Article 15, Traffic Performance Standards, of the Palm Beach County Unified Land
Development Code (ULDq The proposed land use and intensity are within the limits of the
original approval of the Quantum Park DRI, therefore, the proposed project is not subject to
the Traffic Performance Standards.
The 51,470 SF of office will generate 1,204 new daily trips, 104 new AM peak hour trips and

I. INTRODUCTION
An EnvIronmental ServIces, Inc., SCIentist conducted a PrelImmary Envlfonmental Assessment
of the Quantum Park 4.94-acre parcel on 8 March 1999 to map blOtIc commumty types, survey
for areas of junsdIctlOnal wetlands, and determme the presence of any speCIes or habitats hsted
as protected by federal, state, or local agencIes. The survey was authonzed by Mr Douglas
MacDonald for MFT Development, Inc. ThIS sIte IS located withm the Boynton Beach Park of
Commerce, Development of RegIOnal Impact (DR!) The property comprises 4.94 acres and is
located west of High RIdge Road, south of Quantum Lakes Dnve, m Boynton Beach, Palm
Beach County, Flonda, Range 43, TownshIp 45, SectlOn 17 (Figure 1). Results of tlus
mvestIgatlOn and recommendatIOns for permIttmg are presented m tillS report.
II. METHODOLOGY
A. Current Site Conditions and Use
Present-day development and other mdIcatIOns of land use on the property were IdentIfied
dunng field reconnaissance on 8 March 1999 and from 1995 aenal photographs (1 "=200'
scale) obtamed from Palm Beach County Property AppraIser's Office.
B. Soils
SIte sod types were determmed by reVIew of Soil Survey of Palm Beach County Area,
Florida (USDA Sod ConservatIon ServIce, 1978) and by observatlOn of sod
charactenstIcs on the property
C. Wetlands
The parcel was evaluated for the occurrence of any state (Flonda Department of
Envlfonmental Protection [DEP] and South Flonda Water Management DIstnct
[SFWMD]) and federal (U S Army Corps of Engmeers [CE)) junsdIctlOnal wetlands
usmg on-SIte reVIew, aenal photograph mterpretatlOn and sod survey reVIew Wetland
protectIOn IS mandated under both federal and state regulatIOns. Federally regulated
JunsdIctIOnal wetlands are determmed by the Corps of Engineers Wetlands Delineation
Manual (USAE Waterways Expenment StatIOn EnVIronmental Laboratory 1987)
Wetlands regulated by the state are determmed accordmg to Chapter 62-340 F AC,
DelIneatIOn of the Landward Extent of Wetlands and Surface Waters. The Florida
Wetlands Delineation Manual, (Gdbert et al 1(95) serves as a gmde to Chapter 62-340
Identification of hydnc SOlIs, hydrophytIc vegetation, and wetland hydrologIC condItIOns
are the cntIcal factors m makmg wetland determmatIOns.

D Vegetation
A bIOlogIst conducted comprehensIve pedestnan transect surveys across the sIte to map
bIOtic commumty boundarIes and to detect presence of regulated vegetatIOn (lIsted
speCIes, vegetative commumtIes, or speCImen trees), as defined m the Development
Order, Ordmance No 84-51, Ordmance of the CIty of Boynton Beach, SectIOn 6 BIOtIC
communIty boundanes were defined utIlIzmg Florida Land Use, Cover and Forms
Classification System (FLUCFCS) (Flonda Department of TransportatIOn 1985) based on
types and extent or lack of plant specIes. All observatIOns, mcludmg approxImate
locatIOn of protected specIes found on sIte were recorded In the field on a 1995 (1 "=200'
scale) aenal photograph of the property Location of plant specIes hsted on Florida's
Endangered Species, Threatened Species, and Species of Special Concern, Official Lists
(1997) were mapped.
E. Wildlife
Any eVIdence of wildlIfe utIlIzatIOn of the property was recorded dunng field
reconnaIssance of the property LocatIOn of w1ldlIfe speCIes lIsted on the Florida's
Endangered Species, Threatened Species, and Species of Special Concern, Official Lists
(1997) were mapped (Figure 3)
III. RESULTS
A. Current Site Conditions and Use
The parcel IS currently undeveloped land, bordered by roadways, stormwater
management lakes, vacant land, and commerCial development. The entlfe SIte has been
cleared and filled and repeatedly dIsturbed by off-road vehIcles. SIte topography is
relatively flat to gently slopmg (Figure 1) The SIte supports a mIxture of vanous weeds,
grasses, and exotIc/nUlsance plant cover
B. Soils
Two so1l types were hIstoncally mapped on the Quantum Park property (Figure 2)

