a. Traffic
The project, as part of the Shoppes of Woolbright PCD and
Woolbright Place PUD settlement agreements, was reviewed
by the Palm Beach County Traffic Division It was determined
at that time that the PCO and PUD met the requirements of the
Traffic Performance Standards of Palm Beach County in effect
in 1986 A revised traffic study has been submitted to
compare this use with the use previously planned for this
parcel and to monitor the traffic vesting of the overall PCD
The revised study contains inconsistencies with the previously
approved traffic study Staff requested a modification of this
document. See Exhibit "C" - Conditions of Approval
b Drainage-
Insufficient drainage information has been submitted for the
Engineering ~ivision to certify compliance with the City's
drainage levels of service Certification is required at the time
of site plan approval The Engineering Division is
recommending that this be postponed to time of permit review
Driveways
A 27 foot wide ingress/egress driveway access aisle is proposed just
south of the proposed restaurant. It will be constructed to serve both
the subject property and also the property to the south (proposed for
an automotive parts store) The driveway access aisle will also
connect S W 8th Street with the Home Depot parking
Parking Facility
There are 38 parking spaces to be provided for this use including 2
handicap accessible spaces as required by the ADA. This meets the
minimum standard of 38 parking spaces required by the Land
Development Regulations, Chapter 2 - Zoning for a restaurant use of
this size However, nine (9) parking spaces (of those 38 required) are
to be provided off-site within the PCD The legal department has
determined this to be acceptable The access aisle is located
approximately 50 feet east of S W 8th Street.
Landscaping
The landscaping of the site will fully meet the code requirements
when staff comments are incorporated

Community Design
Plan The proposed building is designed based on a simple, rectangular
floor plan The scaled height of the building (dimensions were not
provided) is approximately 33 feet (13 feet high exterior walls and 20
feet high, double-sloped hip roof) No information was submitted with
regard to building materials to be used for construction The
architecture of the structure is incompatible with the architectural
pattern established by Burger King and required by the City
Commission dunng the Burger King approval This approval
established Burger King as the model for subsequent architectural
design of all parcels yet to be developed at the Shoppes of Woolbright
PCD Exhibit C - Conditions of Approval contains staff comments,
that, staff feels, would remedy these incompatibilities

RECOMMENDA TION.
The Planning and Zoning Department recommends approval of this site plan request,
subject to the comments included in Exhibit C - Conditions of Approval The TRC
recommends that the deficiencies identified in this exhibit be corrected on the set of plans
submitted for building permit.

Comments.
25 The survey of proposed Lot 2 contained in this submittal is deficient with regard
to the following information.
- topography
-easements, and/or
-surveyor's statements regarding researching property records.
In order for the city staff to properly evaluate the proposed site plan with regard
to possible conflicts between existing utility lines and easements and proposed
improvements provide a survey that will contain the above information and/or
statement from the surveyor that the property was researched for all
underground utility lines and easements as required by LDR, Chapter 4
Section 7.A.
26 Any roof top equipment will have to be screened from view at a distance of 600
feet. If such equipment is planned indicate its location and the height of the
equipment above the roof level. Provide elevations of the structure showing the
roof top equipment and the required screening (all reduced to a small scale) and
draw in on these elevations the lines-of-sight connecting the highest point of the
equipment with the eye level from a distance of 600 hundred feet from the

