code requirement of 1500 g P m. as
stated m LDR chap 6, Art. , Sec. 16, or the requirement imposed by insurance underwriters
whichever is greater (see Sec 26-16(a)) Please submIt these calculations with your Health
Department permIt application and plans
4) Sec 26-34(E) of the City Code requires that a capacity reservation fee be paid for this project
either upon my request for signature on the Health Dept. application forms or within 30 days of site
plan approval, whichever occurs first. This fee will be determined based upon final meter size, or

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments to me no later than 5:00 P.M. on Julv
28. 1998. When preparing your comments, please separate them into two categories, code
deficiencies with code sections referenced and recommendations that you believe will enhance
the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval
1 Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments
2 The documents submitted for the project were determined to be substantially complete, however,
if the data provided to meet the submittal requirements is insufficient to properly evaluate and
process the project based on the review standards or the documents show code deficiencies,
additional data and/or corrections should be requested by the reviewer by contacting Scott
Barber
3 Each comment shall reference the section of the code that is incorrectly depicted on the
documents
4 Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental improvements

5 When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name
of the appropriate TRC Member that is responsible for the review specified
6 If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me The memorandum shall state that the plans are approved and that
they do not have any comments on the plans submitted for review and that they recommend the
project be forwarded through the approval process
All comments shall be typed, addressed and transmitted to me for distribution to the applicant. Please
include the name and phone number of the reviewer on this memorandum Scott Barber will be the
Planning and Zoning staff member coordinating the review of the project.
First review comments will be transmitted to the applicant along with a list of Technical Review Committee
(TRC) members. The applicant will contact TRC member(s) to clarify comments Amended sets of plans
will be submitted prior to, or brought to the TRC meeting Amended plans and outstanding comments will
be reviewed at the TRC meeting to confirm that the project is ready to move forward to the Planning and
Development Board meeting