The current soil IS fill matenal, very SImIlar to the soil classIfied as Arents-Urban land
complex (Au) m the Soil Survey of Palm Beach County, Flonda. ThIS complex consIsts
of nearly level, somewhat poorly dramed, sandy soils and urban land. The soils formed
m thIck layers of sandy fill matenal that were placed over low, wet mmeral soils to make
the area smtable for urban use. ThIS complex IS found throughout the project SIte and m
many areas m the eastern portIOn of the soil survey area. It IS common to many areas
such as golf courses, subdIvIsIons, condommmm developments, roadways, busmess or
mdustnal areas, reclaimed borrow pItS, and other areas that have been filled but not yet
developed. There IS no natIve vegetatIve commumty assocIated WIth thIS soli.
c. Wetlands
PreVIous to development, much of the property would have been jUflsdIctIonal wetland.
With the clearmg and fillIng that has occurred as part of the DR! process, none of the
property would be consIdered JurIsdIctIOnal wetland by federal, state, or local
environmental regulatory agencIes. No hydnc SOIls currently occur on the property
(SectIOn III-B) No hydrophytIc vegetatIOn aSSOCiatIOns or eVIdence of wetland
hydrologIcal condItIons were observed m the field.
D Vegetation
SIte vegetatIon compnses a mIxture of exotIC nmsance trees and herbaceous, weedy
vegetatIon. The majonty of the property IS covered by plants typIcally assOCIated With
dIsturbed SItes. Several exotIC trees have colomzed portIOns of the property and are
sparsely scattered throughout. The vegetatIon commumty, defined accordmg to
FLUCFCS, IS depIcted in FIgure 3
One general vegetatIOn commumty was IdentIfied on SIte.
. Urban Land m tranSItIon Without pOSItIve mdIcators of mtended actIVIty
(FLUCFCS 193) The maJonty of the property IS m thIS category There are no
structures or any mdIcatIOn of mtended use VegetatIOn mcludes scattered exotICS
such as AustralIan pme (Casuarina equisetifolia), BrazIlIan pepper (Schinus
terebinthifolius), earleaf acaCIa (Acacia auriculaeformis), and varIOUS weedy
herbaceous plants and grasses.
E. Wildlife
1 SIte UtIlIzatIOn. WildlIfe observed on SIte conSIsted of mournmg dove
(Zenaida macroura), brown anole (Anolis sagrei), several umdentIfied small
pas senne bIrds, and one actIve gopher tortOIse (Gopherus polyphemus) burrow

or federal agency were observed or are likely to occur One active (Auffenburg
and Franz 1982) gopher tortOise burrow was observed on the property The
burrow was located m the southeastern portIOn of the property (Figure 3) Gopher
tortOise IS lIsted as a SpecIes of Special Concern on the Florida Endangered
Species, Threatened Species, and Species of Special Concern Official Lists
(1997).
IV CONCLUSIONS AND RECOMMENDATIONS
The dIsturbed nature of thIS property IS demonstrated by the occurrence of fill matenal and exotic
and nmsance vegetatIOn across the SIte.
Although local government ordmance requlfes preservation of 25 percent of areas of native
upland vegetation, thIS IS not applIcable to the SIte because the property falls under the
junsdIctIOn of the Boynton Beach Park of Commerce DR! and because no sIgmficant native
vegetatIOn eXIsts on SIte. AddItIOnally, dunng constructIOn, all melaleuca, BrazilIan pepper and
AustralIan pme WhICh occur on the SIte WIll be removed.
The gopher tortOise burrow may be left undIsturbed, but would reqmre a 30- to 50-foot radms
buffer surroundmg It, whIch would substantially mhibIt development of the southeastern part of
the SIte. A relocatIOn or mCIdental takmg permIt may be obtamed from Flonda Game and Fresh
Water FISh CommIssIOn If the burrow area IS to be developed. A relocatIOn permIt would allow
relocatIOn of the tortOise to an approved off-SIte preserve. The cost for relocatmg a smgle
tortOise IS $2,000 to $4,000 whIch mcludes permIt acqUiSItIOn, relocation fees. and consultmg
servIces.
We recommend that, If not already accomplIshed, a Phase I Envlfonmental SIte Assessment
(ESA) for hazardous and toxic matenals be conducted on the property A Phase I ESA would
further mvestIgate hIstoncal earthmovmg and fillIng actiVIty on the project SIte. TYPIcal cost of
a Phase I ESA IS $1,800 to $2,000
