The subject 4 25-acre property is vacant and consists of Lot 50-B and a
portion of C-16 Canal right-of-way, designated as Lot 50-C Utility easements
extend along the area north of the canal and along the southeastern property
line The site is vegetated with a mixture of shrub exotic and nuisance trees
and herbaceous weedy species, native trees and landscape plants prevail in
its northern section There have been previous clearing activities on the
property and subsequent repeated disturbances caused by dumping of
trash A Preliminary Environmental Assessment, provided by the applicant,
indicates sightings of gopher tortoises The gopher tortoise is listed as a
Species of Special Concern by the Florida Fish and Wildlife Conservation
Commission (FFWCC) and needs to be relocated off-site prior to issuance of
the FFWCC permit.
The developer is proposing construction of a two-story (ground floor and a
mezzanine) 17 369 square foot warehouse/office facility for distribution of
insulation materials (see Exhibit "B" - Proposed Site Plan) In compliance
with Chapter 2 Section 8.A.3 of Land Development Regulations the
applicant will submit information to the Environmental Review Committee to
determine if the types and volumes of insulation materials stored and
handled on site will require an environmental permit. If required, the applicant
will be required to apply for/obtain an environmental permit.
a. Traffic - A traffic statement for the proposed project has been submitted, but has
been found deficient with respect to uses and square footage used to
estimate trip generation Therefore the conditions of approval include the
requirement that a revised statement be submitted Prior to final approval the
revised statement will be sent to Palm Beach County's Traffic Division to
confirm compliance with County traffic performance standards and for the
purpose of monitoring total traffic approved within the Quantum Park
Development of Regional Impact (DRI)
b Drainage - Conceptual drainage information was provided for the city's review The
city's concurrency ordinance requires drainage certification at time of site
plan approval The Engineering Division is recommending that the review of
specific drainage solutions be deferred to time of permit review, when more
complete engineering documents are required
Driveways
Parking Facility'
Proposed on-site traffic circulation consists of a one (1) two-way driveway
with access to Park Ridge Boulvard No dimension for the driveway width at
the right-of-way line was provided administrative waiver will be required if the
width exceeds the maximum 32 feet specified by the Code The proposed
vehicular use area consists of one (1) 27-foot wide driveway with access to
adjacent parking area containing the required 9 foot by 18 foot spaces at a
90 degree angle and to loading areas located along the east side of the
building
There are forty-four (44) parking spaces proposed including two (2)
handicapped-accessible spaces Regulations for the Planned Industrial

Development zoning district require that parking counts be based on number
of employees on the maximum-staffed shift and anticipated number of
visitors The required parking is calculated to be 38 spaces In addition there
are 13 (thirteen) loading spaces along the east side of the building
Landscaping
The landscaping of the site will fully meet code requirements when staff
comments are incorporated Special attention will be given to relocation and
replacement of one hundred and forty (140) desirable trees currently existing
on the site
Building and Site
Regulations
Building and site regulations will fully meet code requirements when staff
comments are incorporated into the permit drawings
Community Design
Plan
The proposed building is a typical pre-engineered metal, warehouse-type
structure featuring Iight- and dark grey metal wall panels and white masonry
walls with no enhancing architectural elements Although there are no
established architectural styles or colors within Quantum Park PID, several
projects both existing and approved, present attractive facade treatments
and enhanced entries that greatly improve the aesthetic impression of this
predominately industrial use area Staff recommends that the applicant
review/revise architectural design to create a look more compatible with the
adjacent Oriana Granite and Gevas buildings The project must still be
approved by the Architectural Review Board for Quantum Park.
Signage
The submitted site plan utilizes one (1) building wall sign, no freestanding
sign is proposed at this point. There are no wall sign regulations established
for Quantum Park The proposed wall sign meets the requirements of
Chapter 21 of the City of Boynton Beach Land Development Regulations If
the freestanding sign is subsequently proposed, a separate submittal to the
Planning and Zoning Division will be required to confirm conformance with
the Quantum Park Sign Program
RECOMMENDATION.
The Planning and Zoning Division recommends approval of this site plan request, subject to the
comments included in Exhibit C" - Conditions of Approval The Technical Review Committee
(TRC) recommends that the deficiencies identified in this exhibit be corrected on the set of plans
submitted for building permit.

separate them into two categories, code deficiencies with code sections referenced and
recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval
1 Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments
2 The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by
the reviewer by contacting Lusia Galav, or myself
3 Each comment shall reference the section of the code that is incorrectly depicted on the

4 Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental improvements
5 When a TRC Member finds a code deficiency that is outside of his/her review responsibility the
comment and the specific code section may be included in their review comments with the name
of the appropriate TRC Member that is responsible for the review specified
6 If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me The memorandum shall state that the plans are approved and that
they do not have any comments on the plans submitted for review and that they recommend the
project be forwarded through the approval process
All comments shall be typed, addressed and transmitted or e-mailed to Blythe Williamson and I for
distribution to the applicant. Please include the name and phone number of the reviewer on this
memorandum or e-mail Lusia Galav will be the Planning and Zoning staff member coordinating the
review of the project. First review comments will be transmitted to the applicant along with a list of
Technical Review Committee (TRC) members
