NOTICE IS HEREBY GIVEN that the City Commission of the CITY
OF BOYNTON BEACH, FLORIDA, will hold a Workshop Meeting at
5:00 P.M. on Monday, July 16, 1990, at City Hall Commission
Chambers, 100 East Boynton Beach Boulevard, Boynton Beach,
for the purpose of discussing the creation of a special
assessment district associated with public purpose
infrastructure at Quantum Corporate Park and the prospect of
creating a tax increment financing district to facilitate
early construction of the I-95/N W. 22nd Avenue Interchange

The proposed action involves the study of an interchange at 1-95
and N W 22nd Avenue in Boynton Beach, Florida The Interchange
Justification Report (IJR) for this project was approved in
September, 1986.
The location of the project is shown on Figure 1 and the study
window is shown on Figure 2 The study window extends from U S.
1 on the east to Congress Avenue on the west and from Hypoluxo
Road on the north to Boynton Beach Boulevard on the south N W
22nd Avenue is located approximately l~ miles from the nearest
interchanges to the north and south, at Hypoluxo Road and Boynton
Beach Boulevard, respectively Land uses in the study window
generally include residential uses to the east of 1-95 and
currently undeveloped land to the west of 1-95 and the Seaboard
Coast Line (SCL) Railroad (now known as CSX)
NEED FOR THE PROJECT
The study is being conducted in response to anticipated future
transportation needs Traffic volumes in the study window are
expected to increase by some 50-100 percent by the year 2010 An
interchange at N.W 22nd Avenue and 1-95 is being considered to
partially relieve future traffic congestion on Boynon Beach
Boulevard, Hypoluxo Road, High Ridge Road, Miner Road, and
Congress Avenue
THE PROPOSED ACTION
Three alternatives are under consideration These include the No
Project alternative and two "Build" alternatives The Build
alternatives involve a full-direction interchange at N W 22nd
Avenue and 1-95 This interchange would be of either the
standard diamond or urban diamond type within existing rights-of-
way The standard diamond interchange (Alternative 1) is
illustrated on Figure 3, and the urban diamond interchange
(Alternative 2) is shown on Figure 4

The proposed standard diamond interchange (Alternative 1) will
have two through lanes and dual left turns in each direction on
N W 22nd Avenue The urban interchange (Alternative 2) will
also have two through lanes in each direction and dual left
turns For both alternatives, the ramps will have dual left turn
lanes and one right turn lane The standard diamond will be
signalized at either end of the bridge at the junction of the
approach ramps The urban interchange will have one signal in
the middle of the bridge For both alternatives, retaining walls
will be used along the approach ramps which will also provide
some degree of noise attenuation for receptors to the east
In addition, the No Project alternative is also being studied
With this alternative, N W. 22nd Avenue will not have access to
1-95 However, even without an interchange, widening of N W.
22nd Avenue to four lanes over 1-95 is proposed to occur within
the next ten years.
ANTICIPATED IMPACTS
The anticipated impacts of the interchange are summarized as
follows
Socioeconomics
1. No right-of-way taking or displacements of families or
businesses will be required
2 With N W 22nd Avenue widened to four lanes, plus a
left turn lane at Seacrest, traffic will be closer to
residences on N W 22nd Avenue By the year 2010, traffic
volumes on N W 22nd Avenue between the bridge and
Seacrest will increase to 29,000 vehicles per day with
the interchange, as compared to 16,000 vehicles per day
with the No Project alternative
3 The proposed action will "open up" the western portion
of the City of Boynton Beach to development This will
provide employment for residents of Boynton Beach
opportunities and will enhance the City's tax base
Land Use
1 The proposed action is compatible with existing land
uses and the City and County Comprehensive Plans
Archeological and Historic Resources
1 The proposed action will have no impact on cultural
resources, parks, or wildlife refuges

Natural and Physical Features
1 The proposed action will have some visual impact created
by the access ramps These ramps will be on
retaining walls which will reach a height of about 23
feet where they join the bridge The walls will be
located at the edge of existing rights-of-way
Air Quality and Noise
1 No adverse air quality impacts are expected to result
from the proposed action.
2 Some noise impacts will occur primarily because of
traffic on 1-95 However, residences within the
vicinity of the interchange will receive lower noise
levels with the "Build" alternatives than with the No
Project alternative This is due to the buffering
effect of the retaining walls
Wetlands/Water Quality
1 The proposed action will have no adverse effects on
wetlands or water quality.
Coastal Zone
1 The proposed action is consistent with the Florida
Coastal Zone Management Plan
Threatened or Endangered Species
1 No threatened or endangered species will be affected by
the proposed action
Construction Impacts
1 During construction, some short-term impacts will
occur These include the dust, noise, traffic, and
visual effects of construction activities These
impacts will be offset somewhat by
Notifying residents in advance of
construction activities which would affect
their access
Conducting construction activities during
normal business hours
Following FDOT standard specifications for
construction activities to avoid erosion,
pollution, or other adverse effects
