GROUND WATER PRO'l'ECTION STRATEGY FOR LIGHT INDUSTRIAL USES
A concern has been raised about the potential for
contamination by hazardous mater1als of the Turnpike Aquifer
which underlies the project site and the County's System
No. 1 Wellfield located about one-half mile southeast of the
project site. Currently, the cone of depression of that
wellfleld does not reach the LIght IndustrIal areas proposed
for the Gould property However, at maximum pumping predicted
for the year 2000, the cone of depression 1S projected to
extend under the property It is Gould's position that the
electronics activities proposed for the project can be
conducted safely and that Gould's proposed controls wIll
enhance protection of the Aquifer and Wellfield
Presently, the easternmost 125 acres of the Gould site
are zoned PIPD (1982 Arvida approval Res No 83-193) Of
those 125 acres, 78 1 net acres are designated L1ght
Industrial. The ArvIda approval was predIcated on its use
for "high technology assembly plants, corporate headquarters
and some recreational and corrunerclal uses" as opposed to
"heavier type industrial uses" (See Oct 28", 1982 County
COffiffilssion Minutes). No controls of the types being proposed
by Gould are specIfIed for the LIght Industrial electronics
sites in the ArVlda approval Only GertaIn heavy 1ndustry
activity is excluded. Furthcrmore, approximately one-half
of the Arvida-planned Light Industrial electronics sites are
closer to the System No 1 Wellfield than the Light IndustrIal
sites planned by Gould.
The Gould plan by virtue of improved industrial site
locatIon and covenants and restr1ctIons, dcscribed below,
prOVIdes extensive protection for the Tur~ike Aquifer and
the System No. 1 Wellfield from potential contamination by
hazardous materials associated with electronics
The present
PIPD approval on the site provides no such protection.
LIGHT INDUSTRIAL USES
To a significant degree, facilities at the campus wIll
more nearly conform in appearance to office building criteria
than more traditional industrial structures. Light industrial
uses will be limited to a maximum of l2,500 square feet of
buildlng per acre (i e , an FAR of 0 29) with a minimum of
25 percent of each site to be landscaped open space.
Of the 501.4 acres comprising the campus, only l78 1
acres (i e , 36 percent) are aSSIgned to light industrial
use. Activities on the light lndustrial SItes are expected
to include
1 ADMINISTRATIVE OFFICES OF AN INDUSTRIAL NATURE such as,
Division Headquarters, market and sales functions,
computer centers and communication networks.

2. RESEARCH AND DEVELOPMENT LABORA'l'ORIES to incl ude new
product development, materIals <.lDd application research,
software development and advanced CIrcuit design
3. ADVANCED EDUCATION FACILITIES Intended to make avallable
the latest advanced courses in computer science and
related technologies.
4 SERVICE OF ELECTHONIC INSTRUMENTS AND MACHINES to include
upgrading and repaLr of personal and buslness computers,
measurlng devices, medical eqUIpment or other high
technology apparatus.
5. PRODUCTION AND ASSEMBLY OF ELECTRONIC AND SCIENTIFIC
PRODUCTS such as computers, Instruments, medical equipment,
recordIng and testing systems or components, operational
and software manuals, and other types of clean high
technology products.
6. ELECTRONIC AND SCIENTIFIC SERVICES including special
clean room facilities, distributlon, storage, packaging
and electrical/electronIc supply companies.
STRICTLY PROHIBITED USES AND MATERIALS
SITE COVENANTS AND RESTRICTIONS will prohibIt
1 SEMICONDUCTOR MANUFACTURING FACILITIES
2. WAFER/CHIP MANUFACTURING FACILITIES
3 ANY MATERIALS OR SUBSTANCES CONTAINING PCB'S
Semiconductor and wafer/chip manufacturlng produce
hIgher volumes of potentially hazardous materials than do
other electronic manufacturIng activities
The potential
hazards of PCB's are well known
None of these uses or
materials are proh1bIted under the current PIPD approval for
the site

REGULATED SUBSTANCES
Regulated substances considered to be hazardous may be
required by some industrial tenants for a variety of
functions related to research and development, small scale
component manufacture or component assembly. However, with
the uses and materials prohibited above, it is estimated
that functions requiring the use of hazardous materials will
be carried out in a small percent of the area assigned to
light industrial production use.
ENVIRONMENTALLY SAFE DESIGN
SITE COVENANTS AND RESTRICTIONS will require that
"state of the art" technology, including monitoring, be used
in the planning and deslgn of those light industrial
facilities using regulated substances in order to prevent
the release of such substances to the air, soil, surface
water or ground water These containment systems and
monitoring programs will be subject to the review and
approval by the Florlda Department of Envlronmental
Regulation and the South Florida Water Management District.
Loading, off-loading, and storage areas for regulated
subs~ances will be curbed and provided with imperVIOUS bases
to fully contain leaks, spills and accumulated precipitation
until the collected material is neutralized and/or removed.
Storage areas for such substances will be fully enclosed
wIth access only from inside buildings where use will occur

