Subject Boynton Beach Park of Commerce Addendum
Attached are recommended changes to conditions in the draft assessment
report for the Boynton Beach Park of Commerce One change is a minor clari-
fication of drainage condition 12 on page 1-9 The remaining changes are
more substantive in nature and deal with traffic conditions 26 through 28

The requirements of conditions 26 and 27 as modified are summarized below
Condition 26 - When the project generates 15,000 external trips, the devel-
oper shall provide one of the following as listed in order
of priority
Widen Congress Avenue to six lanes between Miner Road
and Boynton Beach Boulevard, or
. Contribute $900,000 to 1-95 Interchange, or
Contri bute $900,000 for intersection improvements on
Congress Avenue

Condition 27 - The developer shall contribute $900,000 toward the 1-95
interchange at the time of construction, or
if the interchange is not approved, when the project
generates 15,000 external trips daily the developer
shall contri bute $900,000 to intersection improvements
along Congress Avenue, unless the contri bution specified
in Condition 26 has been allocated to those
improvements
Recommendation
Council should amend the draft assessment report for the Boynton Beach Park
of Commerce DR I and approve the amended report for transmi ss ion to the City
of Boynton Beach pursuant to the requirements of Chapter 380 06(11),
Florida Statutes

provide and maintain a buffer zone of native upland edge vegetation

The buffer zone may consist of preserved or
planted vegetation but shall incl ude canopy, understory and groundcover
of native species only
The edge habitat shall begin at the upland
1 imit of any wetland or deepwater habitat and shall include a total
area of at least 10 square feet per linear foot of wetland or deepwater
habitat perimeter

Where depressed truck wells are constructed in a manner which would

approved by the City in consultation with the County and the Treasure
Coast Regional Planning Council
The results shall be used to monitor
compliance with Conditions 26 and 27 above

Boynton Beach Park of Commerce/Notice of Sufficiency
The Treasure Coast Regional Planning Council (TCRPC)
has made a finding of sufficiency with respect to the appli-
cation for Development Approval for the Boynton Beach Park
of Commerce Development of Regional Impact Consistent with
Chapter 380 06 (10) of the Florida Statutes, it is now required
of the City Council to set a public hearing date to review the
impact assessment and recommendation which will be forwarded
to the Council from the TCRPC The statutory requirements are
among others for the public hearing date to be set at the next
regular meeting of the City Council which follows receipt of
the notice of sufficiency (September 5th, 1984) and that the
public hearing notice to be published allow at least sixty (60)
days between date of publication and the public hearing date
In this regard, I suggest that the City Council set
November 8th, 1984 at 7 30 P M in the Council Chambers as the
date, time and place of the required Development of Regional
Impact public hearing It is also suggested that this meeting
date be advertised as a special meeting of the City Council
thus allowing the Council the flexibility to take final action
if appropriate I also intend to recommend to the Planning
and Zoning Board that it conduct its associated public hear-
ings on October 23rd, 1984 at a special meeting
