NOPC - Amendment # I 0 McM Project No M000370 Dear Ms. Galav' Based on our review of new mformation that was provIded by the Department of Community AffaIrs (DCA), the Department of TransportatIon and Pmder Troutman Consulting, Inc., it is apparent that the proposed Amendment #10 to the Quantum Park Development Order does not constitute a substantial devIation from the ongmal Development Order In particular, the review by DCA determmed that the changes presented in NOPC Amendment #10 are not expected to exceed the critena established m Chapter 38006 (19), Florida Statutes. Also, revised tables presented by Pinder Troutman Consultmg, Inc resolved several questions that were raised by McMahon Associates during our review In lIght of thIS new mformatlon, McMahon, Associates concurs that the proposed development does not constitute a substantial deviation. However, while we also agree that the proposed change should not result in a SIgnIficant increase in traffic from the development mix approved through Amendment #9, we stIll feel that It is prudent for the City to require an analysis of traffic condItions in the immediate area of the site, and the impacts of this proposed NOPC During our revIew of Amendment #10, it became apparent that traffic impacts assocIated WIth changes to the ongmal Development Order have not been subjected to scrutiny As an example, none of the amendments, since Amendment #3, have provided a Substantial DeviatIon DeterminatIon Chart. It is our opimon that NOPC Amendment # 1 0 prOVIdes an opportunity to re-vlsit the premises that were adopted by the origmal Development Order (which is almost 16 years old), and to determine the current and anticipated future operatIon of key roadways and intersections adjacent to the DR!. An anchor retail store and a bookstore also are planned. Once the development is built, Quantum Group plans to develop 40 of the 58 remaining acr~8 as of~ flees and sell the rest. The park already contains' a CARMAX, a Motorola plant, office space, a gas station, a hotel and a small restaurant. Construction of a high school, a skating rink and new headquarters for the Quantum Group is under way The development is expected to put an additional 63, 737 daily ve- hif:ular trips on area roads, slightly below the 63,752 threshold estab- lished in May 1997 in the master pl,n for the p~rk, according to a preliminary traffic study by Pinder Troutman Consulting Inc. Traffic for the existing develop- ment and approved projects is esti- mated at 25,000 daily trips. A Tri- Rail station is nearby On Tuesday, the city zoning de- partment received a request to alllend the parcels' zoning to ac- cOplmodate retail and residential. The land is zoned for commercial, industrial and limited entertain- ment. Also on Tuesday, preliminary plans were submitted to the Trea- sure Coast Regional Planning Council. The council must review plans and forward them to several state agencies including the depart- ments of Transportation and Coin- munity Affairs. Recommendations are then for- warded to the city, which holds public hearings_ . Construction is not expected to begin for six to eight months. Mayor Jerry Broening says the development is exactly what the city needs to strengthen. its tax base. "It fits.our concept,. Vision ~ [the city's long-range. development plan 1, our zoning. "Such a Mizner Park-type co~ plex happening right off 1-95 will be an economic boon to the area, OJ said Diana Johnson, the interim ex- ecutive director of the Boynton Beach Chamber of Commerce. John Greene, the owner of the Atlanta Bread Company-on Gate-. way Boulevard west of the corpo- rate park, was enthused. "It would be nice to see some- thing like that. Everybody has been speculating on what would happen to that property," he said. Staff Writers Mel Melendez and Stella Chavez contributed to tha.' report.
