He said there was some discusson about putting the lights 55 feet high. He asked if the height would make a difference in tenms of illumination. Mr. Handley said he had originally proposed that the light poles be 55 feet high. However~ he was told they had to be lowered to 45 feet. He did not think the intensity of the lighting would be affected by the height of the poles. He stated that the lighting levels are well above the City's requirement because it is a more severe requirement from Tri-Rail to have these areas very well lighted. In response to Mayor Pro Tem Matson, Mr. Handley advised that two entry signs are proposed. One is a directional sign at the corner of High Ridge Road and the access drive. The other is at the entrance to the parking lot. Ms. Heyden stated that the Planning and Development Board and staff recommended approval of the parking lot variance as well as the slte plan, subject to the staff comments indicated in her memorandum, dated Aprll 12, 1995, to the City Manager. In response to Vice Mayor Bradley, Mr. Handley indicated that the ingress/egress is adequate and that the traffic issue has already been resolved. In response to Mayor Pro Tem Matson, Mr. Handley advised that the variance for the omission of the greenbelt was unanimously approved. No one wished to speak in favor of or against thls application. Therefore, Mayor Taylor delcared the public hearing closed. Motion Mayor Pro Tem Matson moved to approve the request for site plan approval to construct a 629 space parking facility and expanded platfonm for the Tri-County Commuter Rall Station subject to staff comments. Commissioner Rosen seconded the motion which carried 5-0. Motion Vice Mayor Bradley moved to approve the parking lot variance for the Tri-Rail Station subject to staff comments. Mayor Pro Tem Matson seconded the motion which carried 5-0. 2. He stated that there are three items on the agenda this evening that deal with the approval of the Tri-Rail Station. The first item is for a parking lot variance. He dis- played and reviewed the proposed site plan for the expansion of the Tri-Rail Station. Mr. Handley said it is a much needed expansion because the existing parking lot is extremely limited. He tried to separate as much of the vehicular use traffic as possible from the pedestrian traffic. There will be a bus drop off on the outer lane of the main access road and a Kiss-N-Ride on the inner lane. They both come together and come back out onto the access road. There will be one main access drive into the parking lot. Mr. Handley felt is was extremely important to separate the bus traffic fram the Kiss-N-Ride traffic. The site plan was designed to provide two large pedestrian corridors so that people can park their cars and get on the sidewalk and not have to cross any other vehicular lanes of traffic. 1. Project: Agent: OWner: Location: Description: In response to Commissioner Jaskiewicz, Mr. Handley stated that not only is the parking lot lighted, but all the pedestrian areas, entrances, and the station are lighted. Commissioner Rosen referred to the height and density of the trees on the north part of the site. He was concerned with safety. Mr. Handley advised that pur- suant to a contract with Quantum, the applicant needs to provide .6 acres of micrositing which will be fenced off and left alone. The City Forester would like any natural vegetation to remain. Two hundred and eighty pines and oaks on the site are going to be transplanted in the areas that are sparse. The parking lot and the pedestrian areas will be very well lighted. The buffer areas are not going to be lighted. City Manager Parker explained that City Code requires illumination to the one foot candle minimum average light level for the parking lots and the walkway area and the applicant has to submit plans showing that he meets those levels. However, there are no Code requirements with regard to lighting the perimeter that Commissioner Rosen is concerned with. Mr. Handley stated that there is a lot of light spillage that will light this area fairly well, but it was never intended to make this a lighted usage area. Vice Mayor Bradley inquired about the fencing off of the micrositing areas. Mr. Handley explained that orange mesh fencing will be used during construction The fencing will not be penmanent. - 19 - MINUTES - PLANNING AND n~~LOPMENT BOARD MEETING BOYNTON BEACH. FLORIDA APRIL 11. 1995 Vice Chainman Golden felt the variance was warranted because this is a public facility and there are some benefits to be derived from the multiple driveways for safety and traffic flow considerations. Stte Plans New Stte Plan Boynton Beach Trt-Ratl Statton Joe Handley, Craven Thompson & Associates Tri-County Commuter Rail Authority East side of High Ridge Road and 460 feet north of Gateway Boulevard Request for site plan approval to construct a 629 space parking facility and expanded platfonn for the Tri-County Commuter Rail station Mr. Haag displayed and reviewed an overlay of the location map of this site. The zoning district is Planned Industrial Development and is located in Quantum Park. The site is approximately one acre. 1. Project: Agent: Owner: Location: Description: Mr. Haag