The department IS In receIpt of the abandonment apphcatIOn request for the above noted locatIOn receIved
this date. The subject request is to abandon a draInage easement located between Lots 59 & 60, Plat of
Quantum Park at Boynton Beach, P.I.D., Plat No 6, as recorded In Plat Book 57, Pages 191 through 193,
Pubhc Records of Palm Beach County, specIfically.
All of the 12.00 feet Wide draInage easement In favor of the CIty of Boynton Beach, lYIng
600 feet on each SIde of the north lIne of the aforementIOned Lot 59
Please be adVIsed that the west 60 feet of thIS easement IS to remaIn actIve (accordIng to the development
for the paVIng and draInage portion), therefore cannot be abandoned. The legal descnptIOn submitted
identifies the total easement. The ongInal utIhty easement was Intended to be for stormwater draInage
from Quantum Lakes Dnve to a water retentIOn tract. However, the re-desIgn of the tracts for thIS
development has rerouted a major portIOn of the 12-foot DraInage Easement and the eXIstIng 54-Inch
CMP drainage condUIt Into a new 20-foot DraInage Easement to accommodate the proposed SIte plan. To
thIs end, the re-routIng should be approved by the CIty as a portIOn of the eXIstIng easement reflects
proposed bUIlding(s) on same as well as the proposed clubhouse
Therefore, haVIng stated the above, thIS department recommends denial of the apphcatIOn for easement
abandonment as submItted. As an alternatIve, the proposed legal descnptIOn needs to be changed to
reduce the proposed abandonment leaVIng the west 60 feet actIve, before reconsIderatIOn. If you have any

Planning & Development Board agenda, as there was not sufficient time to prepare the
advertising materials Therefore, I am formally requesting postponement of the easement
abandonment application associated with this project.
The easement abandonment application currently in the approval process with the City is
scheduled for the October 24 2000 Planning & Development Board meeting I am
requesting that the item be postponed to the November 14th meeting so that it may run
concurrently with the site plan application I understand I am allowed one postponement
request without having to readvertise

As discussed at our meeting yosterday, the above feferencod application has been
submitted to the Planning & Zoning Department in response to a staff comment on the
Grotto Bay This is an empty easement, originally platted anticipating that lots 60 and 61
would be developed separately The site plan currently in the approval process utilizes
lots 59, 60 and 61 for a residential component of the mixed use development within
Quantum Park. All sign-off letters from 1he utility compames have been included with the
application
Any assistance you can provide in having this application processed concurrently With the
site plan approval for Grotto Bay currently scheduled to be heard by the Planning &
Development Board on October 11 ,2000, would be greatty appreciated. In order to make
this schedule the advertising requirements would need to be scheduled this week.
