In accordance wIth the requirements of SectIon 380 06(19), Flonda Statutes (F S ), we have
revIewed the "NotIficatIOn of a Proposed Change to a PrevIOusly Approved Development of
Regional Impact (DRI)" (NOPC) for the Quantum Park DRI dated December 22, 1998 and
revisIons submItted on February 12, 1999, and February 25, 1999
The NOPC proposes the following revisIOns to the master plan.
1) Lot 2 land use designatIon IS to be changed from office/industnal to
office/industrial/hotel.
2) Lots 66, 67, 67-C land use deSIgnatIOn is to be changed from office/industnal/hotel to
office/industnal/commercial

The proposed changes are presumed to create a substantial deviatIOn pursuant to Section
380 06(19)(e)3 , Florida Statutes. The maximum allowable square footage for the approved
land uses wIthm the project wIll not be mcreased by the proposed changes to the master plan.
The apphcant proposes to do a simultaneous mcrease and decrease of office and/or industrial
square footage to allow the development of a mOVIe theatre complex Council has
detenmned that the proposed changes will not create any addItional regIOnal impacts

The Department has revIewed the second NotIficatIon of Proposed Change to the Quantum Park DR!
that was submItted m response to the Department's objections raised during the review of the
first NOPC submItted on December 24, 1998 The request was receIved from Mr Douglas
MacDonald, PreSIdent ofMFT Development, Inc., owner of the Quantum Park DR! on February 16,
1999
The Department raIsed several ObjectIOns to the first NOPC, however, the applIcant has submItted
addItIonal and adequate mformatIOn to rebut the presumptIOn of substantIal devIatIOn by clear and
convmcmg eVIdence Therefore, thIS letter IS mtended to wIthdraw the prevIously raIsed ObjectIOns
made by the Department m our letter of February 5, 1999
The request contamed four proposed land use modIficatIOns. They consIst of land use changes of
several eXIstmg lots and the addItIOn of a newly proposed "Amusement and RecreatIOn" land use
desIgnatIOn m order to allow the constructIOn of a mOVIe theater The speCIfic changes are as follow.

acres.
Pursuant to SectIOn 380 06(19)(e)5.a., Flonda Statutes (F S ), the proposed addItIOn of a newly
proposed land use desIgnatIOn IS not presumed to be a substantial deViatIOn, smce the affected
acreage represents less than 15% of the total DR! acreage. The SIze ofthe affected acreage IS 22.50
acres, wluch IS approximately 4% of the eXIstmg DR! acreage. The applicant demonstrated that no
addItIOnal external tnps beyond those already approved by the Development Order would be
generated. The Department does not belIeve the proposed change would create addItional regIOnal
Impacts beyond those WhICh have been prevIOusly revIewed by the Department.
Pursuant to SectIOn 380 06(19)(e)3., F S., the proposed shiftmg of prevIOusly approved land use
deSIgnations withm the DR! IS presumed to create a substantial deviatIOn, since the changes are not
specified m paragraphs (b) and (c) of SectIOn 38006(19), F S However, the applIcant has rebutted
the presumptIOn by demonstratmg that the proposed changes would not lead to additIOnal external
tnps beyond those already approved by the Development Order Consequently, the Department no
longer raIses ObjectIOns to the Notice of Proposed Change to the Quantum Park DR!.

QUANTUM PARK NOPe
TRAFFIC ANALYSIS
The proposal under this Notice of Proposed Change (NOPe) for Quantum Corporate Park
DRI is to amend the Master Plan to change the land use designations on various parcels.
These specific changes have been described in detail in Section 5 of the NOPe Application.
The purpose of this traffic analysis is to provide data and analyses of the traffic impacts
associated with the proposed change such that a determination of substantial deviation can
be made.
The most recent modification to the DRI was approved on May 20, 1997 The Master Site
Development Plan approved on that date established thresholds of development (maximum
square feet for each land use) that could not be exceeded as well as a maximum daily trip
threshold that could not be exceeded As noted on the Master Site Development Plan states
that the project is vested for 63/752 daily trips. This then beromes the benchmark from
which to compare the trip generation of the proposed land uses.
Exhibit 1 provides a trip generation analysis of the proposed Quantum Park development
program. It should be noted that the land use categories shown on this exhibit are more
refined than the broad categories shown on the Master Site Development Plan, dated May
20, 1997 land uses shown on Exhibit 1 reflect the developer's knowledge of specific uses
that will be or are currently constructed within Quantum Park. The proposed land uses at
Quantum Park are estimated to generate 62,984 daily trips.
The proposed land use plan is projected to generate fewer trips than are currently vested for
the site. Therefore, the proposed amendment does not represent a substantial deviation

The Quantum Park DRI is an approved multJ-use project. Changes to the development
program are being considered including modifying some of the industrial use to other uses.
In order to allow these types of changes, a traffic equivalency analysis was undertaken as

allowed when changing the land use based on daily trip generation.

Dear Mr Rumpf:
The Department has receIved a NotIfication of Proposed Change to the Quantum Park DR!.
The request was receIved from Mr Douglas MacDonald, PresIdent of MFT Development,
Inc , owner ofthe Quantum Park DR! on December 24, 1998
The request contamed four proposed land use modIficatIOns to the master plan of
development, and they pnmanly consIst of land use changes of several eXIsting lots. The
specIfic changes are as follow'
. RedesIgnate Lot 2 "OfficelIndustnal/CommercIal" from "OfficelIndustnal,"
. RedeSIgnate Lots 66, 67-A, and 67-C "OfficelIndustnal/Commercial" from
"Office/Industnal/Hotel, "
. RedesIgnate Lots 76, 81, and 82 "Office/Industnal/CommercIal" from
"OfficelIndustnal/Hotel, "
. Add a desIgnatIOn of "Amusement and RecreatIon" to Lots 83 through 88, the
eXIstmg land use desIgnatIOn of these lots IS "OfficelIndustnal,"
. Construct a 20-screen, stadIum seatmg mOVIe theater complex.

Gene, regarding the processing of the DRIA, and master
plan modification (since you are changing lot use
classifications), the total fee for the DRIA is not pre-
established, but is based on total staff time and advertising
costs However, we collect $500 at submittal as a deposit.
Unused portion will be returned, or additional requested if
justified by review time and advertIsing fees You will also
pay the established fee for a master plan modification-
$500 If possible, keep the checks separate to assist us in
creating the two separate records You are probably aware
of the fee for Treasure Coast RegIOnal Planning CouncIl
whIch I believe is still $2,500 Call me If I can provide