displayed and reviewed an overlay of the survey, the existing facility, and the surrounding land uses and zoning districts. He explained that both properties are under single ownership; however, the properties will not be unified. Therefore, some variances will be needed. Mr. Haag stated that Quantum Park is vested for concurrency, specifically traf- fic and drainage levels of service. The parking facility has 640 spaces, including employee parking. Landscaping is in excess of the Code. No buildings are proposed for this development. However, part of the building and site regu- lations for property in the PID is that there be a peripheral greenbelt around the perimeter Of the entire PID property. A variance to omit this greenbelt will be heard by the Board of Adjustment on April 17, 1995. One freestanding sign is being proposed. The applicant needs to modify the current Quantum Park sign program. All other requirements have been met on the site. Staff recommended approval of this project subject to staff comments. Mr. Rosenstock inquired about the date of completion, as well as the number of cars presently parking on this site. Mr. Handley estimated that 70 to 80 cars park there. The applicant plans on going out to bid for this project in - 11 - MINUTES - PLANNING AND r-'ElOPMENT BOARD MEETING BOYNTON BEACH. FLORIDA \ APRIL 11. 199\. approximately four months. The project should be completed in seven or eight months. Mr. Handley referred to comment 10 of Planning and Zoning Department Memorandum No. 95-127 (the need for a cul-de-sac to be developed at the end of the road). He did not think there was a need for a cul-de-sac. H~ ~elieved that the way the site is designed that it functions as a large cul-de-sac and that there is no dead-end situation. Mr. Haag explained that staff is looking for an easement to have access to the property. Staff believes that these radiuses will work, which will be equivalent to a cul-de-sac. Mr. Handley had no objection to that. Mr. Handley explained that as much vegetation as possible was preserved on the site, taking into consideration safety and visibility. This was designed to try to minimize the conflicts between vehicular traffic and pedestrian traffic. Two large pedestrian walkway systems were put in to avoid conflict with the cars coming in and going out. Mr. Rosenstock expressed concern about security and asked what Tri-Rail proposed to do to adequately light the site. Mr. Handley advised that Tr1-Rail is also concerned with security. He stated that the lighting consultant assured him that the foot candles are in excess of the City Code. Tr1-Rail has proposed 55' high poles within the parking lot to heavily light the area. However, they will be dropped to 45' at the request of City staff. The rest of the areas along the pedestrian walkways, around the bus area, and at the entrance are all heavily lit with more asethically pleasing light (old railroad lights). Motion Vice Chainman Golden moved to move Item 8.C.l up on the agenda for discussion after thJS item. Mr. Wische seconded the motion which carried 7-0. In response to Chainman Dube, Mr. Handley advised that Quantum is going to take care of moving the gopher tortoises off the site. In response to Chainman Dube, Mr. Handley had no objections to staff's comments, including the use of Melaleuca mulch. Mr. Haag clarified the issue between the peripheral greenbelt that is required along the per1..ter of the PID and the vehicle use area screens. He stated that the vehicle usa area screening is being appeal led by the applicant. (Article II, Landscape Code, Section 7.5-J5(e).) That portion of the Code requires that wherever there is a vehicle use area, a hedge and a landscape strip are required. If the properties abut, the landscape strip needs to be 2ijl wide and totally with hedges 21 on center, 18" high at planting. If the properties are adjacent and under single ownership, they are unified by title. Staff recom- mended approval of the landscape appeal, subject to the landscaping being installed as shown on the plan. - 12 - MINUTES - PLANNING AND DE\ JPMENT BOARD MEETING BOYNTON BEACH. Corbett Palm Beach Leisurevi11e, Inc. 1007 Ocean Drive Request to amend the previously approved site plan to construct a 1,685 square foot office addition to the recreation building Using an overhead projector, Mr. Haag displayed and reviewed a location map of the site. He also displayed an overlay of the survey that was submitted. The zoning district is recreation. The type of use is an addition to an existing recreation building. The site is approximately 2 acres. The building addition is 1,685 square feet. Mr. Haag reviewed the surrounding zoning districts and land uses. The new addition is attached to and located between two existing buildings. No units are being added; therefore, traffic will not be impacted. The drainage for the project will meet the Engineering Department's requirements when the penmit is submitted. Mr. Haag also displayed an overlay of the area that is being renovated. 1. Project: Agent: Owner. Location Description: He stated that in 1990 a variance was approved by the Board of Adjustment establishing 58 parking spaces for the entire facility.
