This letter is to advise you that Palm Beach County advertised for bids for the
construct i on of the subject project on Sunday, May 17, 1992 Pursuant to
Condition No 24 of the above-captioned Ordinance, Quantum Park is to provide
directly to Palm Beach County the sum of $141,000 00 (One hundred forty-one
thousand dollars) within thirty days after the contracts for the project are let
and construction has commenced
We anticipate that these two actions should occur within the next ninety days
You will be notified as to the actual date of commencement for this project
That notification will contain a request for the payment of the funds pursuant
to the condition of approval

Amended Ecological Plan for Quantum Park
On September 4, 1986 the City Council approved the Ecological
Report for Quantum Park This action was a requirement of the
Development Order, approving the Park. Subsequent to the
Council's action, the Treasure Coast Regional Planning Council
recommended that changes be made to the Ecological Plan before
they would consider approval.
To that end, you will find accompanying this memo, a copy of the
amended Ecological Plan. This amended Plan incorporates the
comments made by staff and the Treasure Coast Regional Planning
Council Therefore, it is recommended that the Council approve
the amended Plan, consistent with the Development Order

soil engineering services to acccmplish the follmving
a Deutsch/Ireland Properties is about to engage in a land
exchange with the City of Bvynton Beach for park properties
roughly descrIbed on Exhibit A attached hereto In connection
with the proposed land exchange, it is the responsibility of
Deutsch I I reland Properties to estabJ ish the extent of muck that
will be located within the bounddlies of the proposed city park
We are interested in engaging YOIl firm to establish these limits
In so doing, we WIll direct you to vIOl k with our surveyor, FRS
Associates, to coordinate your findings with a final parcel
survey Specifically, we will require a final report from you
which accomplishes the followIng
1 You will be required to take sample borings as you feel
is necessary to establish the sufficiency of the site to
be utilized for a community parJr incorporating sports
fields (baseball, soccer, football with appropriate light-
ing, irrigation, concession buildings, etc)
2 To establish the limits and depths of muck on the site
3 To provide us \-lith recommendations and cost estimates for
stabilizing muck aleas so that tlley may be used for sports
fields including the plopel drainage and utilities as
required

Enclosed herewith is a copy of a request for proposal sent to
three soils engineers in reference to the City Land Swap parcel
I would like you to work with them in terms of providing the
information they may require to prepare their proposals for me
Also, I would like you to provide a separate quote for us to do
the following in conjunction with their work
1 To stake areas and provide a location map for the borings that
the soil engineers propose to take on the site
2 Work with our selected soils engineer to prepare a final
survey that ties down the muck areas on the site
3 Provides a finished topo survey of the site to 1/10 of a foot
4 Provides a legal description of the wetland area to be
preserved in accordance with the Treasure Coast Regional Planning
Council requirements (In order to stake the wetland area, you
will need to work with our environmentalist, Don Richardson, and
most probably a representative from Treasure Coast. You should
include in your quotation only the dollars required for your
services in this respect I will approach Donald Richardson for a
separate cost for his involvement)

deliniation of the City park area as we now propose it Please
