Dear Sir
Through a joint participation agreement, Palm Beach County is administering
the construction of the Boynton Beach Station for the State of Florida
Department of Transportation This facility will be funded by the State of
Florida and will be constructed on Department of Transportation property with
the exception of the access road
Rossi and Malavasi Engineers, Inc has prepared the Construction Documents to
meet the requirements of the Tri-County Commuter Rail System The uniform
design requirements for each station was established by the Tri-County Rail
Organization
In agreement with George Sirianni and Clay McGonagel of the Florida Department
of Transportation, the jurisdiction for this facility has been established as
follows
1. The portion of this facility to be constructed within the Department of
Transportation property will be under the joint jurisdiction of the
Florida Department of Transportation and Palm Beach County The Palm
Beach County Architectural Division will administer the Construction
Contract for Compliance with the Contract Documents Under State
Statutes, this facility will be exempt from local jurisdiction It is
therefore determined that the City of Boynton Beach will not have
responsibility for that portion of the facility constructed within the
Department of Transportation property and a permit will not be required
2 The access road and drive portion leading up to the Department of
Transportation property line, and being outside that property line, will
be within the jurisdiction of the City of Boynton Beach This portion
of the facility will be constructed in accordance with the City of
Boynton Beach current requirements Accordingly, the successful
Contractor will apply for a permit with the City of Boynton Beach
Building Department The Architectural Division will administer the
Construction Contract for compliance with the Contract Documents

As a condition of site plan approval, the following comments should be
incorporated into the related documents by the applicant
1 The sidewalk along the access road conflicts with trees as shown
on the landscape plan
2 A twenty-seven (27) foot backup aisle is required for all parking
stalls
3 Raised curbing must be provided adjacent to all parking stalls
which abut landscaped areas
4 Two handicapped parking stalls are required Double striping must
be blue and four (4) feet wide at handicapped parking stalls
5 Handicapped accessibility must be provided from the parking area
to the platform
6 Railings on the handicapped wheelchair ramp must be thirty-two (32)
inches in height
7 The ingress/egress agreement must be recorded with the Palm Beach
County Clerk's office
8 Landscaping must comply with Chapter 7 5, Article II, of the Boyn-
ton Beach Code of Ordinances
The applicant's prompt compliance with the preceding comments will insure
a timely permitting process

2 Six copies of elevations for all structures are required
3 The minimum width for 90 degree parking and the adjacent
access aisle is 45 feet, based upon a minimum aisle
width of 27 feet and a stall length of 18 feet (Article X,
Parking Lots)
4 Both curbing and wheel stops are not needed Either one
or the other may be used (See Appendix B of Article X,

5 Indicate placement of directional arrows on pavement for

information shown Recommend transferring sign location
data onto landscape plan or other drawing At face value
it appears that all of these signs may not be needed It
is not clear how many of each sign is proposed
Our next site plan submittal deadline is October 24, 1988 Six
sets of plans addressing all departments comments may be
submitted to the Planning Department on or before this time,
along with a colored elevation of the canopy structure. If you
have any questions, please do not hesitate to call.

will be provided on the site It is the opinion of the Building
Department that these facilities should be required
2 Sidewalks should be provided from High Ridge Road to the terminal
to allow for safe pedestrian circulation
3 A 27 foot back-up aisle is required for all parking stalls
4 Raised curbing must be provided adjacent to parking stalls which
abut landscaped areas
5 Two handicapped parking stalls are required Double striping
must be blue and 4 feet wide at handicapped parking stalls
6 Light poles must be designed in accordance with Chapter 12 of
the Standard Building Code to withstand 120 m p h windload
7 Handicapped accessibility must be provided from the parking
area to the platform
8 Railings on the handicapped wheelchair ramp must be 32 inches
in height