27 With the approval of Burger King, the City Commission required that "the design
elements approved for Burger King site shall be carried forward on all future
development within the PCD" Amend the elevation drawings to comply with the
requirement of the City Commission and to provide compatibility of architectural
design within Shoppes of Woolbright PCD It is recommended that:
. the double-sloped hip roof be replaced with a mansard roof of a slope
and color compatible with the mansard roof of Burger King
. the height of the building be lowered to approximately 16 feet,
. the ratio of the mansard roof height to building height be maintained
between 1/4 to 1/3 (that of Burger King and that proposed for Discount
Auto respectively)
. mansard roof be continued along the entire perimeter of the building
. to avoid monotony of highly visible building elevations, provide a
rhythmical pattern of off-sets and/or control joints on all elevations in
combination with appropriate fenestration
. to achieve continuity coordinate landscaping along S W 8th Street with
the landscape design schemes of Burger King and Discount Auto with
respect to species and setback/location.
28 According to LOR, Chapter 2 - Zoning Section 11 J 1 the minimum size of the
loading zone is 12 feet in width and 35 feet in length Delineate on the site plan
the location of the loading zone with a dotted line meeting the required design
standards.
29 The proposed building and site signage shall meet the approved Shoppes of
Woolbright PCD master sign program criteria. Indicate the size and colors of the
proposed monument sign to reflect its compliance with the approved sign
program and appeal to the Community Design Plan (both development orders
dated November 19 1996)
30 The City's Land Development Regulations, Chapter 5 - Platting requires a plat
to be submitted if the land/parcel is split into more than two (2) lots. The
submitted survey indicates that the proposed project will create more than two
(2) lots in Tract 'C" File a replat of Tract "C" of Shoppes of Woolbright with the
Development Department.
31 The location of the building on the site plan does not conform to side yard
setback regulations. Amend the site plan to reflect the proper side yard setback
(30 feet) or receive approval of a variance
32. Traffic control markings shall be shown within the vehicular use areas as
required by LOR, Chapter 4 Section 7 B 2.
33 Lighting shall be shown on the site plan as required by LOR, Chapter 4 Section
7 B.2 and to eliminate potential conflicts with landscape material and existing on-
site or proposed easements.
34 The dumpster enclosure shall meet the design standards as described in LOR,
Chapter 9 Section 10 C Note that the wooden enclosures are not permitted in
the city
35 Off-street parking (minimum of 9 spaces) has to be constructed prior to issuance
of Certificate of Occupancy for the Food Court building Provide a document,
signed by the property owner indicating where the 9 parking spaces are to be
located and his/her approval of the additional parking Also provide drawings
indicating that the 9 parking spaces will not cause a parking deficiency on the
property where the additional parking is to be provided
36 On the Landscape Plan amend the tabular summary of the planting material to
include a 'landscape material required by the code" category Also provide
relevant calculations for this category For the landscape buffer adjacent to the
right-of-way and along abutting properties, provide perimeter distances of the
parcel for which the landscape buffer material (both trees and hedges) is being
calculated (Chapter 7 5, Article II - Landscape Code)

37 Incorporate the above calculation into the tabulation of the landscape material
provided for the site. The native requirement is fifty percent of the required
landscape planting (Comprehensive Plan Policy 4 4 6)
38 In order to screen the vehicular use area, as required by LDR, Chapter 75
Article II Section 5 E provide a hedge along the eastern property line between
the southeast corner of the building and the curb of the driveway If such hedge
meeting the city standards already exists on the adjacent property the on-site
hedge requirement can be waived however the landscape plans indicating the
compliance of the substitute hedge with the city's landscape code have to be
submitted to the Planning and Zoning Department for verification.
39 On the elevation drawings depict color code and manufacturer's name of all new
exterior building materials or finishes, as indicated in the submitted color code
chart.
40 Submit to the Planning and Zoning Department a presentation board containing
samples of all exterior building materials to be used for construction
41 Submit to the Planning and Zoning Department colored elevations all four sides
of the building (only one was submitted)
42 The total number of net external trips of 16 104 as proposed in the amended
traffic study exceeds the number of approved net, external trips of 15,212.
Average daily trips assigned for any particular use in a planned district can be
transferred to another use within the district, but the proposed total net external
trip number cannot exceed the total number of external trips approved for
Woolbright Place PCD and Shoppes of Woolbright PCD Prior to the building
permit issuance, amend the traffic study to show compliance with this condition
43 On the landscape plan show all existing and/or proposed utility easements
Trees, other than palms, are not permitted within utility easements.
44 On the site plan sheet 3 of 8 show all setbacks as required by LDR, Chapter 4
Section 7 B 1
45 Prior to issuance of the building permit submit a copy of the drainage permit
issued by the Lake Worth Drainage District.
46 Eliminate discrepancies between the site data provided on the site plan and
paving, drainage and utility plan
47 Due to the proposed relocation, to the north of the driveway on S W 8th Street,
a master plan modification is required to be submitted and presented to the
Planning and Development Board and City Commission prior to issuing a
building permit for the Food Court building
48 The submitted cross easement agreement needs to be reviewed and accepted
by the City Attorney and subsequently recorded in the Palm Beach County
Recorder's Office No certificate of occupancy will be issued for either Food
Court or Discount Auto Part store until the driveway north of Discount Auto is
constructed
49 Prior to issuing a building permit for the Food Court building rectify the most

The truck WIll be unable to make the nght hand turn mto the enclosure from the
Home Depot entrance. The openmg IS too narrow and the turn too severe for our
trucks.
The truck would be forced to back out mto a very busy mtersectIOn, the entrance
Home Depot, whIch would be a very senous safety hazard.

