This letter is in reference to accepting specific microsites on
the Quantum parcel #89-A, and establishing general guidelines for
microsite evaluation/approval This procedure should be
incorporated into the planning of all Quantum Park lots reviewed
by the City of Boynton Beach for microsite approv?l
MICROSITE EVALUATION/APPROVAL
GUIDELINES
1 The parcels will each be evaluated during development review
by the City as possible microsite areas
2 The protection of the microsites will become part of the
parcel tree management plan
3. The mircosites will be inspected by the city for compliance
during site development and properly maintained by the owner
of the site
4. The City inspection will occur prior to issuing the
certificate of occupancy and must meet all five criteria to
be considered acceptable.

#1 SITE #1 For Review (Quantum #89A/89B Systems Control Site)
A PARCEL #1 ( 079 acres) (Mature Tree Canopy)
This site exhibited all criteria (A-E) throughout all
of the site except the six feet (6') of perimeter.
This would allow the total acreage minus the perimeter
acreage to be acceptable at this time as a microsite.
The perimeter can be reviewed in the future for
additional inclusion as a microsite acreage.
#2 B. PARCEL #2 (.039 acres) (Intermediate Tree Canopy Age)
This site exhibited all criteria (A-E) throughout all
of the site except four feet (4') of perimeter This
would allow the total acreage minus the perimeter
acreage to be acceptable at this time as a microsite.
The perimeter can be reviewed in the future for
additional inclusion as a microsite acreage

PARCEL #3 ( 017 acres) (No Tree Canopy Age)
This site did not exhibit any tree canopy or ground
layer of scrub plants, therefore, no preservation
micro-site credit would be available at this time. The
site can be applied toward meeting a re-created
microsite by providing all standards The area can be
reevaluated in the future to see if all standards are
evident and then the acreage added to the current
tally This proposal gives direction to the lot owner
to plant and maintain the area as a scrub re-creation
microsite
TREASURE COAST REGIONAL PLANNING COUNCIL
The T.C R.P C. will also review this approach to acceptance of
both preserved and re-created microsites. Upon their acceptance
the City of Boynton Beach and Quantum Corporate Park Association
can review each numbered lot which is submitted to the city for
development. The total of 12 acres of microsites can be
accomplished by keeping a current tally of all acceptable sites,
and newly submitted areas for review The Quantum projects
presently before the City should have a microsite statement
associated with each submittal prior to site plan development.
Please review this document and respond with a tally of the
acceptable acreages that are mutually agreeable to both your
organization and the City of Boynton Beach

At your request, this office has prepared this letter to act as a
Traffic Statement for the proposed Canada Dry Distribution Center
to be located on lots 49 and 49A, Quantum Industrial Park, in the
Ci ty of Boynton Beach, Florida It is proposed to construct a
63 r 488 square foot office/warehouse facility on this 6 7 acre
parcel of land This type of facility is considered to be a
general light industrial use
The purpose of this letter is to establish the amount of traffic
expected to be generated as a result of the approval of this
project and the impact that this project will have as defined in
the 1990 Traffic Performance Code of Palm Beach County, Florida,
Ordinance #90-40
Quantum Industrial Park is a vested Development of Regional
Impact (DRI) which has been under development since 1985 Arti-
cle IV r Section 2 of Ordinance #90-40 states that traffic from
previously approved projects is considered vested and, as such,
is not subject to the provisions of Ordinance #90-40 Thus, if
the traffic from this proposed use is found to be less than or
equal to the traffic previously approved for this parcel, then
the traffic from the proposed use is exempt from the provisions
of Ordinance # 90- 4 0 I f the traffic from the proposed use is
greater than the volume originally approved, then the volume of
traffic which is in excess of the previously approved volume
shall be applied to the provisions of Ordinance #90-40

Thi s proposed use (i e distribution center) is a use that is
typically considered to be a light industrial use and is general-
ly found in an area that is zoned Light Industrial As this is a
use which is considered to be a light industrial, the standard
generation rate for a light industrial use is the most appropri-
ate rate to use for this request A generation rate of 51 8
trips per day per acre was obtained from "Trip Generation - Fifth
Edi tion", Institute of Transportation Engineers, 1991 Us ing a
this rate of 51 8 trips per day per acre, the average daily
generation expected from this 6 7 acre tract is calculated to be
347 trips per day
Lots 49 and 49A are shown on the master plan of Quantum
Industrial Park as having a light industrial designation As the
proposed distribution center is a use typicall y considered a
light industr ial use and Lots 49 and 49A are light industr ial
lots, it can be concluded that this request will not generate any
increase in traffic over that which was originally approved for
this site Therefore, this project is found to be in compliance
with Ordinance #90-40