Tanks used for storage of regulatcd substances and
fuels will have sufficient shell strcngth to assure against
collapse or rupture. They will also have controls to
prevent overfilling. The tanks will be constructed over
impervious surfaces and within a closed facility capable of
retaining any accidental spillage or leakage. Suitable
detection and alarm systems will be provided There will be
no onsite disposal of hazardous wastes.
OPERATION AND MAINTENANCE
SITE COVENANTS AND RESTRICTIONS will reqUIre that areas
of any facility handling regulated substances be operated
safely and without hazard to the environmcnt at all times
Large volume/bulk transportation of regulated substances
will be forbidden and such substances must arrive on and
leave the site in low volume quantitIes Regulated
substances will be carefully handled and stored at all
tImes Records will be maintained indicatlng the quantity
of regulated substances in each shIpment and its storage
location in the facility Similar records shall be
maintained for spent matcrials.
Any facility deallng wIth regulated substances WIll be
eqUIpped with the following
1 INTERNAL ALARM AND COMMUNICATION SYSTEM
2 EARLY WARNING EXTERNAL MONITORING AND ALARM SYSTEM

Within the in@cdlatc vicinity of each industrial site
involvIng manufacturing processes which use and/or gcnerate
regulated substances, an EARLY WARNING GROUND WATER
MONITORING SYSTEM will be installed. The ground water
monItoring system will be comprised of a series of
strategIcally located wells The number of wells, their
locations, depths and construction detalls, and samplIng
frequencies, procedures and parameters shall be approved by
the appropriate regulatory agencies.
These systems wll1 be routinely tested, inspected,
maIntained and be readily avallable and accessible to
handlers of regulated substances. Each such facility will
be required to partiCIpate in the overall project
Contamination Prevention and Response Plan
COVENANTS AND RESTRICTIONS will also reqUIre that all
systems and equipment be continually malntained in top
workIng condition, and personnel working on industrial sites
USIng or generating regulated substances shall be fully
traIned to perform their dutles in a way which ensures that
the facilities are beIng operated In an environmentally safe
manner
CONTAMINATION PREVENTION AND RESPONSE PLAN
The developer will prepare a Contaminqtion Prevention
and Response plan (CPRP) for the overall PIPD site
The obJectives of the CPRP are to provide informatlon and

gUldance for control of regulated substances, thereby
preventing their dlscharge into the subsoils and surface
waters of the plant sites, and to provide contamination
response procedures. The plan shall be reviewed and
approved by Palm Beach County in consultation South Florida
Water Management DIslrict (SFWMD), the Palm Beach County
Emergency Preparedness Division, the Florlda Department of
Environmental Regulation (DER), and Treasure Coast Regional
Planning Council. The CPRP shall include, but not be
limIted to:
l. Provision of equipment and trained personnel on-slte
or a contract wlth a contamination response firm
meeting Florida Department of Environmental Regulation
requirements, if found necessary by the above
referenced agencies to protect the groundwater from
possible contamination;
2 Specification of follow-up water quality monitoring
programs to be implemented in the event of
contamination, and
3. SpecifIcation of design and operational measures to
contaIn and dIrect contamInated surface runoff away
from ponds, canals, drainage structures and/or other
connections to the surficial aquifer,
4. Specifications for the development and implementation
of a coordinated monitoring program WhICh incorporates

the individual site monitoring progr~ms descrIbed
above in such a manner as to achieve an efficient and
effective overall project early warning monitoring
program, and
5. Requirements for financial responsIbIlIty which w1ll
assure that cleanup costs can be provided.
INDUSTRIAL TENANT IDENTIFICATION
AND DESCRIPTION
As part of the annual report requIred under Section
380 06(l6}, Florida Statutes, the developer shall prOVIde
a lISt of all industrial tenants, including a description
of their actiVIties and the four digit Standard Industrial
Classif~cation Code applicable to the operation A copy of
thIS list shall be provided to the Department of Env~ronmental
Regulation and the agency delegated the authority for
maintaining, updatIng, and verifying the master files for
hazardous waste generators in Palm Beach County.
ADMINISTRATION OF COVENANTS AND
RESTRICTIONS AND CPRP
As part of the covenants and restrIctIons, there will
be created a property owners aSSOCIation which WIll be
reguIred to provide perpetually by In-house staff or by
contract personnel for the monItoring on a regular baSIS of
compliance with the covenants and restrIctions described
above and to administer the ContaminatIon Prevention and
Response Plan (CPRP).
