A) Goodkin Research's analysis of the supply and demand determinants for warehouse and industrial space in Palm Beach County indicated that these uses constitute significant real estate demand (investment) opportunities at the site The demand for warehouse space is strong, and although several new industrial parks are competing in the marketplace the subject property offers a close-in and highly visible location The relatively rapid growth of the population within the park's Primary Market Area has resulted in the construction and planning of a significant supply of new shopping center space. This, in turn, increases the demand for wholesale and distribution space in the area, in order to meet the needs of the expanding retail base. Many of these distributors, (e g., food warehouses, appl iance distributors, department store warehouses, general warehouses) require rail, and can therefore be strategically located within the subject property The high volume traffic generated by these tenants makes the use of trucks, as their major means of transportation, uneconomical Interviews with Seaboard Coastline Railroad indicated that these types of distributors are relatively large and occupy, on average, 50,000 to 100,000 square feet, with the most popular buildings containing about 60,000 to 70,000 square feet B.) And the fact that they are the flagship tenant suggests that the quality of the park at buildout will be even higher than originally foreseen. This is because quality tends to breed quality; high quality tenants tend to cluster Distribution, by its very nature, employs fewer employees-per-square foot than do some of the more "intensive-use" industrial tenants detailed in the original DR! - electronics, medical, engineering/planning and the like. Simply put, the distribution function was part of the original employment forecast. And because it is the first tenant, as opposed to the tenth, for example, is not cause to worry that the original employment forecasts cannot be achieved. Thomas Powers Subject: Quantum Park At Boynton Beach Date: July 3, 1986 In 1984, the Goodkin Research Corporation completed the original economic analysis for what was then known as the Boynton Beach Park of Commerce. The park at that time was in its planning infancy The analysis completed then was likewise based on a conceptual plan and the resulting economic analysis and forecasts were heavily couched in Palm Beach countywide averages for employees per square foot, construction costs, wage and salary levels, and the like. In 1985, the park was purchased by Quantum Associates and was renamed Quantum Park At Boynton Beach. Today the park is more than a concept; "live" tenants are negotiating for "real" space. The development of what is South Florida's most advantageously located, high quality business park is a reality Goodkin Research was recently retained to take another, more qualitative, look at the Quantum Business Park and the way it was initially beginning to build its tenant base Some concern has been expressed about the impact that the first tenant, Publix, would have on the overall employment forecast completed in the original DRI. Several points should be stressed along these lines 1) The original DR! applied countywide employee-per-square foot averages to the then proposed land uses. These forecasts then became baselines used to evaluate the economic impact of the park at buildout. Like any forecast based on averages, the mid-term results are likely to deviate some through build~ut as averages become reality To hold those forecasts as rigid "law" at every point during build~ut does not account for what must be a reasonably flexible development plan in an ever changing market. 2) Distribution functions were always seen as an integral use within the park. The original market analysis and the DR! recognize distribution functions as a natural for a park located contiguous to major north-south rail and rubber tire transport arteries (not to mention the major West Palm Beach Airport). The peak hour traffic volumes and the intersection needs for the revised network are depicted on the attached sketch. Also enclosed with this letter are the critical path capacity analysis computer printouts showing the level of service at each intersection. Regarding the warehouse/distribution center, it should be noted that this is a use assumed within the industrial category reflected by the ITE traffic generation rates. Therefore the use was already considered by the traffic studies and updates which have been completed, including this update, Enclosed under separate cover is an appendix to this letter report containing traffic assignment update work sheets. Please explain the phasing of the development in more detail, especially the 5-year and 10-year periods shown in phase I in Table 12-13-1 B. Please indicate how many square feet of each kind of use are anti- cipated Also, indicate the projected number of hotel rooms. Map H appears to indicate that one office parcel and one indus- trial parcel have alternative hotel uses However, the text indi- cates that hotel rooms will be provided in the commercial area. Please provide additional information on where and how many hotel rooms are planned Question 16, Wetlands A It is proposed to convert much of the wetland habitat on-site to lake or pond habitat. What depths are proposed in these lakes? Are they being excavated in part to provide fill? B How many linear feet of lake edge are proposed for this project? Question 18, Vegetation and Wildlife A It appears that the understory of the Sand Pine Scrub area west of High Ridge Road, in the southwest portion of the property, has recently been removed Provide documentation as to 1) when the understory was removed, 2) why it was removed, and 3) by whom it was removed B Please indicate on a map what upland habitat, including intact canopy, understory and groundcover, will be set aside as habitat preserve area by the developer C Provide an estimate of the sizes of Gopher Tortoise and Burrowing Owl popUlations which occur on-site D To what extent will native vegetation be used in providing landscaping for the project? The application should include an estimate of the percent of expenditures (by type) which will be spent within the region This information has been omitted Although the market analysis looks at Palm Beach, Broward and Dade Counties, the response should specifically address the Treasure Coast Region and not the market region B The actual cost of construction for the proposed project was marked up 15 percent to obtain the assessed value of the project What assumption was made regarding the choice of 15 percent? C The application states that 20 percent of the nonconstruction permanent employees are to be drawn from outside of the region in the market survey The market study, however, used Palm Beach, Broward and Dade Counties as its region What percent of the non- construction permanent employees are expected to come from within the Treasure Coast Region? Question 21, Wastewater A Provide sources for all wastewater flow estimates, and explain how "Industrial Waste Allowances" are derived. C How does the City of Boynton Beach's South Central Wastewater Treatment Plant dispose of its treated wastewater effluent? Is spray irrigation water provided by this plant? Question 22, Drainage A. Typically, the Treasure Coast Regional Planning Council recom- mends that stormwater management systems be of retention type or provide filtration prior to discharge to surface waters if deten- tion type systems are used The proposed system appears to be a detention type without filtration and, therefore, may be found to be unacceptable Are there any engineering constraints peculiar to this site that would preJent the develo~er from providing retention for the first one inch of stormwater runoff~ or detention with filtration? B Provide a detailed description of stormwater best management practicess such as bermings use of swales~ and sweeping of parking lotss that will be incorporated into this project to assure that maximum water quality and habitat value are provided within the surface water management system lakes Wherever pos- sibles quantify the effectiveness of each proposed "best management practice." Question 23~ Water Supply A. Provide sources for all water demand estimatess and explain how commercial and industrial demands were derived. B For many of the soil types found on this property~ irrigation demand projections may be underestimated. Estimates should be based on soil type and landscaping types to be used Provide detail regarding the extent and type of landscaping material to be used If irrigation demand has been significantly under- estimateds recalculate projected demand. It should be noted that Council encourages extensive use of natives "adapted" vegetation in landscapings specifically for the purpose of reducing nonpotable water demand C. Are there any sources of wastewater effluent in the area of this project that could be used to meet irrigation demand? Question 24~ Solid Waste A. What types of hazardous or toxic materials or wastes are expected to be handleds stored or used in processing? What special provi- sions will be made for such materials? Although the applicant was granted SF~ID Permit No, 50-00611-S/R, in 1978, that permit must be reissued, based on current criteria and the new development proposal.
