Please be advised that the Planning and Zoning Board met on
Tuesday, October 8, 1991, and took the following action:
1. Unanimously recommended approval of the request submitted by
Mr. Edward J. Kaplan for site plan approval to construct 41
townhouse units on aSS acre tract of land within Boynton
Lakes, Plat 5, subject to proviso. Motion was made by Mrs.
Huckle and seconded by Mr. Cwynar; Mr Howard abstained.

2 Continued the public hearing for the Cross Creek Centre
parking lot variance to the November 12, 1991 meeting at
7:00 pm, as per the applicant's request for a one month
postponement.

4. Unanimously made a finding of consistency with the
Comprehensive Plan for the proposed amendment to Appendix
A-Zoning to allow ambulance services as a permitted use in
the M-1, Light Industrial, zoning district Motion was made
by Mr. Howard and seconded by Mrs. Huckle; Mrs Greenhouse
had left the room during the making of the motion.

5 Unanimously made a finding consistency with the
Comprehensive Plan for the proposed amendment to Appendix
A-Zoning to allow vegetation recycling facilities in the
M-1, Light Industrial, zoning district, subject to proviso.
Motion was made by Lehnertz and seconded by Mr. Howard.

6 Discussed placing limitations on restaurants located in the
C-1, zoning district. The Planning and Zoning Board
accepted the recommendations made by the Planning
Department, as itemized in the Planning Department
memorandum dated October 3, 1991, and additionally suggested
that restaurants in C-1 be located only within multi-tenant
buildings (not permitted as freestanding buildings) and
allowed only as an accessory use to a lawful principal use.
The Planning and Zoning Board directed the Planning
Department to bring this proposed code change back to the
Planning and Zoning Board at the November 12, 1991 meeting
for a determination of consistency with the Comprehensive
Plan.

7. Discussed the data presented by the Planning Department
which compares various cities' regulations governing service
stations. The Planning and Zoning Board made
recommendations for a future change to the City's service

DESCRIPTION: Request for site plan approval to construct a
63,288 square foot distribution facility on Lot 49 within Quantum
Park, located approximately 400 feet east of Park Ridge Boulevard
and Beta Drive.
RECOMMENDATION: The Planning and Zoning Board unanimously
recommended approval of the above-referenced item, subject to
staff comments, copies of which are attached, with the exception
that if the City Attorney determines that unity of control for
Lots 49 and 49A is sufficient, then comment #3 from Building
Department Memorandum #91-358, requiring unity of title, be
deleted and also with the exception that if the City Attorney and
staff determine that a buffer wall is not required, the applicant
shall construct a chain link fence with a dense vegetative buffer
to consist of native hedge material, a minimum of 2 feet in
height, and a mixture of native canopy trees

Landscape Buffer Adjacent To C-16 Canal
September 16, 1993
This memorandum is in response to the request by a City resident to
verify that a landscape buffer was planted along the C-16 Canal in
accordance with the approved site plan for the above project City
records indicate that an approved and inspected landscape buffer
was planted on May 5, 1992 The present facility managers have not
been adequately maintaining the vegetation although the company is
in the process of removing, replacing and maintaining the buffer
I am assisting the City Code Enforcement Division with completing
this vegetation replacement
The oversized trees were specified to be 12 feet in height and were
comprised of native species of Slash Pine and Live Oak The total
quantity of trees planted was fifteen, although the City buffer
requirement called for planting only eight trees The planted area
is approximately 25 feet wide by 200 feet long which is the size
limi t permitted by the South Florida Water Management District
(SFWMD) The buffer included trees, shrubs, hedges, grass sod,
grass seed, an automatic irrigation system and exotic plants
removal The following table is a dated activities chart detailing
the sequence of inspections and permits required to complete the
landscape buffer for the project

The project construction company, Catalfumo Construction,
was nearing completion of the facility and had not
received a landscape inspection for lot 49 and 49A Lot
49 contained the facilities and 49A contained the
landscape buffer as shown on the approved City site
plans The applicant requested a temporary Certificate
of Occupancy for the facilities (lot 49) pursuant to
presenting the City approved landscape plans (buffer) for
lot 49A to the SFWMD (see attached memo #92-175)
This organization reviews and permits all plantings in
their easement The SFWMD and the adjoining easement of
FP&L Utility Company have easements where the landscape
buffer is shown, which limit the types and sizes of
plantings

1. Paving All interior paving shall comply with specifi-
cations and standards set forth and subject to the
approval of the city engineer
2. Off-street parking One and one-half (llh) parking
spaces shall be provided for each two (2) employees on
a maximum shift. In addition. visitor parking shall be
provided which is deemed adequate to serve the needs
of the particular use by the planning And zoning
board.

than two (2) accessways shall be permitted on to any
single perimeter public right-or-way and interior

4. Hotel and motel density Permitted density for hotel
and motel development shall not exceed twenty (20)

5. Utility transmission lines, etc. All utility transmission
lines, conduits, conveyances or other devices or
apparatus for the transmission of utility services and
products, including all franchised utilities, shall be
constructed and installed beneath th,e surface of the
ground with the exception of main overhead feeder

Appurtenances to these systems which require
aboveground installation shall be effectively screened,
and, thereby, may be excepted from this requirement.
6. Solid waste and refuse disposal. Plans for solid waste
and refuse disposal shall conform to and be approved
by the city and county health departments.
7 Sanitary sewage system. Sewage system will be
furnished and installed in accordance with city
standards and other pertinent city ordinances.
8. Public water system for both domestic use and fire
protection. Water systems must be installed in
accordance with city standards and other pertinent
city ordinances.
9. Storm water system. When approved positive drainage
is not available, on site containment of storm water
run-off shall be provided by the developer Details of

developer and/or owner shall dedicate to city any

control in development, the following procedures and
requirements shall apply to applications tor zoning to the
PID classification in aAd.i~ion to the gener411 requirements.
1. Applications, materials to be submitted. In addition to
information required for application for zoning
generally, the applicant shall submit the following
materials or data.

proposed PID and the agreements required under
subsection D
b. A master site development plan containing:
(1) The title ot the project and the names ot the

existing streets, buildings, watercourses, ease-
ments, section lines ana other existing impor-
tant physical features in anQ adjoining the
project;
(4) Site plan ot locations of land uses including
but not limited to industrial areas, greenbelts
and proposed rights-ot-way;
(5) Master plan showing access and traffic flow;
and
(6) Tabulations ot total gross acreage in the
development and the percentages thereof to be
