September 5th City Council sets November 8, 1984 at 7 30 PM in the City Council Chambers as the date, time and place of the DRI public hearing September 6th The ad setting November 8, 1984 at 7 30 PM in the City Council Chambers as the date, time, and place of the DRI public hearing with the City Council appears in the newspaoer City Clerk sends copies of public notice to various agencies See attached list September 21st TCRPC conducts a review of the Boynton Beach Park of Commerce The Clerk is to notify by mail each real property owner whose land will be restricted and rezoned The notice shall state the substance of the proposal as it affects the property owner and shall set a date, time and place for the public hearings Also, said notice shall be kept available for public inspection The Clerk should notify by mail each property owner within 400' of rezoning and restriction of land use giving date, time, place and purpose of public hearing(s) for P&Z Board and City Council October 7th Ad announcing P&Z hearings on change in zoning and restriction of land use appears in newspaper of general circulation first time and also announces City Council public hearings October 14th Ad announcing P&Z hearings on change in zoning and restriction of land use appears in news- paper of general circulation and also announces City Council public hearing October 23rd P&Z Board holds public hearings on restriction of land use and change in zoning and makes recommendation to Council November 8th The City Council holds a public hearing on the Development of Regional Impact, the rezoning and the restriction of land use November 20th Council reads ordinances to approve the Development of Regional Impact Development Order, to amend the land use element of the Comprehensive Plan and to rezone on first reading November 23rd Ad appears in newspaper announcing the second readings of above-mentioned ordinances and public hearings December 4th Council conducts public hearings and reads ordinances a second time to approve the Development of Regional Impact, the land use element amendment and the rezoning December 5th The City Clerk transmits a certified copy of the Development Order to the applicant, the Treasure Coast Regional Planning Council and the Development of Community Affairs Bureau of Resource Management January 18th Apoeal period ends M E M 0 RAN U M August 27, 1984 TO Mr Peter L. Annunziato, Director of Planning Re Boynton Beach Park of Commerce/Notice of Sufficiency The Treasure Coast Regional Planning Council (TCRPC) has made a finding of sufficiency with respect to the appli- cation for Development Approval for the Boynton Beach Park of Commerce Development of Regional Impact Consistent with Chapter 380 06 (10) of the Florida Statutes, it is now required of the City Council to set a public hearing date to review the impact assessment and recommendation which will be forwarded to the Council from the TCRPC The statutory requirements are among others for the public hearing date to be set at the next regular meeting of the City Council which follows receipt of the notice of sufficiency (September 5th, 1984) and that the public hearing notice to be published allow at least sixty (60) days between date of publication and the public hearing date In this regard, I suggest that the City Council set November 8th, 1984 at 7 30 P M in the Council Chambers as the date, time and place of the required Development of Regional Impact public hearing It is also suggested that this meeting date be advertised as a special meeting of the City Council thus allowing the Council the flexibility to take final action if appropriate I also intend to recommend to the Planning and Zoning Board that it conduct its associated public hear- ings on October 23rd, 1984 at a special meeting Please advise if this schedule meets with your approval CSA rob cc: Central Files