I have revIewed the above plans and find the followmg concerns
1 The LOADING AREA & DUMPSTER locatIOn are a great traffic flow concern. There IS an "11 foot by ? foot
TURN AROUND" also shown m thIS area. I'm not what type of vehIcle can make a turn-around m thIS lInnted
amount of space, but I'm sure It IS not a semI-tractor-tratler or any other type delIvery truck. ThIS would even be
tIght for a passenger vehIcle. The angle of the dumpster pIck-up IS not condusIve to thIS area as the truck must back
mto an already congested mtersectIon m order to leave the area. I'm not even sure how a semI-tractor-trailer would
attempt to enter thiS area, I can guarantee It would not be a safe maneuver for both the dnver or other vehIcular
traffic I recommend redesIgmng of thIS area.
2 The access road, on the south SIde, would reqUIre STOP SIgns and pamted stop bars at both ends. The west
mgress/egress would also reqUIre a "RIGHT TURN ONLY" sign.
3 A STOP SIgn and pamted stop bar would be reqUIred for vehIcles eXItmg the parkmg lot, pnor to the access
road.
4 The landscape buffer on northeast comer of the parcel should mamtamed not to exceed two feet m heIght. ThIS
IS to msure "lIne ofvlSlon" at the mgress/egress of Home Depot parkmg lot.
5 It IS my strong recommendatIOn that a traffic signal be mstalled, m conjunctIOn wIth,( but not as a responsibIlIty
of FOOD COURT) the constructIOn of thIS parcel. at the mtersectlon of S W 8 Street and the mam dnveway
(HOME DEPOT ENTRANCE) This mtersectlOn is currently showmg a drastic mcrease m vehIcular mCIdents
(VIOlation ofnght of way accIdents,etc) and WIth the addtlOn of thIS parcel, traffic count IS mcreased.

Find attached for your review the plans and exhibits for the above-referenced project.
Site Plan Review approval for this project will be granted by the City Commission To
ensure that the project stays on line with the review time frame stipulated by the
court order, I request that the plans and exhibits be reviewed and formal written
comments transmitted to the Director of the Planning and Zoning Department no
later than 5.00 P.M. on December 23.1996. Return plans and exhibits with your
written comments.
Adhering to the following review guidelines will promote a comprehensive review and
enable the applicant to efficiently obtain Technical Review Committee approval
1 Use the review standards specified in Part III, Land Development Regulations,
Chapter 4, Site Plan Review, Section 8 of the Code of Ordinances to review and
formulate comments
2 The documents submitted for the project were determined to be substantially
complete based on the submittal requirements identified in Section 7 of the Site
Plan Review Ordinance However, if the data provided to meet the submittal
requirements is insufficient to properly evaluate and process the project based
on the review standards or the documents show code deficiencies, additional
data and/or corrections should be requested by the reviewer through the
Planning and Zoning Department.
3 Each comment shall reference the section of the code that is incorrectly depicted
on the documents
4 Technical Review Committee member(s) shall identify in their comments when the
plans depict or when the location and installation of their departmental required
improvements may conflict with other departmental improvements

5 When a TRC Member finds a code deficiency that is outside of his/her review
responsibility, the comment and the specific code section may be included in their

6 If a TRC member finds the plans acceptable, he/she shall forward a memo, within
the time frame stated above, to the Planning and Zoning Director stating that the
plans are approved and they do not have any comments on the plans submitted for
review and recommend the project be forwarded through the approval process
All comments shall be typed, addressed and transmitted to the Director of the Planning and
Zoning Department for distribution to the applicant. Please include the name and phone
number of the reviewer on this memo Jerzy Lewicki will be the Planning and Zoning
Department staff member coordinating the review of the project.
The Planning and Zoning Department will send the applicant a cover letter which includes
the comment(s) and directions to amend the plans to comply with the comments and the
procedures for resubmission When the Planning and Zoning Department receives the
amended plans, they will distribute the plans with a cover memo to all TRC Members for
review and approval
